Carrot, stick and EPCs by Bob Bickersteth

The UK Government has set the target to be a ‘net zero’ emitter of greenhouse gases by 2050, but at what cost to the homeowner?

I

n June 2019, parliament past legislation requiring the Government to reduce the UK’s net emissions of greenhouse gases by 100% relative to 1990 levels by 2050. Doing so would make the UK a ‘net zero’ emitter. Heating contributes about 30% of the UK’s total greenhouse emissions. Half of this comes from heating our homes largely from gas boilers and the energy lost from draughty housing. To achieve the target, we will need to decarbonise our homes, and change how they are heated. It is understood that the Department of Business, Energy and Industrial Strategy will shortly announce that homes will be expected to achieve an Energy Performance Certificate (EPC) rating of C or above from 2030. They have also indicated that there will be exemptions for dwellings that are difficult or prohibitively expensive to treat. Some experts believe these ambitious targets are unrealistic without considerable Government subsidies and intervention. Energy Performance Certificates were introduced 1st August 2007 as part of the Home Information Packs. They are designed to give a reflection of the energy-efficiency of a building, based on various factors such as the insulation present, heating systems, glazing and any renewables. They give an energyefficiency grade between A and G, with A (or A+ for nondomestic properties) being the best – i.e. most energy-efficient - and G being the worst. They include recommendations on measures that would make your home more energy-efficient, along with estimated costs for implementing the changes and the potential savings you could make.

There are currently approximately 29 million homes in the UK of which, 19 Million have an EPC rating of D or lower. There will have to be a substantial shift over the next 8 years to achieve the goals, with the Government using a carrot and stick approach. So far, carrot options like the £1.5bn Green Homes grant, (which provided vouchers up to £10,000 for improvements) have failed. It was scrapped after just six months due to the complexities and difficult criteria leading to a very poor take up. Stick options, used in the rental sector, have proved more successful through the Minimum Energy Efficiency Standards (MEES) but was equally unpopular as the costs, were mainly borne by the landlords. For some homeowners it will be relatively easy to get to a C rating, for others, it will mean substantial expenditure and disruption. What does this mean for homeowners? We know that there is a planned ‘decisive shift’ away from fossil fuel (90% of current boilers are gas or oil). New gas boiler installations are to be banned in newbuild homes from 2025 as part of the “Future Home Standards”. If you currently have a gas or oil boiler, you don’t need to replace it, but it does mean from mid-2033, you won’t be able to get a traditional gas or oil boiler installed when yours breaks. The plan is to give householders, suppliers, installers and manufacturers long lead times to prepare for the transition. These changes are also designed to take place at the point of least disruption – for example, when a boiler reaches the end of its life and would need replacing anyway.


the road. Hydrogen is expensive to produce, more flammable than natural gas, burns with a near invisible flame and is notoriously difficult to store because it is so light. Heat Networks could also be used. This is where heat is supplied from a central source, such as a combined heat and power plant, and distribute it, in the form of hot water or steam, through underground pipes. This can only really work in certain areas like urban spaces and heat can easily be lost in the ground. This is still new technology and very much at a ‘trial and error’ stage.

New measures will be introduced to start switching home heating, at scale, to low-carbon alternatives or an appliance that can be converted to use a clean fuel, will need to be installed. Systems such as a heat pumps or hydrogen-ready boilers will be likely candidates to replace gas and oil boilers in the future. Heat pumps are a low-carbon heating system. They extract heat from the air or ground and transfers it to the home. After absorbing the heat from the ground/air, the heat pump increases its temperature. They work a bit like a fridge, but in reverse. They are relatively cheap to run but can only be installed in homes that have outdoor space. This is needed to bury the ground loop or install the air-source heat pump. They work best in houses that are well insulated and have lower temperature heating systems – like underfloor heating. Older houses tend to have poor insulation which will need to be improved for a heat pump to be able to get to a comfortable temperature. Heat-pump radiators also operate at a much lower temperature so for many, this would mean buying new, bigger radiators to spread the (lower) heat more quickly. These systems are expensive to install: an air source heat pump in a medium-sized home ranges from £8,000 to £18,000 and £20,000 to £40,000 for a ground-source heat pump. They need an entire new network of pipes and provides a lower heat temperature than normal central heating and the fan/compressor can create noise. Air to Air pumps don’t heat water. An alternative could be hydrogen. You need electricity to produce hydrogen in the first place, but it’s still significantly greener than natural gas. In theory, it should be possible to use hydrogen in the UK’s existing gas network. But there is still a lot of work to be done before the UK’s gas network can be switched over to low-carbon hydrogen. Manufacturers such as Worcester Bosch, BAXI have developed working prototypes for boilers that run on a 100% hydrogen fuel supply. All modern boilers are capable of working with a certain level of hydrogen so mixing hydrogen with natural gas – at a low enough blend – would mean no changes would be needed to the majority of existing UK boilers. It has been estimated that a 20% hydrogen mix across the entire network would work with current modern boilers, and would save 6 million tonnes of carbon emissions – equivalent to taking 2.5 million cars off

Electric radiators which generate heat through a combination of convection and radiation are already used by 2.2 million homes. This renewable alternative is likely to dominate the heating space in years to come. Incredibly versatile and suitable for any home. Advanced features like smart control, weekly programming and precise temperature management mean they offer a more efficient way to control heating, ultimately reducing running costs and energy bills, even after allowing for the higher unit cost of electricity. In addition to the heat source, an owner will need to make improvements to their home to make it more energy-efficient. Ensuring adequate loft, underfloor or cavity wall insulation, upgrading to double or triple glazed windows, draught proofing, hot water tank insulation and changing to LED lights are just some examples of improvements that can boost an EPC rating. In the interim, using the correct amount of energy to heat your home will also reduce your carbon emissions and save you money on your heating bills. An easy way to do this is to install a smart thermostat.

The costs involved have been the main sticking point because, in the main, people care more about money than the climate change, so it will need to be enforced. The combination of high upfront costs, low long term returns and a perception that energy investment is not captured by property prices means that home owners are reluctant to invest in energy saving improvements. This will change as owners of energy-inefficient homes may find themselves the proprietors of unsellable and unlettable properties in just over 8 years time.


Other measures the Government are considering include linking improvements to council tax payments, encouraging low interest loans and mortgages. They have outlined plans to require mortgage lenders to attain higher EPC ratings from 2025. There is a real risk that the Government will create a two-tier mortgage market, as well as long-term blight for owners of hard-to adapt properties. We are starting to see a focus from the lenders on rewarding borrowers who make energy saving improvements or buy higher rated properties in the form of lower rates. Some lenders already offer green mortgages on lower carbon homes. Nationwide Building Society offer an additional loan for mortgage borrowers needing money for green improvements and other lenders offer cash incentives to improve the energy rating. Virgin Money have just announced their ‘Greener Mortgages’ available to first and next-time buyers. In partnership with Carbon Neutral Britain, for each Greener Mortgage sold, Virgin Money will fund sustainable energy projects around the world such as reforestation, hydro and solar to offset five tonnes of carbon emissions. This is the equivalent of emissions produced by an average UK home over a 12-month period.

The interrelationship between heat and moisture in buildings is complex. In a well-maintained building that is adequately heated and ventilated, the daily and seasonal cycles of wetting and drying, heating and cooling, balance out. However, the equilibrium may be adversely affected when changes to building fabric, heating or ventilation are made to increase energy efficiency. This can lead to problems of moisture accumulation, overheating and fabric damage. Occupants may also experience ill health due to poor indoor air quality. Thus, when planning energy efficiency improvements, it is important to understand the way a building is performing as an integrated environmental system. In addition, older buildings are part of our evolving cultural heritage, reflecting the nature and history both of the communities that created them and those who followed. They add distinctiveness, meaning, and quality to the places people inhabit, and provide a sense of continuity and identity. When attempting to make such buildings, more energy efficient a special approach is needed to ensure these values are sustained for future generations” The UK over-achieved against its first and second Carbon Budgets and is on track to outperform the third Carbon Budget which ends in 2022. This is due to significant cuts in greenhouse gases across the economy and industry, with the UK bringing emissions down 44% overall between 1990 and 2019, and two-thirds in the power sector. Moreover, the UK continues to break records in renewable electricity generation, which has more than quadrupled since 2010 while low carbon electricity overall now gives us over 50% of our total generation. Prior to enshrining its net zero commitment in law, the UK had a target of reducing emissions by 80% by 2050 – through the sixth Carbon Budget, the government is aiming to achieve almost the same level 15 years earlier. It is a huge task to achieve the 2050 commitment and it will cause considerable upheaval to many people, but ultimately the benefit is for us and all mankind. Bob Bickersteth

The real problem is that the ‘one size fits all’ approach does not work for residential property. Many older buildings, especially those protected by listings or in conservation areas were not built in a way that can be easily be adapted. We will have to see what will be proposed for these properties. Historic England has a lot of useful information, see www.historicengland.org.uk and their advice being “striking the right balance between benefit and harm is not easy. The unintended consequences of getting energy efficiency measures wrong (or doing them badly) include: harm to heritage values and significance, harm to human health and building fabric, and failure to achieve the predicted savings or reductions in environmental impact. Getting the balance right (and avoiding unintended consequences) is best done with a holistic approach that uses an understanding of a building, its context, its significance, and all the factors affecting energy use as the starting point for devising an energy- efficiency strategy.
