Demand, supply and the future. by Bob Bickersteth

Asking prices for homes in the United Kingdom hit a record high for a third-straight month, showing that the housing market has continued to boom. This is despite four recent interest rate increases and a squeeze on household finances from rising taxes and energy bills. The upward pressure is predominately driven by continued strong demand and chronic under supply of properties. The Land Registry’s UK House Price Index is the most reliable barometer of what is happening to house prices, as it is based on actual property sales rather than asking prices. However, it works on a two-month lag. According the to the latest Office for National Statistics’ figures, England grew by 10.7% to an average of £296,000 in February. Prices increased by 11.7% to £181,000 in Scotland, by 7.9% to £159,000 in Northern Ireland and 14.2% in Wales. Even London, the weakest performing region, showed growth of 7%. These levels are not sustainable in the longer term.

Demand was running just above supply before the December 2019 General Election. The Conservatives win, ensured the outcome of the protracted Brexit negotiations more certain and banished the prospective tax implications of a Corbyn led government. This gave some buyers the confidence to enter the market and whilst there was a brief freeze in late spring 2020, demand has continued unabated since then. The Chancellor poured fuel on the ‘demand fire’ in July 2020 when


he introduced the stamp duty holiday on the first £500,000 on residential properties. This, combined with the extraordinary ‘race for space’ during the pandemic, all helped to create a buying frenzy described by some as a property market ‘on steroids’. Demand levels hardly diminished when the stamp duty holiday was finally lifted, and have now been augmented by highly motivated buyers keen to move and take advantage of low mortgage rates while they can.

Another major contributor as to why the market appears to be short of properties is the dramatic reduction in the time it takes to sell a property. Between January 2020 to March 2022 according to Rightmove this has more than halved. How long does it take to sell a property?

The stamp duty holiday meant buyers in England and Northern Ireland could save up to £15,000 in tax if they bought a home before the end of June 2021, or up to £2,500 if they bought before the end of September 2021. The number of property purchases peaked around these deadlines as shown in the data from HMRC. It also shows around 100,000 transactions went through in December 2021 almost half as many as June 2021 and the number of sales each month is now closer to pre-pandemic levels. Historically as families grew, people moved to larger properties however during the pandemic some opted to extend their properties rather than go through the upheaval of moving. Conversely many of those downsizing also opted to stay put reducing the supply of properties even further. The rise of Airbnb has also had an effect although this is felt more in the reduction of rental properties.

The seasonally adjusted figure for residential transactions completed in the UK by Financial year, shows that over the last 10 years there were on average 1,188,5780 completed annual sales. 2022 showed a 15.64% increase which is still substantially down on 2007 of 1,710,160. Supply has increased over the last 2 years but has not been able to catch up with the increasing demand. New constructions completed, fell substantially below the Governments stated target of 300,00 per annum and in fact, was the lowest for 12 years. (In the late 60’s it peaked at over 415,000). This was partially due to Covid with lockdowns and supply chain issues slowing construction work but also the Governments new tougher stance with developers following the cladding crisis exposed by the Grenfell Tower disaster. Developers are being made to find billions of pounds to fix the flats caught up in the cladding crisis. Almost 5 years since the disaster, it is estimated more than half a million people are still living in flats with dangerous cladding and flammable materials. Some are facing bills of more than £100,000 to make their properties safe. Many of these properties are unsaleable until remedial works are carried and lenders are not prepared to lend against them. These unfortunate people are unable to move and further reduces supply.

Ironically the number of available properties in London has increased over the pandemic. However, when one drills down through the figures there is an oversupply of unwanted flats without outside space and a huge shortage of houses/flats with gardens or outside space. The market is also locked into the vicious circle of vendors holding back from putting their property on the market as they cannot find something to move to. This makes supply appear even tighter than it might otherwise be. Whilst the upheaval of selling in a strong market, and moving into a rental property before buying is not everyone’s cup of tea, it does have serious merits. Not least some agents are un-willing to show properties to prospective purchasers who are not able to proceed immediately.


What can potential purchasers do to find those elusive properties? All the best houses can be found on Rightmove, right? Well, actually no and anyone who relies on the main property portal websites will be missing out. Recently one of our members said that over the 6 months, 68% of their houses over £1.2m sold without coming to the market. 1) Organise your affairs so you can proceed quickly, this may include selling your property, putting finances, mortgages, bridging loans in order and choosing a solicitor. 2) Ensure that the agents know you. It is important to identify those agents, and get to know them, who sell the type of property and in the geographical area you are looking. If an agent knows you are serious, ready to move and understands exactly your requirements, you are more likely to be first in through the door on new listings. An increasing number of vendors do not want their property to be marketed publically and unless the agent knows you, you will miss out on these properties. A good local established agent will also know of properties which would suit you and can approach the owner on your behalf to see if they would consider selling. 3) Use a buying agent. Purchasers can easily forget that Estate Agents and the portals property sites are acting for the vendor, not the buyer. The price of a property is determined partly from advice by the agent and sometimes with the wishes of the vendor taken into consideration. Whilst most buyers pick up a good feel for what a property is worth, by comparing properties they have viewed or using comparative £ per sq. ft, quite often they are left in the dark and simply make an offer based on what they can afford and the asking price. It is actually a very imperfect market. Britain is fairly unique, in that, the vast majority of property sales only have an agent on one side. Whilst it is slowly changing, more potential buyers should employ a buying agent. They can help to bring clarity to a confusing market. Finding a property can be time-consuming, complex, and challenging. Their knowledge of the market conditions and local areas can ensure you aren’t paying above the odds and justify their fee many times over. Quite often local buying agents are invited to view properties before coming to market and regularly secure the property for a client off market. 4) Consider writing letters to the owners of properties in the area you looking. This tends to have a better response in the urban areas. Contact the owners of any suitable local Airbnb’s. It works quiet well for lettings but it did also work for a couple I spoke to recently.

The residential property market has so far defied the laws of gravity and a remarkable level of confidence remains however the performance of the housing market is inextricably linked to the health of the wider economy. We cannot predict the full impact of the war in Ukraine on top of Brexit and the Pandemic. Some potential buyers will be dealing with the prospect of higher interest rates, although this will have minimal effect on the almost 9 million homeowners who are mortgage free and those with fixed rates. Higher costs of living will affect everyone to a greater or lesser degree. Some have been fortunate enough during Covid to put some money aside but others are already struggling. The Government needs to help more of those who have to choose between food or heat. With affordability metrics already stretched, these factors combined with an increase in supply could lead to a gradual slowdown in the house price inflation over the next year. This would create a more normal balanced market and be welcomed by all of us. What is going to happen? The UK’s inflation rate reached in 6.2% in February and the indications from the Bank of England is that this could rise further to 10% later in the year putting further pressure on people’s finances. As part of trying to keep prices in check, The Bank of England has raised the official bank rate to 1.00% increasing the cost of borrowing. Rising interest rates have begun to push up the cost of mortgage finance but debt servicing remains low in a historic context.
