Retiring fire chief to help his successor By Ashley Kus Citizen staff

Recently, the mystery unraveled when Lewis Southard, a retired forester, antique pistol collector and researcher from Virginia heard through the grapevine that the Spruce Brook Bridge adjacent to the North Mill site would soon be rebuilt. The site is on the National Register of Historic places, so is known to those interested in early arms manufacture. Southard contacted the State DOT offices, reaching Mandy Ranslow, staff archaeologist, and she put me in touch with him. We talked about the long ago dig and the society’s quest for the artifacts.

Chris Edge, Economic Development Director, says the sidewalks will “connect the dots” to allow easier access to main destinations in town. “Right now there’s no easy way to go from Town Hall to the village or to the train station,” he said. The project will be funded from a state grant received last year to provide multiple sidewalk connections

Jack Healy, Director of Public Works, says that the project is expected to go out to bid in time to start construction in the fall. There will be a break in the winter with completion in the spring. “We are trying to minimize the impact to residents,” Healy said. “We’re keeping their interest in mind.”

Obituaries Roberta H. Deschenes BERLIN — Roberta Charlotte (Hawkins) Deschenes, of Berlin, loving wife of Peter Deschenes died Thursday, Aug. 4, 2016, at the Hospital of Central Connecticut, New Britain, after a long battle with cancer. Born in Honshu, Japan, daughter of the late Charles and the late Sophia (Jepeal) Hawkins, she graduated from South Windsor High School. She was an accomplished canine obedience trainer, and enjoyed gardening, sewing, and traveling, especially to America’s National Parks. Besides her husband, she is survived by a daughter, Brit Bakes; and three grandchildren; eleven nieces and nephews; and many cousins. She was predeceased by her brother, Robert. A memorial service and Mass will be held on Saturday, Sept. 24, at 10 a.m. at the Church of the Holy Spirit, 183 Church St., Newington. Friends and relatives are invited to arrive starting at 9:30 a.m. for remembrances. Internment will be at the convenience of the family. In lieu of flowers, contributions may be made to the Wounded Warriors Project (woundedwarriorsproject.org)

Daniel Sirois LADY LAKE, Fla. — Daniel “Danny” Sirois, 74, of Lady Lake, Fla., and formerly of Berlin and West Hartford, passed away unexpectedly in Connecticut on Tuesd a y, A u g . 16, 2016. He was the husband of Florine (Corriveau) Albert-Sirois, and was predeceased by his first wife, Kathleen. Born in Canada, he was the son of the late Alphonse and Louise (Malenfant) Sirois. He was a long time Berlin resident before moving to Florida in 2008. He was a member of St. Jean Baptiste Societe and was a former member of St. Paul Church, Indian Hill Country Club and the Thursday Night Golf League at Timberlin Golf Course. Danny loved spending time outdoors and playing golf. He was an avid Boston Red Sox and New England Patriots Fan. He enjoyed bowling and playing cards as well. He came to the U.S. in 1961, where he worked as an employee at Sirois Tool. In 1967, he became a part owner of the company and in 1971 he became the owner. Under his leader-

ship, Sirois Tool expanded and today Sirois Tool remains a thriving business owned by Alan Ortner, who learned the business under the guidance of Daniel. Surviving are his wife, Florine “Flo” Albert-Sirois; three sons, Gary D. Sirois and his wife, Mary, Michael J. Sirois, David A. Sirois and his wife, Megan; three grandchildren, Sarah, Patrick, and Allison; and his brothers and sisters, Egide, Launa, Georgette, Gaetane, Jinette, Adelme, Gaston, Claire, Jean Paul, Jacinethe, Lucie, Francois, Francine, and Herman. He is also survived by many very special friends; nieces and nephews. He was predeceased by his brother, Hubert; and sister, Brigette. Funeral services were held on Monday, Aug. 22, at Erickson-Hansen Funeral Home, 411 S. Main St., New Britain followed by a Mass of Christian Burial at St. Paul Church. Southard said he “knew people who knew people” who were involved and would make inquiries. Within a couple days he was back in touch to report the artifacts were in possession of Bruce Congdon, a fellow pistol collector from Millbury, Massachusetts. Congdon was agreeable to turning the collection over to Berlin Historical Society’s museum, and personally delivered them to the museum on Aug. 15. Southard was in Connecticut doing research and arranged to meet with us, display his collection of North pistols and help us interpret the artifacts we received. Congdon brought his own North pistol collection, letters written by Simeon North, maps and a painted portrait of North to show.

Remnants of the mill are buried in a large mound of earth and vegetation surrounded by sections of stone foundation. Looking at the trickling brook now, it is hard to imagine it turned a water wheel powering machinery, but that was long ago, before Meriden diverted brook water for a reservoir. We knew that the artifacts were taken back to Louisiana to be examined, documented and cleaned. After that we knew the best artifacts were taken to an antique firearms convention in Denver. While there was no formal agreement to return them to Berlin, the assumption was they would be.

Spruce Brook is where Simeon North developed his revolutionary milling machine, employing it to create interchangeable parts for flintlock pistols. Prior to his time, firearms were not uniform and parts could not easily be replaced. North was the first manufacturer to supply pistols to the U.S. government in 1808 when Congress passed an act creating an armed militia. Over time, the mill site also produced scythes, Cheney clock parts, tinware and blacksmithing services. Although North moved the pistol manufacturing operations to Middletown after

The tasting, which began in 2009, features dozens of wines and beers, food, live music and raffles. All funds generated via the wine and beer tasting go to Berlin Lions Charities.

Upbeat picnic always draws a crowd The 28th annual Upbeat picnic, held in May, marked the final one for Upbeat Director Alice Mitchell. “It’s bittersweet, Alice has done a legendary job,” said Berlin School Superintendent David Erwin. Mitchell spent 49 years with the Berlin school system and 28 years as the Upbeat director. The

annual Upbeat picnic always draws a large crowd, with some three to four thousand people usually attending. “It’s the whole town coming together that makes it so special,” said Mitchell. The picnic, held at the Berlin fairgrounds, features free hot dogs and soda, pony rides, hay rides, and lots more. Upbeat students set up, run the events, and clean up after the picnic. Upbeat parents and several town organizations also lend a hand.

Connecticut ranks high in voting Donald Trump is pushing this conspiracy theory, as well. “We’re going to watch Pennsylvania. Go down to certain areas and watch and study and make sure other people don’t come in and vote five times,” the Republican presidential nominee said at a recent campaign stop. “If you do that, we’re not going to lose. The only way we can lose, in my opinion — I really mean this, Pennsylvania — is if cheating goes on.” The reality is, widespread cheating is not an issue in our elections. Various analyses have found that, while voting fraud does indeed occur, the rate is infinitesimal.

This doesn’t mean that American elections don’t have room to improve, however. Stories abound of hours-long waits at polling places, and shoddy voting machines. Also, it’s not unusual for registered voters to be turned away from the polls due to clerical errors.
