Deputy mayor calls on BOF head to be replaced

In a letter emailed to The Citizen on June 8, Luddy said Lomaglio has a history of attempting to strong arm the Town Council. He wrote: “I feel that Mr. Lomaglio is no longer capable of serving in his capacity as the Finance Board Chair, or of representing Berlin in these tough economic times, and should be replaced on the BOF with a new Chairman before the next budget season starts.” Lomaglio has been critical of the council’s handling of the budget process and said Luddy’s letter is an attempt to discredit him, as he is considering a run for mayor.

At issue is approval of $223,000 for upgrading bleachers at Sage Park which are believed to pose a fall hazard, floor repairs at the Senior Center and the renovation of a McGee Middle School classroom to accommodate incoming special education students. The money would come from $248,000 of leftover contingency spending which otherwise would be returned to the general fund. During the public comment portion of the June 4 Town Council meeting, Lomaglio said the finance board would not approve funding for those projects unless an allocation was made to replace two police cruisers for around $73,000 and $10,000 was set aside for the removal of tree stumps on town land. Pond drained for dam repairs By Devin Leith-Yessian The Citizen

Environmental officials hope a new fishway being built on Kensington Dam will reinvigorate the ecosystem in Railroad Pond. After inspectors identified damaged concrete on both sides of the dam, the town drained the pond for repairs. The state Department of Energy and Environmental Protection encouraged the town to add the fishway, which will allow fish to travel from Long Island Sound to Railroad Pond via the Mattabesset and Connecticut rivers.

The fishway will allow fish to swim 70 feet up the side of the dam in a 2 foot by 2 foot trough containing turbulence-generating veins and rest stops, said Stephen Gephard, supervising fisheries biologist with the DEEP’s fisheries division. The town is paying the $1.6 million cost of the dam repairs, while state and federal grants are covering the $250,000 fishway installation. The dam was built between 1901 and 1905 to provide water for locomotives, but now serves to keep the pond filled for recreational use.

The fishway will increase the number of spawning areas for alewife, a keystone fish species in the food chain eaten by other fish throughout rivers and in the Sound, as well as osprey, bald eagles and otters. “These fish are extremely valuable as forage fish,” Gephard said. “When they’re in the ocean, they’re like sardines and everything eats them ... they strengthen the ecosystem.” Berlin Public Works Director Mike Ahern said the dam repairs should be done in November.

Fourth generation continues family farm in Berlin By Devin Leith-Yessian The Citizen

Growing garden-ready seedlings and arranging hanging flower baskets with the same tools and techniques is a matter of pride for Eric Chase, owner of Horbal Farm on Chamberlain Highway in Berlin.

“I feel good that I could keep something going that my grandparents poured so much of their life, heart and soul into,” said Chase, who took over the farm at 750 Chamberlain Highway from his uncle and has been running it with his wife, Narissa Chase, and their kids for four years. He’s the fourth

generation of the family to run the farm, which opened in 1944. Part of the family tradition is not taking any shortcuts. Each hanging basket has fertilizer plugs, which keeps them attractive into the fall. “It’s been an incredible season so far,” Chase said. This informal network of students meets throughout the year to provide opportunities for social skills and friendship development. Paying for day care is one of the biggest expenses faced by working adults with young children, a dependent parent, or a child with a disability, but there is a tax credit available to help working caregivers defray the costs of day care (called “adult day care” in the case of the elderly). In order to qualify for the tax credit, you must have a dependent who cannot be left alone and who has lived with you for more than half the year. Qualifying dependents may be the following: • A child who is under age 13 when the care is provided • A spouse who is physically or mentally incapable of self-care • An individual who is physically or mentally incapable of selfcare and either is your dependent or could have been your dependent except that his or her income is too high ($4,150 or more) or he or she files a joint return. Even though you can no longer receive a deduction for claiming a parent (or child) as a dependent, you can still receive this tax credit if your parent (or other relative) qualifies as a dependent. This means you must provide more than half of their support for the year. Support includes amounts spent to provide food, lodging, clothing, education, medical and dental care, recreation, transportation, and similar necessities. Even if you do not pay more than half your parent’s total support for the year, you may still be able to claim your parent as a dependent if you pay more than 10 percent of your parent’s support for the year, and, with others, collectively contribute to more than half of your parent’s support. The total expenses you can use to calculate the credit is $3,000 for one child or dependent or up to $6,000 for two or more children or dependents. If you spent $10,000 on care, you can only use $3,000 of it toward the credit. Once you know your work-related day care expenses, to calculate the credit, you need to multiply the expenses by a percentage of between 20 and 35, depending on your income. (A chart giving the percentage rates is in IRS Publication 503) For example, if you earn $15,000 or less and have the maximum $3,000 eligible for the credit, to figure out your credit you multiply $3,000 by 35 percent. If you earn $43,000 or more, you multiply $3,000 by 20 percent. (A tax credit is directly subtracted from the tax you owe, in contrast to a tax deduction, which decreases your taxable income.) The care can be provided in or out of the home, by an individual or by a licensed care center, but the care provider cannot be a spouse, dependent, or the child’s parent. The main purpose of the care must be the dependent’s well-being and protection, and expenses for care should not include amounts you pay for food, lodging, clothing, education, and entertainment. To get the credit, you must report the name, address, and either the care provider’s Social Security number or employer identification number on the tax return. Review your personal situation with your tax professional to see how these rules affect you.

TIP A COP FUNDRAISER

Putting the utensils on the correct side of the placemat and shuttling breadsticks might not be natural skills for police officers, but one could be fooled into thinking the four cops serving customers at Central Pizza on Tuesday, June 4 had joined the wait staff.

“I think it gives them life skills. It gives them the tools to know right and wrong,” John Tedesco said.

“It gets kind of a chuckle out of everybody,” when the officers reveal that they’re not actually servers, said Detective Ted Fuini, the department’s Drug Abuse Resistance Education program coordinator.

“What better way to get the community to interact with the police department? And we get to know some of the officers.” The restaurant was busy on June 4 and many customers said they came to show their support for the cops, and DARE.

George Bikakis, whose parents own Central Pizza, said he remembers the DARE program being in the schools when he was a youngster and wants to make sure it continues to steer students in the right direction. “We’ve been doing it because we believe DARE is an important part of the students’ education … to keep them away from drugs and abusing alcohol,” Bikakis said.
