Fire department car show raises money for local vets By Devin Leith-Yessian The Citizen

Over 200 cars participated in the Berlin Volunteer Fire Department’s 6th Annual Autorama and Touch-A-Truck event over Memorial Day weekend, raising thousands of dollars for local veterans. Fire Chief Dave Pethigal said he was glad to see members of the town’s four volunteer fire departments come together at Sage Park on Saturday, May 25 to raise money

for the Veterans Commission. Last year, they raised around $12,000 through food sales and a $10 charge for participating cars. “We’re just grateful for everything they’ve done for us … if it wasn’t for the veterans we wouldn’t have all this,” Pethigal said. The show was co-hosted by the Connecticut Street Legends car club, which teamed up with the volunteers to atSee Car, A8

A leash law requiring an electronic collar or a leash on public property, with some exceptions for parks, is being considered by the Town Council’s ordinance committee. The initiative was prompted by two lawsuits against the town stemming from dog bites, and is designed to make sure dogs are kept under tighter control in neighborhoods and sidewalks. The sticking point is whether to carve out exceptions for some town parks.

lars. Most of the focus was on Bicentennial Park, which is popular with dog owners. According to the minutes of the May 14 commission meeting, panel member Joann Angelico-Stetson was in favor of requiring leashes at Bicentennial Park. “I'm a dog owner too, have been since I was a kid – but I believe a dog has to be leashed for a variety of reasons," she said.

Twinkle is a lovely, little tuxedo. She was found alongside the road in what was thought to be a hit-by-car incident. It turned out that Twinkle was just confused, because she was ready to have kittens and did not know what to do. Following a vet appointment, Twinkle had four kittens in a cozy bed in her foster home. Her kittens have gone home and now it's Twinkles turn to shine. She loves attention, loves people, and she will certainly add some sparkle to your home. Wizzard is a big, mellow pussy cat. He has a sense of humor and is always flipping for fun. Volunteers give local veterans a helping hand A Vietnam Army veteran from East Berlin struggling with health issues and a disabled Navy combat vet from Rocky Hill who served in Kosovo and Saudi Arabia received help Memorial Day weekend – and a big thank you for their service – in the way of much-needed, nocost home repairs thanks to the veteran service organization House of Heroes Connecticut. The veterans served were 70-year-old Bruce Bodley of 63 Main St., East Berlin, and

40-year-old Melissa Michaud-Maltese of 439 Pleasant Valley Road, Rocky Hill. Volunteers provided help to Bodley in the way of a new handicap ramp, a more accessible, retrofitted bathroom and smoke detectors, while Michaud-Maltese was helped with a variety of interior and exterior repairs along with landscaping. “This weekend marks House of Heroes Connecticut’s seventh anniversary honoring service and sacrifice by

helping Connecticut vets in need,” HOHCT Executive Director Dennis Buden said in the lead-up to Memorial Day. “We are pleased and privileged to honor these veterans and provide them with the assistance they need to make their lives better.” Bodley is a New Britain native who grew up in East Berlin, on Main Street, a short distance from the home he owns today. He was drafted into the Army in 1968 not long after graduat-

ing from Berlin High School – but served his country willingly and with great resolve, having been inspired by his World War II veteran father. Bodley specialized in electronics and communications, and served with the 521st Signal Company, 11th

Signal Group out of Fort Huachuca, Arizona. He was deployed to Vietnam in May of 1969 and returned home the following April. He completed his active duty in 1971 and served an additional three years in the U.S. Army Reserve. See Veterans, A10

HISTORICAL SOCIETY EVENT

FROM THE BOE

Connecticut Architecture – Difficult choices were made Stories of 100 Places We've all heard someone dismiss Connecticut as a passthrough state. Yet, if you open your eyes to what we have here, you will see extraordinary historic architecture and landscapes. Visitors are often astonished once they leave the interstate highways.

moveable ventilation slats, Lime Rock with its natural seating for race fans, Lovers Leap Bridge in New Milford, built by the iconic Berlin Iron Bridge Company, to colonial town greens and mid-century modern office parks, Connecticut has infinite visual appeal.

The Berlin Board of Education would like to thank the community for the support on both referendums. We wanted to provide an update about the current budget standing and ensure that we will continue to support the students of Berlin.

Berlin Historical Society invites you to revel in what our state has that is so appealing, not only to scholars, but to casual tourists, when it hosts a presentation by Chris Wigren of Connecticut Trust for Historic Preservation on Tuesday, June 18. The public is invited to attend a brief business meeting at 6 p.m., followed by the main event at 6:30. The location is the Founders Room at Berlin Congregational Church, 878 Worthington Ridge, in the heart of Berlin's Historic District. Refreshments and book signing will follow. The free event is made possible by a donation from member, Mary Jean Agostini.

As an architectural historian and deputy director of Connecticut Trust for Historic Preservation, Wigren has a passion for telling the stories behind what we see. His articles and essays have appeared in the Hartford Courant, the New Haven Register and Connecticut Explored magazine.

This year, the budget process was very time consuming and the Board of Education spent hours upon hours going through the budget line by line.

Wigren is someone who has long had an eye for what is uniquely Connecticut. So much stands out that it was difficult for him to limit the book to 100 places. From tobacco sheds with their

Wigren's work is a project of the Connecticut Trust for Historic Preservation. Their collaboration produced a gorgeous book published by Wesleyan Press entitled, Connecticut Architecture – Stories of 100 Places. While Wigren is infinitely qualified to have written an academic textbook of architectural style elements, this is not a dry tome. The book is a celebration of our sense of place, with 173 color photos of diverse structures and landscapes. Chapters are di-

Proud to have served her country and proud of her status as a female veteran, today she is a special education teacher at Bristol Central High School. The board has agreed to use the end of year funds to pay for the replacement of the phone systems at all three elementary schools. The total cost to replace the phones will be $95,000. Updated phones are crucial for school operation and security. The board will pay for the equipment expenses for the security staff for the 2019-2020 school year. The cost of equipment is budgeted at $15,000. The security budget was reduced from $300,000 to $200,000 for the 2019-2020 school year. The Board of Education will employ three security guards and a security director. The additional $500,000 added to the operational budget will be allocated to fund Effective School Solutions (ESS) at Berlin High School, McGee and

BHS sports, and stipends for staff members for clubs, activities and additional job duties. As a result of the budget, the Board of Education was forced to have reductions in staff for both teaching and administration. The reductions are as follows: one elementary school counselor, one elementary technology integration teacher, three middle school teachers (world language, health and math), two high school teachers (science and math) and an assistant principal from McGee. The Board of Education had to make difficult choices where to cut while considering the students and what would impact them the least. Cuts are never easy and one of the biggest challenges the Board of Education has to face. However, the Board of Education is pleased with the 3.2 percent budget increase because as a board we value education and the success of all students. The Board of Education will continue to advocate for all students by creating equitable learning opportunities for all. We encourage you to join us at our next Board of Education meeting on Monday, June 10, 7 p.m., at Berlin High School.

Family leave passes By Mark Pazniokas © The Connecticut Mirror

Gov. Ned Lamont and Democratic legislators resolved their intra-party differences over legislation creating a statemandated paid family and medical leave program, clearing the way for the House of Representatives to vote 79-69 for final passage Friday night. Lawmakers and Lamont agreed on changes in the size, makeup and operating policies of the quasi-public authority that will oversee the program, giving the governor control over the authority and prompting him to drop a veto threat made last week as the Senate took up the measure. “We do have an agreement,” Lamont said at midday. “I’m ready to see that go.” Under the legislation, benefits would become available on July 1, 2021. It would provide up to 12 weeks of replacement wages, payable on a sliding scale ranging up to a See Leave, A19

WETHERSFIELD- John Thomas Smith, 51, of Berlin, passed away Monday (May 20, 2019) at the Hospital of Central Connecticut in New Britain. Born in Hartford, son of Meta (Nielson) Smith of Berlin and the late Burton Smith, he was educated at E.C. Goodwin Technical School in New Britain. John worked at Cold Spring Brook Farm in Berlin for many years. Loved by his entire family, John enjoyed the woods and nature, as well as being at family gatherings. He was brought up at St. Paul Lutheran Church in Wethersfield. Besides his mother Meta, John is survived by a sister, Nancy Smith of Wethersfield; and many cousins. A memorial service will be held at Cold Spring Brook Farm, 979 Deming Road Berlin, CT 06037, on Saturday, June 15th at 1pm. There are no calling hours. Carlson Funeral Home, New Britain, is in charge of arrangements. In lieu of flowers, donations may be made to FOBAC (Friends of Berlin Animal Control) PO Box 1, Kensington, CT 06037 or to the House of Bread, 1453 Main Street, Hartford, CT 06120. Kiwanis. For many years, she enjoyed morning workouts at the YMCA followed, of course, by a trip to the Cup & Saucer for tea and conversation and something with butter on it. She was an avid bridge player, a minister of the Eucharist, and a devoted daughter, sister, wife, mother, mother-inlaw, grandmother, greatgrandmother, aunt, cousin, and friend. “Have a cup of tea, you’ll feel better,” was her mantra. And somehow, she was always right though it was not the tea that worked the magic. Janice is survived by her four children, Marcia Sarrazin of Cheshire, Stephen Sarrazin (Karen) of Seymour, Patricia Gorman (Thomas) of Newburyport, MA, and Paul Sarrazin (Christine) of Berlin; eight grandchildren, Philip, Meah, Keeler, and William Sarrazin, Caleb and Elizabeth Gorman, and Anna and Laura

Sarrazin; and two greatgrandchildren, Aubrey and Braden Walker. She also leaves her brother, Peter Meah, and his wife Mary; three nieces, five nephews, and many other relatives and friends. In addition to her parents and husband, Janice was predeceased by her sisters Marilyn Meah and Elizabeth Meah; her brothers-in-law Arthur and Lionel (Lee) Sarrazin, and her sister-in-law Mary Sarrazin. The family wishes to thank the staff of the Connecticut Baptist Home for their loving care. A Mass of Christian burial will be celebrated on Monday, June 3, 2019 at 10:00am at Our Lady Queen of Angels Parish, St. Joseph Campus, 22 Goodwill Avenue, Meriden. Burial will follow in Sacred Heart Cemetery. Family and friends are invited to call on Sunday, June 2 from 3:00 to 7:00pm at the John J. Ferry & Sons Funeral Home, 88 East Main Street, Meriden. Should friends desire, contributions in Janice’s memory may be made to the Connecticut Baptist Home, 292 Thorpe Avenue, Meriden, CT 06450; or to Our Lady Queen of Angels Parish, 22 Goodwill Avenue, Meriden, CT 06451. MERIDENJanice (Meah) Sarrazin, 86, passed away on Tuesday, May 28, 2019 at the Connecticut Baptist Home in Meriden after a brief illness. She was born in Meriden on August 17, 1932 to the late Arthur B. and Helen (Fielding) Meah, and would reside in Meriden for her entire life. Her mother established Mrs. Meah’s Nursery School in the family’s home on Highland Avenue, providing hundreds of Meriden children with their first education. Growing up amidst three- and four-year-olds established Janice’s complete comfort in any situation involving noise and chaos. She adored people, and she was always ready for a visit, a party, and especially a parade. Like her parents before her and her children after, Janice attended St. Joseph School in Meriden, and even in her later years could name every student in her 8th grade class photo. She graduated from Meriden High School in 1950. When she married the late Russell L. Sarrazin, she moved one block away to Hemlock Road, where they raised their four children. They spent summers camping at Hammonasset. Janice had a successful career as a bank teller. She was a lifelong parishioner of St. Joseph Church, and a member of the Golden

Subdivision proposed near Ragged Mountain A public hearing on a proposed 18-lot subdivision on West Lane near Ragged Mountain is scheduled for the Thursday, May 6 Planning and Zoning Commission meeting. The site plan under consideration would convert a 15acre lot currently zoned for agricultural use, but going unused, into a cul-de-sac just west of Woodsedge Court with 15 homes and an additional three on West Lane. Property owner and developer Earl Wicklund Inc. did not respond to requests for comment. Town Planner Mark Kozikowski said the commission looked at two proposals for the site, one more traditional layout which would require the construction of two cul-de-sacs and less open space left after development in order to meet the plot shape and size the town typically looks for. The second open space type design would have more unconventional plot shapes to fit the 15 homes on one culde-sac and would leave 40 percent of the parcel as open space, versus 10 percent in the traditional plan. “The open space subdivision was a significantly better

plan, due to the need for only one road and a greater amount of open space, Kozikowski said. The commission threw its support behind the latter plan as well and will be soliciting public input during its June 6 meeting at 7 p.m. at the Town Hall.

6.17-23 TPC River Highlands | Cromwell, CT

The subdivision would be around 2,000 feet from the trailhead for Ragged Mountain and would leave a 5.4 acre chunk of open land on the west side of the new road, which Kozikowski said the Berlin Land Trust has expressed interest in acquiring. An additional 0.75 acre open space block would abut the property owner to the east. The Inland Wetlands and Watercourses Commission was to hold a public hearing on Tuesday to examine vernal pools on the site. The developer had come before the commission at a previous meeting, but members requested additional information to allow them to evaluate the sensitivity of the pools, said Deputy Public Works Director Jim Horbal. In general, such pools serve as a seasonal habitat for breeding amphibians in the spring.

Fire departments team up for mountain rescue By Jesse Buchanan Record-Journal staff

SOUTHINGTON — Area fire departments with mountain rescue training and equipment helped local firefighters bring a fallen climber from the bottom of Ragged Mountain’s cliff face to a waiting Life Star helicopter during a rescue over the weekend.

Southington and surrounding fire departments have been responding to mutual aid calls more frequently, according to Southington Fire Chief Richard Butler. For Southington, one of the benefits is the expertise that Meriden and Berlin have in mountain rescues and specialized equipment, such as all-terrain vehicles. “We all depend on each other now,” Butler said. A 31-year old Providence man fell from the rock face at Ragged Mountain on Friday night and suffered head

injuries. Fellow climbers helped him to the bottom of the cliff.

vehicle, but firefighters have been trained in some types of rope rescue.

Southington Fire Department Battalion Chief Eric D’Arcy said the department got the call at 8:13 p.m. and found the man at 8:40 p.m. Firefighters called the Meriden and Berlin fire departments, which have small utility vehicles that can speed down forest paths.

The injured man was taken to the Wassel Reservoir where a Life Star helicopter had landed. It took him to Hartford Hospital.

D’Arcy said rescues such as the one over the weekend are infrequent but “high hazard” for the victim.

Workers would fund the program with a payroll tax of one-half of one percent. Benefits would be cut if the revenue proves insufficient to meet demand. Advocates say the program would offer some of the strongest benefits and job protections for workers who take extended time off for personal illness or to care for a child, siblings, grandparents, grandchildren, and anyone else related by blood or affinity who has a close association with the employee. Connecticut has long had a family and medical leave law that guaranteed time off, but not with pay, shutting out the working poor, said House Majority Leader Matt Ritter, D-Hartford. The bill, he said, rectifies that inequity.

Republicans say although the benefit would be financed by employees, it still would be a blow to small businesses by giving workers an incentive to take up to 12 weeks of leave.

“Paid leave is a critical step forward for women’s economic security, especially for low-wage workers and women of color who are an increasing number of primary breadwinners for their families,” said Catherine Bailey of the Connecticut Women’s Education and Legal Education Fund. “We are proud to join the rest of the world and become just the seventh state in the U.S. to create a system of paid leave.”

Labor progressives and their allies celebrated reaching the end of a six-year campaign for passage.

Setting aside the 11th-hour threat of a gubernatorial veto, the state Senate voted 2115 last week to pass a Democratic bill that would achieve a long-sought objective of labor progressives: State-mandated disability insurance.
