Berlin police officers carrying Narcan With heroin overdoses becoming an epidemic in the state, more cities and towns are taking the steps necessary to save lives; Berlin included. On Friday, Feb. 19, Berlin police officers began carrying the live-saving anti-overdose medication known as Narcan. “We are the medical first responders for the town of Berlin,” explained Chief Paul Fitzgerald. Berlin officers were training to administer Narcan last week when two overdoses occurred in town. Luckily, Fitzgerald noted, Hunter’s Ambulance was on the scene and carrying the anti-overdose medication. “We saw the need, unfortunately. There have been several overdoses

The old Roger’s Marketplace at 45 Chamberlain Highway will no longer be empty. Mayor Mark Kaczynski announced Thursday, Feb. 18, that Ferndale Market Fresh will be moving in. The new market is an independent grocery store operated by Salim and Samira Saleh, a couple from New Jersey who have 30 years experience running a supermarket under their belts. Samira noted that they are aiming to make the atmosphere comfortable and family-friendly. “You’ll know who to speak to and who to go to when you shop with us,” she said. “We want it to feel like a family.” Catering to the community is one of the Saleh’s priorities. But they also want regular stuff, too,” she said. The idea, she added, is to try to carry as much as possible so that customers have a wide selection. There will be a seafood and bakery section with a variety of specialties. One thing that Samira has heard a desire for is international foods. “We plan on providing Middle Eastern, Mediterranean, and other international options,” she said. The owners, who currently reside in Wallingford, have a lot of experience being part of a community while serving the public. Back in New Jersey their store was in an area that was hit hard by Hurricane Sandy. Samira explained how the community depended on them to provide food and necessary items af-

ter the storm. The owners and the community were close-knit which is what they now want to bring to Berlin. “We are really excited to get to know everyone and work with the town,” she said. The owners’ main goal is to be successful in a thriving community while making the people in it happy. “We are going to have a job fair in April and we hope to hire people in town and even from the high school,” Samira said. She noted that former employees of the old marketplace have already expressed their interest in working at the new market. Currently the old sign has been replaced by a “coming soon” banner. “Beginning in March the machines will start coming and it will start looking like a store inside,” Samira said. Ferndale Market Fresh plans to officially open by May 1.

Fire departments respond in sub-zero temperatures By Ashley Kus

Town fire departments were extra busy on Valentine’s Day, Sunday, Feb. 14, responding to several calls as temperatures dipped into the negatives. While it’s all part of the job for the fire departments, the extreme cold made for an extra obstacle. After helping out during the day-long heat outage in several neighborhoods

in town, in the afternoon, fire crews responded to a car crash at Paper Goods Pond. The Berlin, Kensington, and East Berlin departments were at the scene, along with Berlin police and Hunter’s Ambulance. Kensington Fire Rescue Chief Mark Lewandowski said the car had broken through the ice when it went over the guardrail on Hart Street and flipped over. Water had leaked into the car when

By Valentine’s Day evening, temperatures were decreasing again and fire crews responded to flooding at 1201 Farmington Ave. The building, which contains three businesses, was closed. However, while checking the property, the owner noticed the broken pipe in the ceiling. One business was affected by the damaged pipe. Crews were able to enter the building and get the flooding

Lewandowski warns that when it comes to flooding in proximity to electrical outlets, residents should seek extra help. “It’s very important to know where your water shut off is,” he said. Man pleads guilty to bank robbery Deirdre M. Daly, United States Attorney for the District of Connecticut, announced that Matthew Dragone, 31, of Middletown, waived his right to indictment and pleaded guilty Friday, Feb. 19, in New Haven federal court to one count of bank robbery and admitted that he robbed or attempted to rob a total of seven Connecticut banks last summer. According to court documents and statements made in court, Dragone robbed the Webster Bank at 145 Highland Ave. in Cheshire on Aug. 12, the TD Bank at 1127 Farmington Ave. in Berlin on Aug. 13, the Liberty Bank at 151 Main St. in Deep River on Aug.

17, the TD Bank at 25 Wells Road in Wethersfield on Aug. 31, the Webster Bank at 377 Cromwell Ave. in Rocky Hill on Sept. 9 (attempt), the Liberty Bank at 357 Main St. in Durham on Sept. 3, and the TD Bank at 184 Clinton Road in Killingworth on Sept. 11. During each of the robberies, Dragone, wearing a baseball cap and dark sunglasses and holding a cellphone to his ear, presented a teller with a bank-style bag affixed with a note that demanded money. On Sept. 16, a search of Dragone’s residence revealed clothing and sunglasses consistent with those worn during the Durham robbery on Sept. 3, as well as a bank-

He is scheduled to be sentenced by U.S. District Judge Janet Bond Arterton on May 13, at which time he faces a maximum term of imprisonment of 20 years. This investigation was conducted by the FBI, the Connecticut State Police and the Middletown, Cheshire, Berlin, Wethersfield, and Rocky Hill Police Departments, with the assistance of the Connecticut Department of Emergency Services and Public Protection, Division of Scientific Services. Residents save in prescription drug discount program The Town of Berlin, through its association with the Connecticut Conference of Municipalities (CCM), the statewide association of towns and cities, has already saved Berlin residents over $70,000 in prescription costs since joining CCM’s Prescription Drug Discount Program in September 2013 when Berlin’s participation began. That represents a 59 percent savings over what these Berlin residents would have paid for the 1,012 prescriptions filled thus far. Since CCM began offering the “CCM Prescription Drug Discount Card” in September 2012, 125 towns and cities have signed up. During that time, residents in the participating communities have filled over 146,000 prescriptions and saved almost $8 million with an average prescription savings of 52 percent. The program is free to any CCM-member municipality, providing savings on any prescriptions not covered by insurance. There are no costs to either the participating municipalities or their residents. “Even if you have prescription insurance, this card can help residents save when their current insurance card does not cover a medication, or if their pet needs medication that is human-based,” said Shari

Fivreash, CCM director of member services. “Plus, there are vision and hearing services available as well that have discounted exams, frames, lenses, and hearing aid devices.” Cards can be used by all residents regardless of age, income or existing health coverage. There are no enrollment forms, membership fees, restrictions or limits on frequency of use for residents. Residents can print out a card easily by visiting www.CTRxDiscountCard.com, and selecting the Berlin name from the drop-down menu. Berlin Town Hall has cards available in the town manager’s office. The discount cards are accepted at all national chain pharmacies and most independent pharmacies. Local participating pharmacies have been given cards as well. Discount cards may also be used to save on human-based medications prescribed for family pets. If the prescription can be filled at participating retail pharmacies, you will receive a discount. The 100-foot ladder truck was last replaced more than two decades ago. The pumper truck was supposed to be replaced in 2013, but town finances prevented that from happening. The new trucks, engine No. 2 and truck No. 9, will be purchased from Pierce Manufacturing. Simons said the local fire departments searched through several vendors that met the appropriate standards. The two replacements are part of a long-term plan to eventually replace and upgrade more fire vehicles.

Joseph T. D’Aquila KENSINGTON — Joseph T. D’Aquila, 97, of Kensington, widower of Tina (Pistritto) D’Aquila, passed on to eter nal life on Saturday, Feb. 20, 2016, at home surrounded by his loving family. Born in New Britain, son of the late Sebastian and the late Santa D’Aquila, he received his bachelor’s degree from Trinity College, attended Yale University, amd was employed at The Stanley Works until his retirement. He was a member of St. Paul’s Church, and a diehard New York Yankees fan, and avid scrabble player. He is survived by a son and daughter-in-law, Thomas and Celeste D’Aquila, of Berlin; a daughter and son-in-law, Elissa and Thomas Pramuka, of

Cromwell; four grandchildren, Brian D’Aquila, Kevin D’Aquila and his wife, Valerie, Kristi Pramuka, and Kenneth Pramuka and his wife, Michelle; and three great-grandchildren, Sophie, Madison, and Ellie Pramuka. He was predeceased by two brothers, Carl and Salvatore D‘Aquila. Funeral services were held Tuesday, Feb. 23, from Porter’s Funeral Home, 111 Chamberlain Highway, Kensington, with a funeral liturgy at St. Paul’s Church on Alling Street. Burial was followed in St. Mary Cemetery, New Britain. Opinion Letters to the Editor Library is no stranger to flooding To the editor: Seeing the photo of the wet children’s library brought back memories. Flashback to the summer of 1979-80 when the hot water heater leaked, leaving two inches of water in the lowest part of the old library – the children’s department. We lost some very wet paperbacks. Then in mid-October (at the same time of the Windsor tornado) rainwater poured into the basement. Fortunately, this was during work hours, so staff was able to pile all of the books from the bottom shelves onto the tables so there wasn’t any damage. Unfortunately, in March 1980, it happened a third time, over a weekend. This time, eight inches of rainwater flooded the basement, and everything on the bottom shelves was wet. The fire department helped pump the water out, then the staff fanned books onto every available surface, and we (Mrs. Wardner, Mrs. Borthwick, and me) set up the folding chairs and put six to eight books open on each one. Most books were wet on the bottom edge, so they dried pretty well. The encyclopedia company replaced a set of new encyclopedias, free of charge, but we did lose some books that were just too wet. Back then we had to close the children’s department

Seeking nomination To the editor: My name is Chris Morelli. I am a recent graduate of Berlin High School and a lifelong resident of Berlin. I love our town and the state of Connecticut. However, as I look at news from around the state, it is clear to me that our state is in trouble. Every day a new story is written about struggling workers, struggling businesses, or a government struggling to balance its budget. Young people are leaving in search of opportunity, while retirees are doing the same to escape over-taxation. Major employers that could boost our state economy and bring jobs are, instead, going elsewhere because of our business climate, one of the worst in the entire country. Meanwhile, small businesses struggle under this same business climate and lack the resources that big businesses possess to cope with it. How many Connecticut businesses have never gotten off the ground simply because of our excessive taxes and regulations?

For me, there’s no question that something needs to change. I’m not here to play the blame game or point fingers. I am here to say that regardless of party affiliation, we need to come together to solve the problems facing our state. I have plans to solve these problems, to control state spending, to cut taxes, to reform regulation, and more. Together, we can take advantage of a changing American economy to make sure that our state is affordable and opportunity is available. With the nominating convention fast approaching, it is with great excitement and an eye to the future of our state that I announce that I am seeking the Republican endorsement for State Representative here in the 30th district. Match made in tax heaven To the editor: It’s State of Connecticut budget time again. Did you know Liberal Connecticut Majority leader Joe Aresimowicz (Berlin/Southington) never saw a tax increase he didn’t like? In this respect, Dan Malloy and Rep. Aresimowicz are a match made in tax heaven.

Joe’s love for tax increases and spending started at least 14 years ago serving on the Berlin Town Council. At that time there was a proposed tax reduction to ease the people of Berlin’s pocket books. But during the public hearing, to demonstrate how vehemently he opposed the tax decrease, Joe walked out of the hearing. He didn’t care about your pockets then and he’s certainly proven he won’t now. Did you know that Joe voted for both of the largest tax increases in Connecticut’s history? These tax increases dwarfed the “temporary” state income tax we all still suffer with today. Geez, with all that new money you’d think Connecticut be in the black, maybe even a surplus. Wrong! Presently, under the “leadership” of Governor Malloy and Joe’s leadership in Connecticut’s House of Representatives, Connecticut is

at a $500 million deficit and counting. What happened to all that money? People and corporations are leaving Connecticut by the droves; most recently General Electric waved good-bye to the state. Instead of assuming a leadership role, Joe chose to make a joke out of GE’s departure with this quote; “I guess the difference between a weekend on the yacht and a regular trip to the grocery store – they can take a weekend off from the yacht.” Should we have to accept this nonchalant, arrogant attitude from our representatives? Given our current, horrific economic crisis within the state, can we afford to have leaders like Joe driving people and companies out of Connecticut? Joe, we are still waiting for your response. Aresimowicz announces funding for town House Majority Leader Joe Aresimowicz (D – Berlin/ Southington) announced that the Connecticut Department of Economic and Community Development has awarded a $100,000 Brownfields Assessment Grant to the Town of Berlin to investigate the environmental status of 303 New Britain Road.

The grant will be used to conduct an assessment on the environmental status of a specific section of the property at 303 New Britain Road, also known as CT Sand and Stone. The site is four parcels, totaling over 75 acres. Before building on this property, the town needs to determine if the space is in fact developable, which will be done

through the assessment. These funds are part of $8.7 million in state grants that will help 16 municipalities across Connecticut revitalize and remediate specific properties so they can be put back into productive use and attract new development that will benefit each town and city. — Press Release

Cancer patient drivers needed The American Cancer Society’s Road to Recovery program is looking for volunteer drivers throughout Connecticut to transport cancer patients to and from their treatments. Many patients need daily or weekly treatment, often over the course of several months, and may be too tired or weak to drive themselves. Some treatments will not allow cancer patients to operate machinery, including a motor vehicle. Other patients do not have family members they can rely on for support, or their family may simply not be able to take time away from work. Volunteers should be available once a month or once a week, be between the age of 18 and 85, have a valid driver’s license and reliable vehicle with insurance. Sports Berlin Hall of Fame

Jim Capodiece, Class of 1972 Jim Capodiece graduated from Berlin High School in 1972, and was a four-year letterman in three sports. He was the captain of the baseball, basketball and football teams. He received All-Conference honors in baseball and was All-Conference twice in football. He also received the Coaches Award for all three sports. Capodiece was selected the most athletic in his senior year and received the prestigious Berlin High Patterson Award. Also, as a senior, he was selected to the Connecticut Boys State program. After graduation, Capodiece went to CCSC, where he received his undergraduate degree in education in 1976 and was a four-year member of the baseball team. He went on to become director of the Berlin Recreation Department from 1977 to 1980, and also coached basketball at BHS under George Hall. After leaving Berlin, he became assistant manager, manager and director of West Hartford’s Human and Leisure Service Department for 30 years, retiring in 2013. During that time, he went on to receive his Masters in public administration from the University of Hartford. Capodiece was responsi-

ble for $25 million in facility, parks and athletic field renovations. He worked closely with West Hartford’s All Sports Council, which oversees and promotes positive youth sports for 18 individual youth sports programs. He was a member of the Field of Dreams Board of Directors, a private not-for-profit organization which raised close to $2 million in athletic field improvements in West Hartford. best friend Vic Baccaro, also a Berlin Hall of Fame member. He became a radio gunner on a B24 Liberator Bomber and was shot down over Germany on his 34th mission, was captured, imprisoned for almost a year, and then escaped during a camp evacuation march as the Russians approached. He received a Purple Heart and an Air Medal with 5 Oak Leaf Clusters. After the war, he enrolled in CCSU as a physical education major and then transferred to Springfield College but came down with polio as he was registering for his final semester. On a visit to Washington with his wife, she suggested he apply to the Red Cross because he frequently mentioned that they had saved his life with their relief packages. This started his 43-year career with the organization. From 1970 to 1975, he was the National Director of Disaster Services, responsible for the planning and implementation of its disaster relief programs and preparedness systems throughout the United States. He worked on nearly every role in the Cuban Bay of Pigs prisoner exchange in 1963, and he accompanied H. Ross Perot on his two world-circling attempts to deliver relief packages to U.S. prisoners held in North Vietnam in 1969-70. From 1975 to 1981, he was Under Secretary General of the League of Red Cross and Red Crescent Societies in Geneva, Switzerland, where he directed and administered more than 125 major international disaster operations throughout the world. From 1982 to 1984, he served as assistant to the President of the Red Cross and after retiring in 1984, he served the next 10 years as a volunteer and founding member of the National Board, U.S. Emergency Food and Shelter Program (FEMA). He is listed in Who’s Who in America. In 2002, he wrote a book about his life’s journey,
