Aresimowicz to coach BHS football team

Road paving starts in April

By Nate Brown

Nearly 20 roads will be paved this year, starting next month into October. Public Works released a list of all the roads that will be done starting Monday, April, 18. Some of the roads scheduled include: Middletown Road (Renee Dr. to Worthington Ridge), Worthington Ridge (Hudson St. to Sunset Lanw), Reservoir Road (Brooke Meadow Road to Southington town line), Camel’s Back, and Edgewood Road (Southington Road to Barker Lane). Mill Street from Worthington Ridge to the Cromwell line will be paved by the state D.O.T. The preparation will take more time than the actual paving which will take between one and two days. Director of Public Works, Jack Healy, explained there will be three different paving processes. Some roads will be milled then paved, which means that only an inch of the road surface will be taken off before it is paved over. Other roads will be resurfaced, which will entail an overlay of new asphalt on top of the old. In more extreme cases, various roads will be ground

Berlin Public Schools announced last week that Joe Aresimowicz will be the new head coach of the storied Redcoat football prog ra m . T h e news was made public in a press release from Aresimowicz t h e s c h o o l superintendent on Thursday, March 17. “I was truly honored. Being involved in youth sports for over 20 years now, this is a great opportunity for me to continue the work I’ve done with the kids over all those years, and teach them the game I love in football, but also teach them life skills and have a lot of fun,” Aresimowicz said. The new head man was selected from a group of 12 candidates that applied for the position. A committee of 10, which included coaches, parents, teachers and administrators, looked at the applicants. Bill targets sex trafficking on Berlin Turnpike By Andrew Ragali

HARTFORD — Jillian Gilchrest, chairwoman of the state’s Trafficking in Persons Council, says the Berlin Turnpike is a hotbed for sex trafficking, often involving minors who are exploited. Sex trafficking in area motels has been the subject of several reports and at least one book in recent years. The Underground, a faith-based organization, investigated sex trafficking on the Berlin Turnpike between 2012 and

2014, identifying 36 motels between Wethersfield and Meriden, 27 of which offer hourly rates. While it’s no secret what’s going on at these motels, Gilchrest said, there is complacency toward the sex industry. “For far too long, state laws and culture accepted that the purchase of sex will happen,” said Gilchrest, senior policy analyst for the state’s Permanent Commission on the Status of Women. “That acceptance has allowed the Berlin Turnpike to continue. It’s not like a destination spot, so

“We continued to do some vetting of some final candidates and felt in the final analysis that Joe was the right person for the position,” Berlin superintendent David B. Erwin said. The position is Aresimowicz’s first as a head coach. “Obviously, going from an assistant coach to a head coach is a different world, but knowing the community, knowing what the community is looking for, knowing Joe’s skill set and temperament, we felt that we was the right man for the position,” Erwin said. Aresimowicz has served as the high school’s freshman football coach since 2009, and was a member of the coaching staff that saw its first seven wins of the 2015 season vacated due to CIAC recruiting violations. She was all but ready to put it on hold though. “I just thought I’m going to try it and then take a break, she said. On Christmas Eve, however, she got an email from a Sports Illustrated representative who attached a photo of a model wearing a KARO suit. Roginska submitted 20 to 30 of her swimsuits in hopes of a model donning it in the magazine’s annual swimsuit edition. “It could still be rejected at that point so I couldn’t tell people yet, she said. Roginska went through the same process last year. Although they kept 10 pieces she designed and made for almost a year, none

forcement and employees at hotels and motels to identify victims of sex trafficking. It would also require businesses that offer lodging to maintain detailed records of transactions for at least six months. This measure would aid law enforcement investigating sex trafficking, Gilchrest said, noting that many motels only take cash for hourly stays and don’t keep detailed records. “Most of us usually have to put down a credit card for a hotel,” she said. “It was shocking to me when I first heard about it.” The bill initially included a

provision that would make it illegal to charge hourly for a room at a hotel or motel, as is the case at many establishments on the Berlin Turnpike, according to Gilchrest. Sen. Dante Bartolomeo, a Meriden Democrat whose district includes a portion of the Berlin Turnpike, said she saw “no reason” why hotels and motels are allowed to offer hourly, cash-only rates. But the Judiciary Committee voted this month to strike the measure from the bill in response to testimony received during a public hearing. Several people testified how hourly rates are often used by truck drivers and travel-

ers seeking a break from the road. Victor Antico, president of the Connecticut Lodging Association, wrote in testimony submitted to the committee that language in the bill “isolates the industry,” as opposed to working with hotels and motels on unified campaign to fight sex trafficking. Part of the issue, Gilchrest said, is that the focus is rarely, if ever “on the demand side,” or those who patronize prostitutes. Both pieces of legislation passed March 16 by the Judiciary Committee would partially address that concern, she said. The committee’s bill would only allow those 18 and older to be charged with prostitution, a misdemeanor. Anyone 16 and older can be charged with prostitution under current law. By adopting this measure, Gilchrest said, lawmakers would be recognizing that those under 18 are victims. The bill would set a $2,000 fine for anyone convicted of patronizing a prostitute. It would also allow law enforcement to seize cash

from anyone charged with promoting prostitution or caught with a prostitute. “I think that people are always so quick to jump to the conclusion that women are choosing to do this,” Gilchrest said. While some people choose to partake in prostitution, many don’t have a choice, she said. Most girls under the age of 18 involved in the industry are abused, neglected or addicted to drugs, something that promoters take advantage of. “It’s a very exploitive industry,” Gilchrest said, noting that things will only change “when we start speaking more about who these women actually are, and not just demonizing and criminalizing them.” Prostitutes in the state are convicted “at a rate seven times that than those who are patronizing,” she added. Often, it’s easier for police to arrest prostitutes during sting operations because most officers are men who can pose as someone looking to pay for sex, according to

Gilchrest. The International Institute of Connecticut, based in Bridgeport, seeks to help victims of human trafficking in the state, and holds a seat on the state’s Trafficking in Persons Council. Alicia Kinsman, director of legal services for the organization, said minor sex trafficking in the state is growing at a “disturbing” rate. Fighting human sex trafficking “comes down to ensuring everyone is aware of what this crime is and who the victims are,” she said, noting that “hundreds” of victims come forward every year. Most victims have a vulnerability that’s being exploited, Kinsman explained. Some are physically forced to have sex, while others are subject to psychological torture and threats, or are being paid in a drug they are addicted to. “All of these factors are pulling them in and keeping them in a bad situation,” she said. Children who have suffered trauma in their life are “inherently vulnerable to being victimized,” Kinsman added. “They’ve gone through this trauma already, and they think that sex with adults is normal. They’re craving attention, especially if they grew up without a supportive family. They’re looking for a family, some kind of support and attention, even if it’s negative.”

Berlin’s $83.7M budget goes to public hearing By Ashley Kus The Berlin Citizen

Residents will get a chance to voice their opinion on the town budget in a few weeks. The Town Council voted to send the budget to a public hearing, to take place Tuesday, March, 29, at 7 p.m., at the McGee Middle School gymnasium. “It’s important that residents come out and hear what’s in the budget and then vote accordingly,” Councilor Rachel Rochette said. The council-approved town budget stands currently at $83,736,431 with the Water Control Commission Budget at $5,677,095. The council also

approved a mill rate of 31.19. The rate, the amount of payable tax per dollar for the value of a property, will result in a $147 increase in taxes on a $250,000 home in Berlin. At the beginning of the month, Town Manager Denise McNair proposed a budget of $85,560,689. Mayor Mark Kaczynski told the council at that time that he believed they would need to cut it down further. “I think we have to, unfortunately, go much lower, I think we have to start learning and trying to live within our means,” he said. The council met several times over the past few weeks to discuss individual department budgets. The de-

partments were encouraged to make between 1 and 5 percent cuts. The main factor driving the budget this year was the renovations at Berlin High School. Finance Director Jim Wren explained that the project has resulted in an increase in the funds the town needs to pay back. Several new school roof replacements in the district were also part of that increase. “This may not be the final budget that gets sent to referendum at this point, there still might be some changes before then,” Kaczynski said. Several departments held back replacing or repairing facilities and equipment. Many repair and replace-

ment proposals were deferred by the council, such as public grounds fencing and a few vehicle leases. The Board of Education also made some cuts, with reductions totaling $415,529 from the superintendent’s budget. When the town budget goes to referendum for the public to vote on, a question will be listed on the ballot. Residents will answer whether or not the recommended budget should be adopted. Residents 18 years of age and older can vote in the referendum, Tuesday, April, 26. To view the budget dashboard visit: http://www.town.berlin.ct.us/

Trip of a lifetime continues Editor’s note: Recently, the writer took a 23-day adventure around the world. This is part of her travelogue. By Barbara Helming Upon returning to Singapore from Phuket, I headed to the island of Santosa. Located just half a mile off the southern coast of the main island of Singapore, Santosa currently measures 1.9 square miles. Large portions of land, however, are being added to the island of Santosa through the process of land reclamation. Approximately 70 percent of the island consists of secondary rain forest providing habitat for monitor lizards, parrots and other native flora and fauna. The remainder of the island is a popular resort visited by 20 million people a year. It offers a 2-mile, sheltered, white sand beach, Fort Siloso, 14 hotels, two golf courses and Resort World Santosa that features Universal Studios. From the main island of Singapore, the island of Santosa can be reached by car or bus via a causeway or by an express monorail. Visitors may also walk to Santosa via a boardwalk that parallels the causeway. I chose the scenic option of a short cable car ride originating from Mount Faber on the main island. Cable car passengers pass through the Harbour Front Skyscraper before reaching their destination of Santosa’s Imbiah Lookout. The massive Merlion lion looms over the island of Santosa. Folklore has it that when Prince Sang Nila Utama discovered Singapore he encountered a wild creature he believed to be a lion, thus depicted by the Merlion’s lion head. The statue’s fish tail symbolizes the importance of the early settlement of Temasek as a fishing village. Although there are several other Merlions on the main island of Singapore, the Santosa Merlion is the largest, measuring 120 feet tall and the only one with observation decks. From the li-

The main viewing window for the open ocean exhibit is larger than a 737-300 jet! Local mentoring program celebrates Irish culture

As a tip o’ the hat to the Irish, Big Sister Karen PerhamLippman wears a sash emblazoned with her family’s ancestral colors. Alaysha, her Little Sister In Comcast’s “Beyond School Walls” mentoring program, sports some whimsical St. Patrick’s Day headgear.

Littles in the Big Brother Big Sister program learned about the cultural significance of St. Patrick’s Day, Thursday, March, 17, during the “Beyond School Walls” mentoring session at Comcast’s Berlin office. “One of my favorite things about the ‘Beyond School Walls’ sessions is to watch the faces of the children as they take in new information,” said Ivana-Kirk Thigpen, who manages the program for Nutmeg Big Brothers Big Sisters. “It’s so inspiring to see their faces light up when they realize they’ve just processed something they weren’t previously aware of.” The children took part in discussions of everything from shamrocks to shillelaghs to blarney to hidden pots of gold. There was an Irish-themed feast of shepherd’s pie, soda bread and green themed cookies. Later, the Littles and their Comcast mentors worked together to craft leprechaun hats that the children could wear home. “It was fun being at ‘Beyond School Walls’ today,” one of the students stated. “I learned a lot about the Irish people and I never ate shepherd’s pie before. Each week, 25 third, fourth and fifth graders travel by bus from the Lincoln Elementary School in New Britain to the Comcast facility in Berlin for an hour and a half session during which they meet and bond with 25 volunteer Big Brothers and Big Sisters from the media/technology company – who’ve quickly become their friends, sounding boards and role models. “In addition to bonding with mentors and receiving help with homework, we include fun, educational projects in each of our ‘Beyond School Walls’ sessions,” said Karen Perham-Lippman, Comcast’s Manager of Community Investment. “This St. Patrick’s Day we took the opportunity to expose the children to cultural diversity by exploring the heritage of the Irish and sat down to a traditional St. Patty’s Day lunch.” — Press Release

Bears football and cheerleading gear up for 2016 By Sam Dostaler

Special to The Citizen

Spring has only just dawned, but football season is already on the horizon. The Berlin Youth Football and Cheerleading program recently held its third sign-up day for the upcoming season. “We had a very good turnout. We had one a couple weeks ago but the snow storm hit. We had a lot of young faces and that is what we are looking for,” said Kevin Sparks, president of the football and cheer programs. The local youth football and cheerleading program has one more sign-up date planned, Tuesday, April 5. That session will be held at Sage Park from 6:30 to 8 p.m. With sign-up, each participant will receive a T-shirt. The Berlin Bears are a family-friendly league which focuses on fun for the entire

Join the Bears, get a cool T-shirt upon signing up. family. Children can begin participating in the league at the age of 5, with the flag football and cheer programs. Flag games are played on Saturday mornings and flag participants have the opportunity to take part in special Sunday events at the Bears tackle games. Flag football and cheer participants are encouraged to attend the Bears’ Sunday tackle games so they can scrimmage on the Sage

Park football field and stand at the 50-yard line for the national anthem, among other experiences. After the flag football league, players move up based on weight, while the cheerleaders continue to work their way through the ranks as well. “It’s a great day down at the park for the games, from the field being set up, to the concession stand running,”

Sparks said. Home games for the Berlin Bears are held at Sage Park while road games are all within a reasonable distance. Other towns in the league include Durham, Rocky Hill, Wethersfield, East Hartford, Windsor, New Hartford, Simsbury and East Hampton. The Berlin Bears, a member of the Connecticut Youth Football League, stress safety through Heads Up Football, a safety program run by USA Football. Each coach has to go through the same procedures required of Connecticut high school coaches. All coaches are trained in the proper tackling techniques and taught proper concussion protocol. The Connecticut Youth Football League will also be hosting a safety seminar on a date that is yet to be determined, so that is something for parents to look for as the season draws closer.

The Bears use top-of-theline equipment. New uniforms were unveiled last year and every two years helmets are reconditioned and if they do not pass the test, are replaced. In addition, the Bears stress academics, and collect report cards from each player and cheerleader to make sure they’re hitting the books. “We’re really proud in the academic part of our program,” Sparks said. “Some moms make great certificates for players with high-end grades.” In other Bears’ news, current high school students that are player or cheerleader alumnus of the Berlin Bears can find information regarding scholarships on the Berlin High School website or by talking to their guidance counselor. The league also offers the Janice Pajor Scholarship Award.
