BHS student raises money to fight rare disease By Ashley Kus The Berlin Citizen
A few weeks after her grandmother died in 2014 from a rare disease, Calli Beatman decided she wanted to prevent the illness from taking someone else’s loved one. The teenager pored over medical articles online for information on amyloidosis. “This disease put our family through a lot,” the 16-year-old said. “I’m trying to raise as much awareness as I can.” Beatman quickly learned that few doctors were aware of the illness. Crowds of residents gathered at the McGee Middle School gymnasium Tuesday night, March 29, to voice their opinions on the proposed $83.73 million town budget. The current financial status of Connecticut was front and center during the discussions. Finance Director Jim Wren presented the revised budget, a nearly $2 million reduction from the Town Manager’s initial budget of $85.56 million. The proposed mill rate – the property tax rate based on the value of a property – is a .84 percent increase from last year’s rate. However, Wren explained that with an accounting correction, the change would actually end up being a .64 increase from last year’s rate. With the adjustment, a $250,000 home will see a 2.1 percent increase in taxes. “We tried to be as cautious as possible for the town,” Mayor Mark Kaczynski said. “We made small cuts, nothing catastrophic at the moment. But we are more concerned about next year.”

The mayor remarked that Connecticut’s budget woes were affecting all municipalities and that the council had kept that in mind during weeks of discussions. Board of Education President Tim Oakes presented the board’s budget, which is approximately 56 percent of the town budget, as $42 million. This included a $200,000 reduction made by the council. Several residents lamented that more cuts to the BOE budget would come at the expense of students. One resident stated that kids should be “off the table” when it comes to budget discussions. Oakes highlighted new positions such as a paraprofessional, a special education teacher, and a districtwide speech and language clinician. He stated that the positions were all vital to the school system. The need for the services was brought up and members of the public advised the council not to cut further aid to students.

One of the major factors driving the budget was the Berlin High School renovations. Wren explained that while town debt decreased this year, school-related debt increased due to the high school project. The budget reflected the last debt issuance for the remainder of those renovations. Other debts included road improvements, new fire vehicles, and the replacement of Hubbard Elementary School’s roof. Maintenance work was a topic concerning the Historical Society. Secretary Lorraine Stub spoke on behalf of the society and detailed the consequences of cutting funds from the society, such as damaged historical documents and poor preservation of artifacts. “If the town budget gets rejected, usually the preservation funds are the first thing to be cut,” she said. “We take our roles as ambassadors of the town and stewards of Berlin history very seriously.” The Town Council spent weeks before the hearing looking over the individual department budgets, and made between 1 and 5 percent cuts to each. A small cut was made to the town trash funds, which put into question whether condominium trash rebates would still exist. Kaczynski assured the public during the hearing that the rebates would not go away. Also, the mayor spoke about a reoccurring opinion put forth at the hearing. yloidosis Center at Boston University, the disease is currently incurable and is caused by abnormal proteins called amyloids that accumulate in the body. “Awareness is so important because, like the Beatman’s grandmother, patients can spend years without the diagnosis and then it becomes too late to treat it,” said Martha Skinner, Interim Director of BU’s Amyloidosis Center. After finding out more about the BU Center, Beatman decided to donate. A fundraising event is planned for Sunday, May, 1, at Putters Paradise on the Berlin Turnpike from 10 a.m. until 2 p.m. The 16-year-old also has a youcaring.com site that has already raised over $1,800 of her goal of $3,000. “I want to raise as much money as I can towards a cure,” she said. The Berlin High School sophomore isn’t the only one getting involved. Beatman’s little sister, Saige, also makes a contribution through McGee Middle School’s March Madness event. The sixthgrader was one of the winners of an essay contest that determines which organizations receive donations from the school. Saige Beatman won for her essay on “Amyloidosis” and
will be presented a check from McGee for the Boston Amyloidosis center. Others lending a hand for the May event include the high school Interact club. Beatman, a member, said club members will be working on face painting and balloon animals. “We have people participate in fundraisers but they are usually older,” Skinner said. Beatman says there are advantages to being a teen. “I get support from my school and clubs there and it’s just a big network of people willing to help me,” she said.

They pointed to the economic draw that farm stands and stores could offer the town. “We would like to see things progress further,” said David Jorsey, owner of DeMaria Farm on Edgewood Road in Kensington, also speaking on behalf of his wife, Diane, who is an alternate on the Planning and Zoning commission. “People enjoy our property and we would like to do more with it, but some regulations are not supporting that.” He detailed how the DeMaria Farm held seasonal hayrides, and that in the future they would like to expand to other activities for the public to enjoy on their land. “We appreciate you guys helping us out with this,” Chairman Moore said. The public hearing for the agriculture regulations will continue to the next meeting, Thursday, April, 14.

The fences were regulated so that they would not be restricted within a setback, as in the distance of a fence from the property line, as long as the fence was no more than 10

Faith Mosque ‘Hangout’ celebrates diversity By Ashley Kus

The Islamic Association of Connecticut on the Berlin Turnpike invites high school students to embrace different religions while playing games on Sunday, April 17, from 2 to 5:30 p.m. The event marks the second Youth Hangout program at the mosque so far this year as part of an ongoing effort to stop religious misunderstandings. “We are making the first step towards change,” said Bassma Saeed, Co-Chair of Youth Hangouts. Youth Hangouts look to bring peace and understanding into the surrounding communities, according to a statement from Reza Man-

her constant companion. Fannie was predeceased by her beloved husband, Louis Legnani; her sisters, Theresa Calcaterra, Mary Revelli and Irene Scagliotti; and many good friends; and neighbors. Fannie lived a long, happy, healthy life; her kind and gentle spirit will be missed by all who knew and loved her. She loved to cook. Her famous antipasto was the start of every holiday meal. She was a woman of great strength and determination and lived life with a loving and positive attitude. Fannie’s daughter would like to thank Fannie’s doctors, Dr. Katarzyna Wadolowski and Dr. Jan Paris for their kind and compassionate care and the staff of the Hospital of Central Connecticut ICU, the Berlin VNA and her healthcare aid and friend Nicole Poirier. Her funeral were held on Wednesday, April 6, Berlin Memorial Funeral Home, 96 Main St., Kensington, and at St. Paul Church for a Mass of Christian burial. BERLIN — Fannie Rose (Scagliotti) Legnani, a lifelong resident of Berlin, and widow of Louis J. Legnani died peacefully on Friday, April 1, 2016, with her daughter by her side. Fannie died 36 days before her 100th birthday and on her late husband’s birthday. Fannie was born May 7, 1916, the daughter of the late Carlo and Carolina (Farina) Scagliotti. Fannie worked at Landers and Royal Typewriter in her younger years. Fannie was a parishioner of St. Paul Church and a member of the Luna Social Club and enjoyed many weekends with her friends and family dancing to her husband’s music. Fannie is survived and loved dearly by her daughter, Lorraine Legnani with whom she made her home; a sister, Ida Magnoli Peterson; several generations of cherished nieces and nephews; including her goddaughter, Caroline Schwartzmann; godson, Frank Magnoli; and greatnephew, Peter Calcaterra. She is also survived by good friends, Sophie Colamussi, Doris Daigle, Tony Natale; and her precious poodle, Gypsy, who was

Opinion Local woman journeys to the land of DiCaprio By Barbara Helming Editor’s note: Recently, the writer took a 23-day adventure around the world. This is part of her travelogue. The second stop on my vacation of a life time was the island of Phuket. Reached by a one-hour flight from Singapore, this 222-square-mile island lies off the west coast of Thailand. Phuket is surrounded by 32 smaller islands off its coast. The current population of Phuket is 600,000. Much of the island’s income comes from the tourist industry. The mode of transportation for island natives is scooters. Many of the scooters have been adapted with a third wheel and basket for carrying goods or passengers. Letters to the Editor Thankfully, a broken campaign promise To the editor: The Republicans took over the Town Council with a promise of no tax increase. For the last 12 years, they have railed against minor tax increases that usually amounted to about a cup of coffee a week – which allowed the town to maintain its quality of life as an attractive place in which to live. Well, for the first time in my life, I am glad to see an election promise not kept. They are raising taxes to about the price of coffee a week in order to maintain the services that make Berlin an attractive place in
which to live. Sound familiar? They (or at least some of them) seem to have attained a certain amount of political maturity by recognizing that achieving that goal requires a certain commitment on the part of the taxpayers; and that this will usually mean a minimal tax increase. We want our streets plowed, our garbage collected, our police force responsive, our fire department well equipped. We need to have our children well educated. Not everyone uses every service: I don’t have kids in school, I don’t use the senior center, I am lucky enough not to need social services. But I recognize that A.) other citi-

Situated almost 25 miles southeast of Phuket, these six islands are reached by speedboat. I must admit that sitting on a beautiful beach drinking chilled coconut water via straw from a large coconut was very refreshing. Stunning limestone cliffs rise above emerald green waters washing onto powdery white beaches. Numerous coral reefs in the area attract divers and snorkelers. The island of Phi Phi Leh and Maya Bay were made famous in the 2000 movie “The Beach,” starring Leonardo DiCaprio. I would be remiss, however, in not mentioning that, despite their beauty, some of the islands were overcrowded with visitors and were deficient in sanitary facilities.

REMINDER FOR ELDERLY HOMEOWNERS TAX CREDIT FILING BY MAY 16, 2016 TAX RELIEF FILING DEADLINE The Assessors Office would like to remind elderly homeowners and taxpayers who are 100% disabled the deadline for filing the state’s property tax relief program is MAY 16th, 2016. Homeowners who were 65 as of December 31, 2015, and who meet specific guidelines may be eligible for the program. Those who are 100% disabled regardless of age may also be eligible. Residents who meet the eligibility requirements can apply in the Town’s Assessor’s Office, Room 18 in the Town Hall, at 240 Kensington Road. The filing period is February 1st through May 16th. Eligibility guidelines include a maximum annual income of $35,200 for a single person and $42,900 for married couples. The tax benefit works on a sliding scale with a minimum exemption of $150 to a maximum of $1,250. An applicant must show date of birth, Social Security number and proof of all income – taxable and non taxable for 2015. Items the state requires for proof of all income when applying for the Elderly Homeowners Program include: μ Copy of the 1099 form from Social Security μ Copy of a complete income tax return for 2015 μ If no income tax return was filed, submit copies of all 1099 forms + W-2 forms + 1099 Dividend forms, etc. μ Receipts for rental income μ Pensions, Veteran’s Pension, Railroad retirement Those who want more information may contact 38850 the Assessor’s Office at 860-828-7039.
