Revised budget Berlin Lions Fair tradition continues under new president goes to the people By Ashley Kus The Berlin Citizen

Lenny Tubbs has been looking forward to this year’s 68th annual Berlin Lions Fair ever since last year’s event ended. Now, he will be directing it all as the fair president. “It’s all about the community and working together,” he said. “This is not my fair, this is our fair, this is the Berlin Fair.” Vintage carnival-style posters from the fair sit in the corner of Tubbs’ office at Kensington Auto Ltd., which he owns. Three small Lions Club banners hang above his desk next to framed family photos. Tubbs’ connection with the fair goes back well beyond his 11 years of involvement with the Lions Club. Originally from Plainville, he attended the fair when he was younger and started going regularly when he moved to Berlin 30 years ago. “There’s a special feeling that I get when I see everything come together, whether it’s me running it or someone else running it,”
The public will get to cast their vote on the $83.2 million adopted town budget on Tuesday, April 26. Last year, he was vice president of the fair, while his wife held the top position. The Berlin Fair, Sept. 30 to Oct. 2, focuses on local agriculture, with livestock and tractor pulls. Tubbs said new features are added each year. “Through farming demonstrations at the fair we are educating the public,” he said. Mayor Mark Kaczynski sees the fair as a connection to the past.
“We are lucky to have farms left,” he said. “We are preserving the rural character of the town as much as possible.” While a few hundred volunteers work the fair, the Lions Club is the organization that makes it happen, according to Tubbs. “If it wasn’t for our members and the commitment they make, it would never happen,” he said. The Town Charter will be reviewed this spring by a committee of seven residents who will make changes and updates to the document. The Town Council appointed the committee at its Tuesday, April 5, meeting. The draft deadline is June 14. “I would like to get it going since time is short. It is already April,” Mayor Mark Kaczynski (R) said. The date however did not sit well with Councilor Rachel Rochette (D) who argued that the June 14 deadline did not give the commission enough time to create a successful draft. Earlier this year, the Democratic Councilors voted against the creation of a Charter Revision Commission. “It’s going to move really fast and there are implications to the town. This is the charter this is our governing document, and it has an impact to the town for many years to come,” Rochette said. “My concern is they [com-
mission] are going to try to push it through so fast to get it on the ballot that it is not going to be done in a thoughtful manner and in the way it should.” The revision commission was approved and funded in the 2015 budget. A petition to form the commission was carried out by the GOP in January. Signatures of registered Berlin voters were collected, submitted and confirmed by the Town Clerk. By charter standards, a commission must be created within 30 days of the certificate of the petition. “I guess it could have been done a little bit quicker if we had had a different vote earlier in the year. Maybe we could have sped it up, but we didn’t,” Kaczynski said. The mayor said he was not taking the revision process lightly. He explained that by aiming for a summer com-

The council addressed several concerns it has heard from residents. Councilor Brenden Luddy (R) took the opportunity to clear up a misconception
about the GOP’s goals as the majority. “We did not promise no cuts, or no tax increases,” he said. Evans mentioned that the Berlin High School renovation project was the main driver of the budget and had been mentioned several times by the public in terms of debt. “If we get a little bit further in adjustments here, we get closer to where the increase really has to do with what folks agreed to do in renovating our high school,” he said. “We have to be fair, and representatives of both entities of town, both the council and Board of Education.” If the referendum results in residents rejecting the budget, then changes would have to be made by the council. Kaczysnki noted that there was not much else to work with in the budget because the majority of the increase

voter registration this year as early as January. During that month, Merrill’s office reported over 6,000 new Democratic voters and over 2,000 new registered Republicans. The year before saw less than a quarter of new Democratic and Republican voters that same month. “Thanks to online voter registration and other election modernization programs, getting registered has never been easier. My office has seen a surge in voter registration in advance of the presidential preference primary and so we are expecting high turnout on April 26,” she said. “However to cast your ballot in the presidential preference primary you must be registered with a party. If you are a new or unaffiliated voter, there is still time.” Citizens have until noon the day before the election to register, or change their affiliation. The voting interest in town has been increasing as the election draws closer. Jortner says many residents have been registering to vote for the first time online and in person. Others have been coming into the registrar’s office to change from unaffiliated to Republican or Democrat in order to participate in the primaries. Statewide, the secretary of the state’s office reported 11,781 new Democratic voters and 5,687 new Republicans registered last month. The office expects more registrations before the day of the primaries. Anyone 18 and older can participate in the Berlin budget referendum, regardless of party affiliation. In a normal town referendum, Jortner reported, about 10 percent of the town voters cast ballots. However with the combination of the primaries, that percentage could change. The voting process will be the same as for the municipal election last fall. Berlin will have five polling places: District 1 at Willard Elementary School, District 2 at the American Legion, District 3 at Hubbard Elementary School, District 4 at the Senior Center, and District 5 at Griswold Elementary School.

Drug ‘Take Back’ initiative The Berlin Police Department, in cooperation with the Drug Enforcement Agency, has scheduled its annual “Take Back” initiative to remove expired and unused prescription drugs from homes for Saturday, April 30, 10 a.m. to 2 p.m., at the upper parking lot of the Berlin Town Hall, 240 Kensington Road. Last year, Berlin’s efforts collected over 200 pounds of expired and unused prescription drugs. The service is free and anonymous and no questions will be asked. Residents need only drive up the Town Hall driveway to drop the drugs into a curbside box

The Berlin Police Department has received a grant from the Connecticut Department of Transportation Highway Safety Division to conduct a “Distracted Driving High Visibility Enforcement Campaign.” The grant period runs through August 16. During this period, Berlin Police officers will concentrate on enforcement of distracted driving laws, specifically hand held cellular phone use while operating a motor vehicle. MERIDEN — Maloney High School junior Frederick Antier participated in the Walk for Warmth 5K Saturday, and he was on a mission. “I just want to run,” Antier said. “I’m trying to beat my coach.” It was an ambitious goal for the 17 year old, especially since his assistant track coach is Derek Destefano, a wellknown runner from Meriden who regularly wins city road races. This past Saturday, Antier had a strong showing, but still found himself chasing Destefano, who led the pack and placed first — again. While Meriden’s Walk for Warmth event is in its 27th year, this is only the event’s third annual certified 5K road race. Destefano also placed first in 2014 and 2015. In addition to the 5K race, Walk for Warmth also features a 3K walk. On Saturday, both the race and the walk began and ended at First Congregational Church on Colony Street. Walk for Warmth is the only walk or run that goes through downtown Meriden, said event organizer Dona Ditrio, director of regional and employment programs
for New Opportunities. Walk for Warmth is a fundraising event for New Opportunities of Greater Meriden, an agency that serves residents in Meriden, Wallingford, Southington, and Berlin, and proceeds from the event will help the agency provide emergency heating assistance to residents who are facing financial hardship. The money helps jumpstart energy payments, Ditrio said. “It’s a fun community event,” she said, adding that Meriden officials, businesses, and organizations are supportive of Walk for Warmth and do so much to help the city’s low income residents. Several elected officials did go to Saturday’s event to support the cause. A few ran in the race; others cheered on the participants. State Sen. Dante Bartolomeo, D-Meriden, was at the starting line as the horn sounded. As Donna Destefano, of Meriden, waited for her son to cross the finish line, she clutched a bottle of Pepsi. She said she attends all of Derek Destefano’s races, and he takes a sip of Pepsi before each one. “I’ve been going since he ran in high school,” Donna Destefano said. “I have to have the camera. I’m not bragging,
but he wins most of them. He works for it.” Derek Destefano is a graduate of Platt High School and crossed the finish line at 18:07. That’s two seconds better than last year and his personal best for the Walk for Warmth race. “Good job,” his mother told him as he caught his breath. “You are fast dude,” a fellow runner shouted. The first female to cross the finish line Saturday was Sherri Odell, of Litchfield, who ran the course in 20:19. This was Odell’s first time competing in the Walk for Warmth 5K, and she signed up to help fulfill her goal of running races in all 169 Connecticut towns. “I’ve actually never been to Meriden before,” Odell said. As a sophomore, David was the starting fullback on offense and a linebacker on defense for the undefeated 1969 team that is now enshrined in the Wesleyan University Athletics Hall of Fame. David scored the winning touchdown against Williams in the game that clinched the Little Three championship for Wesleyan that year. After college, David explored many careers including being a fisherman in Maine, a charter ship captain, a teacher, and a builder. He was most fulfilled as a middle school teacher in inner city Bridgeport, and as a builder. His pride and joy was his renovation of an 1830 Federal home in Kensington Connecticut,

KENSINGTON — David Stevens Ravenaugh, of Kensington, died on Thursday, Feb. 11, 2016, after a series of long illnesses. He was born on Aug. 22, 1950, in Bridgeport, and soon moved to Fairfield for the rest of his childhood. A gifted athlete in several sports, David focused on football as his sport in high school and in college, and played football at Fairfield Prep for four years. In his senior year, which the Bridgeport Post had written would be a “rebuilding year” for Fairfield Prep, David served as the co-captain and was the star performer on a team that went unbeaten and untied with a record of 10 to zero, winning the 1967 Metropolitan Bridgeport Interscholastic Athletic Conference (MBIAC) title. He was a first team All-MBIAC selection and was picked

EAST BERLIN — Rose (Trotta) Bulack, 92, of East Berlin, beloved wife of the late Matthew Bulack, passed away peacefully on Friday, March 25, 2016. She was the daughter of Julio and Lucy Trotta. Rose worked at Fafnir Bearing Company, retiring in 1990 after many years of service. She was a member of the Fafnir Seniors group and Fafnir Girls recreation league. Rose will be dearly missed by her daughter, Sandra Bulack, of East Berlin. She is survived by her sister, Eleanor Dietrich; several nieces and nephews. Health Medical transportation program honored By Ashley Kus The Berlin Citizen
The Greater Hartford and mid-state Retired and Senior Volunteer Program (RSVP) was given a proclamation by Mayor Mark Kaczynski during a recent Town Council meeting. RSVP aims to transport those who can’t drive themselves to non-urgent medical appointments. “We need to help out seniors. It is difficult without a car in this economy,” Kaczynski said. Tuesday, April 5, was proclaimed “RSVP Medical Transportation Day” on behalf of The Corporation for National and Community Service (CNCS). “I encourage all our citizens to join me in this celebration and in acknowledging the critical role of service to others as a hallmark of the American character and central to how our community meets its challenges,” Kaczynski said. RSVP was launched this past winter with help from
the Berlin Senior Center. The center has a similar program that is limited to transportation throughout Berlin and New Britain. The RSVP concept is to bring senior citizens and veterans to appointments in surrounding areas such as Southington and Plainville. The center has been working on recruiting seniors and veterans who are in need of the service. “Each month the demand for drivers goes up,” Senior Center Director Tina Doyle said. “There’s only so much the center can do with our budget and time-frame,” she explained. RSVP encourages people to volunteer from anywhere in Connecticut to help seniors and veterans in Berlin, Southington, Meriden, Wallingford and New Britain. Doyle said the organization has acquired 15 volunteers so far, but 25 to 30 volunteers are needed for each town in order keep up with the demand. Health News Narcon prescriptions Beacon Prescriptions announced that it will begin prescribing and dispensing Narcan to patrons seeking the drug. Narcan, also known as naloxone, is used in the event of a suspected opioid overdose. Opioids include prescription pain medications and heroin. In Connecticut, pharmacists are able to prescribe and dispense Narcan after completing training and being issued a certificate. Pharmacists dispensing Narcan are required to educate the patient or caregiver receiving the medication on how to administer the drug in the event of a suspected overdose, and may also provide information about addiction
treatment and recovery resources. Narcan is covered by most insurance plans as well as Connecticut Medicaid. Having Narcan on-hand to administer to somebody in the event of a suspected opioid overdose can be life-saving. In the event of a suspected overdose when Narcan is used, medical treatment should still be sought and 911 should be called. Treatment works and recovery is possible. In March 2016, the Department of Mental Health and Addiction Services launched a statewide toll-free number connecting residents seeking treatment and services for opioid addiction to local walk-in assessment centers. People interested in seeking opioid addiction treatment

Before you can make changes in your behavior, you need to be aware of what you are doing. Keeping a journal can help. Write down where and when you stress eat. At first you may be journaling after the fact, but eventually you’re awareness will increase and you will catch yourself before you stress eat. If you have stress-eating rituals that have become bad habits, try something different. Bring a healthy snack to eat on the drive home and take a different route to avoid Dunkin’ Donuts. • Stretch and move. Stress builds up in our body and then creates more stress and discomfort. Stand up, move around, and go for a walk if possible. Try to create comfort in your body in ways that don’t involve eating. • Breathe deep. It’s physically impossible to become more stressed and more relaxed at the same time. When you start relaxing – even just a bit – you reverse the cycle of growing more and more stressed or anxious. Close your eyes. Stare at the blackness of your eyelids. Slowly breathe in and out. Count each time you inhale and exhale. Continue until you get to 10. The writer is a registered dietitian. I would like to thank all who contributed so much of their time to make the dinners such a success. Most of all, we would like to thank the many people, that we call neighbors and friends, who supported our weekly dinners. Many of them showed up every week, rain or shine. Without our customers, we would not be
able to support our many activities, such as our annual scholarships, Boys State and Laurel Girls State, annual fishing derby and Boy Scouts. We will be looking forward to reopening again after the Berlin Fair, somewhere around Oct. 11.
