Charter revision looks at council changes By Ashley Kus Citizen staff
The Town Council might be reconstructed under the new town charter with an elected mayor.
The Charter Revision Commission discussed the changes in depth at a meeting Monday night, May 23. The proposal of a council change had been brought up at previous meetings, but with the deadline for a June draft creeping closer
the commission has been spending extra time looking through possible revisions. Currently the mayor is appointed by the elected council. The mayor is not elected separately and the commission believes that might need to change.
“I like the idea of the people voting the direction of the town,” said commissioner Bart Bovee. Commissioner Dennis Kern explained how a stronger mayor would be even more effective. He stated that they should try to set up a

Food trucks are all the rage and now four-legged residents can enjoy the experience too. Local company Bark Body and Bowl will roll out the ‘Bark Bus’ at the first day of the town’s farmers market, Saturday, June 11.
The all-natural dog product business was launched nearly a year ago by two best friends and 2005 Berlin High School graduates, Allison Catalano and Daniela Johnson. Their goal was to create healthier treats and products for dogs. “Our pets can’t advocate for themselves,” said Catalano. “It’s our responsibility as their owners to do our best to provide them the nutri-
ents they need.” Bark Body and Bowl sells products like flea, tick and mosquito repellent as well as anti-itch sprays and shampoos, all made with natural ingredients. “It’s safe for dogs and it’s safe for you,” Catalano said. The dog treats are also made with See Bark, A2
Starting this month, there will be a LED conversion town-wide for approximately 2,500 streetlights. After evaluating several companies, the town decided to go with Tanko Lighting, which was awarded the project a year ago. Public Works Director Jack Healy says the switch will not cause any more light pollution, but will rather benefit the town. “We will be saving money,” he said. “There will be lower energy consumption.” The majority of streetlights in town currently are High Pressure Sodium (HPS) lights, which will be recycled once the new lights are in place. With LED, Healy says, there is a difference in the heat and color of the lights. Public hearing set for proposed charter changes By Ashley Kus Citizen staff
The Charter Revision Commission is getting ready to send proposed changes to a public hearing. The commission reviewed and voted on revisions at its Friday, May 27 meeting. Town Manager Denise McNair also attended. One of the main issues was possible changes to the position of mayor, which is currently selected by the Town Council.
“I don’t think a lot of people understand it still,” McNair said. The commission had previously considered a “strong mayor” form of government, but in the end the only pro-
posed change is that the mayor be elected by the public, instead of the Town Council. Commission Chair-
man Paul Argazzi said he felt a move to a strong mayor form of government would be too much change for the public. The commission also debated whether the Town
Council should be made up of five or seven people. After some deliberations, the commission agreed to a seven-person council. The commission is also proposing a partisan Board of Education. The decision came after community debate over changing the current non-partisan board. “People have to understand that you have to be accountable,” said Commissioner Brad Parsons. Commissioner Maggie Morelli said she did not hear good arguments for the

A partisan board would be made up of nine members nominated by political parties. The commission is also proposing a Board of Finance and creating two boards out of the Planning and Zoning Commission. Both Parsons
and Commissioner Bart Bovee voted against the change. “I would rather see the commissions together, it’s a staffing issue not a policy issue,” Bovee said. Kern believes two separate boards will give planning and zoning equal attention. The Charter Revision Commission will meet again Thursday, June 2. A public hearing on the changes is set for June 6. The Town Council will have its public hearing on proposed changes in July.

Update issued on renovations to high school The Berlin High School renovations program management monthly summary report for May 2016 reports the following activity. Activities since last month - design and field progress overview: Renovations (Stage 3) R10, R111 balance, R12 (classrooms and lightwell) and A2 (auditorium.) R10, R11 balance, and R12 finish and punch list work is substantially complete. A2 auditorium and music classrooms - mechanical, electrical, and plumbing rough-in and trim-out is ongoing. Roof detail work at auditorium and music rooms is ongoing. Exterior walls of the auditorium continue to be enclosed and are receiving zinc panels.
Masonry work is progressing north from the auditorium through the band room. Band room infill is being prepped for structural steel and slab on grade. 30 day look ahead: Renovation (Stage 3) Close out any remaining punch list work in the R10 and R12 areas. Continue closing in and making weather tight the auditorium and music suite. Critical issues: None at this time. Schedule: Phase 2 - Existing Building Renovations: Commenced State 3 work June 15, 2015 State 3 partial classroom turnover April 2016 and balance summer of 2016 Total project, fall 2016.

Mary (Ciammella) Ferre BERLIN — Mary “Chum” (Ciammella) Ferre, 91, of Berlin, passed away peacefully on Wednesday, May 25, 2016. She was the beloved wife of Cesildo “Cil” Ferre for 51 years. Born in New Britain on Sept. 30, 1924, she was the devoted daughter of the late Emmanuel and Pauline (LaRosa) Ciammella. Mary has been a long time Berlin resident, moving from New Britain in 1977. Mary began working at Fafnir Bearing Co. during High School due to the War and remained working there for 42 years, until her retirement. Mary was a member of St. Paul Church, Kensington and the St. Paul’s Church Ladies Guild. She was very proud of her Italian heritage and was a long time member of the Italian Fraternal Society. Mary was also a member of the New Britain Musical Club and was in many bowling leagues. She enjoyed dancing, bowling, card playing, trips to the casino and reading. Mary’s greatest joy came from spending time with her family. She was always

Where are we with the police station? To the editor: It has been some time since I wrote to the Berlin taxpayers, but I felt it was just about time. My question is, what is going on with town-owned land on Farmington Avenue? To be more direct, I am referring to the property where Kensington Furniture, a tax-paying business, used to be. The building was torn down before the ink had a chance to dry on the property transfer papers. A new police building was proposed for the sight at a cost of more than $20 million. A referendum regarding this cost was held, and the citizens voted it down. What were the reasons? Was it the money? Was it the location? I’m certain it was a combination of both. Now, exactly where, if at all, will the new police building be built? In the meantime, this valuable piece of taxable property, sits there, collecting dust so to speak. At the same time, forces are at work, knocking down more taxable buildings near the railroad depot. All seems to be a secret, or else I missed something. I know the railroad depot does need a face lift, but at what and whose cost? I have stated in the past, the town definitely needs to expand its police services area, and the need gets more important every year. The longer we wait, dragging our feet, that $20 million will look good. Call our elected officials and ask them, who, what, why, where and how will these items be explained?

Health News Drivers needed The American Cancer Society’s Road to Recovery program is looking for volunteer drivers throughout Connecticut to transport cancer patients to and from treatments. Some treatments will not allow cancer patients to operate machinery, including a motor vehicle. Other patients do not have family
members they can rely on for support, or their family may simply not be able to take time away from work. Volunteers should be available once a month or once a week, be between the age of 18 and 85, have a valid driver’s license and reliable vehicle with insurance. The Berlin American Legion post was packed Monday morning as residents attended the town’s Memorial Day ceremony. “We remember all those who made the ultimate sacrifice,” said Charles Colaresi, chairman of the town Veterans Commission. The rain canceled the annual parade, but that didn’t stop the community from coming together at the American Legion to honor those who died while serving in the military.
“Service members come from all walks of life,” Kaczynski said. “Many didn’t ask to leave their homes, but they were called for something bigger than themselves.” The mayor talked of his father’s service in World War II, explaining a soldier’s life was unpredictable. His father was sent to Colorado to learn to ski and ended up in the South Pacific instead of the Italian Alps. Guest Speaker Ian Lilly gave

Exterior explosions begin to impact our vehicle, rattling our skulls, causing deafness and disorientation.” He told the audience that he and a fellow soldier wrote their “will and last testament” to make sure loved ones were informed if they did not return home.

Lilly also thanked the veterans from past wars. “We took what we learned from our elders and our training into this moment,” he said. Colaresi told those gathered that 1,000 American flags were placed on the graves of veterans earlier in the week. Peter Galgano, the town’s official veterans contact person, reminded veterans that assistance is available. “It’s really nice when the public can hear and remember the true meaning of Memorial Day,” Galgano said.

Berlin’s streetlight project explained The Town of Berlin’s Department of Public Works recently launched a townwide streetlight conversion to Light Emitting Diode project, which will upgrade approximately 2,500 streetlights throughout the town to energy efficient fixtures. The project was awarded to Tanko Lighting and commenced in late May 2015, with an initial audit phase that identified the precise locations and characteristics of the town’s existing streetlights. The audit was completed in July 2015, and is now being followed by installation of the new, energy efficient LED streetlight fixtures. Installation is expected to be

Not only will the project reduce the town’s energy use, but it will also improve the color and quality of light throughout the town. The project will be repaid using utility-provided rebates and the cost savings resulting from lower energy consumption. Installation will begin in the northwest portion of the town (near the intersection of Farmington Avenue and Highway 372) and proceed south, ending in the southeast portion of the town (where Berlin Turnpike passes Silver Lake.) Berlin has won twice with employee participants, and Town Manager Denise McNair says it has been a great way to get everyone outside exercising. McNair will be taking part in the competition along with many other town employees and officials. The Berlin PD will be walking on team “Jay Walkers,” while town nurses will be on team “Walk It Like It’s Hot.” Even the library will be counting steps, on team “Speed Readers.” “I’m anxious to see the town people visiting with the community people,” said Lecia Paonessa, Public Works secretary and town contact person for the competition. “We are usually physically separated, but this will bring us together.” Several local businesses will also be walking. ProNatural Physicians Group will have their own team and Dr. Ann Aresco was excited to get started at the kickoff event. “I always wanted to do something like this against other towns,” she said.
