Beautification project draws complaints By Ashley Kus Citizen staff
The Main Street beautification project in Kensington is causing quite a few headaches for residents and businesses alike during the construction process. According to Economic Development Director Chris Edge, the street will be completed in mid-July. “It will give the area a dif-
ferent feel,” Edge said of the beautification project. But town officials have received several complaints from residents concerning travel restrictions on the street due to construction. “The progress is terrific, unfortunately not great when we’re in the middle of it,” Edge said. The Police Commission discussed the ongoing construction and resulting complaints at a recent meeting with Town Manager
Denise McNair. Commission members said the only part of the project plans they approved was a request for oneway traffic flow. The project entails decorative curbing, trees, lighting, and other updates. McNair gave a history of the project, explaining that it went to the Planning and Zoning Commission for review but never came back to the Police Commission. “We’re all hearing from different citizens asking See Beautification, A28

Timberlin brings out the ‘Goosinator’ Town prepares to cover shortfall By Ashley Kus Citizen staff
Some pesky residents of Timberlin Golf Club are nowhere to be found this summer thanks to a motorized goose chaser. “We used to have hundreds of geese, now none,” said Marc Bayram, head golf professional at Timberlin.
By Ashley Kus Citizen staff
The town is hoping to offset the current budget shortfall, in addition to any additional reductions, with a bond premium.
The remote-controlled orange “Goosinator,” which resembles a beast, is designed to scare geese away from water and land. The course has been plagued by geese droppings. They also eat the course grass. Many methods were tried previously, including a fake wolf.
The premium of $1 million was received from a bond sale last month. This comes after a shortfall of more than $400,000 from the state with impacts in the Municipal Revenue Sharing grant and the School Transportation grants.
“They don’t like the color, they don’t like the sound,” said Peter DeFazio, president of the men’s club at Timberlin. “Eventually you’ll hear them yapping and then when
Financial Director Jim Wren explained the next steps Peter DeFazio prepares to launch the Goosinator at Timberlin Golf Club in Berlin.

DeFazio researched the Goosinator after Bayram heard that it worked on a nearby golf course. In March, DeFazio was operating the Goosinator multiple times a day. In recent weeks, most of the geese had fled and he has only needed to utilize the Goosinator once a day. Golfers have noticed the difference in the greens and fairways.

ticed the change and no longer have to find ways to get around the geese while mowing. The grass, they say, is also better preserved. “Winter into early spring it was the worst,” said Jerry Salvio, a grounds crew member. Various web sites say the device costs around $3,000. While Timberlin no longer has to deal with flocks of geese, on the other side of town the situation is much different. Geese have damaged and soiled the grass at Veterans Park. Art Volz, superintendent of public grounds, says it is getting worse every year.
“We broke their cycle,” DeFazio said, “so next year they won’t want to nest here.”

The issue was brought up at a recent Town Council meeting by several members of the community who voiced their concerns over the deterioration of the park. Karen Pagliaro, a member of the Conservation Commission, suggested swans to take care of the geese problem. Len Zielinski, chair of the Parks and Recreation Commission, said they were looking at options and were aware of the Goosinator. For Timberlin, the geese have virtually vanished.

Property owners can pay taxes in installments percent of residents do not get a bill, their banks do, and therefore will need to be notified of the change.
By Ashley Kus Citizen staff
“We suggest they contact their bank to see if they’re willing to pay before Jan. 1,” he said. “Anything after Jan. 1, won’t be included in their tax return.”
Paying taxes in Berlin will be a lot more user friendly, town officials say, after the revenue department goes through major changes.
Taxpayers can still pay their real estate tax in one single installment for the July deadline and not impact their tax returns. Not only will the payment style change but, starting July 1, the way residents pay their taxes will change too. “It’s going to be more user friendly,” Kluczwski said. “It wasn’t user friendly before.” Previously, residents who wanted to pay taxes online

Now the town will be collecting real estate taxes semi-annually with the first part of the payment due July 1, and the second piece due Jan. 1. The system was suggested last October and passed in the Town Council by a 6-1 vote. Kluczwski says that about 60

Maria Angela (Fuschino) Verrillo KENSINGTON — Maria Angela (Fuschino) Verrillo, 73, of Kensington, passed away peacefully on Tuesday, June 21, 2016, at Hartford Hospital after a courageous battle with an extended illness. The youngest daughter of the late Filippo and Elvira Fuschino who greeted her in heaven, she was born on March 12, 1943, in Telese, Italy. She was a proud homemaker and resident of Kensington. Her greatest joy in life was spending time with her family and dear friends. She was a wonderful cook and really loved to bake. The homemade Italian cookies she made with love provided great enjoyment for family and friends throughout the years, especially at holiday times. She was a member of St. Paul Church. She will be missed dearly and is survived by her devoted husband, Pietro Verrillo, of Kensington; two sons and a daughter-in-law, Vincent and Palma Verrillo, of Kensington, and Philip Verrillo, of Kensington; her brother, Angelo Fuschino (husband of her late sisterin-law Elisabetta Fuschino,) of Berlin; her sister and

Letters to the Editor Who is she representing? To the editor: Senator Terry Gerratana’s Democratic leadership caved to Governor Dan Malloy and chose not to challenge his $20 million budget cut to local aid. That inaction will now force property taxes upward, lead to cuts to vital town services, and chop health care funding for our neediest and most under-served residents. If that weren’t disappointing enough, Gerratana sat by and let it happen. Why didn’t she say or do something? Berlin, Farmington, and New Britain voters deserve a state senator who will stand up to Malloy and Democratic
legislative leaders. Gerratana didn’t fight for us. It is time we replaced Senator Gerratana with someone who will speak out forcefully against Democratic policies which hurt property taxpayers. Charles Paonessa, 6th District Senate Republican Candidate
Our work continues To the editor: The officers and volunteers of Friends of Berlin Animal Control would like to thank Chris Edge, Berlin Economic Development and the Chamber of Commerce for the volunteer organi-
zation of the year award presented to us last month. It is such an honor to be recognized by the town of Berlin. All of us enjoy assisting the Berlin Animal Control Shelter in helping foster animals and helping with off-site adoption events. We will continue to fund-raise, with all proceeds going directly to help the animals at the shelter and in our foster homes. We spay or neuter and vaccinate all homeless animals at the shelter prior to adopting them out. Thank you again for this award. Berlin police DUI checkpoint scheduled for Friday, July 1 The Berlin Police Department has obtained a grant from the Connecticut Department of Transportation’s Highway Safety Division to support increased DUI detection and enforcement efforts. The grant helps to provide funding to staff additional DUI patrols as well as roadside sobriety checkpoints. Roadside sobriety checkpoints have been shown to be the most effective method to detect and apprehend under-the-influence drivers. A DUI sobriety checkpoint is scheduled for the evening of Friday, July 1. Officers from the Newington, Wethersfield, Rocky Hill and Cromwell police departments will participate. The checkpoint is scheduled on the Berlin Turnpike, south of Middletown Road.

>> Beautification From A1
needed to go in a timely manner.
‘What are they doing to Main Street?’” said Bob Peters, chairman of the police commission. “I think it’s going to give us problems.”
“I think once it’s completed, the medians down the center won’t be quite as bad as what they are right now,” McNair said.
McNair said the plans were designed to improve traffic safety in the area. She cited several accidents on the street in years past. The latest complaints come from the medians in the road, which officials say can be difficult to navigate. There was talk of concerns that fire trucks would potentially not be able to successfully get to where they
The streetscape project was funded by a state grant, which according to Edge was specifically to be used on Main Street. Edge says that while it would be better to have the construction going on earlier or later in the day, the budget is not able to cover those hours. The Police Commission has requested an opinion from the town attorney regarding its authority over roads in Berlin.
The Berlin Town Council discusses the budget shortfall on June 21. | Ashley Kus, The Berlin Citizen
>> Shortfall From A1
during a Town Council meeting Tuesday night, June 21. He stated that a lot of the reduction amounts were still unknown based on recent state cuts.
Main Street construction is causing problems town-wide. The Police Commission says it never approved all the changes. | Ashley Kus, The Berlin Citizen
Town Manager Denise McNair assured the council, “Jim and I, when first the shortfall seemed on the horizon, we had many discussions with staff as far as saying ‘the good news is you have a budget, the bad news is you can’t spend it,’ so everyone is prepared to go forward immediately on July 1,” she said.
The council moved to assign $500,000 to a fund balance account. Wren explained that the action would not affect the town’s bond rating because the $1 million premium was unanticipated revenue. While the premium will assist in the shortfall, Mayor Mark Kaczynski pointed out that still more cuts were to come even though the budget already passed. “We do what we have to,” he said, “to make Berlin run efficiently.” The next fiscal year begins July 1.
