School tennis court project goes to public By Ashley Kus Citizen staff
A public hearing will be held this month on replacing the high school tennis courts. “We would hate to have a
brand new beautiful school and have the courts be in the condition that they are in,” said Town Manager Denise McNair. The Town Council discussed the project and set the public hearing for the appropriation of funds for July 19. The
courts could not be used this past tennis season because they are too cracked and damaged. During the July 5 Town Council meeting, resident and former tennis professional Scott Trevethan voiced his frustration over
the condition of the courts. “I’m simply sharing on behalf of many people and many voices ... this needs to get addressed ... this needs to be priority one,” he said. In 2014, the council hoped the courts could be repaired
as part of the ongoing high school renovation project. McNair said she is becoming concerned because it could be another year before officials can determine whether there is money in the renovation project budget for the See Tennis, A24
Writer wins award for essays P&Z revisits farming regulations
Town resident Dawn Hoffman is just finishing up her third collection of self-published essays. “I’ve been writing all my life,” she said, “but only three years seriously.” After Hoffman retired from teaching at Haddam-Killingworth High School, she started putting her memories on paper. At first, she challenged herself to write an essay a week on her blog. A year later, she had compiled over 50 essays.

The Planning & Zoning Commission is starting fresh with Berlin’s agriculture regulations after receiving months of public feedback.
“I wanted to stay busy and be creative,” Hoffman said.
“Due to a negative view of some from the agriculture community, relative to what was included in the process, and in consultation with our new corporation counsel, it was best decided to essentially restart,” said Chair Bruce Moore.
The writer tried self-publishing and successfully released her first book, “Saving Our Lives: Volume One—Essays to Inspire the Writer in YOU.” This past spring, Hoffman won a 2016 Benjamin Franklin Award from the Independent Book Publishers Association. Her book earned a silver medal in the annual competition.
Moore suggested going off the town’s current regulations rather than looking at the changes made by an outside consultant. Those changes and suggestions were presented during several meetings and public hearings earlier this year. Residents voiced their opinions, and some frustration on the direction the regulations were going during months of discussion.
Hoffman traveled to Salt Lake City to receive her award. Out of 1,400 entries, 100 received a silver medal and 50 received a gold medal. “It was a big confidence booster,” she said. Hoffman attended a class at the Mark Twain House in 2014 taught See Writer, A24

This is going to cause a multitude of problems when the town will have to plow. They will no doubt hit the curbing. Pitch count rule is hurting American Legion baseball By Jim Bransfield Special to The Citizen
American Legion Baseball has been one of the iconic youth baseball programs in America since its inception in 1925. For almost all of the 91 years of the program, it has been a game in which its tournaments have been nine-inning games (a.k.a. real baseball) and has been played — with some slight modifications — by Major League rules. All that is about to change and, for better or worse – and there are those who argue it is for the worse – Connecticut is leading the way. The most obvious change will be in the so-called state tournament – more on that nomenclature in a minute – which opens July 16 and concludes July 31. For all but the best-of-three series on July 29-31 that will determine the champion, all games will be just seven innings and will operate under Connecticut’s far more restrictive pitching rule (10 innings in four days) as opposed to the national rule of 12 innings in three days. At first blush this seems impossible. After all, under national American Legion Baseball rules, all state and regional tournaments are part of the national tournament, therefore all national rules must apply. That’s the way it has always been. Until now. “We spoke with nationals [Director Steve Cloud] and he told us that we could call the early rounds something else, like district tournaments, which some other states do,” said Connecticut Legion Baseball Director Craig Zimmerman. “So by calling it something other than a state tournament, we were told we could play seven innings with our rules.” In short, the state changed the name and — Voila! — it could do whatever it chooses with
the games. So from a national perspective, the only games that are truly state tournament games are the final best-of-three between the two winners coming out of South Windsor and Middletown. Some years ago the state Legion Commission, which apparently really, really loves tournaments, opened up the tourney to the majority of the teams, so now 40 of the state’s 75 or so teams qualify. The first two rounds are single elimination, then it becomes double elimination through tourney’s end. There’s more. It seems that somewhere someone decided that the host team in each location, will qualify for the first round of the state tournament.
I have had coaches tell me that they hate pitch-count rules. They say it ties their hands, that kids are different, that some kids can throw more than others, that age is only tangentially related to all of this, and that — here’s the killer — they find it impossible with all the things they have to do to keep accurate counts. So what happens when a kid reaches (according to the opposing coach) his pitch limit, yet the home team coach has the kid with seven fewer pitches? “We have a sub-committee looking into that,” said Zimmerman. “It might be that scorers have to check with each other at the end of each inning and if there is a difference, then the home team book might count, or maybe it would be an average between the two scorers.”
So that means that South Windsor and Middletown, which is having a bad year, will get to play at least one postseason – I almost said state tournament, tsk, tsk! – game.
Huh?
For starters, no one is arguing that there is not clear, compelling evidence that too much pitching is extraordinarily dangerous for young arms. The injuries are severe, the injuries are widespread and certainly responsible adults should do something to minimize damage to those young arms.
In Legion, the problem is exacerbated. Many Legion teams run their programs on a shoestring. It has one, maybe two coaches. By definition, a player will have to keep the scorebook.
Not only is the potential for abuse self-evident: “My kid has nine pitches left,” “No, he is all done!,” there is the reality that for many Legion teams – and many Sound like high school? The devil — make it the devils — are in the details. No one can prevent some injuries. Injuries come with the territory in each sport. But pitching places stress that, sooner or later, cause injury. So reducing the number of pitches makes sense. Or so it would seem.
What often happens is one nonstarter keeps a book, then in the fourth inning, said kid is put in the game and he hands the book to another kid. Yup, those pitch counts are going to be accurate. Personal note: I have kept the scorebook at Palmer Field for Middletown Legion games since 1966 .I have never kept pitches. See Baseball, A20

Military man joins Berlin Police Department apply his National Guard experience as well as his associates degree in Criminal Justice from Middlesex Community College. Also, he is bilingual (Spanish), another plus.

The Berlin Police Department is adding to its extensive and diverse officer backgrounds with Daniel Ithier, a member of the National Guard.
One aspect of the position that Ithier is already familiar with is the ever-evolving technology involved with police work.
“It’s a good blend of experience,” Deputy Chief John Klett said. Since July of last year, Berlin PD has brought on five new officers ranging from a retired detective, to a former paramedic. Ithier is the most recent hire, and will be joining a few current officers who also have Army experience.
“It seems like we get more and more advanced as time goes on,” he said. “Stuff that is updating with the world, we’re updating along with it.” Daniel Ithier is the Berlin Police Department’s fifth new officer since July 2015. | Berlin Police Department
“I knew I wanted to help people at an early age,” said Ithier. “I was too young to join the police force.”

has had to learn it, it’s not going to hurt.” Ithier also has a hometown advantage, though he says his residency isn’t the only reason he decided to serve in town. “It’s a really tight knit community, and I think that it’s really great that the police department is starting to get involved in that too,” he said. “In order for the community to see their police force and trust them, they, obviously, need to see them locally walking around.” But it will be awhile until Ithier goes on patrol. He started at the police academy just recently. While one new Berlin officer goes into the academy, another is exiting. James Monthei joined the Berlin PD in December and is now getting ready to do some field training work before heading out on his own.

Riggins stated that current farms would not be affected by the new regulations. She explained that those farms would be grandfathered in.
The commission will have the regulations and a draft at the meeting on, Thursday, July 28. A public hearing will then be set.

Hoffman’s book isn’t just a collection of real-life stories. After every essay is a list of prompts and questions to encourage people to write, not just read.
Once Hoffman finishes her trilogy of essays, she may try a different genre. “I aspire to write fiction and I would like to one day,” she said.
“I write about traveling in Italy,” she said. “I write about my kids.”
For now, she is focused on encouraging people to write.
She will soon release a second volume of essays and is working on a third. “Looking at a tree I can start writing about that tree and something can come from it,” she said.
“I wish I had pieces of writing from my grandmother,” Hoffman said. “Now I can leave this for my kids so they have it.”
