“I feel like a broken record, but again it comes down to one thing: taxes and jobs,” Vollano said. “At the end of the day if you can get your community thriving again, crime will go down and that’s been proven.”
“I’m a firm believer that when we’re talking about adults that are working full time that they need sustainable wages, they need wages that will keep them in an apartment,” Reynolds said. “The minimum wage should keep up with expenses and unfortunately the state of Connecticut is extremely expensive.”

Community gears up for flu season Both the Central Connecticut Health District and the Berlin Visiting Nurse Association are making sure Berlin residents avoid illness with multiple vaccine clinics on tap. “It’s important for people to get the vaccine,” said Ann Hartman, the health district’s assistant director of community health. “Especially the very old and the very young, because their immunity is compromised.” Peak flu season isn’t until the winter, however Hartman says the vaccine needs to be administered in the fall in order to be fully effective. The vaccine protects from the flu for six months and takes several weeks after a patient receives it to build immunity. Last year the flu season was longer, lasting into late March and starting as early as January. Berlin will be among three other towns in the district that will have flu clinics next month. Residents in Berlin will also have the opportunity to get vaccinated by the town’s VNA.

If the polls are accurate — and they tend to be — then Connecticut residents are a dissatisfied bunch at the moment. A Quinnipiac University poll released in June revealed that only 20 percent of respondents said the state’s economy was either “good” or “excellent.”

Meanwhile, the Connecticut Business and Industry Association, the state’s largest business lobby, announced that its recent survey of members found that a modest 47 percent of the 331 businesses responding said they would continue to make job-creating investments in the state. As one would expect, Nutmeggers’ negative perception of the direction of the state has taken a toll on Governor Malloy’s popularity. The June Quinnipiac poll put the Democrat’s approval rating at a mere 24 percent. While Connecticut certainly has its share of problems, most would agree the scenery is not among them, especially at this time of year. Sept. 21 was the official start of fall, and the season is a beautiful one around here. In New England, autumn means football, agricultural fairs and hay rides. It means haunted trails, hot apple cider and jack-o’-lanterns. And, of course, there’s the leaf peeping, which attracts

In 1994, Berlin adopted a new town charter that took effect one year later and implemented the Town Council/Town Manager form of government. Prior to this adoption, the town, for many years, operated under the Town Meeting/Board of Selectmen/Board of Finance form of government. There were both positive and negative aspects of this change, which produced a more centralized and streamlined government with professional management yet at the expense of checks and balances and direct voter participation through referenda and town meetings. Since 1994, there have been only a few changes to our charter, the last and most noteworthy being in 2002 See Charter, A13
Letters to the Editor Charter changes are a fraud To the editor: Berlin’s proposed charter changes are a fraud. Question 1, the creation of a Board of Finance, is an unnecessary bureaucratic level of government. Voters will have no voice on who represents them on this board. The proposal is, there will be six members on the BOF. Each party will nominate three candidates and those candidates will automatically be elected. This board would have extraordinary power
over all financial matters coming before the council. Approximately 80 percent of all council business has a financial component. The council would be virtually powerless. This proposed charter change could result in a down grade in our bond rating. The rating agencies have stringent rating factors that this proposed charter would conflict with. Question 5 is designed to appear to be an innocuous one. However, it’s anything but innocuous because hidden in that question is a complete change how council members will be elected. Cur-
rently, residents can vote for any seven candidates (five can be of the same political party with a minimum of two being of the minority party.) The proposed charter would change that and would be tantamount to an appointed council. This is spelled out in Chapter 2, Section 2-4: There will be six members of the council “not more than three will be of the same political party.” Obviously, each party would only nominate three candidates. Why are the Republicans pushing these charters changes? The answer is simple. They have only won
three municipal elections in the past 20 years. This proposed charter would allow them to put anyone they want on the council and a bureaucratic BOF without the approval of the voters. Also, they could never be voted out of office. Protect your right to pick your municipal representatives. Vote “no” to all of these proposals.
Did you know that Democrats embraced Governor Malloy’s elections, ensuring the two largest spending and tax increases in Connecticut history? While in control they raised taxes 10 out of the 12 years, and one more year of tax increases because of high school bonding. Do the people of Berlin want these spend and tax policies? No!

As long as the party bosses think these people are doing a good job they will continue to appoint them. It will not matter what you think.

In response to a petition drive, this spring the Town Council appointed a seven-member Charter Revision Commission to review the entire charter and recommend changes. The bipartisan commission consisted of residents Bart Bovee, Dennis Kern, Sam Lomaglio, George Millerd, Margaret Morelli, Brad Parsons and myself. All of us have extensive experience in and with local government, including service on the Town Council, the Board of Finance, and previous charter revision commissions. Among the problems with the current charter the commission discussed during its nearly five months of deliberations were: • The Town Council’s propensity to overspend in the face of pressure from special interest groups. • The council’s ability to ignore referendum votes on budgets and long term

Renovations at Berlin High should be done in coming weeks “The laminate on the paneling in the auditorium was not working out,” director of business operations Eva Gallupe said.

Renovations at Berlin High School are scheduled to finish by Oct. 16. The project was originally scheduled to be completed by the end of September, but was delayed by a manufacturing mistake, according to town officials.
Town Manager Denise McNair said remaining work also includes renovation of the auditorium and the chorus area. The project is still on or under budget. “We’re in good shape financially,” McNair said.
The Town Council also approved the award of a $207,000 bid for an upgrade to the high school’s generator at a meeting on Tuesday, Sept. 20. The Council also authorized McNair to enter a contract agreement for the reconstruction of the high school basketball and tennis courts. Most of the renovations were completed during the summer, allowing students to access new classrooms and features.
Before school started, Superintendent Dave Erwin said he was excited that the project was almost finished. “We really needed to improve the facility and bring it up to today’s standards,” he said. Upgrades include two gyms, a modern cafeteria called “On Trays,” more natural light, a new main entrance, and additional classrooms.

Qualified NRA instructors will cover the principles of safe gun handling and marksmanship. Athletes can also take advantage of basic, intermediate and advanced match experience. Students must provide their own ear/eye protection (available for purchase at Blue Trail Range Gun Store on premises). Participants will receive NRA Achievement Awards based on their level of proficiency. At the end of the season, an awards ceremony will honor the outstanding boys and girls (most improved, best sportsmanship, etc.). Remember, education is the key to firearms safety!

Historical Society members are unabashed in our promotion of everything that has made Berlin unique over time. One of the best things about the barn is that it provides a gathering place where people can reminisce with friends and family. This year marks the 50th anniversary of Berlin Historical Society’s founding. In the early days, members met in each others homes and artifacts donated to the society were stored in their attics. When the old Peck Library building became available in 1993, those treasurers finally could be shared in a public setting. Since the museum opened on Main Street, the collection has expanded to over 3,000 items. Through the generosity of Berlin residents, our digital photo archive continues to grow. Previously, a Victorian Halloween party house was transformed into an 1880s kitchen scene; this year it morphed into a Victorian Christmas House. This year it is a place where kids can play with objects familiar to their grandparents: a rotary phone, manual typewriter, butter churn, wind up alarm clock and other “strange” items. In the photo gallery, we are highlighting Berlin icons. These are images of memorable people, places, events and objects that define and contribute to our town’s character and culture. If Ragged Mountain, Ferndale and Rockland Dairy Bars,
Memorial Pool, Labieniec’s Barn, and Sloper’s fence come to mind, you are on the path to Berlin icon literacy. Eversource inspecting power lines via air Eversource is conducting aerial inspections of high voltage electrical equipment on rights-of-way in north central Connecticut. This inspection is an important part of the company’s ongoing commitment to providing reliable electric service. The work involves the use of low flying helicopters equipped with high-resolution cameras, which can detect potential equipment issues before they occur. “Over a million customers in Connecticut depend on us every day for reliable electric service,” said Craig Hallstrom, Regional Electric Operations President at Eversource. “These helicopter inspections of our transmission lines are a crucial part of our commitment to reducing the frequency and duration of power outages.” Eversource’s high-resolution camera inspections began in Fairfield County and will continue in Litchfield and Hartford counties. These inspections are expected to take up to three weeks to complete. Weather-permitting, the inspection will take place between the hours of 7 a.m. and 5 p.m. using two black MD500 helicopters
