BOE solidifies graduation location By Ashley Kus Citizen staff

The Berlin High School class of 2017 will not be graduating in the school gymnasium as originally proposed. The Board of Education reversed its decision Monday night to change the location of graduation from Welte Hall at Central Connecticut State University to BHS’s Gibney gym.

Big support in Berlin for 4th annual ‘Bark for Life’ More than 100 people and their four-legged companions showed their support for the American Cancer Society at Berlin’s 4th annual Bark for Life event, held Saturday, Oct. 15.

BHS Principal Francis Kennedy proposed the initial graduation venue change at the sub-committee in September. The board then voted in the change at its regular meeting.

This came after nearly 100 parents and students attended the BOE meeting a few weeks ago to protest graduation being held in the gym. Many parents were upset that they were not informed of the proposal to change the location.

“I didn’t really observe discussion happening,” said Corey Whiteside. “What I observed was the committee members stating for the record why they voted the way they did and where they are now. And some of the statements were a little bit disappointing and concerning to me.”

And it was very frustrating not to raise my hand and say ‘tell us.’ Tell us how wonderful it’s supposed to be.”

Elevator project moves forward raise close to the $100,000plus needed.

The Town Council recently agreed to transfer funds from its contingency account to secure the match.

If the funds are not fully matched by Nov. 1, the library will lose the grant.

The council transferred $9,675, the rest of what was needed to match the state grant.

Berlin-Peck is currently facing a host of issues due to the building lacking an elevator. If patrons wish to visit the bottom floor of the library, where weekly book sales are held, they must travel down the hill and enter from the first floor entrance of the Community Center (attached to the library).

With its next meeting nearing the date of the funding deadline, the council decided to secure the rest of the match. “We’re all on board,” McNair said. The bonding commission can approve the funds at its meeting, Friday, Oct. 28. The council would then not have to use the contingency funds.

The deadline to match a state grant for the addition of an elevator at Berlin-Peck Memorial Library is fast approaching.

The elevator project is estimated to cost upwards of $300,000. The state awarded the library approximately half the total amount.

McNair said there may be some additional costs such as parking and interruption of rooms during construction. She said if all goes according to plan, the project can begin next summer.

‘Smart switches’ designed to decrease outages To make Connecticut’s electric grid smarter and restore power outages more quickly, Eversource is installing 200 “smart switches” on its system throughout the state. With these devices, outages can be restored with computer-assisted technology from the company’s operations center, without having to deploy a crew to inspect and make repairs. Customers will benefit from the nearly $13 million investment as the smart switches are designed to decrease outages by 30 to 50 percent. As Eversource replaces utility poles and wires throughout the state with equipment that is more resistant to New England’s extreme weather, this latest upgrade project is another significant step toward developing a smart grid in Connecticut. The automatic switching devices identify the location of power outages as they occur, isolate problem areas on the system, and re-route power to customers. These smart switches ensure there is more than one way the electricity can reach customers, which reduces the duration of outages and the number of customers affected. Over the past two years, Eversource has installed approximately 50 of these automated smart switches in communities around the state. – Press Release

Locals wishing to travel abroad will soon not have to go far to apply for a passport.

Before appointments start however, the library will kick off the new program with a walk-in event Saturday, Oct. 29. From 10 a.m. until 3:30 p.m. that day, people will have the opportunity to apply for or renew a passport at the library. Certified agents from the Connecticut Passport Agency will be available to process documents and answer questions.

Starting next month, Berlin-Peck Memorial Library will be able to renew and issue passports by appointment.

When the library passport program starts officially next month, four staff members

at the library will be passport agents. Currently, not many libraries in the area accept passport applications. “I think it’s good for us too,” Library Director Helen Malinka said. “Maybe people who haven’t been to our library will come and see what we have to offer while they’re here.” A passport book first-time application fee is $135 for adults and $105 for minors under 16-years-old. Passport cards are less. The fees are expected to increase next year. Starting Tuesday, Nov. 1, eyeglasses will no longer be allowed in passport photos. The addition of a paint night event, and further fundraising efforts, added to Dirty Dog’s big haul. “It feels good,” said Leitao, a community liaison for Bark for Life. “Everyone knows someone in the fight against cancer.” Dirty Dog wasn’t the only business to contribute to the cause. Josie’s Corner on Mill Street provided chili and chowder to Bark for Life participants. Also, there were over 20 local vendor booths for people to visit, which added to the day’s festive-feel.

Bark for Life also featured a dog Halloween costume parade and a canine demonstration put on by the Berlin Police Department.

Theresa (Daigle) Jambard BERLIN — Theresa (Daigle) Jambard, 90, died on Sunday, Oct. 16, at Hartford Hospital, after a short illness. She was born in Frenchville, Maine, one of nine children to the late Rene and Marie (Martin) Daigle. Working on the family farm as a growing child, she eventually moved with her sister, Esther, to Waterville, Maine, and then to New Britain, to work at Fafnir Bearing Company, where she met her future husband, the late Gilbert Jambard. They settled in Berlin, in 1954, where she lived until this past June. Terry, to her friends and relatives, was an active, life-long member of St. Paul’s Church, where she was recruited by her close friend, Phyllis Fecteau, to help make rosary beads, which were distributed around the world. She was also an active member of the Red Hatters. Theresa was a loving mother and is survived by two children, Kenneth Jambard, and Ronald Jambard and his wife, Margaret (Melowicz), both of Berlin.

Theresa is also survived by her six grandchildren, Kenny, Amy and Katie Jambard, Sarah (Spack), Scott and Chris Jambard; and six great-grandchildren, Magnus and Greta Jambard, Sydney and Ethan Spack, and Tyler and Peyton Theresa Jambard. She is also survived by a brother, Lucien Daigle and his wife, Adrienne, of New Britain; and a sister, Jeanne (Daigle) Bensmiller and her husband, Dave, of Henderson, Nev. In addition to her husband, she was predeceased by her sister, Esther, of New Britain; and brothers, Valier Daigle, of Berlin, John Daigle, of Bristol, Ray Daigle, of Rhode Island, Bernard Daigle, of Middletown, and Paul Daigle, of Middletown. A funeral liturgy took place Oct. 24, at St. Paul’s Church, 485 Alling St, Kensington. Burial will be private for the family only. In lieu of flowers, memorial donations can be made to St. Lucian’s Residence Inc., 532 Burritt St, New Britain, CT 06053. BERLIN — Lillian Rae Klotz, 88, of Berlin, wife of John Klotz, passed away on Thursday, Oct. 20, 2016. Born in Orchard Park, N.Y., she was the daughter of the late Raymond and Carrie (Thompson) Lewis. Lillian was a longtime Berlin resident, and was formerly employed at McGee Middle School as an office secretary. She was a member of St. Paul Church in Kensington, and was a former member of the Berlin Democratic Town Committee. Surviving are her husband, John Klotz, with whom she shared 62 years of marriage; four sons and their spouses, James and Sharon Klotz, of West Chester, Pa., Martin and Joyce Klotz, of Kensington, Anthony and Amy Klotz, of Vacaville, Calif., Edward and Caroline Klotz, of Kensington; her siblings, Grace Taracani, of New Britain, her twin sister, Edith Parsons, of Kensington, Elsie Davis, of Newington, John Lewis, of Chatham, Mass., and Calvin Lewis, of Springfield, Vt.; her grandchildren, Lindsey Klotz, Michelle Miller and her husband, Jeff Miller, Laura Klotz and her fiancé, Fred Hoang, Brian Klotz, and Amy Klotz, Daniel Klotz, and Kevin Klotz; and several nieces and nephews. BERLIN — On the afternoon of Sunday, Oct. 9, 2016, Natalie Theresa Dutkiewicz, of Berlin, passed away peacefully while receiving comfort from family members at the Hospital of Central Connecticut in New Britain. Natalie was 86 years old. Born the youngest child of Joseph and Theresa Rusilowicz in New Britain, on March 31, 1930, Natalie grew up in New Britain and graduated from New Britain High School. After graduating, Natalie continued to live and work in New Britain until she moved to Berlin following her marriage to Stanley Dutkiewicz, her beloved husband of 64 years. Devoted to family, Natalie balanced her duties as a wife and mother with her career at General Electric in Plainville, until her retirement after 20 years of employment there. Over the years, Natalie won acclaim for her culinary skills, especially in respect to her traditional polish cooking and in particular her much sought after kielbasa and sauerkraut. In later life, Natalie enjoyed spending time with her grandchildren, swimming with friends at the YMCA, birdwatching, especially hummingbirds, lovingly tending to her

She also leaves nine grandchildren, George and Rakel Dutkiewicz, of Poland Spring, Maine, Nicholas (Melissa) Dutkiewicz, of Stansbury Park, Utah, Adrian Dutkiewicz, of Burlington, Vt., Cassandra ( Austin) Cooper, of Murray, Utah, Sariah Dutkiewicz, of Cape Verde, Africa, Dr. Ashley (Matthew) Chamberland, of Lampasas, Texas, and Keith and Casey Casserino, of Berlin. In addition, Natalie leaves one great-granddaughter, Bailey Dutkiewicz, of Stansbury Park, Utah. Natalie’s family extends their sincerest gratitude to those friends and relatives who gave generously of their time and energy in support of Stan and Nat over recent years, and also to the Emergency Department and Hospice staff at the Hospital of Central Connecticut for their kindness during Natalie’s final day on this Earth. Born in Meriden on Sept. 18, 1959, he was the son of the late Jack W. and Lois (Melmer) Scofield. Mr. Scofield had resided in South Kensington, graduated from Orville H. Platt High School in Meriden, and was employed by the State of Connecticut Department of Transportation, retiring on June 1, 2016. He was a veteran of peacetime, having served with the U.S. Navy. He was a parishioner of St. Stanislaus Church in Meriden, a member of the American Legion Post 45 in Meriden transferring to Post 68 in Berlin, Full membership and Sons of the Legion, a member of S.V.E.A in Kensington, and Elks #597 in New Britain. Besides his wife of 31 years, he is survived by his brother, Jim F. Scofield; two nieces; a nephew; and several cousins. He was predeceased by his brother, John H. Scofield. Family and friends are invited to attend a graveside service to be held on Friday, Oct. 28, at 10 a.m. at Northford Cemetery, Spruce Street, North Branford, CT 06471. Letters to the Editor Vote for accountability To the editor: At the beginning of the year the majority on the Town Council suggested that a review of our charter be conducted in order to make improvements to our town government. We moved forward and appointed a bi-partisan commission to independently study and propose changes. The changes they proposed will increase transparency and accountability in our town government, the same principles you voted for last fall in the Town Council election. I urge you to vote “yes” to all five questions for a greater voice in the town budget and the Board of Education. Mayor Mark Kaczynski Reform needed To the editor: In 2010, voters rejected a proposal to borrow $83 million to “renovate as new” Berlin High School. The next year, they approved $69.9 million. It didn’t take long for the Town Council to spend almost $85 million, the amount the council wanted all along. This reckless action required a $15 million emergency bailout from the state. Our current charter allows the council to simply ignore referendum votes like this and spend whatever it wants to. It needs reform. The proposed Board of Finance would have prevented this. Berlin had such a board for much of its history, when every public facility in town was built, all within budget. Bob Peters Berlin More transparency To the editor: The Charter Revision Commission set out to review the town charter and update where appropriate. I know that the folks who sat on the

commission had the town’s best interest at heart. It was interesting to watch as we worked together carefully listening to one another and discussing the pros and cons to arrive at a good consensus. The charter proposals will bring greater transparency and achieve a fiscally-disciplined tax rate for Berlin. The Board of Finance will be a financial watchdog advising the Town Council on a recommended budget and prioritized future expenditures.

Manzo leaving Legion, but not coaching By Jim Bransfield Special to The Citizen

He’s one of the state’s iconic American Legion Baseball coaches and he has decided it’s time to go. He’s Rob Manzo, and over the last 19 years has guided the Berlin Legion team to six Zone 3 championships, two state championships and a Northeast Regional title that earned his team a berth in the American Legion World Series in Fargo, N.D., in 2009. “I started coaching 13-year-

olds, and after a couple of years, Berlin Legion general manager Dante Caliandri asked me to coach Berlin. I was 25,” said Manzo. “It’s been a great ride, but It’s just that it’s time. I have two boys at home, ages 6 and 3, and it’s time for T- ball. I want to get back to my family and I want to coach my kids. The job of being coach and general manager at the Legion level is a bit overwhelming now.” Aside from the accomplishments on the field, Manzo, 44, said that the things he

will most remember are the kids and the friendships made. “Having Cory Carlson as an assistant coach for 14 years has led to a really wonderful friendship,” he said. “Same with the other assistants I’ve had through the years. A lot of it is off the field. “The relationship I had with players, seeing them grow up into men, have families of their own and see some of them coaching today has been very rewarding. I especially remember when we

“I loved coaching with Rob at Wesleyan,” said Tim D’Aquila, the current Middletown Legion coach who coached the Cardinals for two years as an assistant with Manzo. “He has such a passion for the game and such knowledge of the game, and he worked very hard to help get his kids in college.”

“On the field, the first state championship in 2002 was special,” he said. “We beat Windsor in the final game in Torrington. We had great players such as Matt Untiet, Jason Pekrul, Steve Malinowski and Ryan DiPietro. I will never forget that team.”

“I loved coaching against him, loved matching wits,” D’Aquila said. “We knew each other very well, so I would try to figure out some different little things. I guess it worked because for a long time, we would beat him every year.

But the granddaddy of all thrills was winning the Northeast Regional title in 2009 at Gill Stadium in Manchester, N.H .

“Heck, the year he went to the World Series, we beat him two out of three.” Manzo laughed about that. One day at Palmer Field a few years back, after a dispiriting loss on the Fourth of July to Middletown, Manzo said to no one in particular: “Why can’t I ever beat this team?” But he went on to say that, “Middletown always treated us great and the same for Meriden, Cheshire and the rest.” Maybe Middletown beat his club now and then, but not too many teams did.

I’m not sure as many kids are willing to do that today when there are other options available in which they will play. “We have to do things yearround to keep kids involved and I’m not sure a lot of people realize how much work that is. I see a lot of teams with 13, maybe 14 players [a full Legion roster is 18] and I

A town resident is opening a new coffee shop on Main Street. The Busy Bean coffee shop will have 30 different coffee brews, fresh crepes, waffles and ice cream. “There’s something for everyone,” said owner Tigran Hovhannisyan.

Black and white city scenes have been hung on the light colored walls, and a brick panel behind the counter gives the place a more industrial look. Matching black and white “caffe” and “gelati” signs will complement the modern interior. “Simplicity is best,” Hovhannisyan said. One of the most prominent items in the shop will be the espresso machine behind the counter.
