Council reviews Irene’s impact, FEMA funds likely By Amy Prescher Special to The Citizen

The Town Council met Sept. 6 and the impact of Hurricane Irene, on the town, was part of the discussion. The council also approved various equipment costs for services around town. Town Manager Denise McNair said she was satisfied

with the town’s response to Hurricane Irene and reported that Berlin was lucky compared to other towns. She expects that the Federal Emergency Management Agency will approve funds to offset significant overtime and other expenses incurred by the town during the storm. Country music star — Lee Brice is right at home playing his music at state fairs. “It’s a great opportunity to reach more and more fans,” Brice said. “I like getting to know them and let them get to know me. I’m just a boy from South Carolina and a lot like them.” Brice will be on the on the Berlin Fair concert stage at 4:30 p.m. Saturday, Oct. 1, playing songs from his CD, Love Like Crazy. “I like a lot of different kinds of music — anything that moves me,” said Brice, who just got off a summer tour with Willie Nelson. “I love rock, blues, soul and country. I have a lot of influences. When I do live shows, a lot of that comes out of me.” Berlin fans might be able to relate to this description of Brice’s voice as conjuring a vision of “country girls and redneck boys anticipating the night to come in the sun-

set glow of a Dairy Queen” (Sumter County) and of growing up “on the edge of a cornfield” (Picture of Me). But Brice’s dreams of success include more than country. “Ten years from now I’d love to hear my songs on the radio – on the rap stations, not just country.” Lee’s debut album, Love Like Crazy, made one of the strongest debuts in any genre over the past several years. According to his press release, “That’s when you realize that if anybody can make this happen, it’s this young man from backcountry South Carolina. His voice, his sound, even his wide-open grin are as country as they come – but his view of life is much broader than that.”

Baczewski won’t run for another BOE term

Board of Education member Michael Baczewski will not seek a second term. Baczewski said he has one year of study left at the University of Connecticut and that is where his focus is at this time; thus he’s decided not to continue with the school board. This November there are three open positions on the Board of Education. There is Baczewski one vacancy on the board at this time, due to the resignation of Anthony Recck, and two board members whose terms have expired: Baczewski and Irene H. Matulis. Three individuals have taken out petitions to appear on the ballot: incumbent Irene Matulis; Timothy Oakes who ran previously; and Mark Holmes. The board is a nine member, non-partisan board. Each member is elected to a three year term and the terms are staggered so that

each year three positions are up for election. Since candidates are not nominated by political parties, all Berlin voters are eligible to appear on the ballot, and candidates appear on the ballot without a political party designation. Baczewski said “It was a high privilege to serve on the board. I enjoyed my time there.” He served on the curriculum committee (leadership, accountability and measurement) and the budget committee (resources and capacity.) The board hired Superintendent David Erwin and Berlin High School Principal Fran Kennedy, during Baczewski’s term. As to whether or not he might consider another run, Baczewski said he would have to see where things stood when that possibility arose. Baczewski said the success of the high school referendum, during his term, was a “high mark, to have people come together to accomplish this for the community.”

Pet photo contest at the fair Berlin Animal Control has scheduled its pet photo contest at this year’s Berlin Fair, Sept. 30, Oct. 1 and Oct. 2. Pet owners may submit a photo of their pet, no larger than five inches by seven inches. There is a small fee. The photos will be posted at the fair, at the Animal Control booth. Fair goers will vote all weekend for their favorite dog, cat or other pet. The animal that earns the most money wins a pet basket. An overnight rain storm Sept 7. into the morning of Sept. 8, once again caused the Mattabesset Stream at Lower Lane, to flood forcing the town terporarily to close off the street. At least three inches of rain fell and that was “pretty unusual event,” according to Public Works Director Art Simonian. Simonian’s storm calculations from local data, combined with Department of Transportation data, showed that the storm was a 10 to 25 year event. Tropical Storm Irene that hit at the end of August was a 50 year event. Beckley Mills Road was also temporarily closed during the storm. Simonian said Lower Lane is part of the floodway and takes water from several areas of town and even from the southwest corner of Meriden. A floodway is designed to accommodate the flow, acting, essentially, as a river for excess flow. “It’s such a flat area,” Simonian said adding that an extra culvert has been installed as part of the attempt to improve the situation. Lower Lane, in the vicinity of the river, is constructed to take the flooding. Any other solution would be complicated, Simonian said, involving acquiring property among other considerations. During Irene, the Railroad Pond dam was lowered three feet in order to help regulate the flow of water that would ordinarily impact Burnham Street, where it crosses the river, which often floods the road. This helped by separating the timing of when the water came through, thus reducing the impact of the rain. — Olivia L. Lawrence

After he saw a big cat down near a stream at the back of his house, it took Ronnie Laviana a minute to realize, this was not just an extra-large stray. He ran to grab his camera. It was the Friday before Labor Day, late in the afternoon, on the Lavianas’ farm on the Chamberlain Highway. “He was walking down by the brook,” Laviana said. “He was kind of big. And he had no tail.” Although this was the first time he’d ever seen a bobcat, Laviana was sure that was the correct identification. He quietly left the house, careful not to slam the door, and moved closer to where the big cat was prowling. “He was sitting down” near a greenhouse, at one point, and Laviana started taking photos. The bobcat turned and looked right at him. Laviana said it was tricky trying to get a clear shot of the animal, as the bobcat moved quickly, and every few seconds. “I wasn’t going to pet that cat,” he joked. His neighbors had seen the cat last spring and told him the animal had “walked right down my driveway,” Laviana said. On August 28, Irene produced a destructive storm that uprooted trees, brought down limbs, closed more than 2,000 roads and resulted in power outages that disrupted the lives of more than 700,000 CL&P customers. Simonian said he is “eager to get the town to single stream recycling” and that he has had several inquiries from residents about this. “Recycle first, trash second,” Simonian said, of the best way to view discarding materials. Every ton of materials that can be removed from trash disposal costs, and sent to recycling, will save money for the town and residents.

Born in Staton Island, N.Y., she lived in East Lyme and Melbourne, Fla. before moving to Berlin in 1976. A graduate of East Lyme High School in 1972, she received her Bachelors and Masters Degree in Technology Education from CCSU and did work toward her 6th year certificate. Mary taught Technical Education at Haddam-Killingworth High School, retiring in 1990. Prior to that, she taught in the Bristol School System and at McGee Middle School in Berlin. She was a member

of Bethany Covenant Church in Berlin and was a volunteer dispatcher for CT Canine Search and Rescue. Besides her husband Peter, she leaves a daughter, Summer Spaderna and her husband Steven of Bolton; three grandchildren, Austin Vernesoni, Isabella and Sienna Spederna, all of Bolton; two brothers, Richard Reddy in China and Stephen Reddy in Vero Beach, Fla.; three sisters, Ann Reddy of South Kingston, R.I.; Kathie Welch of Lake Wales, Fla. and Ellen Reddy of Ponte Vedra Beach, Fla.; and several nieces and nephews. Lois Siderowf Lois Frances (Mercurio) Siderowf, 70, of Middletown, died unexpectedly, Sept. 3, 2011 at her d a u g h t e r ’s home. Born in New Britain, the daughter of the late Michael Pelligino and Frances (Brancato) Mercurio, she was raised in New Britain and graduated from Central Connecticut State University. She began her 30 year teaching career in Northern California and then taught in Los Angeles. She returned to Connecticut and retired from teaching in 1993. She was a member of

the AARP, the Hartford County and State Retired Teachers Associations and the Day Club of Middletown where she wrote poetry. Lois is survived by her beloved daughter, Cheryl Ann Siderowf of Middletown; three brothers, Pellegrino Michael and his wife Joyce Mercurio of Meriden, Charles and Francis Mercurio both of New Britain; a sister Ann and her husband Lawrence Zarotney of Berlin; and several nieces, nephews and cousins. She also leaves behind many close friends including Liz Kahn of California. She was

Gaetan Samuel Bedard, 65, of Berlin, loving and devoted husband of Claudette (Paradis) Bedard, passed away Sept. 3, 2011 at The Hospital of Central Connecticut, New Britain, after his battle with lung cancer. He was born in Lac Megantic, Canada, son of Ida (Fredette) Bedard and the late Roland Bedard. He was employed at Stan-Chem in Berlin and had proudly served in the United States Army. He was a member of St. Paul Church in Kensington and the Societe St. Jean Baptiste in New Britain. In addition to his father, he was predeceased by a son, Denis Dean Bedard. In addition to his wife and his mother, he is survived by a daughter and son-in-law, Michelle and Michael Pascetta of South Glastonbury; a brother and sister-in-law, Roger and Carmen Bedard of Maine; three sisters and brothers-in-law, Gaetane and Roger Ouellette of Florida, Claire and Mitchell Ziolkowski of Plainville and

Theresa and John Mohrlein of Colchester; three grandchildren, Daniel and Nicole Pascetta and Shannon Bedard; and numerous dear aunts, uncles, nieces, nephews and cousins. Services were held Sept. 9, 2011 from Porter’s Funeral Home, Kensington, followed by a Funeral Liturgy at St. Paul Church. Burial will be at the convenience of the family. To the editor: Prior to Sept. 11, 2001, I took the greatness of America for granted; not anymore. We can sum up the greatness of America in two words: freedom and opportunity. My dad was an immigrant toddler processing through Ellis Island, in about 1900, with his parents, brothers and sisters. They came to New York from Naples, Italy with the hope of a better life. At first they stayed with relatives living in a tenement at 3rd Avenue and 40th Street, New York, within walking distance to Grand Central Station. Eventually, this worked out because my grandfather was a barber

and was able to secure work at a barber shop within Grand Central. The first years were a difficult struggle and there were days that seemed impossible. I can remember my dad’s phrase “at times we lived in dire poverty.” But there were groups of support. The first Italian immigrants tended to live together in the same neighborhood. And so with the support and encouragement of family, friends, and neighbors and with a deep conviction to their Christian faith, these poor immigrants knew they could succeed. My dad embraced these opportunities. As a young man, he graduated from Columbia University as a pharmacist and went to work for a Liggitt Drug Store in New York. He was able to save money and went on to graduate from Vanderbilt University as a dentist. He then opened a dental office on Atlantic Street in Stamford in 1927. He became the first Ital-

ian-American dentist in Connecticut. What other country in the world could offer an immigrant such an extravagant opportunity? There are people within and without America who would like to deny us our great heritage. If anything positive comes out of the terrible events of Sept. 11, it is an awareness that we must constantly protect the great freedom and great opportunities that God and country have so generously given to us. Local GOP leader prevails in SEEC complaint By Olivia L. Lawrence The Berlin Citizen Former Republican Town Councilor Scott Veley has prevailed in a complaint against the Connecticut Education Association for improper distribution of absentee ballots last winter. Veley, who currently serves Senatorial District 6 representative to the Republican State Central Committee, filed the complaint, in February, with the state’s Election Enforcement Commission. He charged that the CEA violated state statutes regarding the distribution of absentee ballots when, in January, it mailed absentee ballots to 3,626 CEA members prior to a special election scheduled for Feb. 22 without following the re-

quired procedure. The SEEC agreed, with some caveats, with most of the issues outlined in the complaint and the CEA was fined $500 civil penalty for the violation. The law requires that distribution of more than five ballots requires going through the Town Clerk’s office. Furthermore, the ballot distribution must include an absentee ballot fact sheet. The following information is from SEEC documents regarding its decision, issued Aug. 1. Berlin High School Fall Sports Preview

Several teams eyeing titles this season By Nick Carroll The Berlin Citizen

The 2011 fall sports season at Berlin High School kicked off this week. The following takes a look at the BHS varsity teams that will be competing this fall:

Football

Coach: John Capodice (eighth year, 61-17). Assistants: John Paul Demko, Rob Levesque, Mike Mendoza, Bob Mayette, Joe Aresimowicz, Rick DeGroff, Mark McLeod, Don Dellaquila, Rocky Gagliardi, Eric Cruanes.

Last year: The Redcoats claimed the Central Connecticut Conference Division III championship and earned the No. 1 seed in the CIAC Class M state playoffs, where they fell in the quarterfinals. The locals ended the year with a mark of 10-1. Key losses: Berlin graduated 19 players, and with them, virtually its entire starting lineup. This season: To say the 2011 Redcoats are unproven is an understatement. This fall, Berlin has 21 new players on defense and 20 new players on offense. The Redcoats’ only re-

turning starter is Tommy Undercuffler, a senior defensive back/wide receiver. Last year, Undercuffler caught six passes for 129 yards, and made 35 tackles. Undercuffler and fellow senior Dan Laviana, an offensive lineman/linebacker, are team captains. Others expected to pull weight this season are seniors Dan Lojko (offensive line/defensive line) and Devin Silverman (kicker/defensive back), sophomore quarterback Mitch Williams, and juniors Mitch Blanchette (offensive line/defensive line), Kevin Main (running back/defensive back), Tyler Bouchard (linebacker/tight end), Chris Meucci (offensive line/defensive line), Justin Gombotz (running back/defensive back) and Scott McLeod (running back/defensive back). Outlook: Coach Capodice hopes Berlin can make up for its youth with hard work. If his guys play up to his expectations, Capodice believes the Redcoats will be formidable. In fact, Berlin, as usual, plans to be in the hunt for a conference and state title. “These kids have been a pleasure to coach in the preseason,” Capodice said. “They are improving on a daily basis, and we have an outstanding coaching staff to lead them.”

Alex Bednarek, pictured, and the Berlin High School boys soccer team are out to prove last year’s run to the state semifinals was no fluke. This season: Although hit hard by graduation, Berlin returned some proven players, including sophomore midfielder/defenseman Alex Bednarek, who is expected to have a break-out year. The Redcoats also will lean heavily on Connor Hilbie. A senior defenseman, Hilbie knocked in four goals and dished out 11 assists in 2010. Teaming up with Hilbie in the back are fellow veterans, seniors Kyle Lavoie, Sam Vreeland and Carter Scarrozzo. Helping anchor the Berlin midfield are seniors Daniel Caron and Alex Joslyn. Freshman Evan Hale can play in the back or at midfield.

Up front, the Redcoats will rely on senior forward Armand Cano, junior forward Brajan Cano and versatile senior Jake Haynes to put the ball in the net. Hilbie, Lavoie, Vreeland and Caron are captains. Outlook: Coach Francalangia likes his team’s togetherness, but is concerned his guys will not be able to finish, consistently. Still, Francalangia expects the Redcoats to be a plus-,500 club and to contend for the Central Connecticut Conference South Division crown. The race for the division title should be a tight one. This season: Berlin returned a slew of varsitytested talent, including junior forward Bianca Jacques, who netted 12 goals in 2010. Another offensive threat is senior midfielder Shannon Murphy, a four-year starter. Helping anchor the Lady Redcoat defense are senior Dana Hebert and senior goalie Robyn Riggott, a veteran in net. Berlin’s other key returnees are seniors Emma Johnson (forward), Emily Stickel (forward/midfield), Lisa Andreanna (midfield/defense), Kira Eleveld (midfield) and Olivia Hale (midfield/defense) and junior Catherine Voelpel (midfield).

Outlook: The Lady Redcoats are a senior-heavy team, mixed with some younger talent. Coach Yanosy views that as a positive. However, he concedes the team needs to work on finishing if it is to be a contender.

Girls swimming Coach: Amanda McCarthy (third year). Assistant: Jan Zagorski (diving). Last year: The Lady Redcoats rolled up a mark of 5-5 and finished ninth at the CIAC Class M state meet. Key loss: Shannon Jedrzejczyk. This season: Berlin returned a solid core, highlighted by seniors Kate Piotrowicz (freestyle, butterfly), Briana Cass (freestyle), Taylor Recck (freestyle) and Megan Pitkin (individual medley/butterfly/freestyle), and juniors Joanna Wojtun (individual medley/breaststroke), Katherine Burek (breaststroke) and Leah Pawelczyk (diving). Pawelczyk set the BHS record in diving last year and was a state meet qualifier. Also competing in individual events at the 2010 state meet was Piotrowicz (50 freestyle, 100 freestyle), Cass (50 freestyle, 100 freestyle), Recck (50 freestyle), Pitkin

(200 individual medley), Wojtun (200 individual medley, 100 breaststroke) and Burek (100 breaststroke). Piotrowicz, Cass and Recck will serve as team captains this fall. Freshmen Kelsey Kozikowski, Holly Chirico, Kayla Cervoni and Arian Silas are the Lady Redcoats’ top newcomers. Outlook: With seven returning state meet qualifiers mixing with a strong

freshmen class, Berlin looks tough, and Coach McCarthy is not trying to tamp down expectations. “This team has the depth and talent, and therefore the potential, to be the best swimming and diving team Berlin High School has ever seen,” she said. McCarthy is looking to improve on last year’s record and to get even more girls into the state meet — “a record number.”

Also, senior Victoria Fagan is out for the season with a back injury. This season: The Lady Redcoats are a senior-heavy team. Back in action are seniors Lia D’Amato (outsidehitter/defense), Rachael Zelek (setter), Brittany Labbadia (outside-hitter/defense), Meghan Long (outside-, middle-hitter), McKenzie Freeland (outside-, middle-hitter), Jessica Naples (server/defense) and Kelly Walsh (outside-hitter). D’Amato and Zelek are team captains. Youngsters expected to make an impact for BHS this year are sophomores Alicia Maule (libero/back-up setter/server) and Callie Veach (server/defense). Outlook: The Lady Redcoats don’t have much height, and several girls will be getting substantial varsity minutes for the first time. Still, Coach Tarigo is optimistic. “We’re not going to have an overpowering team. We have to use our heads at the net,” he said. “As long as we don’t panic, we’ll be okay.” Tarigo has been impressed with his team’s defense, serving, and serve-return skills. The Lady Redcoats are quick, too. If all goes well, Tarigo believes Berlin can finish in the Top 2 in the Central Connecticut Conference South Division and qualify for the postseason.

Cross country Coach: Steve Soucy (third year — boys, 22-10; girls, 239). Assistant: Bob Casey. Last year: The BHS boys ran up a record of 9-6, finished third in the Central Connecticut Conference South Division and 13th at the CIAC Class MM state meet. The BHS girls posted a

mark of 12-3 and tied for second in the CCC South. The Lady Redcoats landed in 10th place in Class MM. Key loss: Shaun Sullivan. This season: On the boys side, Berlin’s top returnees are senior co-captain Will Cavedon and junior Brendan McLarty, who takes over the No. 1 spot vacated by Sullivan. Rounding out the Redcoats’ Top 5 are juniors Matt Kall and co-captain Ryan Kliszewski, and sophomore James Dwyer. The Berlin girls welcome back their No. 1 runner in senior Kaylene Sylvain, a co-captain. Sylvain has paced the Lady Redcoats since her freshman year. Also back is Berlin’s No. 2 harrier, sophomore Brittany Sullivan. Others expected to clock good times are junior co-captain Stefanie Parillo, newcomer, senior Alex Carbonell, an accomplished track and field runner, and freshmen Taylor Lupini and Kristen Madeia. Outlook: On the boys side, the locals have some proven runners up front, but are not deep. Still, Coach Soucy sees his guys turning in a plus-.500 campaign. Expectations are much higher for the Berlin girls. The team is very deep, and in recent runs just 30 seconds separated its Nos. 1 and 10 runners. Soucy said the latest edition of the Lady Redcoats are “by far the most competitive” team he has had at BHS. The Berlin girls are looking to challenge for the CCC South and Class MM titles.

Leader Continued from page 14 ballot eligibility and what constitutes violations in regards to voting with that type of ballot. The CEA stated it distributed the ballots due to concerns that many of its members would be out of town on that day. The ballots, along with a letter from Phillip Apruzzese, CEA president, encouraging members to vote, but not advocating for any candidate, was dated Jan. 25. The ballots were printed from the Secretary of the

State’s website. Next to that downloadable application is a warning regarding the use and distribution of absentee ballots which must be mailed with the ballot. A CEA representative realized the mistake of not registering with the town clerks’ offices and contacted the Secretary of the State’s office sometime before Feb. 7. The secretary’s office assisted with contacting the town clerks offices in the relevant districts and advised the CEA to provide a list of all the people receiving the ballots to the town clerks. The 17 towns contacted were: Bridgeport, Farmington,

Madison, West Hartford, New Britain, Essex, Haddam, Deep River, Chester, Guilford, East Haven, Middletown, Stamford, Darien, Middlefield, Meriden, and Cheshire. This aspect of the complaint was dismissed as the information, ultimately, was registered with the town clerks in those towns. The SEEC did not take action on the fact that the CEA did not register with town clerks prior to sending the ballots, since the organization made “considerable efforts” to fix the mistake weeks before a complaint was filed. The SEEC said

that while the respondent (CEA president) should have been more dilligent as the “leader of a sophisticated labor organization”, there was no fraudulent intent. According to the SEEC documents, no attempt was made to address the failure to distribute the absenttee ballot fact sheet and warning. However, it did not find evidence of “bad faith” in this oversight. In its haste to get the letters out, it is likely that the CEA “simply failed to consider its statutory obigations carefully enough.”

Genealogical study of U.S. presidents The Berlin-Peck Memorial Library recently obtained a three-volume genealogical study of United States presidents. Berlin resident and professional genealogist Milton Freeman researched the ancestors of all 44 presidents. The set is available in the local history room at Berlin-Peck Memorial Library. Universal classes The Berlin-Peck Memorial Library offers the opportunity for Berlin residents to take several classes, free of charge, in the Universal Class database. Accessed from home or at the library, Universal Class has hundreds of lasses available. Each class is instructorled and self-paced. Participants can enroll in up to five classes and have six months to complete them. If the participant has not completed the class, he or she can re-enroll and pick up where they left off. Classes do not count for college credit but UC is an authorized International Association for Continuing Education and Training provider, so classes may count for Continuing Educational Units in your required field.
