Phase II of Veterans Park will not include skateboard park By Monica Szakacs The Berlin Citizen
During its Sept. 18 meeting, the Town Council moved to endorse the Economic Development Commission’s recommendation for Phase II of Veterans Park which follows the original concept without a skateboard park. Mayor Adam Salina said the town has already received a $500,000 STEAP Grant to fund the project.
The next step was to define what would be included in the construction of Phase II; this led to the debate of whether or not to keep Veterans Park passive or to include a skateboard park. The town has decided the park will remain passive for Phase II. “Now we are going into the full design phase,” Salina told The Berlin Citizen. “We See Park, page 21

Renovation project sent back to Public Building Commission By Monica Szakacs The Berlin Citizen Under Attorney Tim Corey’s recommendation, the Town Council decided to send the Berlin High School renovation project back to the Public Building Commission to work with architects Silver, Petrucelli and Associates to complete the construction drawings. Corey, from the law firm Hinckley, Allen & Snyder, LLP, of Hartford, was hired by the town as outside legal counsel to help advise the town on what actions to take next with the project.
Corey reported his re c o m m e n dations and findings to the town Sept. 18. He said construction Corey documents are eight to 10 weeks away from being complete. “When I met with Silver, Petrucelli last week, they said the design drawings are 100 percent complete,” Corey said. “A contractor cannot bid to design drawings, but this is the first key step in developing con-
struction drawings, which are what contractors use to develop final bids, and from which a final budget can be determined.” According to Corey, once the final budget is set and the contract has been awarded, the contractor cannot change that price unless the owner mandates the change or there is an unforeseen condition. Town awarded grant to renovate senior housing complex

The town will move forward with design plans for Phase II of Veterans Park excluding a skateboard park.
The town will receive $500,000 to renovate Marjorie Moore Village, a 40-unit senior affordable housing complex managed by the Berlin Housing Authority. Mayor Adam Salina announced last week that he received notification of the award from Gov. Dannel Malloy. The funds come through the Small Cities Block Grant Program, which is administered by Connecticut’s Department of Economic and Community Development. “This funding will go a long way with the improvements of Marjorie Moore Village. Renovations will include ADA upgrades, the
installation of a generator and the rehabilitation of the bathrooms and kitchens,” Salina said. He thanked Malloy and State Rep. Joe Aresimowicz for their support in securing the funds. “Providing quality affordable housing for our seniors is essential – this is great news for Marjorie Moore residents,” Aresimowicz said. “State support like this is vital for local projects. It helps reduce the pressure on the municipal budgets and keep our local property taxes down.”

Local carpenter thrives 25 years in the business By Monica Szakacs The Berlin Citizen

Nadeau Carpentry has won seven national awards for design and building. “Believe it or not, there are a lot of people in this industry going out of business, but we’re thriving right now in a bad economy,” he said. “I believe it’s because of the creativity, reliability, honesty and the quality of work from my team.” Paula Nadeau said the best part of being her husband’s business partner is seeing the company grow over the years, from starting off working out of the house in an office room, which she said is now a walk-in closet, to having a full functioning wood workshop and showroom. To prosper in this day in age for carpenters, Nadeau said businesses have to be diversified in the construction

This year marks the 25th anniversary for Michael J. Nadeau Carpentry, LLC, in Berlin. Owner Michael Nadeau is a third generation carpenter following the path of his father and grandfather, who use to hand hue logs and build barns. Nadeau’s father and uncle were building contractors in Berlin and when Nadeau turned 12 years old, his father put him to work. “I got in his truck every Saturday (or every day in the summer) and went to work with him on certain jobs,” he said. “Back then, that’s the way it was. All subcontractors and contractors brought their kids to work, so they can eventually make a living to support their own family with a trade. My father made me work with different subcontractor trades.” From electricity to masonry, plumbing to drywalling, Nadeau said he learned the different trades of home improvement to be well-rounded in the business. But out of all the trades, Nadeau said he was drawn to carpentry and building houses. “As I grew older, I think I got tired of building homes because it just got too easy over time and I became interested in the design part of the business,” he said. Nadeau’s wife and office manager, Paula Nadeau, said ever since she can remember, her husband has always been artistic. The two met at Berlin High School. Upon graduation, Michael Nadeau was offered a college scholar-
ship for arts, but instead he chose the career path of carpentry. “I think I combined the two when I went into business because if you’re an artist, you’re an artist. I have a good, keen eye for design,” he said. “I basically hand draw all the designs and build just about every project we do, from blueprints to the final piece of putty that goes into the complete job. That’s why I think we have been so successful over the years.” Nadeau offers full-service home improvement and renovations, from kitchen and bathroom remodeling, to customized furniture and exterior home additions. Nadeau also said his success would not have been possible without his “dedicated employees, full design team, contractors and subcontractors.” Because of his unique and custom design plans

Despite a running total of four accidents to date this year on the Chamberlain Highway, it is still not currently considered one of Berlin’s “hot spots.” According to Berlin Police Department’s Traffic 7 Officer Robert Canto, recent accidents at the location, many of which were caused by both driver error and distracted driving, do not make the department’s top 10 list of areas in town that are plagued by frequent

The report, once compiled and analyzed, enables Canto and his lieutenant to know exactly where and what specific day and time to send out officers to patrol the area. DMV launches fifth annual teen safe driving video contest

Khan, of Berlin; Juhi Gupta, of Rocky Hill; Michael Brainerd, of East Haven; Luke Edwards, of Madison and Patrick Kudej, of Norwich. They also are members of the DMV’s Commissioner’s Advisory Committee on Teen Safe Driving. A recently completed parent survey, as well as analysis of DMV teen driving laws, shows that the laws are
helping to reduce teen crashes, injuries and deaths, but that public outreach - like the contest - is needed to help all parents and teens better understand the laws. “Keeping Connecticut’s roads safe is everyone’s responsibility,” Gov. Dannel Malloy said. “Teaching our youngest drivers how to be safe behind the wheel saves lives. Stronger laws and innovative programs are one part of the solution, but raising awareness among teen drivers and their parents is the key to road safety. I applaud these young people for

It awards $15,000 in cash prizes to the high schools of winning students. High schools are required to use the winning funds to create teen safe driving programs. The 25-second videos also must illustrate two or more of the state’s teen driving laws, too. The deadline for submitting a video is Jan. 23, 2013. The contest is open to all high-school age students. Information and rules can be found at www.ct.gov/teendriving/contest. The teens’ strategies are to help increase the number of entries and participants from the 105 submissions this year and to reach out to student councils, parentteacher organizations and school officials through emails. They also plan to use social media to help promote the contest to other teens. Liberty Bank announces Youth in Action Award Liberty Bank is accepting nominations from the public for its third annual “Youth in Action Award” program. The awards are designed to recognize young people in towns served by Liberty Bank who have distinguished themselves through volunteer service, philanthropy, and/or advocacy for community organizations. Two Youth in Action Awards will be presented: one for a student in grades six to eight, and another for a student in grades nine to 12. To qualify, nominees must live or have performed their community service activities in Liberty Bank’s service area, which includes the town of Berlin. Nominations for the awards must be signed by a staff member of a school, a youth-oriented nonprofit organization, or a faith-based youth group. Nominations will be reviewed by committees of Liberty Bank employees, and each of the two award recipients will be able to direct a $1,000 donation to the nonprofit organization or project of his/her choice. Project Continued from page 1 of the construction drawings from the design plans. “In addition to deciding to stay with the present team in place, if we went in an alternative direction, the town would be looking at over a year to develop different design drawings and construction drawings,” Corey said, adding that the town would face a budget escalation anywhere from 4 to 8 percent based on current economic projections. In his years of working with different municipalities on over-budget related projects, Corey said Berlin’s project is not the worst budget issue he has dealt with. “The town of Berlin has surrounded themselves with very capable advisors, as well as a construction team that not only do I think can
complete this project, but complete it with something that the citizens of Berlin can be proud of.” Corey said he found the council, Board of Education and PBC share a common goal to provide a high school the students and faculty can be proud of and can continue curriculum improvement. “Based on when the town received the funding, which was June 28, 2012, the status of the design and the development of the budget are well within the timelines that I’ve seen in the past,” he said. During the meeting, council made three additional recommendations for PBC, in which the commission has the final say in whether or not it would like to follow through on the recommendations. Council suggested that portions of the project, that
came in over budget, go back out to bid. These portions include steel, mechanical and electrical components. The council also asked PBC to employ an independent contractor to review all construction designs. The independent contractor would act as a peer review so designs may go forward without errors. The last recommendation is to establish an advisory committee of six members, in an effort to cut back on miscommunications. Mayor Adam Salina said the committee is in no way to condemn the PBC; rather it is a way to get information out to the public, council and BOE efficently without misunderstandings. “It’s a way to keep the project moving in a positive direction,” Salina said. The advisory committee would consist of two council members, two BOE members
and two members of the public who would sit in on all PBC meetings that concerns the high school project. The

Shirley M. Bolles, formerly of Kensington, passed away May 12, 2012 in Huntsville, Ala. She leaves her beloved husband of 55 years, Robert D. Bolles and son, Judson Bolles, of West Virginia. Shirley is survived by sisters-in-law and spouses, Doris Crooks of Kensington, Judith Morrell and husband Frederick of Virginia, Lorraine Rakowski of Kensington, Lillian Agostini of Niantic and Lois Radavich and husband Anthony of Kensington. A memorial service was held Sept. 21, 2012 at Rose Hill Funeral Home, Rocky Hill.

Born in Berlin, daughter of the late Myron and the late Ruby (Nye) Morse, she graduated valedictorian in her class from Berlin High School, was employed at Skinner Chuck Company for many years, and was a member of the Berlin Seniors. She is survived by two step-daughters, Sula Seelig and her husband William in California and Judy Garrison in Florida; five grandchildren; four great-grandchildren, and many cherished nieces and nephews in the Berlin area. Joan Ann (Scricca) Dottor, 78, of Kensington, loving wife of Livio “Lee” Joseph Dottor, died Sept. 15, 2012 in her home. “Bunny” will be dearly missed by her husband of 55 years. Born in New Britain, daughter of the late Nicholas and the late Mary (Domizio) Scricca, she graduated from New Britain High School, and was a member of St. Paul Church in Kensington. In addition to her husband, she is survived by two sons and daughters-in-law, Jeffrey and Sonal Dottor of Berlin and Wayne and Patricia Dottor in Pennsylvania; a daughter and son-in-law, Leslie and Antony Kerz of Rocky Hill; eight grandchildren; and her lifelong friend, Germaine Barretta of Plainville. A private Funeral Liturgy at St. Paul Church and burial in St. Mary Cemetery, New Britain, will be at the convenience of the family. There are no calling hours. Speed demons
To the editor: I live on the hill part of Savage Hill Road. Don’t let the double yellow line fool you; it is still a residential road. Perhaps all of the houses should be a clue. Despite the fact that you are going downhill, you are still responsible for knowing the speed limit and driving the speed limit. This is an everyday problem. There are people walking, biking and riding scooters in the street. You are responsible for having control over your vehicle, you are responsible for paying attention and you are responsible for noticing these people who are utilizing the road.
My children have to cross the road to get on the school bus. Three times last year, jerks flying down the road didn’t notice the big yellow bus, its big red lights, or the red stop sign that pops out to the side of the bus. Three times last years, my children could have been killed because someone is racing to work, or just not paying attention. Today, not even a month into the school year, my children and my neighbors’ child almost died again. What in God’s name are you thinking? You know there are children getting on the bus. Or maybe you didn’t notice because you are a speed demon. I don’t know the solution sidewalks, a stop sign half way down the hill. I’d be happy to let the Berlin Police Department run radar out of my driveway. The bottom line is, I should not have to sacrifice my children so you can drive too fast. Jill Paszczuk Berlin

Almost instantly embraced by an audience of millions, the comics have been making good on the boast ever since. The new medium, in which illustration and text were fused in a never-ending sequence of gaudy frames, was tailor made to become a window in which the folk imagination could behold its own age-old fantasies — at least the more pleasant ones — colorfully rendered with a gloss of novelty and freshness. For example, the battle of the sexes, against a backdrop of social striving, was the theme of “Bringing Up Father (1913), featuring the bumptious Jiggs and Maggie, a strip that flourishes to this day in its original form. Reading the Sunday funny papers out loud to the children became an established institution in millions of American homes. So, with much family oriented clowning and slapstick, child and animal characters loomed understandably large including “Katzenjammer Kids,” “Krazy Kat,” “Mutt and Jeff,” “Moon Mullins,” “Smokey Stover,” “Blondie,” “The Timid Soul,” and later “Marmaduke.” All these were to be eclipsed by the appearance in 1929 of Walt Disney’s Mickey Mouse, among the most beloved cartoon characters ever conceived. A rapid succession of inspired Disney creations followed: “Silly Symphonies,” “The Three Little Pigs,” “Donald Duck,” and many others. The animals in animal tales have always represented archetypal human strengths and foibles; they do the same in the world conjured up by
Disney and his artists, with the important difference that the latter’s streamlined repackaging of the primal fables systematically deletes all that was dark or dirty in the original versions. The Disney villain never gets worse that cutely wicked. The public’s overwhelming favorable response to Disney has never waned. Another perennial favorite, the loner who appears in the nick of time to save the day and then vanishes, was revived in the character of the Lone Ranger, scourge of western bad men on radio and in comics from the 1930s on. One of the most successful comic strips of all time is Charles Schulz’s Peanuts, featuring Charlie Brown and his intrepid beagle, Snoopy. But the prototype of all comic book superheroes is Superman, with his host of imitators from Batman to Captain Marvel. The tale of Superman’s origins on his home planet Krypton, of his powers of flight, invulnerability, and X-ray vision, and of the constant competition between his everyday self, reporter Clark Kent, and his superhuman self for the woman, Lois Lane, he loves has become as much a part of Americana as any au-

BHS reschedules open house
New BHS early release times
Berlin High School has rescheduled its back-toschool night open house for tonight, Sept. 27, at 6:30 p.m. The event begins with a brief presentation by Principal Kennedy. Parents will then follow their student’s Monday schedule, meeting classroom teachers. Information regarding teacher-parent conferences, scheduled for Oct. 18 and 25, will be available.
The dismissal time for early dismissal days at Berlin High School has been changed from 12:25 p.m. to 11:30 a.m. This change brings the length of early dismissal days into line with the length of late arrival days for emergencies and teacher training. It also provides for an extra hour of in-service time for staff on Professional Development days.

He’s been on the job for more than three decades, but Bob Tarigo, coach of the volleyball team, cannot be accused of rigidity. This season, for the first time in his 400-plus win career, Tarigo opted not to select team captains for the year. Instead, captains are being chosen on a match-by-match basis as a reward for hard work and quality play. “I told the girls I will pick the captains depending on how they work in practice, what kind of leaders they are in practice with the other kids,” Tarigo pointed out. “To be a captain it’s more than just being a great player, or a good player. I’m trying to get leaders out there who will be helping others win for Berlin volleyball. That’s the main thing.” At the end of the season, Tarigo said he will assess whether or not to continue naming match captains. “We’ll try it. And if it works, fine. If it doesn’t work, fine; I’ll know not to do it again next year,” he said. The Lady Redcoats knocked off Platt, 3-0, Friday to improve to 2-2 on the year. Giorgia Rossetto had 15 kills for the victors, and teammate Alicia Maule handed out 22 assists. The boys soccer team headed into

BHS coach Dave Francalangia pointed out that his roster is “banged up” presently. Forwards Brajan Cano and Brian Kennure are
sidelined, which has taken a toll on the Redcoat offense. “I am happy the way we are playing defensively,” Francalangia said, pointing out that his guys had allowed just two goals in their first three games. “However, we are mak-
ing too many mental mistakes. That is due to inexperience at the varsity level. Someone needs to take the role as a leader up front and provide this team with some goals. Alex cannot do it himself.” Alex is Alex Bednarek, Berlin’s all-state junior midfielder/forward. Since dropping its season opener, the girls soccer team has been on a roll. The Lady Redcoats knocked off Bristol Central, 6-3, and Bristol Eastern, 1-0, last week to improve to 2-1-1. “Our offense was on fire and everything we touched turned into a goal,” BHS coach Steve Yanosy said of the Bristol Central tilt. Bianca Jacques had a hat trick for the victors, and freshman teammate Michelle Grieco added two goals and an assist. Kelly Cohen accounted for Berlin’s other tally. “It was a game in which Bristol Central never gave up and continued to fight,” said Yanosy. “Fortunately for us, our offense provided enough cushion.” Freshman Taylor Budney notched the lone goal in the Bristol Eastern matchup; the score coming with 20 minutes to play. “This time, our defense, led by Sophia Morell, Cassidy Goodwin, Sam Carbonell, Shannon Mahoney,

Spectators flocked to Sage Park Friday night and were treated to quite a show. The Berlin High School football team opened a 19point third-quarter lead over Rocky Hill, but found the visitors hard to put away. With their backs to the wall, the Terriers managed to slice their deficit to just five heading into the fourth,
and then threatened to take the lead. However, a costly turnover – a fumble created and recovered by Kyle Young – proved to end the Rocky Hill comeback, as the home team held on, 25-14. “We were cruising along pretty good,” said BHS coach John Capodice, whose team improved to 2-0. “But they have a good back over there (Chris Young), and if he hits the seam he’s going to go. Two times we had trouble fitting in, and he broke through.” Lucky for the Redcoats
there wasn’t a third time. “It was a great experience to play four quarters and be in a competitive situation at the end,” Capodice said. “Rocky Hill was driving down and Kyle Young made an outstanding play.” Young’s fumble recovery and return set up the final touchdown of the night, a run by Scott McLeod, which proved to knock the wind out of Rocky Hill (1-1). Justin Gombotz recorded two TDs for Berlin, Wojtus Zak had one, and quarterback Mitch Williams completed 10 passes for 121 yards.
The victors amassed some 500 yards with the ball. “I thought those kids did an outstanding job,” Capodice said of his offense, highlighting the efforts of linemen Tyler Bouchard, Mitch Blanchette, Anthony Duong, Hector Rodriquez, Dante Vasi, Connor Morin and Zak. “Those guys control the line of scrimmage, and Justin Gombotz and Scott McLeod did an outstanding job running the ball and gave us an opportunity to control the game.
And when we had to throw it, Mitch was successful.” Overall, Capodice was also pleased with his defense in Week 2. “If you take away those (third-quarter) runs, I don’t think Rocky Hill had too much total offense,” he said. The veteran coach praised the work turned in by safety Mike Pompian and linebacker Mike Tirinzoni. The Redcoats will face undefeated Tolland on the road Saturday. Game time is 1 p.m.

LEGAL NOTICE TOWN OF BERLIN PERSONAL PROPERTY DECLARATION FORMS Joseph Ferraro, Assessor, has announced Personal Property declaration forms will be mailed by late September to professional and business offices, as well as to private citizens having taxable personal property located in the Town of Berlin. If you do not receive one, they will be available at the Assessor's Office. Connecticut General Statute, Section 12-41, requires each taxpayer with assessable personal property to file a declaration of such property with the Assessor each year the taxpayer owns such property. The deadline for filing is on or before November 1st, 2012. Anyone failing to properly complete and submit his or her declaration will be subject to a 25% penalty.

The Connecticut General Statues 12-81 (74) allows a five-year, 100% property tax exemption for eligible new commercial motor vehicles. Effective on the October 2000 list, the exemption is available to two "classes" of vehicle distinguished by their gross vehicle weight (GVW) rating, acquisition dates, and use. The original exemption, described in clause (i), is available to vehicles that were first registered in Connecticut (but not registered before, anywhere), on or after August 1, 2006, used exclusively to transport freight for hire and have a gross vehicle weight rating in excess of 26,000 pounds. The original vehicle exemption imposed qualification criteria contained in the US DOT Code based on vehicle's use or the material transported by the vehicle. The second classification, as described in clause (ii), is for new vehicles, first registered in Connecticut on or after August 1, 2006, with a gross vehicle weight rating in excess of 55,000 pounds and which do not qualify for exemption under the criteria for the clause (i) exemption (with US DOT Code limitations).
