Proposed town budget increases by $3.36 million By Monica Szakacs The Berlin Citizen

McGee Middle School has scheduled a production of “The Wizard of Oz” on April 5, at 7 p.m., and April 6, at 2 and 7 p.m. Under the direction of Katie Griswold, over 70 students have participated in the after school/evening activity. Town scraps Janota Farm walking trail plan due to residents’ concerns By Monica Szakacs The Berlin Citizen

The town will apply for a state Trails Grant to purchase 21 acres of land on the Janota Farm, which is located off the Chamberlin Highway. The grant is only available to the town if a trail is placed on the property. Berlin Land Trust President Dennis Kern said the town’s main goal was to “obtain that 21 beautiful forested acres.” “The plan was to put a trail through the property that would connect the Chamberlin Highway, Edgewood Road and the Janota Farm,” Kern said. But resident of Heritage Drive and Chippen Hill Drive were opposed to a walking trail alongside their homes. During a recent Town Council meeting March 19, residents said they are concerned for the safety of the children that reside and play on those roads, and they also are concerned about trespassers on their properties. Sarah Meyers is a mother of a 4-year-old

boy and is expecting another. She said she moved to Chippen Hill Drive because of the “amazing school system, great community and the zero concern for safety.” “As a mother I am concerned for the children’s safety because it is a possible haven for abductions and pedophiles and things like that,” Meyers said. “You have this open space of land, God forbid something happened, so it really takes away that security and safety of our whole neighborhood. I can say from the tip of Heritage Drive all the way to the top of our cul-de-sac, there are children in many of the homes there and lots of them are small children.” She also is concerned for hikers letting their dogs off the leash. “If I saw that big open space I would probably let my dogs off the leash, but not everybody has safe, friendly dogs,” Meyers said. “I am definately a proponent for preserving the land and keeping it natural 100 percent,” she added. “I just would not like a naSee Trail, page 8

The town has scheduled its annual public hearing on Tuesday, April 9, at 7 p.m., to discuss and hear from residents regarding the proposed fiscal year 2013-14 town budget of $76,784,480. The amended water control commission budget of $3,729,420 is on the agenda, too. The proposed town budget is at an increase of $3.36 million from the current fiscal budget. There will be a budget referendum on April 30 for residents of the town to vote. The following question will be placed on the ballot: “Shall the Budget recommended by the Town Council for the 2013-2014 Fiscal Year be adopted?” Any Berlin resident who is a citizen of the United Stated of 18 years or older and is liable to the town for taxes assessed against him or her on an assessment of not less than $1,000 on the last completed grand list of the town is allowed to vote in the budget referendum on April 30. During a recent Town Council meeting, council member David Evans said he was not comfortable with the

budget moving forward to the public hearing as is, let alone to the budget referendum. “The reason why I indicated during the budget sessions not to move forward with it is because there was a concern that our high school project is at $84 million,” Evans said. “There are funds that I suggested to reduce the amount by, at the time I think it was an estimate of $30,000. That wasn’t incorporated.” Despite Evans disagreement, the proposed $76.78 million budget will be presented at the public hearing. Deputy Mayor Rachel Rochette commended council member William Rasmussen Jr., who is head of the budget committee, during the town meeting because she said there was “a lot of good dialogue between all parties, and while it might not come out to a unanimous vote, I think there was great ideas from everyone during budget sessions.” “I think we came up with a strong budget, one the town can get behind and support,” Rochette said. “We were able to not cut services that you all have become used to and appreciative of, and I am in

When Kensington resident Jim Regan was growing up as a child in New Britain, hot air balloons used to land at Walnut Hill Park near his home. “My mom and I used to go up and watch them land and the pilots would invite us to pack the balloons up. It was just a cool thing to do,” Regan said. One of the pilots who used to land at the park invited Regan and his mother to be part of his team after helping the pilot multiple times. “I was 14 at the time and it was more of a volunteer position with the crew. My mom and I started helping out,” he said. “Once I turned 15 I got more involved and actually got my student pilot license.” Regan has been hot-air ballooning for 26 years now and is a commercially certified Federal Aviation Administration pilot. Regan obtained his pilot license when he was 19 and began flying as a private pilot for fun, until 2000. For five years he worked as a contract pilot for other companies. Once he learned how to operate a business, he decided to venture off and start his own business, CT Ballooning, LLC. The company averages about 75 flights a year, according to Regan. He has flown around the United States, Canada, Mexico and New Zealand. Regan is currently preparing for another trip to New Zealand for a week-long balloon event with his special-shaped balloon “Claw’D the Crazy

Crab.” The balloon stands 100 foot tall with 40 foot claws and legs sticking out the side, and bug eyes on the top. “Last year we went out to Los Angeles for a week and filmed the balloon in the Mojave Desert for the upcoming

The Berlin Plan of Conservation and Development 2013 Advisory Committee has scheduled a public information session for April 3, 7 p.m., in Town Council Chambers, Town Hall, 240 Kensington Rd. The purpose of this meeting is to give residents the opportunity to hear about and comment on updates that are being proposed for the Plan of Conservation and Development as part of the decadal update. The advisory committee is near completion of a draft Plan of Conservation and Development, which is expected to be submitted to the Planning and Zoning Commission and the Town Council by mid-April. Absolute Auto Center celebrates 30 years By Monica Szakacs The Berlin Citizen

When Carl Ciarcia was 16 years old, he first started working on cars at a dealership and said he now knows all aspects of a car at the age of 55. “I’m a car guy. I’ve always had a passion for cars, it’s just my thing,” he said. “I’ve

worked on cars since I was a teenager.” Ciarcia started working for a Honda dealer in 1978, until 1983, when he decided to open his own independent Honda and Acura dealership on the Berlin Turnpike. Still at the same location, Absolute Auto Center is celebrating its 30th year in business. Absolute Auto is an in-

dependent dealer that specializes in the sales and service of pre-owned Honda and Acura vehicles. The dealership is a family owned and operated business. Ciarcia’s daughter and wife both work in the office. He said what he loves most about his job is dealing with a “good product and good clientele.” “First of all, we track our business. About 90 percent of our business is from repeat customers or referrals,” Ciarcia said. “Dealing with one basic brand, Honda and Acura, which are about the same, we know every aspect of the vehicle.” According to Absolute Auto Center’s website, the service department staff “has over 75 years combined experience, which allows for timely diagnosis and repair.” Service Manager Jay St. Jean has been working for Absolute Auto for eight years and said the dealership’s “knowledgeable technicians allows me to continue to drive my 1997 Honda CRV,

The Berlin Litter Committee is seeking out ambitious volunteers, local organizations, church groups, boy scouts, girl scouts, and residents to come out and give us a hand. Last year at this time we had 61 volunteers, and collected 73 bags of trash, eight tires, and various other items. One person can make a difference. The only requirement is to show up. Bags, gloves, and reflective vests will be provided. We will meet in the front parking lot of the Ocean State plaza on Webster Square Road. The event will take place on April 20 (raindate April 21), from 9 a.m. to noon. It is recommended to wear long sleeves and long pants to avoid poison ivy. The areas that the Berlin Litter Committee will be covering are: Webster Square Road, Spruce Brook Road, Middletown Road, Christian Lane, Deming Road, Farmington Avenue, Four Rod Road, Kensington Avenue, Beckley Road, Berlin Street, and other areas. Salina said he agrees with his fellow council members with regards to maintaining services. “Certainly I’m hoping to have people turn out for the budget hearing on the 9th and even more importantly, on the vote on the 30th as well,” Salina said.

Ronald Picard, 89, of Berlin, loving husband of Rita (Thibodeau) Picard, died March 23, 2013, at The Hospital of Central Connecticut, New Britain. Born in Frenchville, Maine, the son of the late Joseph and the late Alice (Bouchard) Picard, he served in the U.S. Army in World War II, and was employed at Fafnir Bearing Company until his retirement. He was a member of St. Paul Church, and St. Jean Baptiste Societe. In addition to his wife, he is survived by three sons and two daughters-in-law, Richard Picard, of West Palm Beach, Fla., Kenneth and JoAnne Picard, of Marlborough, and Allen and Donna Picard, of East Berlin; a daughter and son-in-law, Lori and James Carriere, of Berlin; three sisters, Simone Miron, of Farmington, Marie Tucker, of New Britain, and Egline Hollfelder, of Canton; four grandchildren; two great-grandchildren, and several nieces and nephews. Arthur R. Tyler, 99, passed away Tuesday, March 19, 2013, at Ledgecrest Convalescent Home. He was the son of the late Arthur and Irene (Watson) Tyler. He had been employed by NY/NH/Hartford Amtrack for 33 years as a baggage clerk. He was a member of the Methodist Church, the BPOE Elks of Southington, the IPEC of Kensington and the Transportation-Communication Union. Arthur was a U.S. Army veteran serving during World War II in Ardennes, Central Europe, Normandy and Northern France Rhienland. He was awarded the Distinguished Unit Badge, European-AfricanMiddle Eastern Service Medal and the Good Conduct Medal. He loved bowling, dancing, country music and the Rock Cats. Arthur is survived by two daughters Patricia Delaney and (Doug Churchill), of Plainville, June Lehnhoff, of Longmont, Colo.; one son Robert Tyler and (Jenny), of Toronto Ontario, Canada. The family wishes to thank the staff at Ledgecrest and Masonicare for their compassionate care. Services were held March 23, 2013, at the Berlin Memorial Funeral Home. Skylar Kelly Caswell, 9, b e l o v e d daughter of B e t s y Caswell, of Berlin, passed away surrounded by her loving family on Tuesday, March 19, 2013, at Yale-New Haven Hospital. Skylar was born in New Milford, lived in Berlin where she attended Willard Elementary School and attended Victory Christian Church. She loved music, playing the drums and xylophone, was a member of the Berlin Girl Scouts, and was an avid basketball fan acting as ball girl for the BHS girls basketball team. She loved watching you tube tutorials, anything from cooking to hair and had recently started ballet class with the New Haven Ballet. Skylar was a very special little girl who touched many lives in nine years. She never stopped making people smile and could light up a room with just her presence. Skylar’s contagious smile will remain in our hearts forever and will be dearly missed. Along with her mother, she is survived by her two sisters, Hilary Caswell and her fiancée, Michael Oziomek, of New Britain, and Courtney Caswell and her boyfriend, Michael Bragg, of Berlin, as well as 11 other brothers and sisters; her grandparents, Jim and Dorothy Oram, of Fairfield; two aunts, Cid Lewis and Susan Oram; a cousin, Brett Lewis and many other cousins in Arizona and her dog, Macie who she loved dearly. Services were held March 23, 2013, at Victory Christian Church, Middlefield. Pastor Roy Bauer officiated. Burial will be private. Where did you really come from? By Andrew Fal

Have you ever wondered about your grandparents or other relatives? Did you once start a family tree and then gave up or ran into a road block? Well, if you have a Berlin-Peck Memorial Library card and log onto an internet computer in the library then you are in luck. One of the best databases the library has to offer is called Ancestry.com. It is the third database on the left side of the library website. This vast source of genealogical information can help you to find records of your family’s past and even present day members. The records include, but are not limited to, birth, baptism, confirmation, marriage, divorce, death, naturalization and even concentration camp listings from World War II. The more precise you are with dates and exact spellings, then the easier it

Open Book will be to find your family descendants going back 50, 100 years or even more. This database, when properly used, can help you start a lifelong commitment to documenting family roots. There are charts and diagrams to print out to help you organize your information. You can actually view the ship’s manifest that a relative who entered New York’s Ellis Island was admitted to. If someone was in the military or a naturalized citizen, then a copy of those documents would be accessible and you can print out most selections. There are also famous people like “Albert Einstein” whose record of entering the United States is available with this

database. It also states his occupation as a physics professor. One convenient feature of this database is the charts which can be printed to begin your research. Ask a reference librarian to assist you with your research. Several staff members have already been doing genealogical research with the Ancestry database. Town trivia part 5 By Sallie Caliandri The Friends of the Worthington Meeting House is dedicated to raising awareness and support for the Worthington Meeting House, a prerevolutionary treasure in need of preservation. We need your voices. Berlin had two Town Halls from 1850-1907. Where were they located? Berlin’s first town meetings were held in the parish churches. In 1785 that meant rotating between the three parishes that made up the town: Kensington, New Britain, and Worthington. In Connecticut towns, it was common practice to use the largest building as the gathering place for town affairs and this usually meant the church, a.k.a. the Meeting House. By 1850 there had been a decision to have separate town halls rather than to continue using churches, but the tradition of rotating between parishes continued. Kensington Parish chose a building right across the street, while Worthington proposed the old church,

which had recently been damaged by fire. It was 1848, and Rev. Woodworth had just preached a rousing sermon on the evils of alcohol in the nearly 75-year old meeting house. Someone didn’t like what he had said and set fire to the building in protest. The building was saved, but the damage was extensive enough that the church decided to build a new building. However, the members decided to sell the building to the town for a small fee, and thus the Worthington Meeting House began its second life as a town hall. It continued this life for another 57 years. In 1907 the town decided to consolidate into one town hall. The location chosen was Brandegee Hall on Worthington Ridge. It served for 68 years until 1975, when the present building opened. The two former town halls began yet another life, one as Percival School, the other as Worthington School. Worthington School. es routinely traveled from New Haven to Hartford, transporting between 3,000 and 4,000 people per year through town, a trip which took four hours. The initial plan for a railroad track took a course at the base of the west side of Worthington Ridge, and had a station near the corner of Lower Lane and Norton Road. Farmers in the area were reluctant to divide their lands, and the residents on the Ridge objected to the noise and dangers from fire. Those in charge

The first train station was located on the east side of Four Rod Road; just south of the bridge we lovingly call the “Seven Sisters.” The New York, New Haven and Hartford Railroad completed the track from New Haven to Meriden in 1838. By 1839, trains were running to Hartford. The local agent was none other than Nelson Augustus Moore, then a young See Trivia, page 22

until 1956. A new school bearing the name opened the following September and closed in 1971. It is now the Berlin Senior Center. The older building is now a private residence. The Worthington School continued as a school until 1958, when it was converted into offices for the Board of Education. When the present Town Hall opened in 1975, those offices moved to their current location. The Meeting House has lain empty for the last 38 years. Efforts to restore the structure began shortly after, and have until now moved very slowly. The building was stabilized in the 1980s, it was painted its unique color (which is original), and new windows have been installed. Recent architectural plans would make the building handicap accessible, with museum space downstairs, and a number of meeting rooms available to the public upstairs. The plans would also preserve decades-old graffiti placed there by generations of adventurous students. The partly burned timbers, remnants of the infamous fire of 1848, would also be visible. The venerable old cupola, which graced the roof for many years, is too fragile to be replaced, but hopes are that it could be repaired and become part of a gazebo on the property. Where was the first train station located? There has been a lot in the news lately about trains and their resurgence, and I for one am really interested to see how things happen. In my opinion, the railroad was one of the driving forces to shape the Town of Berlin, and it’s hard to imagine what life would be like here without the trains. The birth of the railroad began in the 1830s, as the steam engine became more reliable. People began to envision faster, easier land transportation than that achieved by two-or-fourlegged propulsion. Berlin’s position as the geographic center of the state ensured that it had the potential to play a major part in a brandnew technology. Stagecoach-

the blizzard of 1888, the Hurricane of 1938, and countless other calamities, major and minor. Here are some things that we can thank the railroad for: - The stretch of Main Street Kensington from Farmington Avenue to Kensington Road did not exist before the railroad. Therefore, Kensington Center as we know it would not be there without it. - Four Rod Road used to continue north onto New Britain Road; Kensington Road curved to the left just past the entrance to the Town Hall Complex. It crossed the river and joined Grove Hill. - The Railroad Pond was created in 1903 to serve the needs of the steam engines. - Robbins Road crossed Kensington Road and joined Four Rod Road. - The discovery of large clay deposits during the construction of the railroad spurred the development of the brick industry. - The close proximity of the railroad to the clay pits simplified the transport process for our bricks, sending them to various parts of the country. It also played an important role in transport of other local commodities, such as fruit and produce. - The concept of a commuter culture was born, as many Berlin residents remained in town while working in other cities. Now in the twenty-first century, the railroad continues to shape our town-where do we go from here?

Area schools act proactively on athletics for disabled By Eric Vo Special to The Citizen Even before new guidelines were released recently by the U.S. Department of Education’s Office of Civil Rights, area school districts were accommodating to students with disabilities and providing them with an equal opportunity to participate in athletics. The guidelines released Jan. 25 aim to “clarify and communicate schools’ responsibilities under Section 504 of the Rehabilitation Act of 1973 regarding the provision of extracurricular athletics.” Under Section 504, districts are required to provide students with disabilities an opportunity to participate in extracurricular activities. In the new guidelines, school districts would have to provide modifications to sports if the student requires it, so long as the modifications do not give the student an unfair advantage. A 2010 report by the

U.S. Government Accountability Office, which led to the release of the new guidelines, found that students with physical disabilities had “fewer opportunities ... because fewer programs were designed for them.” Area schools, including Berlin, have made these adjustments for students with disabilities. At Wallingford’s Lyman Hall High School, Athletic Director Amy Labas said the school has made the modifications if they are needed. “These modifications are made more along the lines of the individual sports, such as swimming and track and field,” Labas said. Sheehan High School Athletic Director Vincent Sarullo said the school puts in significant effort to make modifications to make sure students with disabilities are treated equally and fairly. Cheshire High School doesn’t need to make modifications at this time, but Athletic Director Steve Trifone said the school would

“make accommodations for any student if they needed it, as long as safety is kept in mind.” If a school cannot make a modification for a student, there must be an alternative program for them to participate in. Each district credits its Unified Sports program with giving students with disabilities equal and fair opportunities. Southington High School Athletic Director Eric Swallow said the Unified Sports program became district-wide five years ago and “has been the guiding force to accommodating special need students.” At Cheshire High, the Unified Sports program has been expanded since its implementation nine years ago, Trifone said. “It gives these students an opportunity to compete on a team,” he said. “They’re treated the same way as any other athlete here.” In Wallingford, Sarullo said that, because of the Unified Sports program at Sheehan, there is no dis-

crimination and all students are given the same opportunity. At Lyman Hall, the program gives students a chance to participate in basketball, soccer, track and field, volleyball and, most recently, cheerleading, Labas said. Wallingford School Superintendent Salvatore Menzo said he was proud of the Unified Sports program at the high schools. “The Unified Sports program offers great opportunities for students with and without disabilities to not only develop athletically, but also in social skills and team work,” Menzo said. Officials in all districts said that despite the new guidelines, they don’t foresee any future obstacles to overcome or challenges to face. For Siegal, navigating BHS Unified Sports a labor of love By Nick Carroll The Berlin Citizen Like many area schools, the new guidelines released recently by the U.S. Department of Education’s Office of Civil Rights regarding athletic opportunities for the disabled won’t affect how Berlin High School does things. BHS was way ahead of the game. Through the Unified Sports program, since the 90s, the school has offered disabled students a platform to compete. Unified Sports is a registered program of Special Olympics that combines athletes with and without intellectual disability on sports teams for training and competition. Currently, BHS offers Unified soccer, basketball and track and field. Depending on the season, Redcoat

the BHS Unified program since its inception, 16 years ago. The coach said the determined athletes keep her

coming back year after year. “Every day at practice someone does something that they didn’t think they

could do,” she said. “And to see their smiles is incredible.” “I think it’s sports in its purest form,” Siegal added. “It’s not about wins and losses, it’s about putting on a uniform and riding a bus to a game like other teams do.” Siegal said the BHS family rallies around the Unified team. “On game day we wear our jerseys to school and they get ‘good luck today,’ they get high-fived in the halls and, again, it’s a feeling of belonging.” The 2010 U.S. Government Accountability Office report states as much: “All students, including those with disabilities, benefit from the positive effects that physical activity and school athletics have on an individual’s health, social well-being and self-esteem.”

Continuing on my theme of equipment related topics, we are going to transition our talk from the driver to your irons. Lunt Like the driver, I believe you also should be getting custom fit for your iron set. Golfers tend to change drivers a lot more than their irons. They find a set they like and they stick with it. Once again, if you are the kind of golfer that takes the game seriously, you need to get your iron lofts and lies checked at least annually, before the start of the season. This is especially true for those who play forged irons and spend a lot of time practicing hitting balls off mats. If you fit this cate-

It happens faster if you are a forged club player versus a casted iron one. So if you find yourself often overshooting your targets, it may be due to a loft problem, not a lack of talent. The money that’s available for this particular parcel is a Trails Grant,” Kern said. “So naturally the Land Trust supports the concept of purchasing the property and we support the concept of the means to purchase the property, which would be to put a trail in, even if that means moving it to the other end of the Janota Farm parcel.” A public hearing on the issue was held March 21. Since neighbors still objected to a trail being constructed on either side of the 21 acres, the town has decided to move forward with applying for the grant without a proposed easement or connecting trail in the plans. “There are a series of old trails that run through that parcel, so the town feels it will be enough to justify the qualifications for the Trails Grant,” Kern said.
