Town considers options to purchase natural gas at lower rates By Monica Szakacs The Berlin Citizen The Connecticut Conference of Municipalities is offering an Energy Purchasing Program to give towns the option of purchasing natural gas in quantity in order to lower annual costs, according to Public Works Director Art Simonian. At a recent meeting, Town Council discussed the possibility of joining 20 other towns that already have taken advantage of the program. “This is something that CCM has been spearheading for a few years,” Simonian said. “What CCM is trying to do is basically consolidate the purchase of gas and this is just for the supply of gas, not the actual distribution which still resides with Connecticut Natural Gas in our area. CCM is trying to take advantage of the market and see if there is some cost savings that the towns and municipalities can realize through this kind of purchase agreement.” Natural gas, which is a clean-energy fos-
sil fuel used for heating, is more efficient and lowers CO2 emissions. Simonian said natural gas has been about half the price of heating oil in recent years due to new technology to extract gas from the earth. The technology has increased production, giving the market a good outlook for at least the next decade. “We have seen in the last few years of gas, costs have actually come down,” Simonian said. “People who have natural gas in their house probably have seen some increases, but in general the gas market is predicted to be relatively stable in the next eight to 10 years.” “It’s something that the town should consider,” he added. “If there is a way to save a little bit of money on our gas accounts, we should do that.” Through the program, CCM uses a consulting firm to facilitate the process of reviewing all interested natural gas contractors to insure they comply with pre-estabSee Gas, page 3

Residents are encouraged to conduct home energy audits By Monica Szakacs The Berlin Citizen With energy usage and cost for fossil fuels increasing, the Town of Berlin encourages residents to conduct home energy audits to help reduce their energy demands and costs. The town is participating in Energize Connecticut’s Home Energy Solutions program that is available to homeowners and also to apartment renters who have signed permission from their landlord. According to Town Engineer Art Simonian, the program offers residents a chance to reduce their energy costs. The program is funded by an already-in-place charge on electric and natural gas bills. “The services are worth $700 and most people save around 15 to 20 percent on their utility bills,” Simonian said during a recent Town Council meeting. “In these days of high energy use and high energy costs, that savings can add up quite substantially. You’d be quite surprised how many houses, whether it be new or old, have leaks. There a lot of new homes that have the same problems that the older homes have.” The program is offered by
Connecticut Light and Power, which started the program about five to 10 years ago, according to Simonian. This year the “town decided to join forces with CL&P,” he said. Certified and insured contractors will evaluate household energy usage and provide energy efficiency and weatherization services to the residents including: free energy-efficient lighting (up to 40 compact fluorescent light bulbs); water-saving devices, including low-flow, high-pressure showerheads and faucet aerators; devices to seal-up air leaks in the home, including door sweeps, weather-stripping and caulking; and additional rebates for home insulation, HVAC systems and other appliances. Simonian said a letter will be sent to residents. “It’s something that (the town) is not necessarily telling people they have to do, but it really is to educate the people that there are these programs out there and they should be made aware of it,” Simonian said. “It tends to be better received when residents see that the letter comes from the town, on behalf of the mayor or

The facilities department encountered many buildings with mechanical and equipment problems this current fiscal year and also faced mold complications at the municipal garage. Due to the non-anticipated replacements and repairs and abatement of mold, the Operating Materials and the Contractual Services accounts are nearly depilated. Public Works Director Art Simonian said the main cause for the overage was due to abatement, air quality testing and remediation of mold that was found at the municipal garage complex. Some other unforeseen re-
pairs included a fuel tank repair at the Berlin-Peck Memorial Library, some furnace and air-conditioning upgrades at Timberlin Golf, a replacement of a refrigerator at Pistol Creek, and a motor replacement of an airconditioning unit at Town Hall. “Several items have come up to an overage already this year and we still have a couple months left. Since it’s now April, we can make some transfers,” said Simonian, who is also the town engineer. Simonian said $19,500 was spent for the mold testing, remediation materials and restoration. The town received a total of $150,255 in rebates. For this transfer, Simonian said, the funds are applied to the Operating Materials Account for $5,600 because the town will purchase an energy efficient motor, and to the contractual services for $2,400 for one project that consists of calibrating services to town hall. A main concern for Town Council was the mold. The locations for the remediation of the mold were at the public grounds garage, located on Town Farm Lane. It turns out that most of the complex is located on a flood plain. Public ground’s garage happens to be in the floodway section of the area. Certain storms with enough rain duration or magnitude will elevate the water level. The wa-
ter then seeps into the building and works its way up through the sheetrock on the walls and into the offices. “We had that happen at least a half a dozen times in the last 20-25 years,” Simonian said. “Unfortunately it’s just the location of the building that’s subject to flooding. Their area happens to be worse than the water control area or the fleet maintenance garage, which is up a little bit higher in elevation.” As a result of the flooding, a great deal of mold has grown inside the building. In particular, the grounds’ offices, lunch room and one of the bathrooms were hit the hardest. Superintendent of Facilities John Pajor and his crew investigated all the buildings once it was determined that there was mold. Fortunately, the highway department and

“At least we get to analyze the numbers before anything.” Simonian said CCM has received bids from four other towns a few weeks and Berlin will compare its current costs to what the other towns’ quotes were from the bids.
“We already gave CCM our utility usage rate and we gave them our account numbers so they already have all our figures as far as how much we’re using. The next step is, if we are all in an agreement, to authorize CCM to go out for a RFP (request for proposal) and then we would see what the numbers would look like before we entertain a contract.” Simonian suggested that
if the town agrees to go forward with this program, it would be best if certain criteria was setup before bid, such as the town would en-
ter into an agreement with a supplier if the contract would give the town a 10 percent or 18 percent savings over the course of two
or three year. “That way we have bases on what our decisions should be when that day comes,” Simonian said.

Sexually transmitted diseases STDs, such as chlamydia, gonorrhea, have more than doubled from 2002 to 2011 in Berlin and the state. Eleven cases were reported in Berlin in 2002, compared to 28 cases in 2011. There were two cases of gonorrhea in 2002 and six in 2011. There were zero cases of early syphilis in 2002 and 2011. Obesity There was no specific data to Berlin but the report states, “Obesity is the second leading cause of preventable death in the United States after smoking. Overall, 26.6 percent of Connecticut high school students are either overweight (14.1 percent) or obese (12.5 percent). Today’s youth is considered the most inactive generation in history, according to the American Obesity Association. Overweight children and adolescents are at risk for many se-
rious physical, social and mental problems both during their youth and as adults. Sixty percent of overweight children already exhibit at least one risk factor for heart disease, the number one cause of death. Type 2 diabetes represents 45 percent of new pediatric cases, compared with only 4 percent a decade ago.” Physical Activity in Schools In all three elementary schools in Berlin, students in grades one to five have 30 minute recess each day. Middle school students take physical education three periods a week, which amounts to two hours and six minutes a week. Students in seventh grade take two periods a week of health and one period a week of health in eighth grade. All BHS students are required to take a full year course in PE all four years of their academic career, which meets twice a week and adds up to 1 and ¾ hours per week. Each student is required to complete 1.75 credits in PE and .2 credits in health education in order to graduate. All information provided by the Central Connecticut Health District. Fishing derby
The Berlin Parks and Recreation Department has scheduled its annual youth fishing derbies at Sage Park Pond. Derby for ages 3 to 7 is scheduled for Saturday, April 20; ages 8 to 15 is scheduled for Saturday, April 27. Both derbies are scheduled for 8 to 10 a.m. (An adult must accompany children aged 3 to 10 years old.) Pre-registration is required for the derbies and will allow participants to fish at the pond through the end of May. Deadline to register is Friday, before each derby. Obituaries
Joseph Jacques
Christopher Ricupero Christopher Thomas Ricupero, 38, beloved husband of Maggie Ricupero (Zapala) and father of Dominic and Lila Ricupero, passed away unexpectedly on March 27, 2013. Chris was born in Waterbury, and he lived there until 2005 when he and his wife purchased a home in Berlin. He attended Kennedy High School in Waterbury, and Becker College in Worcester,
Mass., where he earned his physical therapy assistant degree. Chris was employed as a firefighter for the City of Waterbury for seven years, and then as a dedicated PTA for Access Rehab until the birth of his son, when he then became a stay-at-home father. Chris is survived by his wife of 10 years, Maggie Ricupero, of Waterbury; and his two precious children, Dominic, 6, and Lila, 2, who he referred to as “his world.” In addition, he is survived by his amazing and loving parents, Tom and Barbara Ricupero, of Waterbury; and his loving sister Corinne Ricupero, of Bristol; devoted inlaws Richard and Diane Zapala, of Newington; grandmother Hazel Kidulas, of Madison; and brother-in-law Tom Zapala. Joseph Roger Jacques, 93, passed away at his home, on April 4, 2013, with his loving family by his side. Joseph was the husband of the late Olive R. (Getchel) Jacques and the son of the late Alfred and Delinja (Beaulieu) Jacques. He retired in 1982 from Fafnirs after 40 years as an office worker. He was a member of St. Paul Church and a member of the Moose Club. He enjoyed his garden, yodeling, steamers, Red Sox’s and family gatherings. He is survived by six children, three daughters Margaret Davis, of East Berlin, Jacqueline Gorn and her husband Scott, of New Britain, Barbara Haught and her husband Robert, of Kensington; three sons, Raymond, Robert and Roland Jacques, of Bristol; 13 grandchildren; 24 great-grandchildren and six great- great-grandchildren and several nieces and nephews. Besides his wife, Joseph was predeceased by two sons, Richard Jacques and Joseph Roger Jacques Jr.; his son-in-law Calvin Davis and daughter-in-law Paula Jacques. The family would like to thank Hospice and the VNA
of Southington. Services were held April 6, 2013 at the Berlin Memorial Funeral Home, Kensington. Burial will be in Wilcox Cemetery at the convenience of the family.

Some old (1957-ish) thoughts By Glenn Richter
I’m so old that … I’m so old that starting a column with “I’m so old that …” doesn’t really seem out of place anymore. Predictable, maybe, but not out of place. So I think I will: I’m so old that I remember public toilets where you had to insert a dime to get into a stall. And I’m so old that I remember a gag Jack Benny did about just such a men’s room: In this one, he gets caught trying to sneak under the door of the stall — not because he’s CHEAP, but because he had left his hat inside and the door had closed and he didn’t have another dime on him. But I should probably explain who Jack Benny was. Jack Benny was a comedian whose whole shtick was about how CHEAP he was.
And I should probably explain (getting old means there are more and more things you should probably explain, but you’re less and less likely to realize it) that in olden times it was not unusual to find these coin-op stalls in public men’s rooms. But what you might at first attribute to an almost cartoonish stinginess on the part of the building’s management (think Ebenezer Scrooge, think Old Man Potter, the banker in “It’s a Wonderful Life”) actually reflected a relatively sophisticated grasp of human nature: the tendency we have of assuming, without even knowing we’re assuming it, that free means worthless; that anything that has no price has no value. The real motive for charging the dime, I believe, was that a free restroom is much more
likely to be vandalized or messed up or otherwise mistreated than one that charges you even the paltry entrance fee of 10 cents. Of course, all of us have encountered disgusting, but free, toilets from time to time, which tends to support my dime-vs.-chaos theory, but I’ll admit that my view may have been tainted by the yellowing effect of time, that it may have been slanted by the fact that the specific respectable, dignified, dime-operated restroom that comes most clearly into focus lay just off the respectable, dignified, marblelined lobby of the building where our family dentist had his office, way back in the 1950s. wouldn’t dream of setting foot in without having first accessorized herself with makeup, earrings and a hat, and possibly gloves as well, unless she forgot them in her Oldsmobile. And of course there was an elevator operator, whose name was Sam. And of course he was black, because all elevator operators were black then. You see, it’s not that we didn’t have Jim Crow here in picture-postcard New England; it’s just that we never, ever talked about it. Anyway, once you got upstairs to Dr. F’s office — way up on the seventh floor — you could see forever. The people on the streets down below looked like ants! And the occasional NBPD blackand-white driving by (in my
memory, they were all 1957 Buicks) would make me think of the CHP cruisers that Dan Matthews (Broderick Crawford — wasn’t he Cindy Crawford’s father?) drove on “Highway Patrol,” on TV. Of course, way up on the seventh floor there was weather to deal with, so Dr. F’s receptionist or hygienist or Gal Friday would open the window only a couple of inches, and there was a slanted glass panel at the bottom to protect us from the kind of buffeting you might expect to encounter at such wild altitudes. Spring clean your diet By Jane Grant, Registered Dietitian
Jane Grant is a registered dietitian and plans on opening Grant’s Nutrition and Wellness in Berlin this spring to offer nutritional services and workshops. Spring is officially here. As the weather starts to warm up many of us start thinking of spring cleaning our closets and homes. Some of us are even inspired to take advantage of the longer days by getting involved in some outdoor activities like walking or biking. This is the perfect time to spring clean your diet. Most of us are aware that a healthy diet is the cornerstone of healthy living. A few simple changes can lead to big health rewards, making you feel energized and renewed. Let’s take a closer look at our eating habits and make changes that will
work for you. The first thing you want to do is take a good look in your refrigerator and cabinets and evaluate the food items you have on hand. Over the winter months you might have stocked up on comfort foods, convenience items and snacks. This is a good place to start “house cleaning” and get rid these items from your home. These items would be processed foods, items that are high in sodium, sugar, fat and refined grains (white flour or rice). Snack foods like cookies, chips and crackers are often made with white flour, high in calories and fat and provide little, if any, nutritional value. Cutting down these items in your diet is a great place to start. Include more of these items into your diet and feel energized with good nutrition: Include more fruits and vegetables. Take advantage of the fresh pro-
duce this season and add more nutrient dense foods like avocado, berries, cherries, and leafy dark greens like arugula, chard, kale and spinach. Not only do they add a lot of flavor and color to meals, they provide us with essential vitamins, minerals, fiber and antioxidants. Most people don’t include enough fruits and vegetables in their diet. Don’t forget whole grains. Studies have shown eating more whole grains could lengthen your life by reducing your risk of heart disease and diabetes. Look for the Whole Grains Council’s “100% Whole Grain” stamp and check ingredients for terms like “whole wheat or whole oat.” Also experiment with grains that you’ve never tried before such as quinoa or wild rice, each week. You might discover a new favorite. What about nuts and seeds? When you’re looking for a satisfying
snack, try a small handful of almonds, cashews, walnuts, pistachios, pumpkin or sunflower seeds. These items are a good source of protein, fiber and heart healthy monounsaturated fats as well as minerals. Studies have suggested they can help lower cholesterol levels. Use them on your salads instead of croutons, favorite muffins or try sprinkling them on your oatmeal or yogurt. Just watch your portion sizes to avoid eating more than you attended. More water please. Water is vital for every organ system to function, helping to circulate oxygen and eliminate toxins. Our bodies are made up of 60 percent of water. Take your body weight and cut it in half that is how many ounces of water you should be drinking every day. Part of the natural aging process we start to lose our sense of thirst so it’s important to keep ourselves hydrated.

Obituary Kurt E. Sarkosi
Kurt E. Sarkosi, 66, of Berlin, died March 31, 2013, at home after a long battle with cancer. Born in Graz, Austria, Kurt served in the Vietnam War in the Army 1st Air Cavalry. He was a longtime member of the Austrian Singing Society Donau Club in New Britain. Kurt was known by the nickname “Xhitrof ” to his immediate family (which was comprised of the “Original Four”). He loved animals and reading, took immense pride in his organic garden and created amazing meals for his family and friends (especially soups!). He leaves his wife and devoted caretaker Christine (Staskiewicz); daughter Diana and her longtime partner Manny Meleounis, daughter Rebecca; multiple furry grandkids and relatives in Austria. He will be missed by many others but especially by his best friend Rick Cayer. His family would like to thank all the nurses and doctors who provided such compassionate treatment during the last several years. At his request, there will be no services.

BAD IDEA DON’T LET CONNECTICUT OFFICIALS REMOVE YOUR RIGHT TO KNOW FROM THE NEWSPAPER. KEEP PUBLIC NOTICES IN YOUR NEWSPAPER! Pending legislation may remove your right to read public notices in newspapers, moving them from the public domain to government controlled web sites. We’re concerned. And you should be, too. Public notices are an important tool in assuring an informed citizenry. They have helped develop America into a participatory democracy for hundreds of years and where it counts the most: how your tax dollars are spent, how policy is made and how our futures are charted. They are located in easy-to-find sections of your newspaper. And they are fully accessible to everyone - unlike the internet, which is not accessible to everyone.
Less than 10% of the U.S. population views a local, state or federal government website daily, according to the May 2009 release of U.S. Census Bureau, Annual Estimates of Resident Population. This means more than nine out of ten people may never see a given notice. This compares dramatically to the fact that 83% of adults read a community newspaper every week, according to the National Newspaper Association. Furthermore, a public notice printed in the newspaper produces a permanent record. The internet does not, nor does it assure timeliness. And a newspaper is archived for years; not subject to computer crashes and hackers. Newspapers are easily verifiable, fully transparent and represent a secure third party who has nothing to gain from any notice.
Connecticut’s recent ethical lapses shed a glaring light on the full meaning of this problem. It’s like putting the fox in charge of the hen house. Every public notice, which runs in a Connecticut daily newspaper, is automatically uploaded to that newspaper’s web site and CTPublicNotices.org. Newspapers are your watchdogs. Don’t let that role be changed now. Voice your opinion. Fast start for tennis star Rombola; Softball team wins two straight By Ken Lipshez The Berlin Citizen
Berlin High tennis ace Dan Rombola continues to surge forward. Rombola was the lone winner in the Redcoats’ loss to Conard in the season opener. Against Brookfield, Berlin’s number one singles player defeated Tyler Goldstein in straight sets, 6-3, 6-2, but the Redcoats dropped a 6-3 verdict on the road. All of Berlin’s success came on the singles courts. No. 4 Jaydip Patel scored a 75, 7-5 decision over Peter Wandelmaier. Freshman Jordan Chyra at number five won 6-0, 6-2 over Jason Reilly. No. 2 Peter Hogan and No. 3 Mike Gurrieri both came back from losing their first sets to force three-set matches but lost to Stephen Vul-
cano and Jack Sommerfield respectively. Although all four of the doubles tandems lost in straight sets, coach Rex Smith noted improved play from the 8-1 loss to Conard. Jack Strafstrom and Zach Mayer played the number one doubles match. They were followed by Kris Langevin-Reid Hilbie, Rich Schlichting-Eric Kemmling and Andrew Chyra-Kevin Pinto. with a solo marker in the first and added another in the fifth to creep within one, an experience from which Pires hopes his ladies will learn. “The one area I would like to see improvement is to develop more of a killer instinct once we get ahead,” he said. “Hopefully we have learned from past experiences that leaving a team in the game can be costly.” Berlin’s ouster from the Class L tournament last year when the team was a strike away from victory lingers, but Katie Guild blasted a three-run homer
with two down in the sixth to provide some breathing room. Courtney Silva went 4-for5 to highlight a 16-hit attack. Harris yielded just one earned run on five hits. A competitive CCC South meet between the Berlin High boys track team and Maloney appeared to be headed to a last-event decision. Bennett pitches BHS past Southington By John Pettit Special to The Citizen The Southington baseball team has opened its season with Glastonbury, Greenwich and Berlin. Forget April, that would be a tough way to start the state tournament in June, but it’s a schedule Blue Knights third-year coach Charlie Lembo hopes will pay huge dividends come postseason. “I think that’s important for us,” said Lembo, who guided the Blue Knights to the Class LL finals and semifinals in his first two seasons. “It gives you a chance to see what your team is made of right away when you’re playing the top teams ...We’re getting the top teams from the different divisions of the CCC and I added Greenwich and Plainville. I want to play good teams. We don’t have an easy game on our schedule. That’s fine with me.” Monday’s match up against Berlin, a battle of state baseball bluebloods, was a tidy affair. The teams combined for one error as the Redcoats escaped Fontana Field with a 3-2 CCC crossover victory. Blue Knights pitchers Joe Hayes (0-1) and Kyle Cole scattered eight hits, but Berlin was opportunistic and did all of its scoring with two outs.
Southington took a 1-0 lead in the bottom of the third inning. Dave Palladino walked, stole second and eventually scored on first baseman Andrew Goralski’s RBI single. Berlin answered with two runs in its fourth. Mitch Williams singled and, after two outs, Jordan Zima doubled to set the table for Dave Condon’s two-run triple to right field. The Redcoats went ahead 3-1 an inning later. Dante Vasi walked and Cole came in to replace Hayes on the mound. After Darren Grabowski bunted Vasi to second, Alec Norton grounded to Southington’s Matt Sirois at third base. Sirois fired to second base in an attempt to catch Vasi sleeping, but both runners were safe. That opened the door for Kyle Naples’ RBI single with two outs. Southington pulled within 3-2 in the home half of the fifth when Goralski’s single was misplayed in center field, allowing Ted Shaw to scurry home. Goralski later gave the Knights some hope with a two-out single in the bottom of the seventh, but Berlin second baseman Norton dove to his left and fired to first to rob Matt DiNello of a hit and end the game. High school refs share stories from the fast lane By Nick Carroll The Berlin Citizen
This winter, The Citizen asked high school basketball referees to speak about life in the black and white stripes. Here’s what we heard: Next year will mark John Zadnik’s 40th as an official. He also did some coaching
during that span; so he has seen games from all angles. Before becoming the athletics director in Plainville in 1998 – a position he still holds, Zadnik, of Bristol, admits he was of the opinion that game officials were “always right, and the coaches, for the most part, did not really know the rules of the
game, and therefore were almost always wrong.” But during his years working as an AD, Zadnik has gained a greater appreciation for coaches, while accepting that – gulp – officials are not infallible. “I have come to realize that most coaches are extremely dedicated, hard-working men and women who care a great deal about their athletes,” said Zadnik, a well-respected basketball and softball official. “Over the past 15 years, I have been in the unique and sometimes awkward position of having to listen to my coaches complain about officials, while continuing to hear my fellow officials complain about some of my coaches.” Zadnik believes that simple, polite discussions between coaches and officials are possible, even during the heat of competition. “One thing that I have learned for sure is that coaches — not just mine — are not always wrong, and if offi-

cials, including myself, would listen to what they had to say more often, provided that they did it in a professional manner, the relationship between coaches and officials would be far more copacetic,” said Zadnik. West Haven’s Steve Kirck, another veteran official, retired this winter after 40 years in the business. Kirck, who worked football, basketball and baseball games during his career, heard his share of taunts from the stands, but over time, learned to let criticism roll off his back. “They are ‘fans,’ short for ‘fanatics.’ They are cheering for their team. Both my sons played high school basketball and one played college basketball, so I know what that means,” said Kirck. “(You) have to remember that for mostly every call, 50 percent of people agree and 50 percent of people disagree with the call. It goes with the job.”

Before hearing that logic from another official some four decades ago, Kirck was ready to hang up his whistle for good. “I almost quit officiating in the early 70’s because I didn’t like being yelled at,” he said. “Then a veteran official gave me the 50 percent quote and said that the yelling wasn’t personal: ‘People yell at the striped shirt.’ Once I learned that, I was fine.” Compared to Zadnik and Kirck, Mike Blake, of Wallingford, is a relative newcomer to officiating. He has been at it for 15 years, however. Blake, who primarily works basketball games, said he has seen a change in fan behavior during his time in the white and black. “With travel basketball being as big as it is, parents have a lot more invested than they used to,” he said, “so I think they become a lot more invested in games, and a lot more demonstrative. Also, in the past, if people didn’t like the job you did, you were a lousy ref. Now there seems to be more inferences to offi-
