Peace Walk remembers ‘the day the world stopped’ By Monica Szakacs The Berlin Citizen

Among the petitionors are four incumbents who are seeking re-election: President Gary Brochu, Kristin Campanelli, Jeffrey Cugno and Cynthia

Kobus. New candidates who have submitted their petitions are Charles Paonessa, Board of Ethics member; retired Berlin High School Principle George Synnott and Berlin resident Thomas Niemiec. Neumann, Berlin Fair president. A concern for citizens every year is rain and parking. This year the Lions Club invested in a new drainage system in the north parking lot to secure approximately 300 parking spaces that have been rained out in the past. “In that note, we also installed special drainage in kiddieland,” Neumann said. “In the past, kiddieland in the northern section of the fairgrounds, when it rained before or even during the fair it kind of left the place grubby and was hard for carriages to get through. The drainage should fix that problem.” One change families can look forward to this year at the entrance gates is the family four pack of tickets. As always, kids under 11 are free. With the family four pack each ticket comes with a free soda and hot dog and families will save money according to Neumann. Hot dogs

As the new youth minister of St. Paul Church, Sal Biase said he is looking forward to making a difference in young people’s lives. The New Jersey native moved to Connecticut on July 1, after graduating from Catholic University in Washington, D.C. He majored in media studies, with a focus on journalism, and was a youth minister there for two years. He learned of the position at St. Paul Church by way of its current pastor, Robert Schlageter, who was

the chaplain and his boss, at Catholic University. He is currently working with a group of students from Berlin High School who are helping him start a youth group. “It’s in the planning stage right now,” Biase said. “I want the group to be based on spirituality, and I want to facilitate whatever imaginative ideas the kids have. One student suggested laser tag and I told him we can do this. If we get them involved in fun things, we can get them involved in the church.” He also will be working

Renovation project upsets Board of Education By Monica Szakacs The Berlin Citizen

During Monday night’s Board of Education meeting, Sept. 10, members clarified that they are not responsible for the Berlin High School project design and budget. The BOE is strictly responsible in overseeing that the required need of classroom space is renovated in order to move forward with a new curriculum program. The project consists of a renovation to existing square footage of the high school and an additional pre-engi-

neered 12,000 square feet steel building next door. “Even if we decided to have fewer classrooms, it’s still the same square footage. The building is not shrinking,” said Gary Brochu, BOE president. “This grandiose plan has been reduced right now to the renovations of the existing facility and a metal shed next door. That’s the Taj Mahal.” When it comes to renovating the high school, the state will reimburse the town for half of the budget. Brochu said the board is aware that the renovation of the existing high school building has to be the entire building or else the town does not get any reimbursement. “It makes no sense to renovate 80 percent because you lose $30-something-million,” Brochu said. “You have $30 million. You don’t save it; you have it because there is no reimbursement.” According to Brochu, most of the building is essentially a reconfiguration of

the classroom space that already exists. The district is reducing the locker room, gymnasium, fitness area, tech space and media center from what exists and then utilizing that space by reallocating it for more classrooms for English, science and social studies. “That’s kind of where the project is at this point, and of course upgrading walls, materials, roofs, flooring, removing toxic materials, that’s all a piece of it,” he said. Timothy Oakes, BOE member, said the reduction of locker room space to create English classrooms is “not an embellishment of the board for our own desires. It’s based on the English department needs and the upgrades are a replacement of 40, 50, 60 year-old equipment.” Cynthia Kobus, BOE member, said the project is not as “grandiose” as some in the community believe it to be. “In order to implement

the curriculum that we created to fulfill the requirements, we need that classroom space to house those classes,” she said. “So to say you can just get rid of this for budgeting costs is very unrealistic, because without a place for the curriculum to be taught then we are back at square one.” Jeffery Cugno, BOE member, said he does not want Town Council and the Public Building Commission to send the project back to BOE with the intention of the board changing state renovation regulations, because that is not possible unless the BOE is going to change its curriculum program and the needs of education administrators. “We aren’t going to be able to do anything about it and we are going to look like we aren’t playing the game right,” Cugno said. “They are going to ask the Board of Education to save the town.” Brochu said the way the project has been handled by construction and architect

management has been chaos with individuals evaluating the project and not communicating their findings. “It’s like we have three individuals doing it; one with a blind fold, one covering ears and one not being able to speak, and trying to do a project and communicate with each other and no one is applying their sense at the same time to what’s going on,” Brochu said. This type of idea of sending back the project kind of slows down the process because the input is not part of the process where and when it needs to be.”

“I never saw myself going door to door talking to people and asking for signatures, but you only live once and I think I will help the Town of Berlin by bringing a different perspective to education,” Niemiec said. As a mechanical engineer for 15 years, Niemiec said he can be an asset to the renovations project and other technical projects because he said he understands the technical background when purchasing equipment and machinery. “As part of my job I am responsible for purchasing machinery and I have to create the fabrication and specification for the machines and do testing for those fabrications as well.” Niemiec said he is interested in political science and serving on the Board of Education will give him “a front row seat on how government operates.”

Paonessa said he decided to run for because he wants to help with the renovation project at the top of the list to tackle so that the project can move forward. “It seems like they are having a lot of trouble in building maintenance and construction issues and I have 40 years of experience in the construction industry. I helped build a couple of schools,” Paonessa said. “I feel sometimes we get lost in the crowd trying to build a fancy building and parking lot and I would like to see the funds used more efficiently.” As a past teacher, school administrator and retired principal, Synnott said he continues to be involved with education as a member of the Connecticut Association of Schools. Synnott has also served on the Plymouth Board of Education. “At the present time I would like to evaluate every-

thing that is going on,” Synnott said. “Obviously the big issue right now is the renovation of the high school and that seems to be at an impasse. I would like to get more information as to where the district stands.” Synnott said he would also like to be an advocate for teachers and students since he worked with them his whole professional life. “At the same time, being a member of the Berlin community and living here for a number of years, I understand the impact of taxes on individuals and understand the fiscal difficulties that this town and all towns are involved in,” he said. “I would like to bring a balance to the schools and to the community.” All four incumbents seeking re-election said they are interested in following

Septic systems that are properly designed, installed and maintained will have few adverse impacts on backyard water resources. Poorly kept, malfunctioning or ill-treated

septic systems can fail, resulting in contamination of water supply wells or nearby water resources with bacteria that can threaten public health and aquatic life. Drug Take Back day

The Berlin Police Department, in cooperation with the Drug Enforcement Agency, has scheduled a “Take Back” initiative to remove expired and unused prescription drugs from homes for Saturday, Sept. 29 from 10 a.m. to 2 p.m. Residents may drop off the unwanted drugs at Town Hall, 240 Kensington Rd. The service is free and anonymous; no questions asked. Residents need only drive up the Town Hall driveway to drop the drugs into a

curbside box without getting out of their vehicle. The initiative seeks to prevent increased pill abuse, theft and environmental problems. This national initiative sponsored by the DEA will provide an opportunity for the public to surrender pharmaceutical controlled substances and other medications to law enforcement officers for destruction. Citizens Police Academy The Berlin Police Department has planned a Citizens Police Academy for high school students, according to Berlin Police Chief Paul Fitzgerald. The high school Citizen’s Police Academy gives the Berlin Police Department another opportunity to positively interact with the community. In the program, a positive relationship is developed through education. By sharing information about how and in what manner the department strives to meet its goals, the student’s suspicions, fears and misconceptions are reduced. Students also have an oppor-

tunity to interact with the men and women of the department who are entrusted in securing the citizen’s safety and protecting their property. Each week students of the Citizen’s Academy will have an opportunity to learn from a Berlin police officer subjects such as search & seizure, patrol operations, traffic enforcement, juvenile investigations, legal use of force, police training, accident investigation, and use of taser. Officers from specialized units will discuss and demonstrate canine, first responder, DARE, and ATV operations. Students will also be given the opportunity to ride-along with an officer during a shift.

As some people might know, the Big E serves its legendary cream puffs every year. Neumann said the Lions have instituted its own Berlin Fair delicacy this year—large, warm cinnamon buns that can be purchased singularly or with the combination of coffee.

Nuemann has magnets for adults and for children he will be handing out little, yellow Berlin Fair megaphones. “All our vendors and volunteers have been advised to welcome everyone by saying ‘welcome to the Better Berlin Fair,’ and offer assistance rather than just letting people come through a gate without being helpful,” said Nuemann adding that vendors have been helpful in the past, but this year he wants a better attempt.

“We’re trying to make this, not make the Berlin Fair bigger because it is a local fair for our citizens and surrounding citizens, but just trying to make it a really friendly place and a happy place for people to come,” he said.

Angela A. (Robino) Caliandri, 89, of Berlin, went home to be with her Lord and Savior Jesus Christ on Sept. 9, 2012. She was the widow of Frank A. Caliandri. She was born in New Britain on June 29, 1923, and was the daughter of the late Robert Robino Sr., Angelina (Gagliardi) Robino, and stepmother, Rose (Squillacote) Robino. Angie was a wonderful cook and homemaker and loved making her specialties for her family. She loved the Lord and was a member of Crossroads Church of God in Berlin for many years. She will be greatly missed by her loving family. Private property

To the editor: Private property. Just exactly what does this mean? This question is directed mainly to the folks that own a dirt bike, motorcycle or an ATV. That is their private property. I live on Edgewood Road and am fortunate/unfortunate enough to own several acres of land. Over the years, North East Utilities and Yankee Gas Company have purchased right of way lines through my property. They have high tension wires above ground as well as unused gas lines below ground. Just so everyone knows, it is fenced off with a beautiful and expensive white fence. Both companies have together put in a roadway along

this right of way. Actually good enough to drive a car on. Now, here’s my deal. I pay the taxes on this useless piece of property, you do not. The right of way is strictly for the use of the utility companies, not everyone that owns one of the above mentioned vehicles. This would also include walkers and mountain bicycles. Not only youngsters but adults too, are on my property. They seem to think that the power company owns this land. Well, they do not. The area is well posted for private property which means nothing to some people. Just imagine my family sitting out in the backyard on a hot summer day looking for peace and quiet when all of a sudden, along comes several noisy ATV’s. I’m not against ATV’s. I own one myself, but I ride on my property. Not in your backyard. Please show me the same respect. Richard A. Rampone Kensington

Manners please To the editor: Give me, I need, I want, can I have, I will have, I’d like, just give me, and I will take an egg and cheese bagel with a medium coffee. It has been on my mind for quite some time now that most people have forgotten the art of being polite when ordering food while eating out. Rather than courteously requesting food selections from their server, I regularly observe people forgetting about their manners and just telling their waiter or counter person to give them something that they want to eat. When I am waiting in line and I hear a twelve year old girl politely make her order by saying, “may I please have a grilled chicken salad with Italian dressing,” it shows me that there is hope for the future. Please consider taking a pause to think about how it sounds to your counter person next time you order a meal and you start off by saying, “may I please have.”

A star for a star By Monica Szakacs Sitting in my living room one week prior to my mother’s birthday, I asked myself over and over again what can I possible buy Szakacs my mother, that she doesn’t already have, without spending money that I don’t have. If I could, I would buy her a star after all that she has accomplished in just two years, but I have a feeling that’s not in my price range. Why does money matter anyway on such a special gift? If she deserves a star, then she should have a star. After working 25 years as a quality control inspector for a mail manufacturing company, my mother was laid off. As most people know—especially those who have suffered themselves— most corporations have been cutting back on employees due to the economy. I remember when she broke the news to me. It was my junior year of college. I just got back to my dorm room after class when my

phone rang on a Monday afternoon. I broke down in tears yelling “why? Not us, this doesn’t happen to us.” My mother started to cry and shushed me over the phone. “Please don’t worry, Monica, I’ll figure something out. Just worry about school okay. I’ll be fine,” she said to me in such a soft, teary, voice. My thoughts ran wild. What will my mom do for work? That job is all she came to know? It’s the only job she’s had in America. How will my parents continue to pay bills—afford to live? I was scared of not knowing what will happen. I came home that weekend from college. I found my mother lying in bed with pink eyes from crying. I didn’t say a word as I cradled her in bed. “I think I’m going to go back to school,” she whispered as we both laid still shocked from her proposal. A couple of months later my mother enrolled into the medical assisting program at Sanford Brown College in Farmington. She was scared and nervous to be over 40

Summer adventures in London By Lauren Pucci Special to The Citizen Lauren Pucci is a lifelong Berlin resident and a graduate of Berlin High School class of 2008 and UCONN class of 2012. She had the opportunity to spend six weeks in London this past summer as a part of the UCONN in London Summer Olympics program. This summer I spent six weeks in London, England as one of 40 students in the UConn in London Summer Olympics program. As part of the program, I took two courses and had an internship teaching basketball to young children. Basketball is not as popular as other sports such as soccer, but the children were enthusiastic and enjoyed having us work with them. London is a larger city than I expected, but it is relatively easy to get around because of its excellent public transportation system. I learned much about the city’s history and enjoyed visiting

sitting in a classroom with teens and 20-something-yearolds. But here’s the thing: you are never too old to learn. And I realized she was laid off to pursue a new and better path—her childhood dream. Growing up in Poland, my mother always dreamt of working in the medical field, but her dream ended when she came to America at the age of 22 and started working at the company as a loyal and dedicated employee to support herself. When she was laid off two years ago she was making the most money out of all the employees in her department, hence why the company decided to lay her off over all new employees in the department.

As a soccer fan, it was exciting to see the stadiums of Liverpool, Chelsea, Fulham, Queen’s Park Rangers, Arsenal and Tottenham football clubs. I was able to visit the All England Club during the Wimbledon Championships and watched a boys’ junior tennis match. The highlight of my stay in London was, of course, attending the 2012 Olympic Games. Walking around Olympic Park, I was impressed by both the

She continues to keep up her 4.0, straight A, GPA while taking care of her family and

grounds and the facilities. As part of the UConn in London Summer Olympics program, we received tickets to two women’s basketball sessions. One of the games I saw was a preliminary game between USA and the Czech Republic. The US team, with six former UConn players and UConn coach Geno Auriemma, was very impressive en route to their eventual gold medal. We were also invited to a UConn Alumni reception attended by Coach Auriemma and the UConn players. It was a unique opportunity to see and meet the coach and players and to obtain photos and autographs. Although I enjoyed my Olympic basketball experience, as a lifelong gymnast and member of the UConn Club Gymnastics team, my dream has always been to attend a women’s gymnastics session at the Olympic Games. My dream came true when I was able to obSee London, page 18

spending time with me, her one and only child. If I need guidance or help she puts down the books to put me first. My mother still rises to the challenge of higher education, even after being paranoid at the start of every semester that she won’t be able to understand a subject or be able to write a perfect essay. After being out of school for a few decades, my mother is capable to keep up and over succeed than some younger students in her classes. So sitting in my living room I knew she was Mother of the Year, super star. And that was it. Unwrapping her birthday present, tears came to her eyes when she saw the crystal star award with her name engraved under “Mother of the Year.” If she deserves a star, then she should have a star.

Berlin High School has rescheduled its back to school night open house for Thursday, Sept. 27 at 6:30 p.m. The event begins with a brief presentation by Principal Kennedy. Williams is back behind center. Last season the quarterback completed 111 passes for 1,618 yards and 14 touchdowns. One of Williams’ favorite targets was Main, who caught 25 passes for 332 yards. Outlook: Berlin has good speed, but a young roster. Just four Lady Redcoats have seen significant varsity time, and for that reason Coach Yanosy is not setting the bar too high this season. “We lost 16 seniors and have four seniors this year,� Yanosy pointed out. “We are a young team, not just in age but also experience. We have several girls getting significant varsity minutes for the first time this year. I believe we will improve greatly over the next few months and will be peaking at the right time.� “We are talented and just need some varsity minutes under our belts,� he contin-

ued. “I feel like we have a chance of challenging for a league title and qualifying for the state tournament.�

Leading the way for the Lady Redcoats will be seniors Joanna Wojtun (200 individual medley, 100 breaststroke), Katherine Burek (100 breaststroke), Amanda Martino (100 backstroke, freestyle) and Leah Pawelczyk (diving), and sophomores Kelsey Kozikowski (100 butterfly, freestyle), Kayla Cervoni (100 backstroke) and Arian Silas (100 butterfly, 200 individual medley). Freshmen Olivia DeGroff and Emily Devivo are Berlin’s top newcomers. Outlook: Coming off an impressive 2011 season, the Lady Redcoats are riding a wave of confidence. And

with a solid core back, and plenty of depth, the locals appear to have all the pieces in place to turn in another solid year. “As co-coaches we are excited about the opportunity to get to work with such a talented and dedicated group of girls,” said Coach McCarthy, also speaking on behalf of Chris Zagorski. “This team has the depth and motivation to continue to build on the success our team had last season. We look forward to a fantastic year.”

Volleyball Coach: Bob Tarigo (31st year, 408-173). Assistants: Nancy DeBlasio, Jeff Tarigo. Last year: The Lady Redcoats earned the 18th seed in the CIAC Class L state tournament and fell to North Haven, 3-1, in the

opening round. The locals ended the year with a mark of 8-11. Key losses: Lia D’Amato, Megan Long, Brittany Labbadia, Rachel Zelek, Jessica Naples, Kelly Walsh, Mackenzie Freeland and Victoria Fagan. This season: Berlin has six seniors and five juniors back, but not much varsity experience. The team’s most varsity-tested returnee is junior Alicia Maule, a setter. The Lady Redcoats also will lean on Giorgia Rossetto, an exchange student from Italy, and an experienced competitor. The 5foot-8 senior plays outside hitter and is a quality server and defender as well.

Berlin’s senior contingent is rounded out by Gabrielle St. Jarre, Kristina Hagmeier, Kailene Rampone, Emily Hamel and Dominika Wedjda. The Lady Redcoat juniors, along with Maule, are Callie Veach, Tess Repaci, Olivia Dellaquila and Amanda Patterson. Sophomore Abbie Underwood is a promising newcomer. Outlook: Berlin is a young and largely inexperienced team, but Coach Tarigo liked what he saw from his troops during the preseason. Rossetto could be the key this fall. “She’s going to add power to our team,” said Tarigo. “Last year I didn’t

have anybody to put the ball away. She’s going to be the one that we go to to put the ball away if everything goes right.” The veteran coach was quick to add, however: “One person doesn’t win games for you. Everybody has to do their part.” Much also will be expected of Maule. “She’s like the quarterback on the football team,” Tarigo said. “I told her she has to be the one to be the leader out there.” The Lady Redcoats are looking to finish in the top half of the Central Connecticut Conference South Division.

The BHS boys compiled a dual meet record of 9-6, placed fourth in the South Division at the CCC championships, and finished 11th in Class MM. Key losses: Emily Baroni, Alex Carbonell, Carly Cohen, Kaylene Sylvain,

Chelsea Vujs, Will Cavedon, Andrew Kuper, Frank Davilla, Sage Szymanski. This season: The Berlin girls returned five of their top seven runners from last year, and seven other team members are right up there with them, time-wise. Outlook: Coach Soucy believes the Berlin girls have the potential to be very good. “Most of the girls had a great spring track season and posted personal bests in many distances,” he said. “We are still a relatively young

team, with two juniors and two sophomores in the top seven. They will need to fill the gaps that Kaylene, Alex and all the seniors from last year leave as far as leadership. If they can fill those holes, they will be very tough to beat.” The coach finds it tougher to prognosticate about the BHS boys. “They could do really well,” he said, “or this year could be average.”

TOWN OF BERLIN VETERANS' LOCAL OPTION EXEMPTION The Assessor's Office would like to inform all Veterans that the new income criterion is $57,300 for singles and $64,500 for married couples. This income would give an additional exemption of $3,000 in addition to the regular exemption each Veteran is receiving. Veterans on the program already do not need to reapply. AUTOMOBILE EXEMPTION APPLICATIONS FOR ACTIVE DUTY SERVICE MEMBER Applications are now available at the Berlin Assessor's Office for a tax exemption on one motor vehicle registered in the state of Connecticut for eligible active duty service members of the armed forces. The exemption is applicable to July 1, 2012 motor vehicle tax bills if filed with the Assessor's Office on or before December 31, 2012. Effective July 1, 2008, Section 3 of Public Act 08-121 expands exemption eligibility under Connecticut General Statute 12-81 (53) and makes available the full exemption of one motor vehicle registered in Connecticut to active duty service members of the armed forces regardless of the location of the motor vehicle. Armed forces is defined as "the United States Army, Navy, Marine Corps, Coast Guard and Air Force and any reserve component thereof, including the Connecticut National Guard performing duty as provided in Title 32 of the United States Code." The exemption is applicable to an owned, leased to or held in trust for an active duty service member of the armed forces whether the motor vehicle is garaged inside or outside the state.

The Assessor's Office would like to remind taxpayers of the local ordinance CGS #12-81c, which allows a tax exemption of a motor vehicle that is specially equipped or modified for handicapped or medically incapacitated persons for the exclusive purpose of transporting such persons. For purposes of this ordinance, vehicles owned by private nursing homes or similar health organizations are not exempt on the grounds that said organizations are paid for said services. A vehicle is deemed to have been specially equipped or modified for transporting handicapped or medically incapacitated persons if the vehicle is registered in the name of a person with a State of Connecticut handicapped parking permit and alterations to the vehicle include one or more of the following: special hand controls, lifts, ramps, special seating or stretchers, significant modifications to accommodate medical equipment such as oxygen or mechanical respirators, and other similar significant alterations. A vehicle is deemed to be used exclusively for transporting handicapped or medically incapacitated persons when use of the vehicle is for no other purpose except for transporting handicapped or medically incapacitated persons.
