BHS graduation change sparks concern

Nowik says Halloween has never been easy for her son, who is deathly allergic to peanuts, tree nuts, and seeds.

Nowik decided to put out a teal pumpkin last year and was able to find other houses with teal pumpkins for her son.

Berlin PD stands ‘shoulder to shoulder’ By Ashley Kus Citizen staff

The Berlin Police Department is working as a team to combat one of the leading causes of officer deaths. “Police suicide continues to be a problem in our state and throughout the nation,” said Berlin Lt. Chris Ciuci. “In a profession where most of our focus and energy is aimed towards protecting and serving members of our community, sometimes we lose sight of the ways we can protect and serve our fellow officers.” Ciuci has been coordinating a peer support group for the department since July. The “Shoulder to Shoulder” program was put together in December to provide support to officers and their families. The Connecticut Alliance to Benefit Law Enforcement (CABLE) and the organization Believe 208 funded the training.

Believe 208 was founded in memory of an East Hartford police officer, Paul Buchanan, who died by suicide after suffering depression. The organization works to help officers deal with stress and depression together.

The Berlin resident spends the week performing in regional theater and on the weekends transforms into Lady Lettice Knollys. “She is the Maid of Honor to her majesty,” Morin said Monday. Though Knollys and Queen Elizabeth claim to be friends, they are more or less “frenemies,” Morin explained.

It’s just been a really great experience.” Along with getting to meet different characters like Knollys, fairgoers can try archery, spear throwing, or fighting with a knight, and they can help Lady Mandrake solve a mystery. “Her husband was fairly high up but passed and she solved his mystery of what happened to him,” Jenna Bullock-Papcin said of her character, Lady Mandrake. “Somebody had done him in and by doing so she became well known to the queen. The queen is very fond of her. Every year she solves puzzles and mysteries for the queen.” Instead of solving the mysteries on her own, Bullock-Papcin gets help from fairgoers. The Mystic resident creates a new mystery each week. Then, with the help of the other town folk and vendors, she hands out clues throughout the fair. Berlin firefighters respond to van blaze Berlin firefighters responded the night of Oct. 9 to a vehicle fire on ramp C off Worthington Ridge. Chief Jim Simons said a van was fully engulfed in flames when crews arrived at 8 p.m. A mechanical failure was believed to be the cause, he said. Engine 7 and Rescue 1 vehicles responded to the scene. The fire took less than 10 minutes to extinguish. No injuries were reported. Sikorsky union vote wins state praise Gov. Dannel P. Malloy and state lawmakers praised a union of Sikorsky employees for accepting concessions from parent company Lockheed Martin, saying the decision is good for the state’s manufacturing sector. “I want to thank members of the Teamsters Local 1150, including their Executive Board, for their important and necessary vote (Sunday),” Malloy said in a statement. “The broader agreement between the State of Connecticut and Lockheed Martin now has overwhelming support.” The union vote, which favored the agreement with Lockheed Martin 2,104 to 140, came less than two weeks after lawmakers overwhelmingly approved $220 million in benefits to the company. Lockheed Martin sought both agreements after securing a contract to build its CH35K King Stallion helicopter at subsidiary Sikorsky. Sikorsky spokesman Paul Jackson praised the union, Malloy and Economic Development Commissioner Catherine Smith. “We now look forward to working with our customers, the U.S. Navy and Marine

Brendan Sharkey, D-Hamden, said the Teamsters’ approval is part of a process that “is good news for our economy, good news for the more than 8,000 workers that will be working at Sikorsky by the end of the agreement, and good news for the many thousands of more workers that work for companies in Sikorsky’s supply chain.”

Sikorsky will begin production in 2019 and build as many as 24 helicopters annually through 2032. The contract is expected to directly or indirectly support 24,601 jobs. On Saturday, Oct. 8, the 12th annual Scarecrow and Fall Foliage Festival kicked off at Volunteer Park. State Sen. Terry Gerratana returned as a contest judge for the fifth year. Joining Gerratana as judges were Berlin Mayor Mark Kaczynski, candidate for state representative Chris Morelli, and Director of Community, Recreation and Parks Services Jen Ochoa. This year, 16 scarecrows were entered into the contest by adults, businesses, children and families. Rose Wollman and Terri Noyes were, once again, cochairs of the event. At the event Saturday, Wollman and Noyes expressed appreciation to numerous individuals, groups and businesses for their support. Included in that list was the Kensington Garden Club for the beautification of Volunteer Park and the volunteers from the Berlin High School Upbeat program and its director Jack Rudy for assisting with the children’s activities and music that day, as well as the businesses which allowed scarecrows to be displayed on their property.

KENSINGTON — Diane Alderuccio Dwyer, 71, of Kensington, passed away Monday, Oct. 3, 2016, at Hospital of Central Connecticut surrounded by her family. The daughter of the late Florence (Sorice) and Joseph Alderuccio. She lived in New Britain and Kensington her entire life. Diane enjoyed spending time with her family, using her tablet, family game nights, Bingo, Yahtzee, search a word, bird watching, day trips, shopping, doing crafts, walking on the Westbrook and Clinton Beaches, riding in antique cars, and special phone calls and visits from her cousins. Through several years of illness, Diane always held her head high and always maintained a brave and cheerful outlook. Important Berlin vote Berlin residents have a great deal to ponder leading up to Election Day.

Not only will they be casting a ballot for the leader of the free world and choosing who will represent the town at the state Capitol, Berlin voters will also decide whether to change the way their local government operates. Last month, the Town Council approved by a 4-3 party line vote five charter revision questions which will be on the ballot. The most important ones ask voters if they are in favor of implementing a Board of Finance and a partisan Board of Education, each with an equal number of Republicans and Democrats. Residents have a lot to think about. These are no small changes. Politics being what it is,

generally speaking, Berlin Republicans are urging people to vote “yes” on the charter changes, while their Democratic counterparts are in the “no” camp. Republicans, who seized control of the Town Council in 2015 after more than a decade in the minority, claim a Board of Finance and a partisan Board of Education will be good for the town and its bottom line. Democrats, on the other hand, say the Town CouncilTown Manager form of government currently in place works just fine, and that by changing the charter, power will shift away from the people and toward party leaders. “We are institutionalizing a lack of accountability and a lack of transparency for this town,” Councilor Rachel

Rochette, a Democrat, said when the charter revision questions were approved in September. “I think it’s really unfortunate that we’re moving forward on this.” Speaking of residents, Rochette said, “Their vote no longer matters. Their vote

will matter for mayor, but not for Town Council, or Board of Finance, and it’s really important for me that people understand that.” To this, Republican Mayor Mark Kaczynski shot back, “We’re not making the decision, they are.”

More inclusive government To the editor: Robert Dacey and Rachel Rochette would have you believe the proposed charter revisions severely limit your voting choice in municipal elections. Having served on the Charter Revision Commission, I can tell you that these statements are absolutely false. The charter sets maximums for the number of candidates that can run for any office. Up to 14 candidates can run for Town Council/Mayor, up to 12 for Board of Finance and up to 18 for Board of Ed-

ucation. The proposed charter revisions do not dictate how or who political parties nominate for local elections. Choice does not begin on Election Day; it begins with the nominating process of each political party. For the Republicans, local candidates are nominated at the biennial caucus, open to all Republicans. The party is required to run up to the maximum number of candidates for each office if the party’s electorate nominates them. There is a similar Democrat process, but it is managed by their town committee. They are the ones who decide how many candidates to run. So, given that Rochette and Dacey are members of this committee, they will decide whether to restrict your choices on the Democrat side, not the charter.

Wonder why the Democratic Town Council members are opposed to all changes even though they had two outstanding colleagues on the commission? Perhaps they should share their true agenda. The Democrats had a decade of control when they had a super majority, enjoying absolute power to do what they wanted. Local government should not be so political in nature; it should be inclusive, inviting all ideas to get at the best solutions. No place for politics To the editor: We, the undersigned, are former members of the non-partisan Berlin Board of Education. Each of us who served was drawn to the Board of Education as an opportunity to serve our community on behalf of our children. To get on the ballot we sought the support of our neighbors and voters; we did not have to convince a political committee to nominate us. Once elected, we worked together for our schools and our community, without regard to politics. We listened to one another and we did what we thought was best for our schools and students, not a political party.

A stronger voice To the editor: As a member of the Charter Revision Committee and a former member of the Board of Finance, I would like to correct some inconsistencies in Ms. Rochette and Mr. Dacey’s comments. The proposed charter revisions provide a stronger voice for the people of Berlin. A Board of Finance would increase transparency and accountability by electing financial professionals to the Board of Finance and administrative professionals to the council and allow taxpayers two boards with which to address their concerns, like the golfers and farmers did with new Commissions. The most important change the new charter proposes is a

six member Board of Finance consisting of three members or each party, which encourages bipartisan communication and compromise much more than a single party rule. In order for anything to pass, there has to be discussion and compromise on both sides of the aisle. This does not weaken the council, but instead allows it time to focus on governing and long term planning, which is seriously lacking under the current system. The second most important revision is the additional referendums. Currently, the voters have one referendum vote. If the budget is defeated, then the council can make small, token changes and pass a budget of their choice, with no further input from taxpayers. The voters have the final say in the new charter because any changes would have to be approved by the Board of Finance, the council, and the voters in a second referendum. The charter revision also allows for automatic referenda on major purchases over $5 million. This is a huge win for voters. As the Democrats would say, let’s protect Berlin and move forward into the 21st century with a Berlin that is more accountable and more transparent. Vote “yes” on all five charter revision questions.

The newly-hired director, Kevin Delaney, of Hebron, is a certified public accountant. Delaney’s first day was Tuesday. He replaces Jim Wren, who left in July for a position in Bloomfield. “I think it’ll be a good combination that will hopefully help in the budget process,” Town Manager Denise McNair said of Delaney’s private and public work experience. Delaney graduated from the University of Connecticut with a degree in accounting and an MBA in finance. He has worked in the state auditors’ office as well as with CIGNA Corporation. His most recent position was as finance director for a private manufacturing company out of West Springfield, Mass. In his new role, Delaney will be paid a salary of $113,200, which was budgeted for. – Ashley Kus

Berlin trails will connect open space areas “You can hike the parcels out that way for hours,” said Karl Lewis, a longtime member of the conservation commission.

There will soon be a network of trails through the town’s open space areas.

Lewis is one of the many locals who visits the trails throughout the year. The marked paths extend for miles, with views of Berlin and Meriden.

The trails will connect Kensington Orchards to the newly acquired Chotkowski property. “We wanted to acquire properties as linkage,” said Jim Mahoney, town coordinator for economic development. “We’re linking the current trails to the new ones.” Kensington Orchards opened a year ago with a parking lot and marked trails. The area was an orchard until the 1960’s. Kensington Orchards, Chamberlain Highway, Berlin. The 71-acre Chotkowski property was acquired in March 2015 from the Chotkowski family for $1.2 million, including a $500,000 grant from the state’s Open Space and Watershed Land

One of the newest additions at the orchards is a black decorative gate that prevents vehicles from entering. The gate was donated by Brendan McLarty, a student at the University of Connecticut.

Lewis is pleased to see people taking advantage of the trails. “We’ve been able to preserve the character of South Kensington,” he said. “These are some of the most beautiful spots in town.”

McLarty’s parents’ company, Coastland Enterprises, helped improve the orchards last year with a new parking lot, driveway, and wood-chip covered trails.

Mahoney was also happy with the amount of trails that have been added in town. He said it was part of the goal of the Plan of Conservation and Development to create more open space areas for people to enjoy. “I think we’re making great strides,” he said.
