Town to resume police station upgrades By Ashley Kus The Citizen

Plans to upgrade jail cells at the police department are moving forward, as well as a study that will look at future renovations to the current facility. “Right now there are too many opportunities for prisoners in cells to attempt suicide,” said Deputy Police Chief Chris Ciuci.

Members of the town’s new Board of Finance say they want to work collaboratively with the Board of Education on the school budget.

The deputy chief said a recent attempt occurred in January. Before that there was an attempt in 2016. Since 2016, the department has spent $48,000 in overtime to have an officer in the holding area when a prisoner is jailed to prevent suicide. The department has been focusing on modernizing the holding area to get rid of the bars and use plexiglass instead. See Police, A18

Comcast Foundation announces grants The Comcast Foundation recently announced that it has awarded $434,200 in grants to 20 nonprofit organizations in New England in 2017, including nine in Connecticut. The grants help grow the impact of programs aimed at expanding digital literacy, promoting service, and mentoring tomorrow’s leaders. YWCA of Western Massachusetts, Nutmeg Big Brothers Big Sisters in Hartford, and the Massachusetts Alliance of Boys & Girls

AirBnB comes to a town near you By Olivia L. Lawrence

During a recent bout of cabin fever I began casting about for an affordable, nearby getaway, a “minibreak,” and decided to look at AirBnB for ideas. Rummaging around on AirBnB is a fun way to check out unique homes and lodging opportunities in the area and beyond, of course, it’s worldwide. Founded in 2008, as of January, the com-

pany had over 3,000,000 lodging listings in 65,000 cities and 191 countries, says Wikipedia. I was surprised and impressed to see that locally plenty have jumped on the bandwagon with over 300 listings in Connecticut. AirBnB is an online directory of accommodations offered by individuals – a spare room, a cottage, condo, apartment or other privately

owned abode available for rent overnight or for a few days. A few commercial entities, such as bed & breakfasts or smaller hotels sometimes list. Recently, AirBnB has added other grassroots options for activities such as tours, meals, entertainment and so on. A few controversies have surrounding the enterprise – an occasional crime, complaints from the hospitality business that unlicensed rentals hurt the “legit” ones. Sometimes neighbors don’t like having random strangers coming and going in their residential areas.

But all in all, it’s been a popular alternative and one my small circle of fellow travelers has enjoyed exploring. Your host will give you good local recommendations for things to do and see, where to eat, park and shop, for instance.

You can find unusual choices for your overnight and Connecticut has many cool options: a whole castle in Ellington, a houseboat on the Pootatuck River, a geodesic dome in Bethlehem, a mini white house, a yurt, renovated barns, lakeside cabins, an Airstream camper. Plainville has some great deals, for instance, a newly renovated apartment for under $65 a night – this got great reviews from several business people who’d stayed there. I found a beautiful house in North Haven, that described its easy access to Yale and other schools.as well as nearby breweries and vineyards. The host suggested trying it out for a reunion or family gathering. This place was under $150. (There is a small processing fee from AirBnB and you’ll find some folks require a cleaning fee and sometimes a deposit or may require a two-night stay, for instance. Also, properties come and go, so any prices, places or other information mentioned here may have changed by the time you take a look.) Deals like this got me thinking about our overflow company in the summer (or people who don’t want to stay with us or vice versa) this kind of set up might just be the ticket to housing out-oftowners. Last year the Town Council cut $1.4 million from the proposed school budget, prompting the school board to send a letter to parents listing potential cuts, including the reduction or elimination of varsity sports, clubs and other activities.

“I think the budget Brian put together ... holds us steady,” Tencza said. The board has looked at future revenue options and savings, including implementing pay-to-participate athletics and redistricting. A study will be done this year on potential elementary school reorganization.

“This (school) board believes we should work cooperatively,” said Matthew Tencza, Board of Education president. Superintendent of Schools Brian Benigni’s amended budget calls for a 4.3 percent increase, down from his initial 5.11 percent increase. Benigni said the main cost drivers in the $44.8 million budget are employee salary and benefits. Any cuts could impact programs and positions, he said.

“We’re looking at being more efficient,” Fisher said. Lomaglio said he wants to hold additional meetings with the school board.

Special education looks to fund behavioral program By Ashley Kus The Citizen

Contracted services are proposed to increase by 17.3 percent due primarily to the cost of ESS. Additional district paraprofessionals are also proposed, for $100,000.

Special education in the district is looking to keep the high school’s behavioral and emotional program next year to help struggling students.

With the addition of six new students in the district over the past two years identifying as needing special education, Holian said four more paraprofessionals are needed for one-to-one student support.

“A lot of these students don’t want to eat in the cafeteria so we have a separate place where they can eat,” said Linda Holian, director of special education in the district. Effective School Solutions, a program out of New Jersey, will cost $275,000 for the 2018-2019 school year. The program was implemented last year with the use of savings and was not a line item in the budget. ESS has 18 students who participate in the in-district services. Half the students are recognized as needing special education. “They do risk assessments, they do outside referrals and then there’s the whole parent component,” Holian said.

Though it is only available at Berlin High School currently, Holian said she hopes in the future to expand the program to the middle school and elementary schools. “Intervention at a younger age is important,” she said. Parents of ESS students commented on the program anonymously at the end of last year. One parent said their child “would have not been in a good place without it.”

The program is included in Benigni’s proposed budget, a 5 percent increase, for next year.

Obituaries William Herbert Brechlin OROFINO, Idaho — William Herbert Brechlin, age 65, Orofino, Idaho, cherished, honored and beloved husband of Pamela Brechlin went to be with his Lord 6 a.m. Friday, Dec. 22, 2017, unexpectedly at home from a heart attack with peace and no suffering. Born May 22, 1952 in Meriden, he is also survived by his sister, Shirley Simons, and his stepdaughter, Deborah Dexter; and step-grandson, Daniel Weathers. His parents were Herbert William and Janice (Porell) Brechlin. Retired, he enjoyed a distinguished 25-year career with Anthem Blue Cross/Blue Shield after graduation from Berlin High School (1970), receiving Associate of Applied Science at University of Hartford, Ct (1972); Bachelor of Science in Electrical Engineering from University of New Haven, Ct (1975) and master’s degree in Management Engineering from the School of Engineering at Rensselaer Polytechnic Institute in Troy, N.Y. (1978). Bill was an official Swim Referee in Connecticut. He was unable to serve in the armed forces because he was hearing impaired. He was greatly loved and known for his fruits of the Holy Spirit. He will be missed by all of his Seventh-day Adventist Church family where his contributions included serving on the board and helping with Community Services. He was cremated at Pine Hills Funeral Chapel, Orofino, Idaho, Jan. 3, 2018. Memorial is to be held at 2 p.m., Feb. 25, 018 at the Seventh-day Adventist Church in Orofino, Idaho.

Robert E. Silva BERLIN – Robert Edward Silva, 70, of The Villages, Florida, and formerly of Berlin, passed away on Jan. 25, surrounded by his loving family. Born and raised in New Britain, graduating from New Britain High School in 1965, and Porter & Chester Technical School, he retired from the U.S. Postal Service in 2004. Bob particularly fancied Polish women. Well, one Polish woman really. Marcia (Kalinowski) told Bob that she was the one for him in 1969, and Bob began his life’s work of keeping her happy. Together they had two children, Kelly Caruso (Joe) of East Hampton, and Daniel Silva (Ela) of Rocky Hill, whom he taught the value of hard work, to measure twice and cut once, to give the shirt off your back if someone you love needs it, and to listen to their mother. He took great pride in taking them on vacations and bringing them to sporting events as kids, and later teaching them how to build and maintain their homes and families. Papa took extreme pride in his four grandchildren, Taylor and Joey Caruso, and Cora and Jack Silva, for whom he would bounce off the wall when he saw their pictures, heard news of their successes, and received their FaceTime phone calls. Bob is also survived by his aunt Ethel Zanetti; cousins Walter and

Marion Schleicher who held his hand at the time of his heavenly journey, and a long list of aunts, uncles and cousins. He was predeceased by his cousin, Ron Schleicher, whom we are sure was waiting for him with a shot of Jack and a huge hug, as well as his mother, Marie Jakubiak. Excelling at woodworking, driving Corvettes, growing bonsai trees and playing bocce, he loved to relax in an oversized recliner while watching television at volumes loud enough for the entire house to enjoy. His beloved Red Sox finally won a World Series title in his lifetime, however his Vikings helped keep him from being too overjoyed. Bob survived the Vietnam war in his first tour so he decided to go back for a second. Sergeant Silva thanks the Army’s 1st Infantry Division with teaching him how to lace his boots up and go to work. Bob was an active member of American Legion Post 347 in The Villages, Florida and volunteered weekly at the VA Clinic. Bob was a fan of fine foods, especially the “special” from Central Pizza, and, yes, he does want the anchovies. Services were held at Feb. 8, 2018 at Porter’s Funeral Home, 111 Chamberlain Highway. KENSINGTON – Sarah (DiMaio) Mazzarella of Kensington passed into eternal rest Saturday, Feb. 3, 2018 with her loving and devoted family by her side. Born in Campodipietra, Italy, on Jan. 29, 1934, the daughter of the late Vincenzo and the late Maria (Paventi) DiMaio. She graduated from New Britain High School, and worked for New Britain General Hospital in the credit office for over 20 years, taking an early retirement to take care of her ten grandchildren who were her pride and joy. She attended all of their school and sporting events where she was their biggest fan. Everyone knew the family could be found on Thursday night at her house for pasta and her amazing meatballs and all friends knew they were welcome. She loved to travel with her friends, especially with her closest friend, Irene Sanders, and loved vacationing at Sound-

She is survived by her daughter Lori Alicea and her husband Ed, her son James Mazzarella and his wife Fran, her son, Ernest Mazzarella, Jr.; son-in-law, Joseph DelConte; her grandchildren, Michael and his wife Rebecca, Christine, Tarra, Samantha, Kayla, Carli, Stephanie, Tori, Ernest, James, and her sister and brother-in-law, Caroline and Donald Dalena. Donated land preserve named for benefactors As the Berlin Turnpike approaches Meriden, the slopes of Lamentation Mountain shift southwesterly and touch the turnpike.

There, nestled between the Westview Highlands Development and the Lamentation Mountain State Park is a three-acre piece of forested,

sloping land which Mark Fontanella of Wolcott and Peter J. Joyce of Essex have donated to the Berlin Land Trust.
