Low enrollment axes firefighter course

Healy hired as town manager

By Ashley Kus The Citizen

The firefighter course at the high school will not be offered in the fall due to low enrollment. “I don’t like to see the course go,” said Superintendent of Schools Brian Benigni. “We don’t have the budget to support these low enrollments. At least double digits for enrollment is needed.”

Acting Town Manager Jack Healy was hired for the permanent position by a 4-2 Town Council vote following a closed-door executive session Tuesday night, April 17.

Nine students enrolled for the class, which teaches firefighting skills to juniors and seniors. It has been offered for the past eight years. As part of the proposed $43.9 million school budget, two teachers were reduced at the high school including See Firefighter, A4

Healy served as temporary, interim and acting manager for more than a year following the town’s separation agreement with Denise McNair in January 2017. As Healy served in those roles, he also retained his duties as public works director. “It’s an honor for them to select me,” Healy said last week. All four Republican councilors voted in favor of giving Healy the permanent position. Democrats JoAnn Angelico-Stetson and Karen Pagliaro were opposed. in February. “This simplifies the process,” said Chris Edge, director of economic development in town. He said the new online version, found on the town website, will give prospective business owners and developers the chance to go over the regulations over the phone or in the office. Previously, documents were separated out and sent via email or fax. “It’s definitely a great tool to the town,” Edge said.

The planning department was re-organized, with the building department separated. Kozikowski, formerly a planner in Greenwich, said it was his goal in the new position to make the regulations easier to access. “Rather than going through that list of amendments, you can now go to that one consolidated place,” he said.

Comcast ’s new 1 Gigabit Internet service uses DOCSIS 3.1 technology that makes it possible to deliver ultra-fast speeds over the existing communications lines that are already in most homes and neighborhoods. To enjoy the service, all customers need to do is install a new DOCSIS 3.1 cable modem.

Twenty Berlin High School students, along with Mayor Mark Kaczynski and representatives from Junior Achievement and Comcast, participated in Comcast Cares Day, a job shadow event, at Comcast’s Western New England regional headquarters recently. The students were paired with Comcast volunteers who work in jobs matching students’ interests.

Chief feels more school officers not feasible

Hungerford Park

By Ashley Kus The Citizen

Pre-school class The New Britain Youth Museum at Hungerford Park has scheduled classes for children, age 2 to 5 years old, on Tuesdays, 9:30 to 10:15 a.m. (Children ages 2 and 3 must be accompanied by an adult). A fee is charged.

The possibility of increasing the number of school resource officers has been discussed following a public forum about school security last month. Police Chief John Klett recently addressed the police commission on the idea.

Session 4 classes, Gardening 101, are scheduled for Tuesdays, May 22 through June 26, at the New Britain Youth Museum at Hungerford Park, 1921 Farmington Ave. Registration and pre-payment is required. For more information, call 860-8279064 or visit www.newbritainyouthmuseum.org.

“It’s not feasible with the current budget,” Klett said. The town’s school resource officers are funded through the police budget. The department currently has three unfilled positions. Klett said it would cost upwards of $120,000 to add officers at the three schools without them. Currently, an officer is assigned to McGee Middle School and Berlin High School. Officers visit the remaining schools randomly. A resource officer was recently put back in the middle school after temporarily being assigned to patrol due to the officer shortage.

Klett said most districts in the state have at least one school resource officer, primarily assigned to the high school. Some, like Berlin, have an additional SRO at the middle school. According to a March 2018 report from the Connecticut Office of Legislative Research, more than 70 school districts, out of more than 160 total, have at least one SRO, including Cheshire and Southington. Bewildering, disappointing

Ralph Loschiavo

Frances Krukar

KENSINGTON — Ralph Loschiavo, 74 years old, husband of Anna Loschiavo (Galati), since Aug. 26, 1978 of Kensington passed away on Wednesday, Feb. 7, 2018 at St. Francis Hospital. Ralph was born May 6, 1943 in Stefanaconi Province of Vibo Valentia, Italy to the late Domenico and Vittoria Loschiavo, previously residing in New Britain, CT before settling in Kensington. Mr. Loschiavo was employed by Fafnir Bearing for nearly 30 years where he worked as a Lead Machinist. He was a parishioner of St. Paul Roman Catholic Church as well as a member of the Italian Political Independent Club of Kensington. He enjoyed family vacations, gardening, Sunday dinners and spending time with his beloved grandchildren. Ralph will be most remembered for his sense of humor, warm smile, individuality and his love of family. Besides Anna, he is survived and will be dearly missed by sons, Domenick Loschiavo and his wife Laura of Fairfield and John Loschiavo and his wife Sarah of Farmington; sister, Anna Lococo and her husband, Vincenzo, of New Britain and grandchildren, Gian, Luca, Alexandra and Adriana Loschiavo; and many special nieces and nephews. Predeceased by his parents, sister, Isabella Rubino, of New Britain; and brother, Antonino Loschiavo, of Stefanaconi. A funeral liturgy for Ralph was held at St. Paul Roman Catholic Church, Kensington and he was laid to rest at St. Mary Cemetery Mausoleum, New Britain. To view Ralph’s photo tribute, please visit www.newbritainsagarino.com.

GOSHEN — On Monday, April 16, 2018, choirs of angels sang Frances to her heavenly rest. Frances was born in Naugatuck, on April 27, 1918 to John and Julia (Rupenski) Kovaleski. She was the second of six children. Their family was raised in Thomaston on a fruit farm, and Fran often wrote in later years of her fond experiences there while growing up. It was there that Fran met the love of her life Ed, when his mother visited the farm with her sons to buy fruit, and subsequently invited Fran and her sister Helen to their dairy farm in Goshen for a weekend. Fran knew right away Ed was the one, and they married years later on Sept. 2, 1940 and enjoyed 67 years of marriage. As a farmer’s wife and mother of six she was very busy, but managed to find time in the winter to become a weather reporter for the electric company, alerting them to unique storm and icing conditions on the power lines. She was happy to spend her $50 annual salary to purchase Christmas presents for her family. Fran was very active in the church, singing in the choir, laundering and ironing the altar linens, and being a life-long member of the Ladies Guild. In her lat-

er years she taught catechism and volunteered for Hospice. She loved gardening and created beautiful English style gardens at her home on North Street, and later on West Street. She made many friendships with strangers who stopped by to admire her beautiful flowering creations. She continued writing to friends and relatives until near the end of her life, relating interesting stories of her childhood and life's experiences. She loved her family and friends and welcomed all into her home for good conversation and delicious homemade pie. She is survived by her son, Edward Krukar, Jr., of Torrington; daughters, Nancy Timbrell, of Berlin, with whom she made her home, Marjorie Krukar of Reno, Nev., and Katherine Krukar of Chesapeake City, Md.; also 17 grandchildren; 24 great-grandchildren; and five great-great-grandchildren. Frances is predeceased by her husband, Edward Krukar; and her two children, Priscilla Pink and Andrew Krukar. The Rowe Funeral Home, 283 Torrington Road, Litchfield, was entrusted with the services. A funeral Mass took place at St. Thomas Church in Goshen. In lieu of flowers, donations may be made to the Goshen Public Library, or the St. Thomas Chapel Fund. Kindly visit www.rowefuneralhome.net to send the family an online condolence.

To the editor: It appears the train has left the tracks even before the Berlin station opens. When the Republican Town Council decided a new town manager was needed, they told us change is good, and that they would take us to a new level. They certainly have. The new town manager was selected without bothering to look for qualified candi-

dates. Now Republican leaders urge rejecting the town’s budgets prepared by them and sent to referendum. They have squandered more than $7,000 to conduct the referendum. They have wasted the time and talents of town officials who put the budget together. It is indeed bewildering and disappointing. Stephen Anderson Berlin

Undertaking a restoration project can be a harrowing task. Depending on how much wear, tear and neglect you’re faced with, it could take several months and a lot of money to get your rusted classic back the way it looked in its glory days. Getting your spine back in shape can be a big restoration project too. Instead of rechroming the bumpers, painting the trim and removing the rust, you chiropractor will attempt to bring your spinal range of motion back to operating specs, correct any bad vertebral alignment issues and halt the progression of arthritic degeneration with protective care – all in an effort to undo years of neglect and poor maintenance on your part.

Too often, people leave spinal care out of their health regimen- waiting until something ‘breaks down’ before they give it proper attention. Unfortunately when it comes to your spine, it’s impossible to replace original parts once they’ve worn. So please, take care of the ones you have now.

Self-care is a frequentlyheard buzzword these days, often associated with mindfulness, taking time for yourself and prioritizing your overall well-being.

We need to sleep well, consistently. We need to exercise, stay hydrated, and find outlets that support our emotional well-being. We need to eat whole foods such as fresh fruits, vegetables, whole grains, lean proteins and dairy to provide vitamins and nutrients that support our body’s functions.

To celebrate Memorial Day, the Berlin Veterans Commission will hold a parade and ceremony on Saturday, May 26. The parade will begin at St. Paul’s Church on Peck Street and end at the Berlin Veterans Memorial Park off Massirio Drive. This Memorial Day, the Berlin Economic Development Commission will also be doing an event to promote local businesses. This promotion will be done to introduce newer businesses to our community as well as to re-introduce businesses that have called Berlin home for many yea rs. The promotion will have a

theme of the date (May 26). Businesses of different types will be offering a product or service for $5.26, use 5.26 in a deal at their location or provide other discounts. As of this writing, we have 12 businesses who will be offering items such as a dreamcatcher, a bright daisy bouquet, a 30-day group fitness membership, a stackable silver bracelet, 5.3 percent off of a sign, a month of kickboxing, a small cheese pizza and m o re. This promotion will start on May 26 and go through Saturday, June 9. This 2week timeframe will allow residents to shop locally and for businesses to highlight their great products and services. There is no cost to businesses except for the deal you will offer over those 2
