Elevator is finally installed at library By Devin Leith-Yessian The Citizen

Visitors to the Berlin-Peck Memorial Library will find navigating the building easier with the recent addition of an elevator.

“Everybody was very happy to see it,” said library Director Helen Malinka, who cut the ribbon at the elevator’s opening Saturday, April 28. “It’s been a long time coming.”

Road building is home to the library, while the first houses the Parks and Recreation Department, Community Center, Library Book Sale Room and some library storage.

Finance board requests assistance

Gift shop manager to open new store

The Board of Finance asked the mayor and Town Council for input on budget cuts and requested council members attend the Tuesday, May 8 finance board meeting.

After years of managing the garden center gift shop on the Chamberlain Highway, Tracy Shipman is opening her own store on Farmington Avenue filled with local artisan products .

“We think it would be best if the two boards can come together,” said finance board Chairperson Sam Lomaglio. “We feel it’s better government this way.”

“Dragonfly came about the last couple months,” the Berlin resident said of her new Dragonfly Home & Decor shop next to Dynasty Jewelers. “Now’s the opportunity to start my own and go off of that momentum.”

Lomaglio hopes working with the council will help the finance board create a budget acceptable to voters, preferably one without cuts to personnel or core services.

The garden center recently announced its closing and impending sale after more than five years in business.

“We’re getting there, I appreciate them looking at it hard,” said Mayor Mark Kaczynski.

Shipman, 37, said Dragonfly will be an extension of the center’s gift shop where she often assisted customers in

Last week, Kaczynski said he would be willing to attend the finance board meeting and had been speaking with

The lack of an elevator made the building noncompliant with the Americans with Disabilities Act. The state awarded a $125,500 grant for the elevator. At a total cost of around $280,000, the remaining funds came from other grants and donations. “The library has to be acces-

sible to everyone,” said Barbara Gombotz, chairperson of the town Commission on Aging, who pushed for the installation. “I’m just so happy that it’s finally done.

Helen Malinka, director of the BerlinPeck Memorial Library, trails staff member Michael Cramer into the recently opened elevator.

Garden trends: smaller, deer-resistent By Joy VanderLek Special to The Citizen

Just when gardeners had all but given up, spring has arrived. To keep pace with the spring planting season, Rick Beebe of Cheshire Nursery, Garden Center and Florist, offered a look at what’s new and popular this season. Walking among the trees and

shrubs, Beebe showed off new varieties and accent trees. Dwarf trees and shrubs have been a trend for many years, he said. “Everyone is taking out some of the big shrubs that have overgrown the windows,” Beebe said. “People are saying give me something manageable that I don’t have to

ROCK

Beebe pointed out Hinoki cypress, dwarf arborvitae and dwarf spruce. Spruce is a good choice for people who have deer issues, he explained, adding that deer will not eat dwarf pine or false cypress (Chamaecyparis). Other top picks for dwarf plantings are hollies. Whipcord (Thuja plicata) is a dwarf artborvitae, it only grows 4 feet by 4 feet, and it’s relatively new.

“All I can think of is that it looks like Cousin It,” he said, referencing the character from The Addams Family. Japanese cedar is a delightful conifer, Beebe said. “This one is a little globe, it grows three to four feet, the deer don’t like it, and it stays green all winter.”

Modern day Johnny Appleseed comes to town

The program was co-sponsored by the Berlin Land Trust and the Kensington Garden Club. The presentation focused on over 20 native edible plants that grow in the wild but that can be incorporated into the home landscape. Cohen provided extensive guidance about the responsible and ethical harvesting of each plant to avoid eradicating it, and stressed seeking permission to access plants growing on private property. With each plant, he provided detailed information about the best time to harvest as well as how to prepare and use the plant in recipes.

Letters to the Editor

To the editor: I’m not surprised, but certainly disheartened, at the results of the Berlin budget referendum. If we treated our homes the way we treat our community, we’d all be living in rundown hovels. I hear disclaimers from our town leaders: “Yes we need this, but we can’t afford it at this time.” C’mon. We’ve just run through a close-to-10-year bull market, unemployment numbers are low and the federal government just provided all citizens with a significant tax cut. If we don’t invest in our community, it will show down the road.

nally, we had a high school that was under immediate threat of losing accreditation, tiles falling from the ceiling and fountains of water coming through the roof. There were trash cans all over the old building collecting rainwater. This was not the only thing neglected, but certainly the most extreme result. Eventually a new council took control that took seriously its charge of leading, and Berlin started investing in itself. Conditions and services improved and Berlin started moving forward. If you ask any of your neighborhood realtors, they will tell you that families drive suburban real estate and families want a solid school system and a vibrant community.

These numbers represent less than 17 percent of the total registered voters in town. The failure to participate in this most basic, yet powerful, civic right and responsibility has become an all-too-common practice in Berlin, and is a statement of the kind of community we are. Our voter turnout shouts that we have little interest or concern about the quality of education provided to the children who are our future, about the integrity of our infrastructure and, indeed, about our general values as a community.

comes a gift to everyone. We voted for a charter that created the Board of Finance. This body of expert, experienced financial people is charged with developing budgets that realistically address the needs of the town through fiscally-sound, best practices. The current board did a great job developing a forward-looking financial document that put the town above individual and political interests. The non-partisan Board of Education developed a bud-

To the editor:

The majority of those who voted rejected the finance board and the BOE budgets which our elected officials developed, reviewed and approved through a comprehensive process. We wonder what the rest of our citizenry would have decided if they showed up to vote. Carmen and Linda Guzzardi East Berlin

Many of the specialty plants in the garden grounds come from Oregon, said Beebe, including one magnificent Scotch pine. It’s only upstaged by a Horstmann’s Korean pine, showy with soft, tapered, whorled needles that are splashed with white on the back. A golden Spanish fir is arresting with its golden tone, but one need to beware, the needles are razor sharp. “Feel that needle,” Beebe said. “They are sharp. No deer is going to eat this.”

too high. “We answered that message, we cut over $1 million from that budget.”

overtime account and $100,000 from the Visiting Nurse Association.

The cuts being discussed will affect every department, Lomaglio said, including $50,000 from the police

“The cuts are very deep,” he said. As of Thursday, May 3, the finance board had reduced

the budget to where it can be sustained with a mill rate increase of 1.13, according to board member Sal Bordonaro, down from the 1.6 mill hike included in the rejected budget. “We took a pretty good chunk of money out,” Bordonaro said. “That’s getting down there, I would think that somewhere close to a mill would be in the range of what I think would be a pretty significant reduction,” Kaczynski said.

Leading up to the May 8 meeting, the finance board had not yet made cuts to the Board of Education budget. Kaczynski and Bordonaro said they believe they’re obligated to reduce school spending after 60.1 percent of referendum voters said the board’s budget is too high. “It’s not easy for anybody to have to do it, but the voters spoke and we have to try to implement what they asked for,” Kaczynski said. dleithyessian@record-journal.com

The mayor expects capital projects will be cut the most.

Mayor Mark Kaczynski and the Town Council have been asked to provide input on budget cuts. Ashley Kus, The Citizen

Ticks carry many diseases, not just Lyme By Terry Sutton Special to The Citizen

Anaplasmosis is less common than Lyme disease.”

The weather is warming and it’s time to start preparing for tick season. The unwelcome pests will show up any time now and can bite and infect people and their pets.

So is Babesiosis, a protozoan infection. However, Glendon said up to 20 percent of patients diagnosed with Babesiosis also have Lyme disease.

Health experts remind the public to be cautious and smart when dealing with these blood-feeding insects and the illnesses they may bring.

To keep ticks at bay, Glendon suggests using a chemical repellent with DEET, permethrin or picaridin. “Or purchase clothing with these chemical repellents in them,” she said.

Lyme disease may be the most common of the tick borne pathogens in the United States, but there are others. Kathryn Glendon, public health specialist for The Chesprocott Health District, said, “Anaplasmosis, formerly known as Human Granulocytic Ehrlichiosis (HGE) is a bacterial disease. It is transmitted to people by blacklegged ticks (deer ticks), the same ticks that transmit Lyme disease.

Also, Glendon urges people to wear light-colored protective clothing and to tuck pant legs into socks. And she has more tips. “Landscaping can affect the spread of ticks – reducing brush in a yard can reduce the number of ticks coming into a person’s lawn,” she said, adding: “Walk in the middle of a path in the woods rather than the outside of it.”

Outdoor pets are also vulnerable to the many ticks out there and may bring them home.

the rare and sometimes fatal Rocky Mountain Spotted Fever, which is spread by the American dog tick.

recently as 2017, a 2-yearold from Indiana, Kenley Ratliff, succumbed to the rare tick illness.

Dr. Lora Miller, a veterinarian with the Animal Hospital of Berlin, cautions about

“Pets can put people at risk of these illnesses as well,” Miller said. “So the best way to protect yourself and your family is by using a long-acting oral or topical flea and tick preventive every single month of the year. Newer flea collars are also quite effective. Your veterinarian can give you advice on what products are best for your pet.”

Around here, however, when it comes to ticks, Lyme disease is the major concern.

According to the Centers for Disease Control and Prevention website, individuals and animals infected with Lyme disease can display symptoms such as fever, headache, fatigue and a characteristic skin rash. Left untreated, the bacteria will travel to the joints, the heart and even the nervous system.

Rocky Mountain Spotted Fever is more common in states such as North Carolina, Tennessee, Missouri, Arkansas and Oklahoma.

Fortunately, the majority of cases of Lyme disease can be treated with antibiotics.

Antibiotics are effective in fighting the disease but as
