Transit development may lead to ‘village’ center By Charles Kreutzkamp The Berlin Citizen
More than 80 people heard a plan for transit-oriented development in Berlin that could one day lead to a bustling town center in new “village” zones. Among new regulations and zoning proposed to the Planning and Zoning Commission and discussed during the meeting July 24 is the establishment of mixed zones with shared parking. This would allow, for example, a restaurant with offices on the second floor or a retail shop with apartments above. Under the current
regulations, these types of establishments are not allowed, and each business must have its own, dedicated parking spaces. The proposed new rules would allow the establishment of businesses that feature shared on-street parking. Each business is not required to have its own parking when set up like this, because visitors who park may visit multiple establishments without needing an individual parking space for each location. This new set of zoning amendments is part of a plan of conservation and development that the town
develops every 10 years, and was formed by a commission the Town Council created. Village Core 1, Village Core 2, Village Transition and Village Redevelopment are among new zones that would be created by this set of amendments. “We want to bring the town center up to the quality of the general community,” Berlin Economic Development Director Jim Mahoney said. Berlin residents spoke both for and against a potential three-story senior housing apartment building that would be located at the former Knights of Columbus property under consideration by the Housing Authority at the July 24 Planning and Zoning meeting. The Knights of Columbus property, located on Percival Avenue near the Percival Pool and the Senior Center, is currently owned by the town, and the building is substantially overgrown. Residents waited for two hours through another public hearing for a chance to voice their opinions about the project. Some residents speaking in favor said that it was “time to stand up for seniors,” and that Berlin is currently forcing seniors who have lived in the town all their lives to leave to
find senior housing. Residents speaking in opposition, which included owners of neighboring property, said that they supported building more senior housing, but that they were opposed to building a three-story “monstrosity,” as many referred to the project. Others said the building would be “an eyesore” and would create traffic problems. Housing Authority Chairman Joseph Bajorski said that the waiting list for senior housing is always full, and the wait time is between one and two years. The waiting list opens infrequently for only a month, but there are still very frequent calls inquiring about Senior Housing. The doors of The Hawthorne restaurant, previously known as The Hawthorne Inn, have been closed since July 15, when a message posted on the door stated the establishment was closed for renovation. Some events scheduled to be held at The Hawthorne have been canceled. A man who answered the phone July 15 declined to provide his name and stated that he was the manager. The man said The Hawthorne closed for renovations due to water damage from a leak near the bar area and sections of floor needed to be replaced. According to Berlin Sanitarian Jeffrey Vecchitto, The Health Department was not involved in the closing of The Hawthorne, which did not have any level 3 or 4 health violations during the last inspection. The Health Department found the establishment closed when returning to The Hawthorne for a reinspection after the businesses received a 79 out of 80 required points on the most recent inspection, according to the Sanitarian. Syed Bokhari purchased The Hawthorne Inn in August 2010 for $1.8 million. Before that sale, the Grelak family had owned the restaurant and a lodge, adjacent to the restaurant, since 1945. In 2007, the Grelaks sold the lodge for $3.2 million to the Kanji Partners LLC, which is owned by Sagar Shah and family.

The Alzheimer’s Association Connecticut Chapter has a new Chairman of the Board of Directors, Al Gatti, who is also the Law Firm Administrator for CzepigaDalyPope, a local law firm loGatti cated on Massirio Drive. The firm specializes in areas of the law affecting elders. “I am honored to serve with such an incredibly experienced and diverse board,” Gatti said in a statement. “I look forward to supporting the chapter and its staff.” Alzheimer’s Disease is the most common form of dementia, accounting for more than half of all cases, according to the Alzheimer’s Association. No cure is yet known, but treatments are available and scientists are still working on
understanding exactly what causes the disease, which is not a part of normal aging. Alzheimer’s usually manifests first with difficulty in short-term memory and gets worse over time. The Alzheimer’s Association is a great organization with a lot of excellent resources, according to Mina Silverberg, Assistant Director of The Alzheimer’s Disease Center Program at the National Institute on Aging. According to Silverberg, if an elderly parent or relative is acting strangely, it’s a good idea to read up on the NIA website as well as the Alzheimer’s Association website, alz.org, and to visit a doctor. In some cases, certain vitamin deficiencies, medication, or other curable conditions can have dementia as a symptom. “We know from our research that a lot of people with dementia are not diagnosed in primary care,” Silverberg said in a phone interview. It can be helpful to accompany an elderly relative to the doctor

In-house assessment saving town $200K The Berlin Citizen
The Town of Berlin’s Assessor’s office plans to save the town more than $200,000 by 2017 by doing the assessment work in-house rather than hiring a firm to assist town officials as the deadline approaches for the town’s revaluation, as required by Connecticut statute. This is a “major project,” and the savings is “huge,” Assessor Joseph Ferraro said. “We have had a positive
response from the citizens in the neighborhood that we started with,” Ferraro said. “They are glad the town is starting this process rather than an outside company.” In years past, the town has been forced to rely on outside help to complete assessments within the deadline. This time around, Ferraro said, the plan is to rely entirely upon town staff. Berlin resident William Jackson said he wants his neighbors to be aware that they are not required to allow

assessors into their homes. Jackson said he isn’t advocating that residents refuse entry to town officials, but that he simply feels that residents who choose to allow officials into their homes should be giving “informed consent.” “Does an individual by law have to let us in? No. But by far, we have found residents have been very cooperative,” Ferraro said. Just as a house would never be sold without showing the interior to prospective buyers, assessors will have difficulty accurately estimating the market value of a home, which is necessary for tax purposes and required by state statute, without seeing the interior. cult to correctly assess their value, but the assessor’s office is permitted to estimate if necessary. “The law says we can estimate,” Ferraro said, including estimating increases in a home’s value if there is reason to believe improvements have been made. “We’re just trying to help the citizens of the community save close to $200,000,” Ferraro said. Ferraro said he recently completed an assessment and had the opportunity to answer a resident’s questions as part of that process. Doing assessments in-house is a great opportunity for residents to interact with the town officials that serve them on a daily basis, according to Ferraro. vice that will begin running trains in 2016. “This is a huge investment [from the State] in Berlin,” Mahoney said. Th e new re g ul at i o n s would also allow more residential units per acre in the new zones, allowing for the existence of second-story apartments above first-story businesses. Mahoney pointed out that most of the first floor businesses in Berlin currently are service-oriented businesses. Mahoney said the plan is to encourage first floor retail and restaurants to have a “more traditional town center mix.” Members of the public in attendance at the meeting were nearly universally opposed to parts of the changes, and in some cases, all of the changes. Many residents cited concerns about increased traffic and noise. Many said that they didn’t want to have businesses in their back yards, and that they wanted Berlin preserved as an agricultural town. Some
residents also voiced concerns about light pollution that would make it impossible to see the stars from their backyards. “It scares me,” one resident said of the proposed amendments. “My future is in your vote.” Planning and Zoning Chair Bruce Moore thanked the residents for their input throughout the public hearing. The meeting ran for more than three hours. “Berlin is no longer, sorry to say, an agricultural community,” Moore said, citing the low number of farms still in existence in town. Moore said Berlin is a town with “rural characteristics,” which make it different from Newington or New Britain, and that it is key to try to strike a balance between preserving open space and encour-

This irritant is stable even in winter, and in dead roots and vines. Many people have caught poison ivy from dead poison ivy plants. It usually takes a year or so before the toxic properties weather away. Sensitive people may contact the irritant from smoke, dust, contaminated clothing and tools, articles and animals. Poison ivy can be avoided with a little knowledge of its appearance and growth habit, according to Rogers-Castro. Usually, it’s found in the vine form, but also as an erect shrub; a vine climbing by aerial rootlets,
or it may lie on the ground. Leaves are arranged alternately (one on a node) and are compound with three leaflets. The leaves may have a glossy or dull surface or may even be somewhat hairy, especially on the lower surface. The edges of the leaves are smooth, toothed or somewhat lobed. In early spring, emerging leaves are reddish color. After a while they may be a shiny green. They often will be dull green during the summer months but turn yellow or scarlet as autumn approaches. Flowers and fruit are always in clusters on slender stems that originate in the axis of the leaves. The fruits usually have a white, waxy appearance. Clusters of small, round fruit appear in late summer and often persist all winter. Seeds germinate freely. Seedlings produce creeping stems or
rootstocks from the lowest nodes. Poison ivy is especially abundant in dry, rocky soil, in thickets along the edges of fields, woods, roads and paths. When the vines grow on trees, the aerial roots attach the vines securely and often give the general appearance of a fuzzy rope. Poison ivy even grows in sandy soils along the shore. Because of its variation in appearance, a person who is familiar with poison ivy in one part of the country, may not recognize it in another. The Town of Berlin has over 20 miles of rural roads as defined by the Federal Government. These roads have posted speed limits of between 25 and 45 MPH. The crash injuries and fatalities, along with the speed citations issued over the last three years, show that speed is the one significant factor in crash injuries and fatalities. The rural locations that have been identified as being problem locations are Chamberlain Highway, Southington Road, Norton Road, Kensington Road, Farmington

Obituaries Taylor Jacquelyn and Raegan Carol Amenta BERLIN - Taylor Jacquelyn and Raegan Carol Amenta, of Berlin, born and passed on Thursday, July 17, 2014, at the Children’s Hospital of Philadelphia in Pennsylvania. Survived by their parents, Katie and Brian Amenta; as well as their older sister, Brianna Amenta. They are also survived by their paternal grandparents, Jacquelyn and Paul Amenta, and maternal grandparents Carol and John Salerno, all of Berlin; their great-grandparents, David Anderson and Dorothy Merhige, of Berlin and Sylvia Malloy, of Newington; their aunts and uncles, Ryan and Mary-Kate Malloy, of Berlin, Kelly and Don Custer, of Broad Brook, and Karyn and Shawn Poff, of Cromwell; and survived by many loving cousins and great aunts and uncles. Taylor and Raegan were predeceased by their maternal grandfather, Robert Malloy. As we both welcomed and soon said goodbye to
our beautiful identical twin girls, we quickly learned that these two little fighters gave their all and were meant to be together for a greater purpose. Although terribly heartbroken, the little time we spent together, holding them close, was both beautiful and inspirational. They taught us so much. In honor of our girls, we ask you to appreciate every grain of life, let go of the petty day-to-day frustrations and love with all your heart. We thank our families and friends for the outpouring support during this difficult time. A special thank you to the most caring nurses and doctors at The Children’s Hospital of Philadelphia who took us and our girls under their wing in our final journey together, they will always hold a special place in our hearts. KENSINGTON Alphonse “Phonsie” P. DeVivo, 92, formerly of Kensington, died Friday, July 25, 2014, at Newington Health Care Center. Born in New Britain, son of the late Louis and the late Annie (Caccavale) DeVivo, he graduated from Berlin High School, class of 1940, and operated DeVivo Farms for 50 years, producing milk and eggs from the livestock and growing a variety of vegetable and floral plants. For 35 years he worked for DATTCO, Inc. driving a school bus for the Berlin Public Schools. He was a member of St. Paul’s Church, the Knights of Columbus, and the Berlin Moose Lodge, and he enjoyed his spare time listening to music, playing his harmonica, and playing in setback tournaments. He is survived by a brother and sister-in-law, Louis and Irene DeVivo, of Kensington; a sister-in-law, Patricia DeVivo, of Kensington; and many nieces and nephews. He was predeceased by a brother, Edward P. DeVivo in 2003. Funeral Services were held Tuesday at Porter’s Funeral Home, 111 Chamberlain Highway, Kensington, with a funeral liturgy at St. Paul’s Church. Burial will follow in St. Mary Cemetery, New Britain. CROMWELL — Donald M. Volz, 85, of Cromwell, the loving husband of Odelie (Gilbert) Volz for 58 years, passed away on Sunday, July 20, 2014, at Wa d s w o r t h Glen in Middletown. Born in New Britain, he was the son of the late Frederick and Margaret (Gracy) Volz. He grew up in the Belvedere section of town and later became an engineer for Stanley Works in New Britain. Donald was in the U.S. Air Force, serving his country honorably in the Korean War. He was a member of the American Legion and the Elks in Ft. Pierce, Fla. Letters to the editor When will it stop? To the editor: Well, by now, we all received our town tax bills. Look at them closely. How much did your taxes go up from last year? Maybe not a lot for some, but too much for others. Look at the number of homes under foreclosure in town. Between losing jobs and higher taxes, many people cannot afford this town. To add to this ever-increasing problem, let it be known we have not yet started to pay for the new $100 million high school renovation, which by referendum was set at $60 million. Add to that the ever-increasing cost of a new, but much-needed police station, our cost for these two things will be out of sight. When will it stop? Just one thing that computer geeks can look at. We are buying new computers with a 30-year bond. Computers that will last three to five years, max. But we will still be paying for them when we need new ones. Think about it. Richard A. ment, completing her sixth round of chemotherapy last week. She will receive six more treatments over the next three months. “Everything is going well. They’ve done a couple CAT scans on me and things are progressing very well. The tumors are shrinking and my prognosis is very good. So everything is going well so far,” Kasprzyk said. This is the second year the SNBL has decided to support a cause from around town that has affected so many members of the league. Last summer, league commissioner Tyler Catlin and members of the league decided to donate to the Ryan T. Lee Memorial Foundation. Lee played basketball alongside many of the league’s players during his tenure as a Berlin Redcoat. The decision to support Kasprzyk this summer was an easy one, as many of the players attended Berlin High with her. “It’s more for the cause. Obviously, you want to win the game, but it’s nice to help families, especially
when they have tragic stuff happen to them,” said Tom Liberda, a former classmate of Kasprzyk’s and a member of the winning Street Heat team. Throughout the evening, those in attendance were treated to a bevy of events, including a 3-point shooting contest, a slam dunk competition, a Rock and Jock AllStar game, and several raffles. The championship game lived up to the hype. Featuring the two lowest seeds from the league’s six-team playoff format, the Heat and Boppers had a back and forth affair that saw the first half end with the Boppers leading 36-35. However, the Heat’s ability to drain the long ball consistently saw them come out on top. John Guzze led the Heat with 26 points while Liberda added 18. Ryan Knight led the Boppers with 20 and running mate Steve Faulkner chipped in 19. “We had a good amount of fun with all the competitions beforehand, and the game was great. It was a pretty successful night,” Catlin said. “I think this stuff is great because it really brings peo-
ple out into the community, and the overwhelming support for Jessica makes this all worth it.” The evening’s festivities began with the 3-point shootout, won by Steve Glowiak. From there, Eric O’Neill ran away with the slam dunk competition title. The Rock & Jock game, featuring some of the league’s best talent that didn’t make it to the championship bout, saw an enjoyable outcome as the Violators defeated the Bricklayers, 67-54. That game featured a 10-point moneyball, which was strategically used throughout the contest by both coaches looking to give their team an advantage. Luddy Fund. Shelby, at the age of 16, suffered a stroke due to Moyamoya Syndrome. She recently graduated from Berlin High School where she walked 12 steps to receive her diploma. On a day that probably saw more high school kids lounging by a pool or soaking up some sun around the state of, Saturday proved to be a much different day at Berlin High School, the site of the sixth annual Lineman Challenge. Hosted by the Redcoats, the Challenge has proved to be a summertime opportunity for offensive linemen of high school teams around the state to boast their own personal statistics and numbers, something they rarely get to do once the regular season begins. “Any time you can get about 200 kids from around the state out competing in July it’s good,” said John Paul Demko, Berlin’s offensive line coach and Challenge coordinator. “There’s never an event for the linemen. They have some smaller ones, but it’s mostly passing leagues for the backs and quarterbacks. So this is good for the linemen.” The Challenge, which features eight events and a tournament-style Tug of War to help decide the victor, saw 33 teams compete, including Putnam Vocational Technical Academy of Springfield, Mass. State powerhouse Darien walked away victorious in its first year at the competition. In a Challenge that awards the lowest overall score, Darien’s 39 points bested that of second place North Branford, which finished with 46. Southington-1 finished third place with 52 points. “You want these guys out competing at a high level out here. It certainly builds a lot of team comradery, and just pushing each other,” said Dan Plant, Southington’s offensive line coach. “It’s going to relate to the field when pressure situations arise in games, and you want to be trained with that, too. So it’s one of the greatest things they get out of this Challenge every year.” Southington-2, finished 14th overall with a total of 126 points, besting North Haven-2 by one (127). North Haven-1 finished seventh (93 points) while host Berlin was ninth (103). In a game in which the trench men are usually for-
