Kevin J. Murphy, Berlin’s Deputy Mayor, has been nominated by Gov. Dannel Malloy to serve as a Connecticut State Superior Court Judge. Malloy’s office announced the nomination March 14. Murphy will now begin the confirmation process, which will determine whether he becomes a member of the Superior Court. “It is an honor to be nominated by Governor Malloy to serve the people of Connecticut as a Superior Court Judge,” Murphy said. “I sincerely mean that. Berlin resident and CTWorkingMoms.com blogger Marie Schweitzer participated in a project that has gone viral, getting statewide attention with official recognition from Gov. Dannel Malloy, national attention on blogs, as well as The Huffington Post, and even international attention from the United Kingdom-based Daily Mail. This project is Moms for Moms Day, a partnership between CTWorkingMoms and The Bump.com, a pregnancy and parenting website, community, and blog. The project includes mothers on both websites sharing their differ-

ences with respect to parenting choices, Schweitzer said. Participants in the project held up signs or submitted solo “selfies” about their mothering choices. For example, one mother’s sign explained that she, within reason, allowed her child to “cry it out,” while the other mother in the photo held a sign stating that she always responds to her crying child immediately. “This is about us accepting each other’s choices without judgment, because every mother makes her own choices about what she feels is best for her family,” Schweitzer said. Malloy issued a proclamation declaring March 4, 2014 the official Moms for Moms Day in Connecticut, noting that the campaign “went viral.” Malloy’s proclamation also stated that “CTWorkingMoms.com is an award-winning online community for women balancing work and family life.” “It was a huge win for us to get recognition from the governor,” Schweitzer said. “This was born out of a movement we had last year,” Schweitzer said. Last October, the photoshoot CTWorkingMoms did about parenting choices went viral. After this success, they were invited by The Bump to travel to New York City to do a follow-up photoshoot for the first Moms for Moms Day, to

Berlin native Derrik Bosse said he wants people to think more about the easy things they can do to help the environment, so he’s doing something difficult as a contrast: climbing every staircase he can at his college, Central Connecticut State University. This statement is made more powerful by the challenge Bosse’s muscular dystrophy presents. Muscular dystrophy is a medical condition that causes muscles to atrophy. The muscles affected and the severity varies from person to person. “Just imagine someone who has trouble walking in general, and I’m climbing story upon story,� Bosse said. Bosse described his project as “a long and tedious adventure.� He said it is part activism, part art project, and part “just for the hell of it!� as he describes it on his YouTube channel. Bosse said there are a lot of easy things people can do to help the environment, such as washing out plastic and metal containers and recycling them rather than discarding them. The college student said

Fourth graders at Willard Elementary School have been hard at work on their math skills on a website called Xtra Math, which “allows kids to go on and practice each of

the operations, addition, subtraction, multiplication, and division,” math instructional support teacher Mary Sulla explained. “The teachers wanted to bump up the kids’ fact fluency,” Sulla said. Students had been given access to the Xtra

Math system, but “it was being under-utilized.” To get students more excited about attaining “fact fluency,” which the website awards kids who achieve scores of 100 percent on certain math problems, the fourth grade teachers developed an incentive: students would compete as classes to attain a pizza party, which would be awarded to the class earning the highest amount of completion on Xtra Math fact fluency. As individuals, the kids earned parts of an ice cream sundae, with every five facts learned on Xtra Math earn-

The program plans to features a different live animal each week, as well as a map of its native habitat, and a craft. A fee is charged. Children who struggle with math are still guaranteed a reward for their efforts. The program was developed by fourth grade teachers Miranda Barilla, Elijah Clapp, Allison Sweeney and Michelle Wendehack. Students were recognized for their work, with the promised ice cream sundaes, March 10. “We decided to do a little competition to just spruce it up and have some fun with it,” Barilla said. “They could do it at school or at home. We hoped to get more parents involved with the website.” Barilla explained that the website even allowed instructors to adjust settings to increase or decrease difficulty. Students could be given more or fewer seconds to complete

each problem, allowing them to be challenged. After the ice cream sundaes were given to every student, with bonus toppings for those who achieved the highest fact fluency, students with the fastest scores were recognized with small prizes, as were students that achieved 100 percent completion of the entire course of addition, subtraction, multiplication, and division problems. “It was a really fun experience,” Barilla said. A daily record of the classwide progress was posted in one of the hallways, which was updated based on how many math facts students in each class mastered. The students were excited to see the scores and it encouraged them to access the website to practice their math skills more frequently, Barilla said. “At the end of the day they’re all at different levels, and that’s okay,” Barilla said. The program was a great success in getting students to access Xtra Math more frequently, she said.

“Hal” Hallinan Lynch, died on March 16, 2014 at Mulberry Gardens in Plantsville. Born in Meriden, daughter of the late Raymond F. Keating and the late Anna R. (Roy) Keating, she graduated from Meriden High School, worked at New Departure during World War II, and later at the Veterans Administration in Hartford. She was also employed at Family Service of New Britain until the birth of her children. She was an active member of St. Paul’s Church, participating in the Social Action Committee for 20 years, St. Therese Mothers Circle for over 50 years, and she loved volunteering at the Parish Center on Friday mornings. She is survived by a son, Christopher Lynch, his wife, Janet, and their son, Patrick, of East Hartford; a daughter, Ann Marie Anop, her husband, Peter, and their children, Alicia and Tim, of Southington; and a son, Michael Lynch and his wife, Tracy, of Glastonbury. She also leaves a brother and sister-in-law, Raymond and Helen Keating, in Montpelier, Vt.; a sister-

in-law, Patricia A. Lynch, of New Britain; two nieces, eight nephews; and very special Frederick cousins. In addition to her husband, she was predeceased by a brother and sister-in-law, Robert and Gloria Keating. Lorraine was a woman of great faith as well as a cherished wife, mother, grandmother, sister, aunt, and friend. The family wishes to thank her St. Paul’s family, who provided so much love, support, and kindness throughout her life, especially during these last few years. Funeral services will be held Friday, March 21 at 9 a.m. from Porter’s Funeral Home, 111 Chamberlain Highway, Berlin, with a Funeral Liturgy at 10 a.m. at St. Paul Church on Alling Street. Burial will follow in St. Mary Cemetery, New Britain. Bernadeta Krzeszowiec MERIDEN — Bernadeta Krzeszowiec devoted wife, mother, daughter and sister went peacefully to the Lord on Monday, March 10, 2014, surrounded by family and friends. Born in Poland on Jan. 1, 1943, daughter of the late Victor and Karolina Chmielewski, beloved wife of Ryszard Krzeszowiec, surviving sister, Franciska Nizunska, and dedicated mother of David Krzeszowiec, of Berlin, of which they shared an amazing bond together. She also leaves future daughter-in-law, Nicole Cooper and grandson, Ethan Cooper in addition to many family members and friends whose lives she touched along her path of life. Bernadeta spent her days contently walking dog “Bella” at the park enjoying the warmth of the sunshine as it touched her face and heart. She was truly a woman of faith and took pride in her impeccable ability to work in garden always commenting that you can never have enough flowers. She enjoyed cooking and taking care of her family with an incredible heart of gold. She was strong and courageous battling cancer for over 14 years. Placing her thoughts mainly on others, she always kept a positive spirit. A Mass of Christian burial was held on Friday, March 14, at 10 a.m. at Sacred Heart Church, 66 Cottage St., East Berlin. KENSINGTON — Allen R. Trowbridge Sr., 78, of Kensington, passed away on Thursday, March 13, 2014 at Hartford Hospital. He was the loving husband of 56 years of Jeriann (Esposito) Trowbridge, and the son of the late Albert and Edith (Keidash) Trowbridge. Allen was born in East Berlin on Sept. 27, 1935. Allen was a proud veteran of the United States Army during the Korean War. He was the owner of Allen’s Oil, Heating and Air Conditioning in Berlin for 16 years. Prior to owning Allen’s Oil he worked as the Service Manager at Snowman’s Oil in New Britain for 35 years. He was also a member of the American Legion. Allen was an avid outdoorsman who enjoyed fishing, hunting, and working in his yard and garden. In his retirement years he spent many hours in his workshop building everything from birdhouses to furniture. He especially enjoyed spending time with his family and friends. Besides his loving wife, he is survived by three children, Faith Kaczynski and her husband, Mark, of Kensington; Allen Trowbridge Jr. and his wife, Debbie (Hill), of Colchester; and Ellen Trowbridge, of Kensington; one sister, Lucille Grady, of Plainville; four grandchildren, Bryan and Christopher Trowbridge; Matthew Kaczynski; and Tiffany Trowbridge-Bernard; and many nieces and nephews. He was predeceased by his siblings, Ruth Locke; and Mertin, Lloyd, Everett, and Robert Trowbridge. Burial will be private and at the convenience of the family. GOP councilors seek no-tax-increase budget By David Evans March 13 was the last Berlin Town Council working budget session before the town wide public hearing on April 8, 7 p.m., at McGee Middle School, and is typically the one which demonstrates what the council has done to the budget and which demonstrates the differences between Republican and Democrat councilors’ view of Berlin’s budget and taxes. My fellow Republicans and I felt that we had to achieve a no-tax-increase budget. This was due to the overwhelming sentiment for real change demonstrated in the recent election, along with our conversations with many Berlin citizens throughout town. At the March 13 meeting, Democrats on council stopped reducing the Town Manager-presented budget (.77 mil or 2.6 percent increase) at a 0.32 mil or 1.1 percent increase. Although Democrats put some Republican ideas on a “parking lot” list to con-

sider if the budget referendum fails, Republicans came through with a possible plan to get to no tax increases. We felt that it was important to apply further reductions needed proportionately to the town as well as the schools. We needed $707,000 in further reductions to get to no tax increases. Applying this proportionately came to $416,000 or 59 percent from the school and $291,000 or 41 percent from the town budgets. The additional school reductions consisted primarily of administrative and legal items. We targeted $100,000 of our suggested reductions be related to school legal expenses which would necessitate a harder look at the relationship among the Board of Education President Gary Brochu and his law firm, which works for the BOE. Especially in getting a hold of costs including possibly bidding, renegotiating, or changing the legal service provider. We targeted an additional $316,000 reduction in school administrators ($66,000 in raises and $250,000 equating to either two assistant elementary principals or other administrators as the BOE may see fit) intended to get

control of runaway costs not only in administrative salaries, but in making it clear administration needs to take the lead in getting all school costs under control. Our further town reduction had multiple items. The largest reduction item, $156,000 for condo refuse rebate, would affect condo owners who, due to recent council efforts, would now be treated equally with any rebates. Ultimately we felt a reduction in taxes for all was more important than starting to provide a rebate to more condo owners that would probably not be sustainable, especially with the impact of significant debt payments for the high school renovation in next year’s budget. Overall, Republicans chose what we saw as a mandate to get to zero, rather than risk not living up to the tremendous support we received in our most recent election. (The Berlin Board of Education’s legal counsel, Attorney Charles Stohler, released the following report. Stohler was hired to investigate allegations of “consistent and constant abuse of power” by BOE head Gary Brochu as alleged in a letter by the Berlin Interscholastic Coaches’ Association.) MOVED, that the Board accept the Recommendations submitted by Attorney Stohler: A. There is no credible evidence of any tangible retribution or retaliation taken by the President of the Board, Mr. Brochu, against any coach. That is, there is no evidence of terminations, demotions, resignations or similar adverse actions against coaches that would substantiate the allegations of a “consistent and constant abuse of power.” There is no specific instance that is a violation of the Board Bylaws. I do not recommend that the Board institute formal disciplinary action against Mr. Brochu under the provisions of the Bylaws or Charter. B. BICA alleges a pattern of activity by Mr. Brochu over a number of years. The allegations against Mr. Brochu appear minor when viewed separately; when examined in their totality, they can reasonably be construed as his attempts to influence or intimidate at least one coach. Mr. Brochu is a passionate and intense individual. His conduct, as observed firsthand by coaches and parents, has been intimidating even though that might not have been the intended effect. His conduct, however, does not rise to the level of harassment or bullying as these terms are defined and interpreted under the relevant laws and Board Policies. C. Mr. Brochu does not seem to understand how his behavior is perceived. He has made comments that call attention to his position, and even when he does not say he is a Board member, he is often perceived as acting in his official role due to his long tenure at the Board and stature

in the community. Because of his reputation, coaches, administrators, teachers, parents and other community members seem to be “on alert” for his actions. As a result, his passion and forceful personality are perceived in unintended ways in many instances. Sometimes these instances are then repeated and embellished by the rumor mill. Yet there are occasions when his conduct has been adversarial, rude, overbearing and he has not listened to the other party. D. Many interviewees made comments about Mr. Brochu and his style to the effect that this is “Gary being Gary.” Those who regularly interact with him express a certain tolerance for his style. This should be addressed by the Board. The Board Member Handbook includes many references to the importance of Board Members modeling appropriate leadership behaviors. I recommend that the Board address this individually with Mr. Brochu, and consider it from an overall Board perspective. The Board should consider some form of facilitated training on this leadership point. E. The Board should consider establishing an ad hoc committee to address the Conflict Resolution protocol set forth in the Athletic Handbook. There are varying interpretations of what that protocol means, and more importantly, how it actually operates and is enforced. This committee should include stakeholders in the process, including Board members, administrators, teachers, coaches, parents and community members. Many people strongly believe that this protocol has not been followed. The facts of this situation demonstrate that the protocol should be reviewed considering all viewpoints. Better understanding and consistent application could help to address the perceived failings of the protocol. F. In 2013, the BHS boys soccer team ran up a record of 164-1 and claimed the program’s first CCC South Division title. A BHS alum, Francalangia was a decorated athlete during his time with the Redcoats. A four-year member of the baseball and soccer teams, he played on the 1995 Class M state championship baseball team, but was best known for his work on the soccer field. Francalangia earned AllNorthwest Conference honors in his junior and senior seasons, and was named to the All-State squad as a senior. He went on to play soccer for Villanova. This spring, Francalangia will be enshrined in the BHS Hall of Fame. Francalangia said the relationships he built with the guys he coached are precious to him.

If you’ve wandered into Gibney Gymnasium on a Tuesday, Wednesday or Thursday night over the last few weeks, you’ve most likely been greeted by something other than a basketball game or hundreds of screaming fans. Instead, the court has been taken over by the Berlin High School cheerleaders, as they practice holding their stunts prior to the New England regional competition, which will be held Saturday, March 22 in Massachusetts. The Berlin girls qualified for the event by placing third at the Class L state championships. First-year BHS coach Kailyn Martino understood the high level of dedication and effort she inherited when

she accepted the job. “It’s always been a really good program. So taking over from the old coach, they always had high expectations,” she said. “I knew coming in that they really wanted to go (to New England’s), so coming into the season, that was one of their goals that we set back in May. It was something that we really wanted to do, and we really worked on it starting in July when we started practicing.” Since then, the team has had its share of highs and lows, which included falling short to rival Plainville at the CCC South Division championships before rebounding to place third in Class L to clinch the team’s second New England regional appearance in four years. “It was all about redemption this season at states, re-

“I think some of the memories that I’ve had throughout are going to stag parties now, going to weddings (of former players), and that’s what’s important. To a lot of these kids, I wasn’t just a coach. I was a friend, I was a mentor – as they told me, these are words from the kids – and that’s important to me,” Francalangia said. “You could play 100 games, or 200 games, and you win every game. That’s great. If you don’t have a relationship with the kids, it’s meaningless to me. And the one

thing that I value so much is the relationships that I’ve built with all of them that I’ve coached.” At Lewis Mills, Francalangia takes over for Dave Tanner, who left his post as athletic director in December. “I would love to finish out my entire career here in Berlin, and maybe I’ll end up back here sometime down the road,” Francalangia said. “But right now, I needed to expand my leadership capabilities elsewhere just to prove myself.”

CONNECTICUT LEGAL NOTICE Algonquin Gas Transmission, LLC Federal Energy Regulatory Commission Docket No. CP14-96-000 Notice is hereby given that Algonquin Gas Transmission, LLC (“Algonquin”), on February 28, 2014, filed with the Federal Energy Regulatory Commission (“FERC”) an application, pursuant to Section 7 of the Natural Gas Act, for a Certificate of Public Convenience and Necessity (“Application”) to construct, own, operate and maintain proposed facilities necessary to provide up to 342,000 dekatherms per day (“Dth/d”) of firm transportation service to meet immediate and future supply and load growth requirements for Yankee Gas Services Company, NSTAR Gas Company, Connecticut Natural Gas Corporation, The Southern Connecticut Gas Company, The Narragansett Electric Company d/b/a National Grid, Colonial Gas Company d/b/a National Grid, Boston Gas Company d/b/a National Grid, Bay State Gas Company d/b/a Columbia Gas of Massachusetts, Inc., Norwich Public Utilities, and Middleborough Gas and Electric. The project is referred to as the Algonquin Incremental Market Project (the “Project”) and will create additional capacity from the Ramapo, New York receipt point on Algonquin’s system to various Algonquin city gate delivery points in Connecticut, Rhode Island, and Massachusetts by expanding its existing pipeline and compressor station facilities within New York, Connecticut, Rhode Island, and Massachusetts. Specifically, Algonquin proposes project facilities that will consist of the following activities in those states: the construction of approximately 37.6 miles of take-up & relay, loop and lateral pipeline facilities; modifications to five existing compressor stations resulting in the addition of 81,620 horsepower of compression; modifications to 24 existing metering and regulating (“M&R”) stations; construction of three new M&R stations, and the removal of one existing M&R station. These proposed Project facilities will provide additional access to growing supply areas, which should provide the Northeast markets with additional economic supplies of natural gas. Algonquin will need to acquire permanent and temporary property interests from a limited number of landowners for the proposed facilities. The Project is expected to have minimal impacts on landowners, communities and the environment. Notice of the Application will be mailed to affected landowners, and local, state and federal governments and agencies involved in the Project. An electronic copy of the Application and supporting documents are on-file in the public libraries and/or local offices in communities impacted by the aforementioned facilities.
