Chairman of the Police Commission, Robert Peters, welcomed a standing-roomonly crowd to the Berlin Police Department’s Promotional Ceremony held Wednesday, Oct. 18 in the rotunda at Town Hall.
Meanwhile, Ciuci recounted that there had only been six chiefs in the more than 60year history of the Berlin Police Department. He stated, “I will do everything in my power to make the seventh chief successful.”
After being sworn in, newlyappointed Police Chief John Klett and Deputy Chief Chris Ciuci addressed the crowd. Klett said he was humbled by the support of those in attendance. He stated that, in his new role, he is “honored to have the privilege to move the department forward.”
Ciuci reminded those in attendance that the community is the department’s number one partner in making Berlin safe. Also, he thanked the retiring chief, Paul Fitzgerald, for his service and wished him an enjoyable retirement.

BERLIN – Helen K. Sobchuk, 93, of Berlin, passed away on Thursday, Oct. 12, 2017. She was the wife of the late Alexander Sobchuk. Born in New Britain, on Aug. 29, 1924, Helen was a daughter of the late Arthur and Mabel (Cypel) Kalberg. Helen was employed as a supervisor for the Dept. of Public Utilities Control for many years. She was a parishioner of St. Paul Church and a member of the 3rd Order of St. Francis and the Berlin Senior Center. Helen is survived by a son, Alex (Paula) Sobchuk, of Torrington; three daughters, Carol Smith, of Palm Bay, Fla., JoAnne (Roger) Theriault, of Ft. Pierce, Fla., and Donna (Jeffery) Bergren, of Berlin; a sister, Irene Miller, of Katy, Texas; seven grandchildren; eight great-grandchildren; and several nieces and nephews. Helen was predeceased by a son-in-law, Jim Smith; a brother, Raymond Kalberg; and a granddaughter, Kate Bergren. Funeral services took place at the Berlin Memorial Funeral Home, 96 Main St., Kensington, on Monday, Oct. 16, followed by a Mass of Christian burial at St. Paul Church, 485 Alling St., Kensington. BERLIN – Donald Chandler Harris, 74, of Berlin, husband of Beverly (Ahlquist) Harris, passed away Thursday, Oct. 19, 2017, at the Hospital of Central Connecticut in New Britain after a two year battle with ALS. Born in New Britain, son of the late William and Shirley Harris, he was a former Plainville resident, moving to Berlin in 1969. A graduate of New Britain High School, class of 1961, Don attended Brown University, received his bachelor’s degree from the University of Hartford and then received his master’s degree from Rensselaer Polytechnic Institute. Don was employed for 35 years by Ingersoll Rand’s Torrington and Fafnir divisions in Material Management, retiring in 2000. His business and pleasure travels took him to all 50 states and more than 40 countries. He was a member and past congregation president of First Lutheran Church of the Reformation in New Britain; was a long time member of Shuttle Meadow Country Club; Corporator of the Hospital of Central Connecticut; Corporator of the YMCA; member and supporter of the New Britain Museum of American Art and the New Britain Industrial Museum; a 12th generation New

Continue the progress, protect your tax dollars
Berlin voters deserve more

The outlook looks dim in CT and will greatly affect Berlin's ability to serve its residents as CT pushes their budget shortfalls onto Berlin and other towns. Consider this: 1.State Democrats, including Majority Leader Joe Aresimowicz, put together a 10-year contract for the unions, which handcuffs future governors and state leaders from adjusting the number of state employees and their salary/benefit packages. 2.Students entering sixth grade who go to work for the state after college will be able to get into the same state pension employee plan that is offered today. By all accounts -except from the Democrats -- this plan is unsustainable and will hinder CT’s ability to rebound from the financial deficit crisis and obligations. 3.This current state budget only delays a further crisis. In two years, the revenue versus expenses in the budget will still include a massive $2 billion deficit! We need to make major changes to attract businesses, jobs and keep working people in the state. But our Berlin Democratic Town Committee (Mayoral candidate Richard Paskiewicz is a member) endorsed Governor Malloy and Aresimowicz, who gave us these disastrous contracts, budgets and deficits. Have you ever seen our state in so much trouble? Under 12 years of Berlin Democrat control, spending increased 57.6 percent. The unfunded pension liability for town employees is $7 million. Our town’s debt is 105 percent of the town budget. Berlin’s credit rating is currently negative by Moody’s. Berlin Democrat Town Council members have said our taxpayers can pay more. Do you believe that? Under Democrat control, the signs were there. Deficits were climbing
and our Berlin Democrat leaders kept their eyes closed and continued to spend and increase taxes. Paskiewicz has said he wishes to get rid of the bipartisan Board of Finance that residents voted in through Charter Revision. How shortsighted and insulting to the voters. Most towns have Board of Finances. Why wouldn’t Paskiewicz want financial analysis of all town spending? The Democrat party did not want you to be able to vote on town wide projects. I think the more people are involved, the more they educate themselves, the better. Republicans have collaborated with Jack Healy, the interim Town Manager, to provide services to the town in new, collaborative and innovative ways. There has been consolidation of positions. A 10-year plan was implemented with a concern to the financial impact to residents. A new golf commission was formed — talked about for years. Under the Republicans, it was accomplished. Berlin Republicans worked hard to bring a zero percent increase to the town side budget this year. The tax increase was mainly due to the third and final bonding of the high school, which residents voted for a number of years ago. The Republicans did bond for safety reasons — a police communications towers and fire trucks – and they set aside $2 million to the underfunded pensions plan. Under Mark Kaczynski’s leadership, they developed a 10year plan; never done before. When running in 2015, we promised to minimize any property tax increases — we have succeeded. The Democratic 2017 campaign for Mayor, Town Council and Board of Finance is about affirming the values that our party and candidates have long stood for — putting the community’s needs before partisan interests, listening to and respecting all of Berlin’s residents, acting and governing professionally, and respecting Berlin’s voters by telling them the truth. Although these are values that all Berlin residents can agree on, they have been in short supply the past two years. Consider that the Republican Council, without warning or cause, summarily fired our respected and long-time Town Manager. In defense of this naked political act, the Republicans have offered a variety of conflicting and unbelievable explanations, instead of respecting Berlin voters enough to give them the simple truth. It has now been 10 months since the Republicans fired Denise McNair, and there has been no sense of urgency or even interest in finding a new manager.

If elected, Berlin Democrats will hold ourselves to the highest standard of discourse and conduct. We won’t tell you one thing to gain your support, and then do something else once elected. We won’t lie about numbers to scare you about proposed projects and budgets. And we won’t put political interests ahead of your interests.

To the editor: I wanted to publically thank my colleagues for their perseverance, resiliency, and, most of all, their courage to compromise on a tentative bipartisan budget. Senate President Looney, Senate Republican President Fasano and House Minority Leader Klarides all showed real leadership throughout trying and tedious negotiations. The agreement is a true compromise between Republican and Democrat proposals. Bipartisan solutions are what people want. They don’t want us to be like Washington. Leadership needed To the editor: In deciding who to vote for this November, consider how elected officials confronted challenges. Our town has a police station that is badly in need of an expansion and upgrade. The Democratic council put a proposal for a new police station before the voters. When the project was rejected, they modified the proposal. The Republicans on the council decided not to put a
proposal before the voters of Berlin. And they did not develop a proposal of their own. In short, they did nothing. Rather than work to find a solution, the Republican council decided to ignore the problem. That’s not what leadership looks like. Berlin needs a mayor and council that will lead. Absent for nearly a month, football returned to Berlin last week and the Redcoats did not disappoint. The locals defeated the Avon Falcons 37-0 Friday to improve to 6-0. During their away stretch, the Redcoats beat both the RHAM Sachems and the Plainville Blue Devils in convincing fashion. Carrying that momentum back into Sage Park, the Redcoats came out strong against Avon. Berlin’s defense smothered the Falcons early, causing a fumble halfway through the first quarter. Quarterback Kevin Dunn was able to capitalize on this mistake, marching the Redcoats down field in a hurry. Dunn ended the drive by finding Giancarlo Tufano for a five-yard passing touchdown. Tufano featured for the Berlin offense on Friday, scoring off two receiving TDs as well as a field goal. The second touchdown came at the end of the third quarter, following a 53-yard from Dunn. Tufano was quick to credit his quarterback. “Kevin had a great game, threw some great passes and put it right

where it had to be,” Tufano said. However, teammate and fellow offense weapon Alex Halkias made sure Tufano didn’t downplay his own performance. “I told him he would score two times this week … I knew he had it in him. And he performed,” said Halkias. Halkias also contributed to the Redcoat offense, putting
up a touchdown of his own during the second quarter. Halkias’ 23-yard TD marked his tenth score of the season. The Redcoats showed their offensive depth on Friday, as a total of four players scored. One guy that did not score but had a significant performance was Larry St. Pierre. Injured for a few games early in the season, St. Pierre hadn’t played a home game
yet. However, the agile running back showcased his talent against the Falcons. Contributing 131 all-purpose yards, St. Pierre showed his versatility and importance to the Berlin squad. Fifty-seven of those yards came from a single kick return that set up a one-drive touchdown for the Redcoats in the second quarter. Although the offense

boomed against Avon, many Berlin players stressed the importance of defense in the shutout victory. “Defense was huge,” said Halkias. “We had to readjust and it was big for us to come out and get a shutout.” The Redcoats hope to replicate this success against the Tolland Eagles on Friday, Oct. 27.

H-K proves to be a worthy opponent for Bears B team
The Berlin Bears moved to 4-2-1 on the season with a 7 -7 tie against H-K. The game was a back and forth battle of offensive drives and defensive stops.Tommy Motta made a graceful interception in the first quarter but the Bears couldn't take advantage of the turnover.The game was a scoreless affair at halftime.After receiving the ball to start the second half, H-K scored its first and only touchdown on a broken run
around the corner.Undeterred, the Bears regrouped and were able to move the ball towards the end of the game.A big pass from Ryan Lavender to Kyle Melville put the Bears in scoring position. On the ensuing possession, the Bears punched in the touchdown as Gabriel Rio Jr. scampered through the line and Kyle Melville accounted for the extra point.
The Bears defense came alive for the last quarter and a half with big time stops by Tommy Murphy and Owen Pike.

CTrail Hartford Line: Fares, anticipated station opening dates By Bailey Wright Record-Journal staff
New train stations in Meriden, Wallingford and Berlin expected to be open well before the start of increased rail service in May, according to John Bernick, assistant rail administrator for the state Department of Transportation. Since work on the New Haven-Hartford-Springfield commuter rail, now branded the CTrail Hartford Line,
began in 2015, the expected opening date of area stations has been pushed back several times. The Meriden and Wallingford stations are expected to open in the next couple months, with Berlin coming early next year. As each new station is complete, existing Amtrak trains will begin using them. In May 2018, increased service will start at all stations as part of the CTrail Hartford

The rail line boasts new passenger-focused amenities such as automatic platform snow melt systems, a realtime passenger information display system, bike racks and electric vehicle charging stations. All stations will be compliant with the Americans with Disabilities Act. None of the stations will have bathrooms.
