Raul

is a Spanish architect and urban designer based in London with an interest in urban and territorial transformation and a focus on urban research, interactive cartographies, policies and landscape. He holds a MArch from Zaragoza University (Spain) and a Landscape Urbanism MSc from Architectural Association (AA). As Urban Designer at St Albans City & DC, Raul is providing specialist urban design expertise and capacity on the master planning, and detailed design guidance for a series of major urban extensions, including Hemel Garden Communities. He has also been a technical tutor at the Architectural Association (AA) and Institute for Advanced Architecture of Catalonia (IAAC) teaching geomorphological computer simulations.

HEMEL GARDEN COMMUNITIES What is Hemel Garden Communities? Hemel Garden Communities (HGC) will take the best of the New Town heritage into the 21st century with over 11,000 homes, 10,000 jobs and Hertfordshire Innovation Quarter at its heart, anchoring the transformation of Hemel Hempstead and the wider area. Dacorum, St Albans, Hertfordshire, LEP and The Crown Estate are working together to deliver this ambitious development programme which will transform and grow Hemel Hempstead and create attractive, sustainable new neighbourhoods by 2050. What is a Spatial Vision? The Spatial Vision provides a framework of locally specific spatial principles to inform detailed masterplanning and further studies. A series drawings have been produced to illustrate the vision, supported by best practice, local context, case studies and photography. The maps and drawings diagrammatically present different aspects of the Spatial Vision and the potential resulting built and green form. SILVERTOWN QUAYS Prior + Partners is working on the masterplan of this major urban renewal project in London’s East End. The Phase 1 Masterplan has been granted Planning Permission by the Borough of Newham. The Silvertown Masterplan offers the opportunity to create a unique and exciting place, celebrating heritage, activating the water and creating a new centre for the Royal Docks. The site is strategically located between Canary Wharf and City Airport, and is well connected to existing DLR stations, with a new walking and cycling bridge linking the site to the future Elizabeth Line at Custom House. The project will feature 3,000 new homes with a large proportion of affordable, extensive, high quality public realm, commercial and brand space, and retail space providing new employment opportunities for the residents of Newham. The first phase includes the restoration of the iconic Millennium Mills, as well as the delivery of two new major open spaces and 943 homes. DOWNTOWN WEST + DIRIDON STATION Prior + Partners are supporting Google in the development of a major mixed use quarter in downtown San Jose. The City is the epicentre of the global technology industry and the wider Silicon Valley. The project is clustered around the proposed new California High Speed Rail Station at Diridon. The redefinition of the relationships between public transport accessibility, passenger experience has been a key element of the program. Place making, and the needs of local communities has been integrated into the process of bringing forward of a major development area to create a contemporary mixed use quarter.

Framework Concept

The project will deliver employment for over 25,000, up to 5000 homes, new parks and a mixed use Town-centre with cultural and social infrastructure. The project will restore the ecology of nearby river systems and stitch together areas of city and community’s currently divided by rail lines and infrastructure corridors. ALAMEDA PROVIDENCIA CORRIDOR Groundlab as part of a consortium made of LyonBosch Architects+Martic, Idom and Sergio Chiquetto has won a major competition to redevelop the Alameda/Providencia Urban Corridor in the City of Santiago, Chile. The proposal is aimed to link the new function of this transportation corridor in the Alameda-Providencia axis with important civic history and heritage character, creating a new identity in the process of the integration system which includes infrastructure, architecture, ecology and public space. The unifying element is the realization of an urban landscape where different transportation lines, rainwater runoff, infiltration and recycling of water and the movement of people all take place simultaneously. It creates a linear plaza framed by water and tree landscape that brings back the character of the corridor as an ‘Alameda’.

FISH MATCH Although Britain’s small-scale fishing industry accounts for only a small part of its national economy, it remains crucial to coastal communities. Policies have heavily impacted the way fishers live and how they interact with their communities, the market, and the environment. This project sets off from a national scale into the centralized vision of fishing policies. The research looks into aspects of the policy system, particularly the quota allocation scheme and the non quota species. It explores the complex production system, the market allocation scheme, the environmental conditions, and its social implications, and suggests how it can weave together through local co-operative initiatives. It questions the power of the community to support the small-scale fishers whom have been left out of the big picture.

Although alternative shorter fish chains exist, these initiatives are not usually owned by the fishers. In addition, local restaurants don’t rely on small fisher’s catch because they cannot provide a constant supply. FISH MATCH encourages a local and decentralized market, supports a stronger local market, and promotes the consumption of alternative species.

Fish Match intends to address these questions as an alternative vision of the industry through an open platform in which interactions can take place. The application is meant to challenge existing landscapes which could ultimately be replicated throughout the coast in a multi-scalar dimension.

We explore the possibilities through a speculative scenario. The scenario would be based on these interactions and would be the backdrop for the integration of new social dynamics and ultimately, the need of different spaces.

These connections unveil the possible links between the different ports throughout the year. The catalogue on top displays each port and characteristics. Below, the chart shows black dots on the months that each host port can expect pilgrim incomers according to the size.

In order to generate an efficient mooring area, the beach is mirrored to create a quite zone within for boats to moor and then barriers with tyres that fishers could build by themselves. Breakwaters would follow, protecting the exposed bits of accumulated sand from strong waves. These breakwaters would ultimately turn into the base for activities to take place.

It can be clearly seen how a pattern is created, where the host ports get grouped in the side of the bay where they are more protected from tall waves whereas the pilgrim ports are grouped in the tip most exposed to tall waves.

HACKING PERMITTED DEVELOPMENT This project is focus on the Permitted development right and selling off public land, taking LONDON as a case study. The Permitted Development right (PDR) is a policy which planning permission is not needed because is just for minor changes in different kinds of buildings. The UK government added, under the PDR, the change of use from OFFICES to HOUSING, meaning it would not be necessary to apply for Planning Permission, meaning there is not minimum amount of affordable housing, public facilities, not even minimum housing space standards!

Hacking PDR is the aim of this project. Assuming that the PDR continues as a permanent right and that in the worst case scenario, the whole commercial land in London is transformed into housing. What would be the impact of that?? The project seeks to reduce the impact in facilities pressure in London and how to develop an interactive policy that can be dynamic, suggesting which offices spaces could be transformed into housing without applying more pressure to their surroundings and which ones would have any land available in relation to them to be able to deliver enough facilities if that is the case.
