lhave great pleasure in introducing the programme for theThird Billingham lnternational Folklore Festival. The fact that this is the third festival in three years is a remarkable achievement, reflecting credit on all concerned with the success of the first two: the performers and organisers, and also the council and people of the town. The combination of an ultra-modern town centre, the great industries of the North East, and the ancient folk arts of the Festival, is most stimulating. It all represents an encouraging attempt to provide a humane environment, with the benefits of modern technology combined with the enriching influence of traditional culture.

I am myself particularly pleased that the National Coal Board should be associated, both with the district heating scheme for the town centre, which though seemingly mundane embodies great-v,ision on the part of the council; and through the person of this year's Chairman of the Council, who works for the Board in Durham.

AUSTRIA ,,TIROLER MOTETTENCHOR" STADT WORGL The mixed choir at this year's festival is coming from the Austrian Tyrol; the same region which sent us the popular folklore group 'Trachtenverein' in 1966. The choir is made up of 25 men and 25 women who live in the town of Worgl and the surrounding district. This is quite near Salzburg, famous as a centre of one for the world's great musical festivals which was featured in the film 'Sound of Music'. The choir was formed in 1958 and quickly made for itself a national reputation. ln 1963 (known at that time as 'the Choir of Music Friends) the choir made its only visit to the British lsles to take part in the Llangollen lnternational Musical Eisteddfod. They won first prize in the competition for Mixed Choirs, the major event of the festival. Since the'n they have given many concerts in their own country appearing several times at the Salzburg Festival and broadcasting on Austrian Radio. ln the Autumn of 1965 they made a successful tour of Czechoslovakia. The Choir will be conducted by Georg Foidl (insert) who has received oustanding tributes from international critics. 22
CANARY ISLANDS FOLK SONG AND DANCE GROUP "ROOUE NUBLO", LAS PALMAS This group of young people need no introduction to the people who attended the Billingham Festival in 1966. Their beautiful girls and costumes; the handsome friendly young men created an unforgettable impression on all who saw and heard them. The laughter, gaiety, music and colour which they brought to Billingham was undoubtedly a major factor in making the festival the great success it was. All who have met the group will be delighted at seeing them again; those who have not, can look forward to a unique experience.
"Roque Nublo" are presenting a much bigger repertoire of music and dance than they did
last year. There will be new items for all to see and hear.
The fame of the group is extending further afield and this year'Billinghartr is the last step in to Czecho-Slovakia, Germany and Holland.

ENGLAND STOCKTON ENGLISH FOLK DANCE SOCIETY This group, formed 14 years ago has become one of the leading Folk Dance groups in Britain. They havd travelled more than 20,000 miles representing England in lnternational Festivals in lreland, Yugo-Slavia, ltaly, Holland and Germany. Their famous "Blue and Golds" Rapper team will have beeri seen by many festival visitors when they appeared here in 1965 or in the television presentation of their performance at the Folklore Festival in the Royal Albert Hall in.February. This was their fourth invitation to dance in the Albert Hall; an appearance here is regarded as the highest honour in the Folk Dance and Song world.
The Sword Dancers maintain an ancient local tradition surviving among the coal miners and workers in iron, and closely linked with the mumming plays which used to be a common feature gf village life. ln this folk custom the 'sword' is a dance property rather than a weapon of offence' The Northumbrian sword dance is called a 'Rapper'. 24

This colourful Society of dancers and singers come to us by courtesy of the ltalian national organisation known as E.N.A.L. (Ente Nationale Assistenza Lavoratori). This has no counterpart in Britain. lt exists to organise the leisure time of ltalians and is responsible for a wide variety of cultural and sporting pursuits. These dancers and singers are sponsored by the Bergamo branch; a town in the northern plain which is famous as the birthplace of Pope John XXlll. The group are gay and amusing. The brightly coloured costumes will certainly catch the eye. Their instuments are accordions, homemade bass fiddles, trumpets, drums and an unusual 'hurdy-gurdy' with cymbals, all traditional to their region. "Gioppini" are very busy and widely travelled. They take part. on an average, in ten major festivals"'each year making at least one visit, annually to another country. ln addition to performing all over their own country they have appeared in Switzerland, France and Spain in recent years. This will be their first visit to England. 25

POLAND FOLK ENSEMBLE "LACHY", NOWY SACZ, CRACOW This society comes to Billingham from the Polish Province of Cracow. lt was formed
in
work for the Cracow 1 956 by the Co-op6rative Federation of ttris region and all its members Co-operatives.
"Lachy" is bringing 31 of its members to Billingham- Tteir dancing is exciting and exhilarating; the musical acc-om-paniment of the highest standard. Their 5 piece band consists of two
violins, cello, clarinet and trumpet. The traditional costumes of their region are extremely beautiful and the embroidery in bcth men and women's dress will attract a lot of attention' ln the last 7 years Lachy's engagements have taken them across the length and breadth of poland. Following success in a nationai festival in 1961 they were chosen to represent Poland at the Llangollen'ln.iernational Eisteddfod in 1962. The dancers were placed th.ird in the.Folk Dance do1npetiiion; their musicians were second, beaten olly by .the_ Uilleann Pipes and Harp of the McPeake family of Belfast who were at the Billingham Festival in 1965. ln addition to their visit to Wales, "Lachy" have toured Hungary and in 1965 received a great reception at the famous Festival of the Almond Blossom held in Argigento, Sicily. 26
UNITED STATES OF AMERICA THE BAND OF THE THIRD UNITED STATES AIR FORCE The Council are extrem.ely.grateful to the United States Air Force for allowing their Band to spend a full week at the Billingham Festival.
The 35-man concert and marching unit is the successor to the famous Glen Miller Band of World War ll fame. Known to many Britaiis through its personat una t"t"ri.io; ;#;;;;;"es the past 17 years, the Third Air Force Band hai enteitained countless auciences, rangingduring from European Royalty to residents of small English country villages. . Although its primary job is to furnish. musical s_upport for the many and varied U.S. Military units in the United Kingdom, the band spends much of iis tinra assisting vlric;;i;i"
by staging concerts.

at London's Royal Albert Hall. The Band's Commander is Chief Warrant Officer Henry Uhland, a veteran with 25 years service in the U.S. Air Force. During this period he has served ill ouer the world in miny aift6ieni capacities' One of his most memorable but saddest experiences came when he assisted in mat<ing arrangements for the funeral of President Kennedy. wtr. The Band Superintendent is Senior Master Sergeant Robert A. Carmichael, a veteran bands. man with more than 27 years of active military service.* 27

YUGO-StAVIA FOLK;ENSEMBLE "TINE ROZANC" _ LJUBLJANA This group was formed in 1949 by the Yugo-Slav Railways. Many of the members are actively employed as railwaymen and their leader, Bruno Ravnikar is Director of the Railway Technical College in Ljubljana; he has been responsible for the artistic direction of the group since 1
957.
"Tine Rozanc" have made many successful tours abroad, visiting ltaly, Austria, Hungary, The Netherlands and France. ln 1 961 and 1 963 they gave a series of concerts in Southern England which received high praise from many newspaper critics. There are 90 members in the group; all are amateurs; the leading 45 will be coming to Billingham. Costumes are from different regions and will be varied (they have five changes) according to the dance programme being performed. There are three separate musical sections.
The Upper Carniolian Ouartet consists of an Accordion, 2 Clarinets and a Boublebas. fhe Tamburitza Orchestra (instruments are like small mandolines) is made up of the 1st and 2nd Bisernica and Brac, the Bugarija and Boublebas. The Macedonian Orchestra consists of Accordion, Violin, Clarinet Guitar, Boublebas and Tarabuka (smalldrum). 28

THE SPINNERS The Spinners are Britain's longest established and most successful folk song group. Four boys with backgrounds stemming from Lancashire and Dublin, Jamaica and Cuba, Scotland and Wales, their repertoire derives from every part of the British lsles and West lndies. Their reputation extends from Canada to Australia, China to Scandinavia, lsrael to lceland. For six years from 1958 the Spinners worked part-time, singing in beat clubs and concert everywhere in fact, that they halls, pubs and church halls, working men's clubs and universities came easily; more could communicate their belief in and enjoyment of folksong. Communication and more people wanted to hear them.
Educational authorities became interested. The Spinners have lectured at training colleges, universities, technical schools and colleges. They have adjudicated at festivals; their articles and reviews have appeared in publications all over the world. ln addition, the Spinners are probably the only folk group to have broadcast in all three B.B.C. sound services (they have made over 400 radio and television appearances). They are the only British folk group to have their own television series, Dance and Skylark, which ran for 13 weeks on the B.B.C., and had their own radio series, Songs with the Spinners, on the B.B{C. Light. Also they have made a film for the Liverpool lnformation Service, 'And the World Listened', shown by Associated British Pathe in some 3,000 cinemas. (About $ of the film is taken the Beatles). And at intervals along the way they up by the Spinnersi the rest by their co-stars - five singles. have made four long-playing records, an EP and 29
