Brightening up downtown Visual art creates a local identity, adds dimension, depth and character to a community. In an effort to add to the beauty and character of Downtown Billings, the Downtown Billings Alliance is consistently looking for opportunities to expand the number of public art displays. The DBA’s Public Art Committee launched the Traffic Signal Box Wrap Program in 2013. This program is primarily funded by the City of Billings and has completed more than 12 traffic signal boxes wraps so far, each featuring images of original works of art. The art is selected from chosen local and regional artists and is digitally transferred to a vinyl overlay and professionally wrapped around each signal box. The vinyl wrap is sustainable in the elements and has anti-graffiti qualities that allow it to be cleaned very easily. The Public Art Committee has collaborated on other initiatives downtown, including a summer piano installation under Skypoint for public use, the sidewalk mural event Chalk on the Walk, the mural on 29th street next to Limber Tree Yoga studio, and “Art Alley,” next to the former Good Earth Market.

ARTWALK
Downtown Billings art event showcases local, regional artists ArtWalk Downtown Billings opened its 24th season with an April ArtWalk on April 6. Multiple art galleries, studios, museums, nonprofit organizations and other “art-friendly” venues had visitors chatting with artists, viewing and purchasing their work and celebrating the creative spirit that thrives in downtown Billings. Events for the remainder of the 24th season include a Spring ArtWalk on June 1, Summer ArtWalk on Aug. 3, Fall ArtWalk on Oct. 5, Holiday ArtWalk on Dec. 7 and Winter ArtWalk on Feb. 1, 2019. Refreshments and music are offered at many locations. In 1994, a small group of artists and gallery owners on Montana Avenue began ArtWalk when they opened their doors on selected Friday evenings to welcome art patrons, share a beverage, talk about and purchase art. During the years, ArtWalk has captured the imagination of Billings residents and visitors. Some locations are standing room only, including the Toucan Gallery. Mother Nature usually looks kindly on ArtWalk and sends balmy weather, no matter the season. Even so, ArtWalk winter temperatures sometimes dip below zero. Not to worry—ArtWalk is weather resistant; its artists and patrons are hardy folks. Challenging the weather becomes part of the fun. In 2014, ArtWalk formalized a working agreement with the Downtown Billings Alliance to strengthen and add structure to the event, although it remains a member-led organization. Saturday morning Farmers’ Market returns July 14
The area under Skypoint will again be abuzz with vendors and customers between the hours of 8 a.m. to noon each Saturday this summer. The Yellowstone Valley Farmers’ Market returns to downtown Billings on Saturday, July 14, and continues through Oct. 6.
The Farmers’ Market was originally founded in 1985 by a group of local residents who wanted a place for local farmers and growers to display and sell their produce. Thirty-three years later, the Farmers’ Market is a mix of outdoor
shopping with unique one-of-akind goods. Local vendors and area farmers offer baked goods, prepared foods and fresh fruits and vegetables. Not solely limited to large farmers, a neighborhood table is available for people with garden goods to sell.

Making a difference in downtown Billings Community Innovations
In 2014, a Community Innovations Summit was hosted by the Downtown Billings Alliance and the City of Billings to address the issues of chronic inebriation, an increase in street disorder, and transiency affecting the city, and in particular, downtown Billings. The two-day summit, which showcased national best practices, was data-driven and solution-oriented. The Community Innovations Team, drawing on leadership from the business community, the social service sector, city government and officials, law enforcement, tribal leaders, and the faith community, continues to drive change through creation of five working task forces, implementation of comprehensive, downtown community policing program, and a continuum of care, where the cornerstone is cultural awareness and sensitivity in counseling and treatment, while intersecting vulnerable populations with resources and alternatives to cyclical, addictive or negative behavior.

SPARE CHANGE FOR REAL CHANGE
Program continues to bridge gap between city, public efforts Spare Change for Real Change was created by Downtown Billings to connect the city’s concerted efforts to impact homelessness and alleviate poverty and addiction with the public’s participation in those efforts. Through education campaigns and providing an alternative to giving money, Spare Change for Real Change has become an effective program in the fight.

In 1989, the Moss Mansion introduced to downtown Billings the Moss Mansion Country Fair. Volunteer Stacey Jacobs was a mansion tour guide then. When she was approached to head the mansion’s fair in 2006, it was a natural fit. The longtime volunteer transformed the fair into a juried art show to improve the overall quality and balance of purchasable crafts. What was intended to be a two-year stint turned into more than a decade of chairing one of the mansion’s largest annual fundraisers. In 2009, the fair changed its name to SpringFest, acknowledging that it wasn’t so country anymore. Since then, entertainment and vendors have only improved. On Saturday, June 2, the Moss Mansion will celebrate 30 years of

its arts and crafts fair. While admission is free to the event, proceeds from artist booth fees and food and drink sales go toward the nonprofit’s preservation of the historical grounds and programming. There is also a donation jar at the entrance. The day begins with a pancake breakfast at 8:30 a.m. Then from 9 a.m. to 4 p.m., 45 selected art-
ists from Montana and Wyoming feature homemade crafts like jewelry, leather, metal sculpture, pottery, painting and soap. Some artists even hold demonstrations. Food booths include tacos, barbecue, homemade baked goods, drinks, kettle corn and Brockel’s Chocolates. But SpringFest isn’t just for shopping and eating, it’s also for
enjoying entertainment on historical grounds while surrounded by green hedge and flowers. Three stages – the veranda, driveway and courtyard – feature local performers like harpist Grace Tanner, Sky Studio belly dancers, the Claddagh Academy of Irish Dancers and Wildwood Cloggers. A children’s area includes games, face painting, sno-cones and cotton candy. The Moss Mansion remains open for tours throughout the day at regular tour prices, plus the gift shop is also open. BIG SKY STATE GAMES

Active Montanans of all ages will congregate across Yellowstone County for the 33rd annual Big Sky State Games this summer. The Olympics-style festival features 36 sports, more than 60 venues and 10,000 athletes who come for fun, competition or both. For some people, the goal is to participate in something, said Karen Sanford Gall, BSSG executive director. “For others, they’re quite competitive in their sport, but majority are just doing it to be involved,” she said. “Our goal is to get people to participate, not really spectate. Our mission is healthy lifestyle programming … but everybody comes with a mom or dad or both.” Sanford Gall says while Wyoming develops their own state games, Wyomingites and other nearby states sans an affiliated State Games of America event are invited. She says 95-percent of participants are from Montana, however. Each sport is different, with some having various categories of competition within them such as cycling, which includes a road race, mountain biking and a timed trial. When asked how BSSG determines which sports are included in the festivities, Sanford Gall said the organization looks at what the market bears. An open water swim event is new this year, happening in June, while powerlifting returns as a sports category. Most events happen within the county during the weekend of opening ceremo-

A smart parking meter on Second Avenue North in downtown Billings is open for business, now accepting coins, tokens and credit cards.
On the city streets, there is both metered parking and posted parking. Metered parking times range from two hours to 10 hours. Some of the metered parking specifications are designated by colored domes on top of the meters. For example, greendomed meters signify that half of the proceeds of this meter will be given to Downtown Billings to be used for various downtown beautification projects, including flower baskets and street decorations. Also, meters may be mounted on colored posts
to signify special parking. For example, yellow-posted meters indicate that from 6-11 a.m., this meter is to be used only for specially permitted loading and unloading. The posted signs around downtown range from “no parking” to “2-hour free parking.” These posted areas are still enforced by the chalking of your vehicle tires, instead of looking for an expired meter.

STRAWBERRY FESTIVAL
Strawberry Festival takes a bite out of downtown Located in the streets of downtown Billings, the Strawberry Festival is a longtime community event that opens the season on the second Saturday in June. This year’s 27th annual Strawberry Festival is from 8 a.m. to 4 p.m., Saturday, June 9, in downtown Billings. The Strawberry Festival takes place under Skypoint starting with the Strawberry Pancake Breakfast hosted by the Billings Heights Lions Club. The event will feature arts and crafts booths, food trucks, live entertainment, and a 60-foot-long strawberry shortcake prepared by the Chefs & Cooks of Montana. The cake serves approximately 1,500 people and is usually around $3 per slice. With an interactive children’s area including free crafts and interactive activities for all ages, this event draws people throughout the northwest region to Downtown Billings under Skypoint at Second Ave N. and Broadway.

A mobile app is planned to accompany the meters which will notify patrons of available parking spots, as well as allow visitors to add time to their meter.
