Our Organization The Billings Chamber is a 501(c)6 business organization led by 17 board members overseeing roughly $2.5 million in revenues. Revenues are derived from membership dues, event sponsors and attendees, other private investment and from management contracts with the following organizations: Visit Billings, funded by a combination of lodging tax funds and Tourism Business Improvement District assessments, is an independent 501(c)6 governed by a seven-person board of directors with a separate budget approved by the City Council. Their $1.8 million budget is generated through a $2/ night assessment on hotel overnights and is used to market Billings as a tourist destination. Visit Southeast Montana Tourism consists of thirteen counties and two Indian reservations in Southeast Montana. It is a 501(c)6 governed by a 21-person board of directors and funded by a portion of the 7% State Lodging Tax. This returns approximately $505,000 annually to the region for marketing and recruitment of new and repeat visitors. Montana’s Tourism Advisory Council approved the budget.

Billings is quickly becoming Montana’s first metro city. Billings is a regional hub that attracts businesses, families, shoppers, recreationalists, and sports fans. We lay claim as the region’s largest city and a hub for medical services, manufacturing, education and hospitality, as well as the regional leader in energy development, agriculture, tourism and quality of life amenities. Surrounded by coal, oil, natural gas and alternative energy development, the region’s largest city continues to experience a tide of economic opportunity. Unemployment rates are half the national average, housing starts are increasing rapidly and families are relocating to our community bringing new children into School District 2. As “Montana’s City” and the trailhead to economic, cultural and educational

opportunities, it is our responsibility as the Chamber of Commerce to create an environment for business to succeed while enhancing our quality of life. Last year the Chamber launched our “Chamber of the Future: Defining Tomorrow” initiative. Hundreds of responses to our “Chamber Listens” web site, surveys and focus groups helped the board develop a strategic direction for the future of our organization and for Billings. This year we will launch those strategic initiatives, a new membership investment structure, added value to your membership, and offer many more volunteer opportunities for you to engage in the Chamber and initiatives that are important to you. A message from this year’s board chair: Ron Yates

It is my pleasure and distinct honor to serve as your Board Chair for the fiscal year ending June 2015. Your Chamber once again has a very ambitious agenda of community/business priorities upon which we will focus, including public safety, education, tourism, the 2015 Montana legislative session, economic development, and tomorrow’s young business leaders. Billings and the surrounding communities are fortunate to have a very strong Chamber that labors on behalf of our members as well as the greater good of all businesses, individuals, and the entire community.

I was born and raised on a 3rd generation cattle ranch in Luther, Montana, twelve miles west of Red Lodge. My family has a long history in agriculture, mining, and oil & gas in Montana: my parents continue the Luther ranch operations along with my two younger brothers. I earned my bachelors and master’s from University of Montana before successfully passing the Uniform CPA exam. In July 1998 I joined the public accounting firm KPMG Peat Marwick LLP as a Tax Specialist. In 2006 I joined the public accounting firm Eide Bailly LLP as a Senior Tax Manager and in May 2007 was elected into the firm partnership. My wife Amy and I have been very involved in professional, civic, and non-profit organizations in Billings for the past 16 years. Our daughter, Ava Grace, was born in 2007 and will be attending the second grade at St. Francis Primary this fall.

2013-2014 Report This has been a refreshing year of evaluation and change for the Chamber of Commerce. “The Chamber of the Future: Defining Tomorrow” campaign launched at the annual meeting in September 2013. The following is progress to date:

Chamber of the Future l Aspirational City Visit to Sioux Falls resulted in meaningful takeaways and specific action steps to implement in 2014-15. l Revenue Model Review resulting in the board approved “Growth Plan” which in-

cludes changes to the dues structure and benefits; events; partner agreements; development of a Chamber Foundation and more.

l Development of Long Range 2014-2019 Strategic Plan. l Governance review resulting in changes to the committee structure providing more value to member participants.

Membership Division l Salespersons’ Breakfast: Featuring Archie Manning, the event attracted 1,600 attendees and was the most successful event in our records. l NextGen Program: Boasts 90 registered members in the first two months and nearly 100 attended the Launch Event.

l L eadership Billings: Expanded to two Adult classes this year, high school youth class and the early development of the Leadership Alumni program. lA g Banquet: Featuring Baxter Black, the event attracted 960 attendees.

l I nternational Trip to Spain: Of our four international trips to date, this is the largest with 62 confirmed travelers to Spain. l L iNK Magazine: Launched first two issues of this new quarterly business publication designed to better communicate with membership.

Business Advocacy Division l Regional Legislative Agenda: Reached out to our community partners in Eastern Montana to begin developing a combined legislative strategy. The Miles City meeting attracted 30 participants. l K-12 Facilities Bond: Part of the leadership group in this successful effort.

Visit Billings Division l Group Bookings: Achieved 142% of room night sales goals and 120% of number of group booking goals. l City Wide BIG-Deals Booked: BMW MOA’s International Rally Announced for 2015 (6,000 bikes); Outdoor Writers Association of America annual convention (2016) bringing over 350 outdoor writers from all over the U.S. to Billings and Southeast Montana. l Sports Recruitment: NCAA DII Cross Country Regional Championships for November 2014 and 2016; 2015 Great Northwest Athletic Conference (GNAC)

l L eadership: Thanks to the efforts of Southeast Montana, many regions and the Office of Tourism are now using SEMT as an example of a well-run region. The marketing plan was approved without hesitation from the TAC and many adopted a change in name based on the research we produced.

Tom Scott: Billings Chamber Lifetime Achievement Award Recipient Each year the Billings Chamber of Commerce Board of Directors selects a community member to recognize as the Lifetime Achievement honoree. This award recognizes an outstanding individual who dedicated his/her career to improving the business climate in our community while giving back to improve our quality of life. The 2014 Lifetime Achievement Award recipient is Tom Scott with First Interstate Bank. “No one better deserves this type of recognition,” says Chamber Board Chair Ron Yates. “Tom and three generations of the Scott family worked tirelessly operating and expanding First Interstate BancSystem throughout Montana and Wyoming. Tom’s efforts, vision and strong leadership are universally-recognized and widely-respected.” Tom Scott was born in Sheridan, Wyoming, and grew up on the family ranch, beginning his banking career in 1969. Tom and his wife, Joan, moved to Bill-

ings in 1970 and as the family’s banking interests expanded, Tom’s responsibilities focused on managing a growing, multi-bank holding company. He currently serves as Chairman of the Board of First Interstate BancSystem, Inc. and served as its CEO from 1978 to 2003, and as a Director since 1971. On behalf of everyone at the Billings Chamber of Commerce, our board of directors, and the Billings community, we sincerely congratulate Tom Scott on this significant honor and recognition.
