The Social Security Act was signed by FDR on August 14, 1935. Taxes were collected for the first time in January 1937 and the first one-time, payments were made that same month. Regular ongoing monthly benefits started in January 1940 and went on from there. In 1935 social security was just for the retired individual who worked. Changes were made to the law and in 1939 it added benefits to survivors and benefits for the retirees spouse and children. Disability benefits were added in 1956. The first social security cards were distributed in 1936. Today you need a social security number to do just about anything legal such as renting or buying a house, getting a job, filing taxes and many other activities. A social security number is your identity and when a person dies that number is never reused. Everyone is given a social security number after birth along with a birth certificate.
