The proposal is fairly modest: seven-storey to 15-storey buildings that, based on other projects in the city, would likely be stepped back from the street and inject a lot of new residents and retail into the area. The 100-year Chinese Benevolent Association of Vancouver, the Chinatown Society Heritage Buildings Association and the Vancouver Chinatown Merchants Association support the proposal. It also doubtlessly has the support of the many local tradespeople and suppliers who would welcome fresh construction and vitality in the inner city. But the plan has met with stiff resistance from such groups as the Downtown Eastside Residents’ Association, the Carnegie Community Action Project and the perhaps befuddled Vancouver Area Network of Drug Users. As this was being written, protestors were gathering outside of city hall. Their arguments seem based on protecting the status quo of the Downtown Eastside, where poverty, shuttered shops and cheap hotels make

up the most dismal section of the city. Hyberbole, it seems, takes the place of facts. “An increase in condo tower heights will push up rents and ... the streets will be policed against the bodies of poor people for the enjoyment of middle class and rich shoppers and condo owners,” one missive reads. The sad and strange thing is the protesters – who mostly have no skin in the game – may convince the city to stop the higher buildings. Of course, the misguided not-in-my-backyard-ism from East Hastings Street is no different than we are seeing in more bucolic corners of the province. Over on the west coast of Vancouver Island, a group that included environmentalists, squatters and surfers managed to stop an apparently top-flight residential and eco-resort development that would have meant jobs and a future for the area. Instead, taxpayers in the Capital Region were convinced to buy all the waterfront in Jordan River and freeze the zoning on the rest. What’s there today is something akin to an industrial ghost town, and it may stay like that for years. But at least the squatting and the surfing are free. Canada’s NIMBY syndrome is internationally known. In fact a U.K. group,Saints

Consulting Group did a survey of Canadian NIMBY attitudes three years ago. The survey found that 83 per cent of us oppose casino development, 75 per cent oppose landfills and 63 per cent don’t want a nearby WalMart. Additionally, the survey found that one in six Canadians or a family member have actively opposed a real estate development project in their lifetime. We can only imagine the response if the Canadians were asked if they support a Downtown Eastside neighbourhood in their backyard. Perhaps, some day, residents of the Chinatown towers will be asked that question.

WESTERN INVESTOR he annual Jurock Land Rush conference in Vancouver traditionally focuses on real estate opportunities in Western Canada, but this year the clear direction was into the U.S. Sunbelt.

With millions of American families losing their homes to foreclosures and others walking away from houses that have lost up to 50 per cent of their value, Canadian investors are swooping in for what one speaker called a “historic� opportunity. As they take advantage of rock-bottom prices, though, Canadians must also deal with the face of the American housing crisis. Vancouver-based Janet LePage, of Element Estate Investments of Phoenix, said that many of the tenants that rent out the detached suburban houses from Canadian buyers are residents of the same neighbourhood; sometimes they are the former owners of the home. “They don’t want to move because of the kids,� LePage said. “These are hard-working, stable tenants.� There are so many potential tenants that LePage and Phoenix-based partner Todd Smith of AZ Performance Realty said they can virtually guarantee rentals. LePage and Smith are part of a new type of U.S. real estate business targeting Canadian investors, most from B.C. and Alberta. These companies find distressed detached houses, do the renovations needed, prepare all the necessary paperwork, find tenants, offer property management and sell the houses as turnkey investments to Canadians. “It’s a onestop shop for Canadians,� LePage said. Element presented five detached house

deals at the conference. One example: a threebedroom, 1,902-square-foot house with a pool in Surprise, Arizona, that sold in 2008 for $360,000. It can be rented for $15,000 per year. Price: $135,900. Two other examples were priced around $105,000, less than one-third of the original price two or three years ago. Mike Kent of Windemere Real Estate in Birch Bay, Washington, summed up the U.S. market. “This is a pivotal moment in history for Canadians to buy real estate in the United States,â€? Kent said. He added the “historical opportunityâ€? would eventually end, but not likely for years. Right now – with the Canadian dollar at par, a strong Canadian housing market and a huge inventory of U.S. property for sale at rock-bottom prices – is the time to be looking south of the border, he said. Kent believes some U.S. markets, such as Whatcom County, Washington – where average house prices fell 5 per cent in the past year – could bottom out in six months, but that hard-hit areas like Phoenix and Las Vegas will take four to five years to recover. Regardless, U.S. residential prices are not likely to get much lower than they are right now, Kent said. The reasons: • only 450,000 new homes were started last year in the U.S. and just 600,000 are expected this year, far below what will be needed for a country of 320 million; • a bulge of Canadian baby boomers are now flooding into Sunbelt real estate; and • buyers from China and India are now getting into the U.S. housing market. Kent recommends buying Birch Bay-area recreational real estate, but he added that

Whatcom County apartment buildings are a good deal. “We have a 1.6 per cent rental vacancy rate and there is very little rental construction,� he said. Ozzie Jurock said he is confident that the U.S.housing market will recover, but added the

bargain prices will be seen for some time. The conference appears to have kicked off a southern land rush. Lepage, speaking a week after the show, said “my phone has been ringing off the hook. Canadians are very excited about U.S. real estate.� ◆

3JDINPOE " SBQJE USBOTJU PETER MITHAM WESTERN INVESTOR ichmond may be the jewel at the mouth of the Fraser River and a favoured destination for Chinese buyers, but its fortunes are inseparable from the transportation infrastructure being developed around it.

Connected to downtown Vancouver by the Canada rapid transit line and to the rest of the world by Vancouver International Airport, Richmond has been facing intense pressure to evolve to meet the new demands being placed on it. Current projections suggest the city’s population could reach 280,000 by 2041, with much of the growth happening in the downtown area centred on the retail corridor along No. 3 Road. The population here is expected to double to 100,000 people by 2041, with upward of 120,000 people within the century. To accommodate the growth,Terry Crowe, manager of Richmond’s policy planning division, said the city is focusing on transit-oriented development – by which he means high-density urban villages around key stations along the Canada Line. Ray Sagat, director of cargo and business development for the Vancouver International Airport Authority, said the Canada Line was also the impetus for a new, $250 million business park the airport plans to develop on 30 acres adjacent to Templeton station just off the line’s main track. But unlike other municipalities, Richmond can build only so high out of respect for air traffic in and out of Vancouver International Airport on Sea Island. Stations at Aberdeen Centre and Bridgeport are off limits for residential development, for example, and the entire downtown is limited to buildings of no more than 15 storeys. of the city and the Agricultural Land Reserve to the east impose further constraints on development. This has made planning for downtown’s growth a challenge. “We have to fill it with the right things – live, work play – in the right amounts,� Crowe said.

Richmond is developer friendly, however, and the Canada Line has underscored this. Building permits peaked in 2010 at $760 million, the first full year of the transit line’s operation. Yet residential development has long been seen as benefiting from transit access, with several projects brought to market in 2005 and 2006 in anticipation of the Canada Line’s completion, including Cressey Development Corp.’s three-tower Lotus development; Century Group’s two towers at Ocean Walk;

and the 183-unit Versante by the Toyu Group. Richmond’s City Centre Area Plan (CCAP) expects a station like Brighouse, opposite Cadillac Fairview Corp. Ltd.’s and Ivanhoe Cambridge Inc.’s 240store Richmond Centre shopping complex, will anchor a community of 26,000 to 30,000 residents and 15,000 to 19,000 jobs by 2041. Yet the highest-profile projects of late have been Aspac Development Ltd.’s River Green and Onni Group’s Ora, which benefit from proximity to the city-owned speedskating oval, an Olympic legacy, and a riverfront location near the city centre. The projects aren’t transit-oriented, but buyers aren’t concerned – Aspac, for its part, has sold close to 300 units, or more than $280 million worth of real estate here. The area’s potential seemed so rich that Aspac added the former Ritchie Bros. Auctioneers site to its original 2007 purchase of 18.6 acres adjacent to the speedskating oval. It now owns

the entire waterfront – 28 acres – between No. 2 Road and the Dinsmore Bridge, where the city expects 12,000 to 14,000 residents and 4,000 to 6,000 jobs will eventually exist. “[Aspac’s principals] believe in the future of that community along the river,� said George Wong, principal of Magnum Projects and Aspac’s designated spokesperson for the site.

Unlike many other Richmond projects, River Green is drawing the majority of buyers – 80 per cent – from Vancouver, but Wong acknow ledged that many are recent immigrants. “There’s still a large percentage of Asian buyers, but they didn’t buy when they were in Shanghai, they didn’t buy when they were in Beijing or Tokyo or wherever,� he said. “They buy after they come here. They’re local Asians.� The riverfront location and proximity to Richmond’s downtown core and the airport

FEATURE Despite rush of development, intense demand expected to push Metro’s storefront leases higher

WI STAFF WESTERN INVESTOR espite a huge amount of retail space being developed across Metro Vancouver, tenants cannot expect much relief from rental rates, according to Colliers International.

In its first-quarter retail market report – released early to Western Investor – Colliers noted that about 1.5 million square feet of new retail space opened last year, and another four million square feet is under construction. And this doesn’t count long-range plans, such as the 1.5-million-square-foot power centre proposed near the Tsawassen ferry terminal. Colliers expects the current retail vacancy rate of 3.3 per cent to fall to potentially historic lows this year, due to the intense demand for street front and mall space. Kirk Kuester, Colliers managing director, noted that 2011 is a year of catch up in construction after near-zero new retail development since 2008. At the same time, there has been an explosion of pent-up demand, especially for prime retail sites. Small and mid-size retailers are competing against giants such as U.S.-based Target, which will rebrand 32 Zellers locations in B.C. over the next two years. Right now Target is hunting for Lower Mainland locations and, according to Colliers, “shopping centres, which have an immediate ability to accommodate expansion or renovation” will likely be high on the list. Limited Brands, whose stable includes Victoria Secret and Body & Bath Works, also plans a major expansion into Metro Vancouver this year. And the big malls are getting ready.

Brentwood Mall in Burnaby, Guildford Town Centre in Surrey and Langley City Square are all planning major expansions and upgrades. The only potential break for tenants may be in the Fraser Valley, where the 450,000 square-foot Shops at Morgan Crossing in South Surrey and Abbotsford’s High Street’s 600,000-square-foot project have injected a lot of new space into the market. The competition is expected to lower Valley retail lease rates, at least over the short term. It is a different story in Vancouver, however, where the demand for retail property is apparently only matched by the zeal in raising rents that dipped during the 2008-09 recession. “Low vacancy rates will continue in prime retail districts like Robson and Yaletown,” said Amyn Somani, CEO of Kazawest, a real estate management and development firm. “The retail property we manage in those areas has had zero vacancies over the past year.” Prime space on Robson Street now touches $220 per square foot and is heading above $60 in Yaletown. Even Commercial Drive and Main Street are seeing record-high rents in the $30-$55-per-square-foot range. Somani pointed to Kerrisdale and West Broadway for small retailers looking for “value-priced entry points.” New space being planned for Vancouver will certainly not be low-cost rentals, he noted, and some is already claimed. Telus Communications Corp. will spend $750 million to build its mixed-use project on Georgia Street, which includes street-level retail beneath a 22-storey office tower and a 44-storey residential tower. Darrell Kopke, who guided operations at the retailer during its meteoric growth from 2001 to 2007, describes Institute B as a development shop for entrepreneurs who stand for creating societal value ahead of profits. It has recruited seven companies for its portfolio since last November, including Vancouver’s Valcent Products Inc., which is developing a system for vertical urban farming, and Saltspring Island’s Sirewall Inc., which is creating eco-friendly building walls out of rammed earth. The incubator is also supporting the development of an organic winery in the Okanagan and a Vancouver company that’s launching a non-prescription treatment for the skin condition rosacea. In exchange for marketing and public relations support, leadership guidance and help in recruiting employees and in raising capital, Institute B negotiates different investment structures with its portfolio companies, depending on the nature of the business and stage of development. It has ownership shares or options in some of the companies; it takes a commission on sales from others. “Depending on what their business requirements are, we insert ourselves into the leadership and operational team and help guide them through a critical point in their development,” said Kopke. When Kopke joined Lululemon in 2001 as general manager, the company operated a single store in Kitsilano and generated $2 mil-

lion in annual revenue. When it went public in 2007, Lululemon operated roughly 70 stores and reported $270 million in revenue. At that point, Kopke became managing director for the company’s Asia Pacific region. He left Lululemon in January 2009. “I’m a builder of small companies,” said Kopke, “and Lululemon had become too big for me.” The personal wealth he gained from the sale of ownership shares in Lululemon has allowed him to finance Institute B without any outside venture capital. The incubator has eight employees, all of whom have pursued their own entrepreneurial ventures. Institute B’s philosophy is similar to Lululemon’s famous self-empowerment philosophy. “What we learned at Lululemon is that we can create a culture and a community around doing the right thing in the world first,” said

Kopke. “And you can end up making money doing that.” In a program called CEO Brain Spa, Institute B teaches CEOs to create positive workplace cultures that are free of passive-aggression and negative energy. Kopke expects Institute B to expand its portfolio to 10 companies this year. There’s enough space to incubate up to four companies in Institute B’s office in Vancouver’s Gastown. Currently, two of Institute B’s seven portfolio companies, Valcent and Riversol Skin Care Inc., are occupying the space. Valcent is trying to close a $2.3 million capital round. Institute B is courting investors for the round and is also participating as an investor. ith an investment portfolio of 20 startup companies and a hands-on approach to supporting those companies, Boris Wertz is one of the few, if not the only, angel investors in Vancouver who can legitimately use the oft-misused buzzword “super angel” to describe himself. Two-thirds of his portfolio companies are in the Pacific Northwest where, at any given moment, he can hop on a plane and be at a portfolio company’s office within an hour. “If you only show up for board meetings every two or three months, you’re just not getting deep down into what is going on with your portfolio companies – what their competition is doing, how their product is developing and how to market and scale them,” said Wertz.

Wertz, who founded his angel investment vehicle W Media Ventures three years ago, added six new companies to his portfolio in 2010. He invests in what he knows: the social media and consumer Internet sector. Much of that knowledge was derived from his experiences in developing JustBooks, an online platform for used and antiquarian books that Wertz co-founded in Germany. In 2001, Victoria’s AbeBooks acquired JustBooks. As part of the acquisition, Wertz moved to Victoria to become AbeBooks’ COO and help it build an online marketplace for more than 110 million primarily used, rare and out-of-print books. Amazon.com Inc. acquired AbeBooks in 2008.

The Amazon deal provided Wertz with the financial ammo necessary to kick his angel-investing career into high gear, he explained. “Money is certainly the starting point for investing,” said Wertz. “But the entrepreneur will always take the hands-on investor who brings additional value over someone who just has the money.” While not cultivating a network of contacts that spans from Vancouver to the Silicon Valley to New York to Germany, he sits on the board of DigiBC and fundraises for Science World. He was recently named chair of Bootup Entrepeneurial Society, which is a nonprofit that is very active in supporting development of Vancouver’s Internet startup cluster.

.C.’s booming shale gas sector has become a victim of its own success, but experts say investors will hang on for the long term. According to a Ministry of Energy report published last month, industry investment in the province’s gas sector is expected to top out at $6.3 billion in 2010-11, and then decline 20 per cent to $5 billion in 2011-12. In fact, the ministry does not expect investment levels to recover un til 2013-14 when annual investment in exploration and development is targeted to hit $6.4 billion. The prediction comes amid a plethora of massive shale gas finds throughout North America, which have reduced prices in recent months. At press time, natural gas was trading at US$3.89 per million BTUs, down from $4.73 a month earlier. On February 17, the B.C. government put another $120 million on the table to “spark� investment in the sector via its royalty credit program. Kevan Holroyd, executive director of Ernst & Young’s oil and gas practice, believes junior natural gas companies will look to be acquired or land significant investments this year to support their exploration programs. “What we’re going to see is an increase of natural gas companies that have to transact in one shape or form to be able to keep their drilling programs going,� Holroyd said. “One way is for folks to come in and take them out by way of a transaction.� Although prices remain low, Holroyd said the investment community views the Canadian gas sector as a long-term holding. In March, gas giant Encana inked a $5.5 billion agreement with PetroChina for 50 per cent of the Calgary company’s Cutbank Ridge assets in B.C. and Alberta. That deal followed a $50 million agree-

Industrial strata sales ramp up

recent study from Avison Young shows that industrial property accounted for 38 per cent of industrial sales last year, compared with less than 30 per cent three years ago. Average prices are around $200 per square foot, which is down from an average of $227 at the peak in 2008. Most of the strata unit sales are in the 1,100-to-3,200-square-foo range, which fits many small businesses. The industrial vacancy rate is now 3.5 per cent, up from 2.6 per cent mid-last year. Noted Avison Young principal John Lecky, who specializes in Vancouver industrial property sales and leasing: “Constricted availability and high land prices are encouraging demand for strata development.� Lease rates for small bay industrial strata are in the $8-to-$10-per-square-foot range, depending on location.

Prosperity mine bid revived

aseko Mines is willing to pay $300 million to save a remote B.C. lake so it can build its next mine, but Ottawa will get the final say. The Vancouver-based mining company has submitted a revised mine plan for its $800 million Prosperity copper-gold project, which would be located near Williams Lake in B.C.’s Cariboo country. The issue has been raised by B.C.’s new premier who has said the mine has the potential to aid the entire Cariboo region. Ottawa rejected the mine plan in November,

nvestments in Vancouver commercial real estate posted average returns of 13.7 per cent in 2010, second only to Montreal as the highest in the country. Across Canada, commercial real estate bounced back with the strongest performance in three years, at 11.1 per cent, as measured by the REALpac/IPD Canada annual property index. The annual total return – a marked turnaround from 2009’s negative return, at -0.3 per cent, and 3.7 per cent in 2008 – is underpinned by a 4 per cent capital growth and a 6.5 per cent income return. In Vancouver, the multi-family sector saw income returns as low as 3 per cent last year. Montreal led the six largest commercial property markets, with a total return of 14.2 per cent; Edmonton trailed in last with 6.5 per cent, the only market among the six where capital values did not show any recovery. Returns in the other three major markets were as follows: Toronto (10.9 per cent); Ottawa (10.6 per cent); and Calgary (8.7 per cent).
