The magnitude of scale is staggering and goes a long way to explain that what British Columbia sees as enormous economic opportunities is a mere pittance for the Asian giant. And surprisingly, few B.C. residents are even clued into China’s importance to the province’s economic future. This was brought home during a recent Business Council of British Columbia conference on Asian business, which rightly pushed for more local businesspeople to take advantage of our envious location for Asian trade. Yet a study done for the Asia Pacific Foundation found that only half of British Columbians agree that the province is even part of the Pacific Rim and 60 per cent do not want Asian studies or language in their schools. This in spite of the fact that Asia will account for half of the world’s GDP by 2030 and that trade with China is the only reason B.C. was able to pull out of the global recession. Another telling point on how far B.C. has to go to even tug at China’s economic coat-

tails was in an address by Hank Ketchum, president and CEO of West Fraser Timber Co. Ltd. Ketchum told the conference that in the first five months of this year, total B.C. softwood exports to Asia – $776 million – surpassed those to the United States – $661 million – for the first time. “The emergence of the Chinese market has saved roughly 6,000 British Columbia jobs,� Ketchum said. But while most of us think that our prized wood is being used to build houses in China, that is not the case. The Chinese build out of concrete and steel, not wood. According to Ketchum, “[B.C.] lumber is currently used for low-value applications, like concrete forming, not home building.� China will start about 14 million homes this year – what all of North America builds in 15 years – but only about 20,000 Chinese houses will be built from wood, most of these in exclusive, Western-style enclaves. And it may be just luck that we are selling any lumber to China: a main reason is that Russia has slapped a 25 per cent tax on lumber exports from its vast forests. Take that away and Canada could be hard-pressed to match Russian competition. But Canada has been named an

$JWJD DPTU DVUUFST IPOPVSFE WI STAFF WESTERN INVESTOR ith the release of the 12th annual Metro Vancouver regional development cost survey, and the sixth to focus on industrial buildings, developers have honoured those municipalities that held the line on civic charges and worked progressively with the development community over the past two years.

It is a short list. The winners of what will be now known as the Name Awards (NAIOP Award for Municipal Excellence) were presented by NAIOP/ Commercial Real Estate Development Group in October and went to just four of the 20 municipalities surveyed in NAIOP’s 2011 Commercial Development Report Card. The Name winners are: • The cities of North Vancouver and Chilliwack, twin winners for “most improved municipality.â€? Both of these cities achieved the most improvement compared with previous survey results and recorded an overall drop of 6 per cent in costs from the industrial survey done in 2009, according to NAIOP. • The City of Delta won the award for “most fiscally responsible.â€? The Fraser Valley community has managed to limit cost increases for industrial development to just above the average rate of inflation over the past decade. • The City of Abbotsford took the award for “most business friendlyâ€? municipality. Abbotsford has implemented five-year staggered tax incentives for both commercial and industrial development. According to survey author Graeme Silvera, a vice-president at the Plenary Group, the city’s tax incentives include a 100 per cent property tax break, or about $106,000, in the first year a new building is complete. Based on the survey model, an industrial developer could see as much as a half-million-dollar tax break in Abbotsford.

“This is significant, and it has encouraged new investment,� he said. After these awards, however, the bottom line in this year’s report card was a B or perhaps C or even F grade for many other municipalities. Among the failing graders are New Westminster and Vancouver, both of which have jacked up development cost charges (DCCs) sharply for industrial projects since the last industrial cost survey was done in 2009. The parameter of the survey is a 100,000-square-foot industrial building, such as a distribution warehouse, on 5.5 acres of land. The development also includes 15,000 square feet of office space within the warehouse. Each of the 20 municipalities received a development proposal where rezoning, subdivision, development permit and a building permit would be required. The municipalities then provided a report on costs and approval times, according to their usual standards.

In Vancouver, this works out to more than $4 per square foot before the foundation is even poured. This, developers say, is passed directly onto the final lease, which in turn drives up the cost of doing business for tenants. “It is surprising to see costs go up that much, given that we have been in a fairly turbulent time for the market,� Silvera said. “Most people are trying to control costs to make it better for business.� Silvera noted that development cost charges, historically and legally under provincial regulations, are to provide the necessary new infrastructure, such as roads, sewers and water lines for new development. “When you get mature municipalities, like New West and Vancouver with those kinds of increases, the DCCS are obviously being used for more than just accommodating growth. Almost half of the municipalities surveyed reported increases in development cost charges, which are just part of the overall fees that a developer can face. Total civic fees ranged from a low of $169,000 in Burnaby to more than $1 million in Richmond. More unnerving for some developers is what NAIOP calls “the excessive� use of letters of credit and other forms of security demanded before a project is approved. Four municipalities now require bonds of $750,000 or more. “This is becoming more an issue in today’s credit-restricted environment,� Silvera noted in the survey. The survey also looked at the time it takes from when a development proposal is submitted to when a building permit is approved and shovels can go into the ground. The majority of municipalities had no change in their timing, but only two, the City of North Vancouver and Richmond, had an actual reduction in the time it takes to get a project underway. Still, even with an 11 per cent decrease, North Vancouver’s timeline is still 240 days, which ranked it among the slowest in the region. Abbotsford and Chilliwack provide the speediest service, taking an average of 90 days to turn an application into a building permit.

There are also new green fees and regulations in some municipalities. Over half of municipalities now have some form of green incentive or requirement, compared with six, two years ago. Most are voluntary and include a green checklist for developers, which are included in the project application to city council. “It is a kind of moral persuasion, “ Silvera said. = NAIOP members appear realistic in the impact of their annual cost survey, which remains the only such study in Canada. “I don’t know if the survey has modified municipal costs,� Silvera said. “In industrial, [municipalities] have a captive market.�◆

All eyes are focused on the Eastern Core, which ultimately stretches from Northeast False Creek to Clark Drive and includes the northern False Creek shoreline. But first, the future for two stretches of an old freeway has to be considered. Removing the Georgia and Dunsmuir viaducts – remnants of a planned freeway that was never finished – would release development land valued at about $150 million, according to city estimates. The plan could pump badly needed cash into City of Vancouver coffers and create a revitalized high-end neighbourhood that could include a beach at the east end of False Creek. “We need to open up our thinking,� said Bing Thom Architects principal Bing Thom. “Maybe the whole east end of False Creek should be a beach. There’s no beach in the east side of the city that faces south. Crab Park Beach and New Brighton Beach face north.� Concord Pacific’s plan to build a park on its land along False Creek’s northeast corner is part of a negotiated agreement with the city in exchange for Concord developing residential towers on nearby land. Not including the BC Pavilion Corp. (PavCo) land adjacent to BC Place where Paragon Gaming had proposed building hotel towers and a casino, 11 towers are in various stages of planning for the northeast False Creek lands. The city’s traffic engineer Jerry Dobrovolny is equally confident about removing the viaducts. “We can mitigate traffic,â€? he said. “There’s no reason they have to stay.â€? Thom said public support is key to advancing the timeline and the best way to do that would be to develop a business case for the removal. He estimated that removal of both viaducts and reconfiguring roads, sewers and other infrastructure could cost Vancouver $100 million. However, the city would free up 10 acres of developable land underneath the viaducts. The property would need soil remediation, but it could still be sold for at least $150 million, according to real estate analysts. Thom said wresting community benefits from developers that propose towers on the land would provide the city with another $150 million. Exact numbers in the business case for the viaducts’ removal would depend on: • how much density the city allows on the underlying land; • what zoning it would give proposed developments; and • how much money developers could get from selling units in the towers. The recent surge in foreclosure filings is primarily attributed to the Bank of America, the nation’s single largest lender, which is moving forward on troubled mortgages where paperwork was found to have been improperly “robo-signed� by bank employees, ForeclosureRadar CEO Sean O’Toole said. “It’s possible that they are clearing up files that were set aside during review of the robosigning,� the foreclosure analyst said. “If that’s the case, I think this will be a one-month blip of cleanup.� The rental vacancy rate in Las Vegas has fallen to the 9 per cent range, down sharply from a year ago, according to California-based Marcus & Millichap, which says a gradual recovery of the gaming industry should lower vacancy rates and increase rents in 2011. The firm says Las Vegas employers should add about 14,000 workers, a 2 per cent increase. Visitors should increase by 2 per cent this year, improving the gaming and hospitality industries that drive apartment operations, said Hessam Nadji, managing director. Lydia Clarke, Las Vegas-based president of Investment Properties International, specializes in buying real estate through foreclosure auctions in the U.S. gaming capital, fixing them up and either flipping them or renting them out. Clarke said most of her clients are western Canadians. “Simply put, Las Vegas home values have dropped by more than half of what they were bought for five or six years ago,� Clarke said. “Many people who purchased or refinanced now owe much more on their homes than they are worth.� Some distressed buyers will try for a short sale, where the lender forgives the difference in the sale price and the mortgage owing to get some of the money back. Other owners simply walk away and let the home fall into foreclosure. About 1,000 homes are put to auction every day in Vegas, Clarke said, noting that the city is leading the U.S. in both foreclosures and highest volume of homes sold.

ith our long cold winters, it is no surprise that so many Canadians are flocking to the Sunbelt U.S. states in search of warmth, and just maybe an investment that will pay dividends.

I am one of them. I have used my experience, living part time in the U.S., to help other Canadians buy their dream home or investment property south of the border – the right way. As a financial planner, my most successful clients always owned between two and four properties, in addition to their investment portfolio. They had their share of bonds and mostly held good companies that paid a dividend, like Canadian bank stocks or big oil. But in real estate, what made them so successful is that they bought affordable homes that would generate positive rental cash flow. Clients who paid attention to this advice have been able to ride the steady decline in the U.S. market quite comfortably. In fact many of our clients have actually made money already with U.S. properties that are now more rare and difficult to find, particularly in Phoenix, Arizona, where I specialize. When you stick to affordable houses in good neighbourhoods – the kind where there are decent schools, and have a good infrastructure in place, close to a highway, and good shopping – you will ride out the bumps because there will always be demand for your property. It costs about the same to ship lumber from B.C. to China as to most U.S. markets, and Ketchum said improved port and rail services in China could open the country’s expansive interior to more B.C. softwood by next year. “That is a market we’re not reaching yet,� he said.

B.C. wood valued low in China Victoria weak A for hotels recent Business Council of British Columbia conference on Asian opportunities revealed that, while exports of B.C. softwood to Asia are soaring, the wood is often seen as low value in the China market. Hank Ketchum, president and CEO of West Fraser Timber Co. Ltd., told conference delegates that West Fraser shipments of B.C. timber to China were up 100 per cent in the past five years – from near zero – while exports to the U.S. had fallen 40 per cent the same period. Today, he said more than onethird of West Fraser’s lumber and plywood production was being shipped to China. In the first five months of this year, total B.C. softwood exports to Asia – $776 million – surpassed those to the United States – $661 million – for the first time. “The emergence of the Chinese market has saved roughly 6,000 British Columbia jobs,� Ketchum said. But it could be so much more, he added. China is building 12 to 14 million homes per year, but only about 20,000 of these are made out of wood, or about the same number of annual housing starts in British Columbia. “The Chinese build out of concrete and steel, not wood� Ketchum said. “Our lumber is currently used for low-value applications, like concrete forming, not home building.� Ketchum said B.C. has had some good luck combined with hard work in increasing Asian lumber exports. Part of the luck was the hefty 25 per cent export tax that Russia has slapped on its lumber shipments to China, and the fact that B.C. has a huge surplus of softwood due to the collapse of the U.S. housing market. The hard work is seen in B.C. government investments in promoting B.C. lumber to architects and builders in China, led by a 60-person trade office in Beijing. “We have to move up the value chain,� Ketchum said.
