SCOTT & KELSEY

E

very couple aspires to have a harmonious marriage, this is made much easier when you live in a fabulous community like Harmony. This brings us to our newlywed couple, Scott and Kelsey. They met in Harmony, got married in Harmony and live in Harmony. Scott Lowe came to the USA from the UK in October 2011 and has lived in Harmony ever since. Kelsey Kemp was born and raised right here in Osceola County. Kelsey and Scott both teach at Harmony High School where they met, working in the Career and Technical Education Department. Scott teaches Digital Video Technology and Kelsey teaches Gaming and AP Computer Science Principles.

After a short period of dating, they knew they were right for each other and decided to tie the knot at the Harmony Ballroom on November 20, 2021. Being frequent patrons of the Tavern at Harmony, they felt not only welcomed, but at home. Having a wedding five minutes away from their house was the icing on the cake! Scott and Kelsey purchased their home back in May 2020 and have been loving their life in Harmony ever since. They enjoy taking their dogs, Koka and Gunner, for walks and letting them run in the dog park. During their spare time, they enjoy traveling to places like Disney Springs to wander around or having lazy days at home with their fur babies. n

STARTING A NEW YEAR

W

elcome to 2022—I want to take this opportunity to wish everyone here in Harmony a Happy New Year! Harmony has an exciting year ahead with many improvements planned for our community. Here are a few:

Swim Club Pool Reopening

The Swim Club pool was resurfaced in December and should be back in full operation by the time you read this. This was a huge undertaking, but well worth it as the new surface should last for 15 years or more and protect our pool. I want to thank everyone for your patience during this resurfacing and invite you to come out and enjoy Harmony’s heated pool throughout the remainder of Florida’s cooler months. The resurfacing of our unheated pool at Ashley Park is scheduled to begin on February 7th and that pool will be closed for most of the month of February.

Enforcement of Harmony’s Towing Policy in Pool Parking Areas

Although Harmony has had Tow Away Zone signs posted in the Ashley Park pool parking area for a number of years, this policy was never implemented according to state statutes, so it could not be enforced. So, for most of last year, the residents living around the Ashley Park pool have had to look at a car that was abandoned in the pool parking lot. As time passed, a tire went flat, the tag expired, the Sheriff ’s office was notified, Osceola County Code Enforcement was called, but nothing helped—the abandoned car was still there. As this car remained day after day, others assumed that it would be okay to start using the Ashley Park pool parking area at times when they were not using the pool. result, the limited amount of parking available for pool users became less and less. This trend was getting worse instead of better, so in October the CDD Board unanimously approved a Towing Policy to ensure that Harmony’s pool parking would be reserved for people actively using the pools Florida Statutes require that strict guidelines be followed by both the community and the towing company, so Harmony has adopted those guidelines, as well as some specific to Harmony, and will be very careful in implementing these. At this time, towing is limited to the parking areas for both the Ashley Park (10 spaces) and Swim Club (11 space) pools and these lots will be clearly marked by Tow Away Zone signs. If a vehicle is found to be parked in the spaces designated for pool users when the owner/operator is not using the adjacent pool, then a Courtesy Notice will be placed on the vehicle. If the car is not moved in a reasonable period of time or returns to park in the lot again when not using the pool, it will be considered an “unauthorized vehicle” and the tow company will be contacted to tow it. The tow company is not permitted to make towing decisions on its own and will not be permitted to “cruise the neighborhood” to catch people parking improperly and tow them away. Your cooperation in keeping the pool parking spaces open for pool users will ensure that we never have to call the tow company in.

Stormwater and The Estates

During the 2021 rainy season Harmony noticed several areas where our stormwater system was not functioning properly. Most were easy fixes, but the problems in The Estates were not. Many places along Oak Glen Trail and one area on Southern Pine experienced serious flooding in the streets and yards. Mosquitos quickly took advantage of the flooded conditions and multiplied. Harmony’s District Engineer investigated the flooding and found that over the past 15 years, many of the drainage inlets that are located behind and between the lots have become clogged with sand. to Control also helped out by taking action to control the mosquito population. Unfortunately, this is not going to be an easy fix. At the December CDD meeting, the Board approved the cleaning and inspection of the entire stormwater drainage system that serves The Estates. The work will begin near the end of January in hopes that we can have any needed repairs completed before our next rainy season. This will be a very expensive fix, as the cleaning and inspection alone is expected to cost over $30,000. This shows the importance of being proactive and taking care of our community’s infrastructure instead of waiting for the systems to fail and then reacting. Simple measures such as annual inspections, monitoring and enforcing the use of silt screens during the process of new home construction, and regulating the use of CDD property by homeowner’s contractors will prevent the need to spend tens of thousands of dollars in clean-out and repairs.

Lawsuit turned over to Insurance

For those of you who have been following the lawsuit filed against one of the CDD Board members, individually, there is good news. No longer will the CDD be paying this Board member’s legal fees. Going forward, our insurance carrier will assume the cost of defending and resolving this lawsuit. This handover to insurance should have been done when the lawsuit was first filed in May of 2020 as Harmony carries “Public Officials Liability Insurance” which provides liability coverage for the errors and omissions of public officials. This type of insurance also covers the cost of defending the public official if they should be sued individually for an action taken on behalf of the CDD as is the case in this lawsuit (see Case # 2020Ca001337OC on the Osceola County Clerk of Court website for more information). During the June 2020 CDD meeting, prior to Dan Leet and I joining the Board, Kerul Kassel pressed the Board to submit this lawsuit to the


insurance company, but her motion was defeated when only one of the past Board members joined her. This decision has cost the CDD, to date, over $47,000 in legal fees to represent the individual Board member in this lawsuit and additional ethics complaints. Moving forward, the CDD will be discussing ways to possibly recoup some or all of these legal fees.

Vandalism in Harmony

Vandalism has been occurring at an alarming rate in Harmony. Broken windows and damaged pool furniture at the Ashley Park pool, spray paint on CDD building, stolen or defaced signs, mustard/marsh mellow fudge smeared on playground equipment, and broken balustrades on our boardwalks, just to name a few. This vandalism costs all of us, not only in funds, but also in down time for repairs and by impacting the appearance of our community. But this vandalism has not been limited to CDD property and facilities but has been extending to individual homes and personal property. The stolen candy bowls on Halloween or decorations at Christmas

time, all of these acts, no matter how big or small, impact our lives and our security in our community. The only way to stop this is for all of us to get involved. Be aware of what is going on around you and report any suspicious incidents that you see. If you see an act of vandalism or suspicious behavior, please report it to the Sheriff ’s Office at 800-423-8477 if it is not an emergency or 911 if it rises to an emergency. If it involves CDD property or you know who is committing these acts, please let the District Manager know by emailing information to CDDmaintenance@inframark.com. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Are you aware that Harmony has its very own Nature and Animal Committee? This all-volunteer-resident-led-committee has been keeping our environmentally intelligent community values alive here. One of the ways we do this is through monthly Conservation Café events, usually held on the third Thursday of each month, though sometimes they are held elsewhere, as they were last month. Residents had a special opportunity in December to enjoy and learn about animal friends presented by Gatorland. In 2022 we are planning on bringing other treats, such as the astronomical wonders of our Dark Sky community, Marine Coastal Conservation, local garden tours and more. Over the years we’ve had bat keepers, bee keepers, gator keepers, venomous snake keepers, cattle ranchers, FWC, Osceola K-9 Unit and more. We’ve done photo scavenger hunts and live scavenger hunt hikes, Buck Lake boat tours and Harmony Golf Preserve Cart tours. The Harmony Nature and Animal Committee (HNAC) takes care of a number of other nature/conservation/animals concerns here in the community. We just purchased and placed three new Adirondack chairs on our trails, and we periodically maintain the trails as well. If you haven’t been on the trails lately, winter is perfect weather for it! If you find any problems when you're on the trails, please contact me at kerul@me.com so that we can get out there to address them. We are looking for a feral cat care volunteer committee member who will help us trap, neuter and release or find fosters/homes for cats that are left or that get dumped here in Harmony. Use my email address above if there are feral cats in your neighborhood that need attention before they start breeding. We trap/neuter/release the cats—we never euthanize. If they are friendly, we try to get them foster or forever homes. Once a year we offer a photo contest run by a committee member who is an amazing photographer, usually in the late winter/spring. Cherry puts together a theme for amateur Harmony photographers to find shots that fit the theme and submit photos. The HNAC then judges the photos and winners get gift cards. Keep an eye out for announcements about the photo contest in the next few months. This column is another example of HNAC efforts. I’ve been writing them monthly for around seven years or so to continue to educate and inform residents about the many issues that impact our little community’s environment, wildlife, our pets, our natural amenities and more. GOLF CARTS, HARMONY and YOU By Steve Berube Former HROA President, CDD Board Member

C

ertainly, if you’ve been out and about in the neighborhood you have seen the proliferation of golf carts and obviously that’s what this is about. But first, the backstory. Going back nearly a decade, I started to get requests from residents to get Harmony “golf cart friendly.” I was certainly hesitant because after checking with other “friendly” communities, it was very evident that bringing carts into a community not specifically designed and built for carts brought a whole range of issues—and many non-cart residents became decidedly un-friendly toward the carts. Having said that, there was an ever-increasing number of requests to make the change, so around 2017 I collaborated with then-County Commissioner Fred Hawkins Jr. who promised to do the legwork to accomplish the change. That resulted in County Ordinance 2019-54 being issued to allow operation of golf carts on County Roads in Harmony. It is important to note that this is a County Ordinance which differs from State Law on this subject in several areas. Also, the ordinance carries the following requirements: a)

DESIGNATED ROADS: this means all the County Roads withing Harmony EXCEPT at the entrances closer than 250 feet to US192…this means no operation on sidewalks, bridges, grassy areas, public or private property other than your own;

b)

VEHICLE TYPE & EQUIPMENT: Golf Cart means a motor vehicle manufactured for operation on a course for sporting or recreational purposes. The cart shall be equipped with brakes, steering, tires, mirrors, horn, windshield, and red reflectorized warning devices both front and rear. If operating between sunset and sunrise, the cart must also be equipped with headlights, taillights and turn signals.

c) OPERATOR CRITERIA: A golf cart MAY ONLY BE OPERATED BY A DRIVER WITH A VALID DRIVER’S LICENSE. 8 Harmony Life Magazine l January 2022

d) FINANCIAL RESPONSIBILITY: OPER ATORS MUST MEET MINIMUM FI NANCIAL RESPONSIBILITY RE QUIREMENTS BY OBTAINING LIA BILITY INSURANCE COVERAGE THAT IS NOT LESS THAN THE MIN IMUM ESTABLISHED AMOUNTS AND MUST CARRY PROOF OF SUCH INSURANCE. e) Carts shall not be operated with more occupants than it was designed for. f)

Any person operating in violation of these requirements will be subject to appropriate penalties under FL State Law and subject to non-criminal traffic infractions as provided under FS 316.212.

crackdown occurs. And, just as the ordinance was put in place, it would be a simple matter to get it rescinded. So, now that the rules are clear and you’ve heard of some of the issues, I hope the hint is taken to analyze everything and everybody related to your cart to be sure all is good. Because if everybody gets on board and brings things under control, there will be no need for enforcement actions. Thanks for reading! n

Now, the crescendo of wanting golf carts here is changing to many complaints regarding the operation of said carts. And those complaints are typically about youthful operators of said carts. While not all of the youthful operators are problematic, a very high percentage of them are. And, if you’re thinking, “I let my child drive my cart around but he/she would never cause any trouble” then YOU are the problem. Further, many people (not just kids) are operating on sidewalks, bridges, grassy areas (both public and private) and various other places, such as nature trails, that they certainly don’t belong on. While I’m not very good at judging age, my perception is that a high percentage of the youngsters I see driving are NOT old enough to be licensed. Of concern, I’m aware of at least two incidents involving injury and both were youthful operators and youths who were injured. And it’s not only youths who are guilty of potentially dangerous operation: I have seen many adults driving around at clearly excessive speed especially considering the lack of safety belts as well the kids frequently sitting unrestrained on the rear seats. It is clear that many folks enjoy their carts which is obvious simply by looking around and seeing them everywhere. PEACE and RESOLUTIONS

ccording to a recent article I read, the average person will keep their New Year’s resolution for about 36 days. That’s it. Barely over a month. It sort of then begs the question of why we don’t simply avoid making them in the first place? Let’s just cut out the middle-man and maintain the status quo which the data show is going to happen in a month or so anyway. Plus, its really helpful to me as far as my gym activities go.

I go to my gym regularly. And the absolute worst time of the year to go is just after the new year starts. Because I go to the same gym on the same days at the same time…I see the same faces. I generally know who the regulars are. There is Phone Man. He’s the guy that sits at the equipment I need to use spending eight seconds exercising and 11 minutes between exercises looking at his phone. I swear he gets about three minutes of actual exercise for every three hours he is in the gym. Then there’s Talking Man. He’s the (well meaning) older guy who is amazingly adept at NOT seeing the earphones in my ears and so will start talking to me incessantly, though I cannot hear one thing he is saying. Then of course there is The Flash. So named because of the speed they are in and out of the gym. I will see them walk in and head towards a machine. By the time I take my iPod (yes, I still use an iPod) out and find my next favorite song, they are on their way back out to their car having put in a solid minute and a half workout. I hope they don’t get too sore. It took them longer to dress for the workout than it did for them to do the actual workout. But these are my people. I know them…I see them just about each trip to the gym. But starting on the first

Monday of the year, that will change. The bad news: the gym will be really crowded. The good news: it will only last about 36 days. That is the nature of resolutions. It is pretty much who we are. There is this innate desire for us to think that the new year will be better than the previous one. I’m not sure why we have come to that conclusion, but we have. I have broken way more resolutions than I have ever kept. Again, that is our nature. But what should we really want for this new year? I will tell you what I want…and I am guaranteed to get it. I want peace. Not peace as the world attempts to define it. I want peace that only God can give. Jesus said, “Peace I leave with you; my peace I give you. I do not give to you as the world gives. Do not let your hearts be troubled and do not be afraid.” The Bible also calls this peace the peace that surpasses all understanding (Philippians 4:7). Why is it called that? Because this peace is not a feeling. Happiness is a feeling. It comes and goes and is dependent on almost exclusively on external events. I can be the happiest guy in the world…get terrible news…and be the saddest guy in the world. Just that fast. But peace? It transcends happiness. I can be the saddest guy in the world and still have peace. How is that possible? Because the peace comes from God, not from my circumstances. That is what I want more than anything for folks this new year: Peace. I pray that is exactly what you get. Oh, and I’ll see you at the gym. n

WELL HELLO, 2022! New Year, New You! New Year’s Resolution. My word for the year. These are all things we tend to hear at the beginning of each year as most people think of them as a clean slate. Which, in a sense, it is and a new chapter in our book of life, but it doesn’t always mean we need to reinvent ourselves or try to because—let’s be real—it doesn’t always work out. I guess for me, one thing I really want to work on is self-care. My girls are 4 and 6 and they are constantly watching everything I am doing at home and at work. I want to show them that

From a business standpoint, I want to make more fun content for the store (@zandqboutique), find some more unique brands, and continue to give back in different ways to our community. Since opening my store downtown 3.5 years ago, I have really found myself adamant about shopping local anytime I can. If you haven’t come to downtown St. Cloud in a while, I suggest that you do. The store owners are so amazing, that if you can’t find what you’re looking for in one store, they will certainly direct you to another that might be able to help you. It is such a fabulous community. The majority of the time you will find the actual owner behind the counter, happy to assist and chat with you. When a customer comes in and says, “I was going to look online,” or, “I saw this online but I would rather check and shop local first,” it makes my heart
