Introduction Thank you for your interest in serving as the next City of Weatherford Chief of Police. The following information will serve as a tool to assist in the search process and offer better perspective into our community. Weatherford is a growing city with approximately 30,000 residents who depend on our police officers who proudly serve and protect our community each day. Our police department is composed of approximately 85 police personnel with 60 being certified peace officers and 25 being civilians. As the county seat, we also work closely with the Parker County Sheriff ’s Office and fulfill ongoing agreements that enable us to efficiently protect the community. It is my hope that this information booklet will introduce you to our community, offer insight into our outstanding police personnel and help guide you along during the search process for a new Weatherford Chief of Police. Mission The Weatherford Police Department is directed to preserve law and order and enforce our society’s laws and ordinances. It is our mission to create a high quality of life and provide a safe, secure and sanitary environment for the citizens of this community. Our goal shall be to make the City of Weatherford a safer and better city in which to live, work and play.

P RO F I L E


THE IDEAL CANDIDATE The City of Weatherford is seeking a seasoned, assertive and visionary consensus builder to be their next Chief of Police. The next leader of this department will be building on past successes in policing while also focusing on the future with effective succession planning, evaluating policing strategies, addressing staffing and training needs, innovating with flexibility and adaptability, and continuing to build trust in the community. The position is open due to retirement. The ideal candidate will need to be an open-minded, forward-thinking leader with strong decision making skills. Politically astute without being political, the Chief of Police will have exceptional interpersonal skills and high moral character.

TYPICAL DUTIES AND RESPONSIBILITIES The Chief of Police reports directly to the City Manager and supervises the Deputy Chief and Commanders along with the Police Planner. The position directs and manages police operations; develops, monitors and revises police policies and procedures and establishes directives and administrative policies. The Chief develops and recommends to the City Manager the annual and long range plans for the Police Department; plans, organizes, coordinates and supervises Police Department activities and employees; manages the various operations of the Police Department; establishes broad priorities and work sequences. The position also prepares and submits annual budget documents for all divisions of the Police Department and reviews and monitors budget and expenses ensuring funds are available for expenditures in an accurate and timely manner. The chief ensures appropriate action of subordinate supervisors on disciplinary actions; compliance with all City personnel policies and ensures that established personnel policies are carried out by supervisors.

KNOWLEDGE AND SKILLS • • • • •

Extensive knowledge of police operations, policies and procedures. Extensive knowledge of federal and state laws and city ordinances. Extensive Knowledge of police-related computer software applications including telecommunications. Extensive knowledge of supervisory techniques, procedures, and practices. Ability to establish and maintain satisfactory working relationships with City Manager, Department Directors, City Employees, other government agencies, community businesses, citizen and civic groups and citizens of Weatherford. • Ability to work under stressful conditions for extended periods of time. • Ability to communicate forcefully and effectively during emergency situations.

EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS Above knowledge and skill may be gained by a bachelor’s degree in Criminal Justice or related field and ten (10) years of progressively responsible administrative and managerial experience in police operations and five (5) years of senior management experience OR by any combination of training and experience leading to the described level of knowledge and skill. A master’s degree from an accredited college or university and successful completion of an advanced Police Management/Administrative Development Program such as FBI National Academy, Southern Institute for Police Administration, Senior Management Institute, or Texas Law Enforcement Management Institute is preferred. A candidate licensed by the Texas Commission on Law Enforcement (TCOLE) must have a Master Peace Officer certification. A candidate licensed in another state must have the equivalency of Master Police Officer certification and meet the minimum standards for licensure by TCOLE.

COMPENSATION AND BENEFITS Starting salary is commensurate with experience and education. The City of Weatherford offers a highly competitive benefits package and participates in the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a municipal matching ration of 2:1. Other benefits include medical and dental insurance for the employee, vacation, sick and holiday leave plans, longevity pay and optional deferred compensation plan.

GOVERNANCE AND ORGANIZATION


Weatherford operates under a Home Rule Charter that was first adopted in 1918. This Charter uses a Council-Manager form of government with a City Council consisting of a Mayor and four Council Members. All members are elected at large and serve staggered terms of three years each. The City of Weatherford has 370 employees with a FY 2014-15 budget of $100 million and an ad valorem tax rate of $0.4866 per $100 of assessed value.

MISSION STATEMENT The Members of the City Council are committed to serving the people of Weatherford, helping them enjoy the best quality of life of any City in North Texas through an improved infrastructure and appearance, a diversified local economy that generates expanded revenues – and Weatherford’s status as a contemporary hub of Parker County, all the while maintaining its small town feel.

VISION STATEMENT Weatherford, Texas, is a service oriented, yet still a “small town” community that celebrates and shares its rich history, and fosters quality economic growth – in a fiscally-responsible, even revenue generating fashion.

THE COMMUNITY Weatherford, Texas - a city of western heritage and rural atmosphere, is the county seat of Parker County. The City is conveniently located at the intersections of US Highways 180 and 80, with Interstate 20 running along the City’s southern boundary. Given the motto, “Growing With Tradition”, our city of a population of over 27,000 and 27.04 miles has residents that enjoy access to the metropolitan lifestyle being approximately 30 miles west of the City of Fort Worth and approximately 60 miles from the City of Dallas, but are still able to enjoy an independent, rural feeling. A unique feature for the City is that it owns the electric system and water and wastewater plants, serving 15,500 residential, commercial and industrial customers.

EDUCATION The Weatherford Independent School District serves 7,500 students with 11 campuses throughout 254 square miles with quality education from pre-kindergarten through high school. Weatherford College, the oldest continuing community college in the Southwest, serves 5,700 students and has more than 25 online courses in its curriculum. The Roger Williams Ballpark is home to the Weatherford College Coyotes baseball team.
