The Bloomingdale Park Board of Commissioners is the legal governing authority through which the business of the District is conducted. Park Commissioners are elected by residents of the District to a six-year term without pay. Once the Park Board meeting has adjourned, all board members return to their roles as citizens and taxpayers. It is only the Park Board, acting at a legally constituted meeting, which has the authority to establish or change policy, sign agreements or award contracts. The Park Board has appointed a professional executive director to manage the operation of the District on a daily basis. The Bloomingdale Park District Park Board meets the first and third Mondays of the month. Meetings begin at 7 p.m. and are held at the Johnston Recreation Center, 172 S. Circle Ave. in Bloomingdale. The public is invited to attend. Board agendas and minutes are available at www.bloomingdaleparks.org.

Welcome to the Team!
The Bloomingdale Park District welcomed Joe Potts, its new director of parks & planning, in October. Mr. Potts has a varied background in both parks and recreation services and most recently served as director of development and communications for Blue Ridge Conservancy in Boone, North Carolina. Previously, he was executive director at the Alleghany Wellness Center in Sparta, N.C. (2003-2008) and superintendent of operations in Urbana, IL (1995-2003).

Bring your cake, candles, matches and cake cutter and we’ll do the rest! Gymnastics parties are scheduled on Saturdays after 2 p.m. and Sundays any time. Other parties are based on facility and staff availability. Applications must be submitted at least three weeks prior to the date requested. Parties must stay within the hour-and-a-half time limit. Additional time is $20 for every 30 minutes. The first half of the party is spent enjoying an activity and the second half is in the birthday room with the birthday party host.

Please dress appropriately for this party. Snaps, zippers, buckles and gym shoes are not allowed in the Gymnastics Center. Suggested attire: sweat pants and/or shorts and a T-shirt. • The Kids’ Place is a cooperative program between the Bloomingdale Park District and School Districts #13 and #15 conducted at DuJardin, Erickson and Winnebago schools. • Before and after school care for children in kindergarten through fifth grade. • Homework/reading time provided daily. • Tutoring program once per week at each school! When school is out, we are in! There’s no better place to be than at the JRC! School’s Out! provides endless opportunities for first through sixth graders on days off of school. Our experienced staff provides a fun, safe and caring environment. Each day offers a variety of structured yet relaxed activities for your child to enjoy including games, sports, arts and crafts, indoor and outdoor playtime, cooking, trips, special events and a whole lot more. We offer days off of school activities for all District 13 and 15 full and half days off of school (excluding major holidays). Extended early morning and evening hours are available.

Looking for something different to do before and after school? Westfield Jr. Spot is an onsite program before and after school. It’s a place to relax and do your homework and is guaranteed open gym space for those who like to play sports. Other equipment includes: board games, cards, and Nintendo Wii. It is a drop-in program, so participants may come and go as they please. A punch card is required and available for purchase at the JRC. Program requires pre-registration.

Athletic Association Contacts Score 6 – Pursuing Victory with HonorSM The Bloomingdale Park District is excited to show continued support for the CHARACTER COUNTS!-based certification program for coaches, parents, officials and children called Score 6. This program incorporates the six pillars of character: Trustworthiness, Respect, Responsibility, Fairness, Caring and Citizenship into youth sports. The primary goal of the program is to build character through these six pillars while teaching the fundamentals of the sport. This program has been implemented in hopes that the main focus of youth sports is placed on fun instead of winning at all costs. We realize winning is important – to an extent. However, we need to make sure the rules of the game are followed and the players, coaches, officials and opponents are respected at all times. We need to focus more on teaching young players how to win with honor and lose with dignity and pride. The outcome is to keep the “fun” in sports! Parental involvement and cooperation are essential to the success of this program. Parents and coaches are required to attend a Score 6 meeting and sign a code of character. Athletes are not allowed to participate until at least one of their parents has attended a Score 6 meeting. The program is completely free and lasts approximately one hour. This program is designed to impact all sports programs. Once you become certified, you are not required to attend another meeting. We appreciate your cooperation with the Park District and look forward to seeing you at one of the Score 6 meetings listed below. Thank you for your continued support and remember character does count in youth sports in Bloomingdale! Parents and coaches may attend a Score 6 meeting at any time, even if they are not currently involved in a youth sport. Attendance is required for the entire session. Hot Shots Basketball
These lessons use a skill-based approach to develop all aspects of an individual’s tennis game. Lake Park Head Tennis Coach Tim Martin leads a staff of experienced coaches and players to improve athletes of all levels, ranging in skill from beginner to collegiate level. Groundstrokes, including the forehand and backhand, along with proper serving technique and volleying, are taught. Footwork, mental strategies and match-play tactics are emphasized. This program combines skill development with games and match-play to give the students a well-rounded and enjoyable experience.
Boys and girls enjoy learning the skills to advance in the world of basketball. Through games and drills, participants practice dribbling, passing, shooting and positions while learning the importance of teamwork. Have a ton of fun enhancing your skill level!

Winter Baseball Camp
Experience the fast-paced game of hockey and sharpen your skills of passing, shooting and playing with a team before ever putting on the skates. Each week, participants play games and work on skills to become better hockey players in this introductory class. Autumn 2012 Once again, it’s time for me to bring you up to date on the activities of the Park District. In these trying economic times, newscasts are filled with dire warnings about the precarious condition of our state and the nation’s fiscal health. While the Park District Board of Commissioners can do little about the big picture, we can, and have done, everything possible to keep our local end of the bargain. After an exhaustive examination by the credit rating agency Standard & Poor’s, the Park District has been awarded the coveted “AA” rating for the second year in a row. What does that mean to you? Because of our fiscal responsibility and the unparalleled efforts of our staff, under Buzz Puccio the direction of Executive Director Carrie Fullerton, the District will save over $600,000 on interest payments over the next 11 years in re-paying bonds. That will go a long way as we continue to maintain our parks, facilities and equipment to the level that you, and we, expect while our tax rate remains one of the lowest in DuPage County. We are in the midst of preparing the Park District’s Strategic Plan. This will be an all-encompassing document that is, in effect, our blueprint for the next 3-5 years. It will be another tool to help us prepare for our needs, as well as plan for the “wants” as expressed by our guests through recently held focus groups. We will continue to maintain and upgrade our parks and facilities to the highest standard possible within tight budget constraints. Programs will be periodically reviewed to reflect the needs of the community. Underperforming ones will be eliminated and replaced with ones having greater appeal. The BPD - The No. 1 Employer of Community Youth The Bloomingdale Park District views the employment of the community’s youth as part of its civic responsibility. In addition to its regular full-time and part-time staff, the Park District employs an additional 70+ staff between the ages of 16-24 throughout the year. Such hiring of the community’s youth returns tax dollars back to the community and creates lifelong opportunities and relationships. The BPD helps its young employees understand the value of hard work and responsibility. Every part-time, seasonal is required to attend an introductory program, Park Works U, prior to starting. The program welcomes part-timers, provides an overview of the BPD, familiarizes them with important policies and procedures, shares the BPD’s customer service philosophy, allows them to meet co-workers and answers any questions. It also introduces workers to Character Counts!, the nation’s most widely used character development framework. It is based on shared beliefs and consensus values called the Six Pillars of Character: Trustworthiness, Respect, Responsibility, Fairness, Caring and Citizenship.
Having a job teaches teenagers and young adults that to earn money they need to do hard work, such as cleaning toilets at The Oasis or clearing brush at Springfield Park wetlands. As a result, they are more likely to be responsible with the money they get and to spend it on items they really want or need. Although children often start to learn to work with others in school and sports, a job at the BPD furthers their abilities to work as a team. The work that seasonal staff perform at the Park District often involves customers, residents and people in general. Such customer-service skills serve them well in the future in any number of careers, including computer services, marketing and advertising. Teenagers who have had part-time jobs may be more marketable to colleges, as well. BPD seasonal staff can show they’ve already demonstrated independence and responsibility through their positions held. The presence of a job on a college application shows that the applicant is able to work with others or alone, is able to show up on time, possess many of the values that colleges are looking for, and is able to manage more than one activity. Having a job in the summer can be especially important for teenagers and young adults because they have so much free time. Most colleges and high schools are not year-long institutions, so having a part-time or full-time job in the summer at the BPD gives them something productive to do.
In summation, the values seasonal staff acquire by working at the Bloomingdale Park Districts are ones that they can, in turn, instill in others, with an end result of enriching the entire community.

Community banking begins with the customer and his or her wants and needs. It sounds simple, but most banks just don’t get it. People want a bank where they’re known by name and made to feel welcome as soon as they come in the door. When one of our staff says, “May I help you?” they really want to help you. Museum Rental This renovated historic facility, geared for formal gatherings and business meetings, adds a touch of class to any party. The JRC has many rooms available for rent that fit your needs! Our three-basketball court gymnasium with attached kitchen can accommodate a group of up to 250, and we have several classroom/meeting rooms that can accommodate groups of up to 50. Our large kitchen with two ovens and a refrigerator is available with any room rental for an additional fee.
Old Town Pavilion
The Old Town Pavilion is located in Old Town Park. The quaintness of Old Town Park with its formal fountains makes the pavilion an ideal facility for weddings and large group outings.
Springfield Park
This 40’ hexagon pavilion is located behind the basketball courts near the wetlands at Springfield Park. Picnic tables are permanently available with the shelter.
Homola Picnic Shelter
This new pavilion is located adjacent to the roller hockey rink and basketball courts in Circle Park. The building consists of a large picnic shelter/patio area, concessions, storage, and men’s and women’s restrooms.
Baseball Fields
The Park District has nine fields available for rental. Springfield Park offers four fields, Lakeview Park two fields, Stratford Park two fields and Season 4 Park one field. A $100 deposit is required for rental. Rates are $35/hour for residents and $45/hour for nonresidents. Lights are an additional $28/hour.
Westfield Gymnasium

What is Lottery? The lottery is a computerized software program that works with the Park District registration system. On the lottery day the software program reviews each class by code number and selects those that have enrollment levels over the maximum listed in the program guide. Any program that is over enrolled is subject to the lottery. The software program randomly selects who will be registered for the class and who will be placed on a wait list. Those placed on the wait list are contacted by the Park District. Those who were selected are not contacted and can assume they are in the class.
Dec. 20, 2012 through Start of Classes
Mail-in/Fax-in/Drop-off registration is for residents of the Bloomingdale Park District ONLY. This time is used to provide residents with the opportunity to review the program guide and register for classes first. Mail-in/Faxin/Drop-off registration begins with the receipt of the brochure until 7PM on Dec. 19, 2012. All resident registrations received during this time period are eligible for the lottery. The lottery date is Dec. 20, 2012.

Payment Policies The Park District accepts many payment options for recreational programs and services. Programs and services will have different fees and formats thus payments may be all up front or in installments. Below are the methods from which the Park District will accept payments. 1. Cash: This option is acceptable for all programs. Please do not mail cash payments and make sure you receive a receipt for your payment. 2. Check: Please make checks payable to the Bloomingdale Park District. Customers who drop off or mail the registration and check will receive a receipt. 3. Credit Card: The Park District accepts Visa, MasterCard, and Discover only for this type of payment. The credit card can be handled with all registration procedures. For drop off registration the transaction can typically be handled at the front window. For mail-in and faxed registrations there is a section on the registration form to place payment information. 4. Coupon Payment: There are many programs offered by the Park District that are perpetual in nature and have a monthly fee attached to them. The Park District offers a coupon payment system and no monthly billing statements. Once a registration for one of these types of programs is received, the participant/parent will receive a coupon payment book. It will then be the responsibility of the customer to mail in or drop off the payment with the corresponding coupon. Late fees will be assessed for payments received after the payment due date. REC REWARDS Join REC Rewards and earn points while you play! The more your family plays, the more points you earn. There are no additional fees to join REC Rewards, and no additional card to carry. Earn 1 point for every dollar you spend. 100 points equals $1 toward a future program. Points do not expire and accrual of points is continuous. Some limitations apply. MIN/MAX – What does it mean? For each program at the Park District, there are a minimum number of registrations needed before a class can “go.” Most teachers are paid per class period, not per student, so if not enough people register, the Park District loses money – your money. You may ask, “But why a maximum?” Basically, the more students there are, the less individualized attention participants receive. We like to keep the student/teacher ratio low to ensure that you get what you pay for: a higher quality program. The minimum number of registrations is the first number shown. The maximum is the second one shown. For example, MIN/MAX: 8/12.
Code of Conduct: Participant Guidelines
A wait list is formed when a class reaches participant levels beyond the maximum. This may occur when the lottery is completed or after the lottery depending on when the maximum is reached. The wait list is designed to maintain people in a holding area until either more spaces in the class are made or there is a drop out or transfer. The wait list is designed to offer any open spots to the next individual on the wait list by the date they first registered for the program. Thank you for your cooperation and continued patronage to the Bloomingdale Park District.
• Equal Access - No participant shall, on the basis of race, sex, creed, national origin, or disability, be denied equal access to programs, activities, services or benefits, or be limited in the exercise of any right, privilege, advantage or opportunity. • Behavior - Participants are expected to exhibit appropriate behavior at all times. The following guidelines have been developed to help make Park District programs safe and enjoyable for all participants. Additional rules may be developed for particular programs and athletic leagues as deemed necessary by staff. Participants shall: • Show respect to all participants and staff • Refrain from using foul language • Refrain from causing bodily harm to other participants or staff • Show respect for equipment, supplies and facilities. • Discipline - A positive approach will be used regarding discipline. The Bloomingdale Park District reserves the right to dismiss a participant. Each situation will be evaluated on its own merit.
Registration Notification is Not Sent to You
Program Refund Policy
Please remember that no notification or confirmation will be sent to you after your registration. If you do not hear from us then this means you are placed on the class roster. If you are placed on a wait list we will contact you and ask if there are alternative choices that we can provide you. Please feel free to contact us if you have any questions about your status of your registration.
A full refund will be provided to any customer who formally requests one at least three business days prior to the first class/practice, or by the program/ trip advertised deadline. All refunds will be assessed a $5.00 administrative fee. Refunds received after the program begins will be prorated and assessed the $5.00 administrative fee. Refunds requested after the completion of a program or after the advertised deadline will not be granted.
Wait Listing Process
Program Cancellations Programs that do not reach the advertised minimum registration number at least three days prior to the start of the program will be cancelled due to low enrollment. Participants will be notified of the cancellation during the three days prior to the advertised start date of the program. Full refunds will be issued for programs cancelled due to low enrollment. If a program has an advertised deadline listed in the brochure description, the program will be cancelled after that date if registration has not reached the minimum. All program times and fees are subject to change.
Return Check Policy We will gladly accept personal checks as payment for registration fees. If, for any reason, a check is returned to our office marked “NSF,” we will contact you. You will then be required to submit a full cash payment, as well as a $25.00 bookkeeping fee, within a five business day period. Class privileges will be suspended and new registration will not be accepted until payment is received.

Listed with every class is an age and/or grade designation that notifies interested participants the age demographics for each class or program. This designation is necessary for several reasons. First, the class or program is specifically designed for a certain age group. Second, we have found that participants enjoy and get more out of a program when interacting with peer groups of similar ages. Third, generally people feel more comfortable around people their own age and will enjoy the program in opportunities that provide this outlet. Last, concerns of safety and fair play become issues when mixing age groups especially with youth. We thank you for your cooperation in this matter and hope you enjoy your recreational opportunities here at the Park District.
Individual programs may have specific refund guidelines. These programs include but are not limited to Kids Place, Preschool, Schools Out!, Adult Leagues, and Day Camps. Refunds will not be granted for daily admissions, drop-in fees, KFN, tickets, exhibit hanging fees, or Oasis season passes after the pool has opened for the season. The $5.00 administrative fee will not be assessed for refunds due to low enrollment or cancelled programs, rental/party deposits, punch card refunds, or medical reasons accompanied by a physician’s note. Refund requests will be handled on a case by case basis.
Senior Discount Residents who are age 62 years of age and better qualify for the Park District’s 20% discount. You’ll know if the discount applies to a given program by looking for the price tag symbol above.

General Information • Renewed 2012 Oasis passes do not require a new picture to be taken if you possess your 2012 pass • A new picture is required if you have not had a new picture taken in the last two years. • New 2012 passes require a picture to be taken at the JRC prior to entering The Oasis. • VIP pass may be used for different people throughout the summer. A passholder must accompany any person using the VIP pass. Only one VIP pass may be purchased per individual or family pass • Children 8 and younger must be accompanied by a responsible individual 16 years or older for Oasis entry. • A family is defined as 1-2 adults and/or dependent children 21 and younger residing in the same household. • Refunds for Oasis passes will not be granted after the pool has opened for the season. • Proof of residency is required to receive the resident pass rate.
Super Pass For only an additional $30, passholders may enjoy the amenities and attractions at both The Oasis and Kemmerling Pool in Roselle. The Super Pass is made available to passholders through a cooperative agreement between the Bloomingdale and Roselle Park Districts.
