The Board of Park Commissioners holds regular meetings the fourth Tuesday of every month, which are open to the public. Meetings begin at 4 p.m. in City Hall, located at 401 N. Morton St. Citizens of Bloomington are invited to visit the Board of Park Commissioners meetings with questions or concerns regarding city parks and recreation programs, events, and facilities. Parks and Recreation staff may videotape or take photos of participants in programs and at special events or of people in parks or on park properties. These photos may be used in future program guides, brochures, fliers or other materials used to promote Parks and Recreation.

No refunds are provided after the first day of a program. All refunds are subject to a $2 administrative fee. If the $2 charge does not cover costs incurred by the Department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes or punch passes. Full refunds are given for all classes cancelled by Parks and Recreation. Allow four weeks for refund requests to be processed.

Scholarships

Because some residents are unable to participate in our programs due to economic hardship, the Bloomington Parks Foundation provides youth scholarships to offset certain fees and charges. Scholarship applications can be obtained at the Parks and Recreation office, Monday through Friday, 8 a.m.–5 p.m., at any Department facility, or online at bloomington.in.gov/parks. Scholarship applications must be submitted at least two weeks prior to the start of the program for which applying. Proof of income and Monroe County residency is required. Space is Limited—Register Early!

Most programs have limited space available as well as registration deadlines. After the registration deadline please call for space availability. Register online at bloomington.in.gov/parks, or by sending in the enrollment form in this guide, or in person from 8 a.m.–5 p.m. at the Parks and Recreation office, 401 N. Morton St., Ste. 250.

Substitution Policy

Parks and Recreation reserves the right to use substitute instructors and alternate facilities when necessary.

How to request reasonable accommodation:

1. When you register, mark “yes” in the inclusive service request section. At least two weeks notification prior to the registration deadline for each program is required. In some cases reasonable accommodation may take longer. 2. Request and complete an inclusion questionnaire. 3. Inclusive Recreation Coordinator will contact participant to establish an individualized inclusion plan. For more information about Special Olympics Indiana—Monroe County, see page 41.

Get Involved ... Volunteer! Look for the volunteer symbol throughout the program guide. Parks and Recreation volunteers provide valuable services to the community by assisting in many events and programs in a variety of ways. There are many opportunities for individuals and groups to choose from. See pages 45–46 for more information.

A Special Event Permit is required to hold a large-scale event in Bloomington’s beautiful city parks. A Special Event Permit is also required to hold a race, walk, run, or other event on the B-Line Trail, Clear Creek Trail, Jackson Creek Trail, or any other trail owned and managed by the Bloomington Parks and Recreation Department. For more information, call Hsiung Marler, Switchyard Park General Manager, at 349-3742. Mobile Stage Rental: Groups may apply to rent Bloomington Parks and Recreation’s mobile stage for big performances within the City of Bloomington city limits. A refundable deposit is required. For more information, call Crystal Ritter, Community Events Coordinator, at 349-3725. Fitness Permits: Instructors of fitness classes or personal trainers who charge clients a fee for their activities must obtain a permit to hold fitness classes in city parks. For more information, contact Health and Wellness Coordinator Jess Klein at 349-3771. Approval for Alcohol Sales: Groups may request to serve beer and/or wine at an event, once the group has successfully applied for a Special Event Permit. Beer and/or wine ONLY may be served in city-owned parks, trails, and facilities, and ONLY with approval. Noise Permits: Depending on the nature of the special event, a Noise Permit from the City of Bloomington Public Works Department may also be required. Evans-Porter Memorial Library

The Banneker Community Center is proud to host the Evans-Porter Memorial Library. Newly updated and growing, the library offers fiction and nonfiction books for adults, teens, and children. Recent encyclopedias and other reference materials are available to help with homework. A focus on African-American history and culture reflects the library’s location in a historically significant building and neighborhood.

Family Resource Center

Located on the third floor, this is a place where families can gather information, network with others, build a support system, and enjoy their children in a fun, safe space.

Ten tables and 60 chairs are available for use. Twenty-two free parking spaces, and three free accessible parking spaces, are available behind the building. Available for rent daily between 8 a.m. and 11 p.m. Call 349-3731 for reservation and availability. All room rentals require a 50% deposit.

The Buskirk-Chumley Theater is a 600-seat, historic theater in downtown Bloomington. Beautifully restored by the Bloomington Area Arts Council, the theater is currently managed by a private non-profit organization, BCT Management, Inc. The theater is a valued community resource, available for public or private events. For more information, contact the theater at 323-3022 or director@buskirkchumley.org.


The Community Gardening Program offers a variety of gardening opportunities for individuals, families, groups, and organizations. Services provided in the gardens include the initial preparation of the garden area, water access, maintained paths, composting facilities, deer fencing, access to mulch, the advice of knowledgeable staff, and the Garden Beet newsletter. Communal tools are available for use at scheduled times during the week. Our three garden sites have plenty of conveniently located parking and are accessible by Bloomington Transit bus routes. Plots are available for use starting in mid-April. How to Register: Garden plots are available to rent throughout the season or until all plots are rented. To ensure gardening opportunities are available to all members of the Bloomington community, financial assistance is available for those in need to help cover garden plot rental fees. Butler Park Community Gardens

Located in Rev. Ernest D. Butler Park at the intersection of West Ninth and North Fairview Streets, the Butler Park Community Garden enables gardeners to learn and practice the techniques of organic gardening in rented plots. The garden includes 50 organic in-ground plots available in two sizes and three raised beds for rent. Located in Switchyard Park, Switchyard Park Community Gardens are the Community Gardening Program’s newest gardens. The gardens include 39 raised beds available for rent to the public. Code Cost Description

Willie Streeter Community Gardens Located on South Highland Avenue near the YMCA, Willie Streeter Community Garden is the Community Gardening Program’s oldest and largest garden. Since opening in 1984, the garden has grown to include 176 garden plots and raised beds. Cascades Golf Course consists of three nine-hole courses, which can be combined to create three separate 18-hole configurations. The Quarry Course is the oldest of the three courses, dating back to 1928. The Quarry Course is a par-35, playing a maximum of 2,995 yards. The Pine Course was constructed in 1931 and is a par-36, playing a maximum of 3,135 yards. The Ridge Course is the newest course, opened in 2000. The Ridge Course is a par-36 which plays a maximum of 3,086 yards. The course rests on 200 acres of beautiful rolling hills with native trees and natural topography. Named for the natural cascading waterfalls located throughout the golf course property, several waterfalls can be heard, and with a brief walk off the perimeter of several holes, can be seen from the course. Individual or group golf lessons may be scheduled with our on-site golf pro by calling 349-3764. Cascades offers amenities to meet the needs of any golfer. Leagues are offered for all ages and a concession stand. Beer and soft drinks are available for purchase from concessions. Indiana Alcohol & Tobacco Commission regulations prohibits individuals from bringing their own alcoholic beverages onto the golf course.

Fairway Improvement Project

Cascades Golf Course replaced 37,000 square yards of fairway on the nine-hole Ridge Course in 2018 with Zoysia. The fairway on the nine-hole Quarry Course was replaced with Zoysia in 2019. Zoysia is popular with golfers and groundskeepers alike for its density, durability, and tolerance of both drought and summertime heat.

PGA Junior League Golf

The PGA Junior League Golf (PGA JLG) highlights the social aspect of the game of golf for boys and girls ages 8–13 yrs. (cannot be age 14 yrs. prior to Aug. 1). PGA JLG features team vs. team competitions, where teams play a scramble format in structured leagues. Each team consists of 10–12 juniors. Cascades Golf Course is filling two teams that will join a league consisting of three to six teams from nearby cities and courses. Matches: Each team has four, two-person teams that play nine-hole matches against another cities and golf courses. Teams accumulate a point for each threehole segment and the side with the most points from all matches wins. At the end of the season an All Star squad will be formed to compete in the state tournament. Matches will likely be played on weekend afternoons in June and July. There is no organized transportation to or from matches. Each team needs a parent to be the team leader for organizational purposes at the matches. Junior Golf Clinic

Cascades Golf Course staff gives youngsters the background they need to enjoy the game of golf throughout their lives! Our two-hour clinic introduces the fundamentals, such as putting and chipping, and uses of irons and drivers. Beginner Golf Clinic

Learn one of America’s great sports at our two-hour beginner’s clinic! Our qualified instructors teach basics of the grip, swing, stance, putting, chipping, and some basic rules that can be used throughout your golf career. The Clubhouse is available for rent by the hour or by the day. Rent the Clubhouse in conjunction with your golf outing, or as a stand-alone venue. Switchyard Park

OPEN 5 a.m.–11 p.m. daily

The 57.2-acre Switchyard Park, formerly known as the McDoel Switchyard, served as a hub for railroad operations for a series of companies including the New Albany and Salem Railroad, the Monon Railroad, and eventually CSX Railroad. CSX Railroad made the decision to phase out its services in 2000, and the last train left McDoel Switchyard in 2004. The City of Bloomington purchased 18 acres of old railroad bed that ran through the Switchyard, and opened the second phase of the B-Line Trail, a paved, accessible pathway that extends 3.1 miles from Adams Street on the north to Country Club Drive on the south, in 2011. The City then set its sights on transforming the former switchyard into a community park.

The city purchased most of the land that was to become Switchyard Park in 2009. The city had a vision for the 57.2 acres of former railroad property, and collected input from its residents, stakeholders, interest groups, environmental advocates, and neighboring property owners to develop a Master Plan that would guide the development of Switchyard Park. Construction of the new Switchyard Park began in 2017, with a year-long project to install critical infrastructure: a 40" sanitary sewer line. Weddle Brothers Building Group LLC was awarded a construction contract for Switchyard Park in April 2018, for a total cost of $25,857,200. Members of the public gathered with elected officials on May 11, 2018 for a ceremonial groundbreaking at Switchyard Park, near Grimes Lane. The Switchyard was officially revealed to the public in November 2019.

Community Gardening The Community Gardening Program offers a variety of gardening opportunities for individuals, families, groups, and organizations. Services provided in the gardens include the initial preparation of the garden area, water access, maintained paths, composting facilities, deer fencing, access to mulch, the advice of knowledgeable staff, and the Garden Beet newsletter. Communal tools are available for use at scheduled times during the week. Our three garden sites have plenty of conveniently located parking and are accessible by Bloomington Transit bus routes. Plots are available for use starting in mid-April. How to Register: Garden plots are available to rent throughout the season or until all plots are rented. These classes are for students of all fitness levels. Many of the poses are seated, supine or prone and are held with muscles relaxed for several minutes to target the connective tissues of the lower back, hips, and hamstrings. Griffy Lake Nature Preserve Boathouse, 3595 N. Headley Rd.

Scenic woodlands teeming with wild flora and fauna surround the 109-acre Griffy Lake at this 1,200-acre nature preserve. Swimming is prohibited. The Indiana Department of Natural Resources has stocked the lake with bluegill, redear sunfish, largemouth bass, channel catfish, and crappie. Rowboat, kayak, canoe, and stand up paddleboard rentals are available seasonally at Griffy Lake boathouse. To protect wildlife and visitors, all dogs must remain leashed while in the preserve. Nearby Ferguson Dog Park (4300 N. Stone Mill Rd.) accommodates dogs offleash. For more information, call 349-3700.

Access to the Waterfall Shelter is walk-in only. Park at the south parking lot for the Lower Cascades playground, and cross the road and creek for a short walk to the shelter.

Olcott Park—Young Pavilion

$66 weekdays/$81 weekends and holidays This round pavilion is wheelchair accessible, has picnic tables, a group grill, and electrical outlets. Maximum 60 people.

Bryan Park ballfields 1 and 2 are available for rent Saturdays and Sundays for baseball and softball practices. These fields are unlighted and rent for $10/hr. Nestled in picturesque downtown charm, the Bloomington Community Farmers’ Market has come to be known as a weekly community event that draws together locals and tourists in a celebration of seasonal, local food. Here, market-goers can expect to find a wide assortment of goods, including, but not limited to, fruits and vegetables, eggs, meats and cheeses, honey, seasonal flowers, as well as annual and perennial plants. Market-goers can frequent the artisanal food section where they will find a tasteful variety of satisfying drinks, snacks, and dishes. The Bloomington Community Farmers’ Market also regularly hosts local musicians and events such as the monthly A Fair of the Arts and the Fiesta del Otoño in September. This inclusive weekly gathering provides individuals with the opportunity to connect with their community in meaningful ways while also supporting vendors and local artists.

Visit and support local vendors at the Tuesday Market at Switchyard Park (new location), Tuesdays in June-September from 4–8 p.m. Switchyard Park, a new 57-acre community hub near the B-Line Trail, features a playground, picnic shelter, community gardens, fitness stations, a spray pad, and numerous other amenities that market-goers can enjoy while buying locally grown produce and artisanal foods. Live music is a regular feature, and parking is free. This weekly gathering provides a midweek experience for those who can’t get enough of the Bloomington Community Farmers’ Market.

Use your Hoosier Works Electronic Benefits Transfer (EBT) card to exchange Supplemental Nutrition Assistance Program (SNAP) benefits for Market Bucks. We double the value of your EBT/SNAP purchase at both Saturday and the Tuesday Market. Spend up to $18 with your EBT card and get up to $36 of fresh food per visit. The Market Bucks are available in $3 increments inside City Hall during Market hours. Farmers’ Market Advisory Council

The Farmers’ Market Advisory Council consists of eleven members representing Market customers and vendors. The Council acts in an advisory capacity to the Board of Park Commissioners and Market staff on policy relating to the Market. Meetings are usually held on the third Monday of the month in the Allison Conference Room (225) in City Hall and are open to the public. Entries for the city’s best homemade salsa will be evaluated by a panel of expert judges.  Salsa Dance Demonstration and Party at 11 a.m.! Presented in cooperation with Arthur Murray Dance Studios, the annual salsa dance demonstration and party is afoot! Contest rules: Salsas should be entirely handmade with fresh ingredients; no additives, preservatives, artificial flavors, or processed sauces allowed. Twenty entries in each of the three categories (tomato-based raw, tomato-based cooked and specialty) are accepted on a first-come, first-served basis. All the ingredients in raw salsa must be completely uncooked (no smoking, braising, roasting, etc.) Specialty salsas may include tomatoes, but not as a main ingredient. Judges and their family members are not eligible to participate. Limit of one entry per category per person. Winners will be announced at the event around 11 a.m.

Our camp staff are enthusiastic, welltrained adults. All staff are CPR and First Aid certified and adhere to the highest professional standards set forth by the American Camp Association and the Bloomington Parks and Recreation Department.

Parents are responsible for transporting their child/ren to and from camp each day. Once at camp, city buses and passenger vans are used to transport campers to and from field trips that are not within walking distance. Only trained, licensed drivers transport campers.

Please bring: a sack lunch and water bottle, a swimsuit and towel, and any special sunscreen, bug spray or medications. We recommend providing your camper with a durable backpack to carry these items. Do not bring money, toys, or cell phones.

This nationally recognized accreditation focuses on program quality, health and safety issues, and requires us to review every facet of our operation. Ivy Tech Community College—Bloomington is teaming up with Bloomington Parks and Recreation’s Kid City summer camp to bring four unique week-long camps to participants ages 11–14 yrs. Ivy Tech offers fun college-style classes in the morning and then Kid City staff transport the campers for an afternoon of games, field trips, or swimming. Campers enjoy a variety of program choices. Ivy Arts for Kids

Create works of art in both 2-D and 3-D with media such as paint, pencil, and ceramics when you combine a session of Ivy Arts for Kids with active and engaging recreation at Kid City! Camps meet Monday through Friday for two weeks. Cost includes all programming and materials at Ivy Tech John Waldron Arts Center, transportation to Kid City, and an afternoon snack. Youth in grades 5–7 want a different kind of camp experience, and they get it in Kid City Quest! Quest campers are actively engaged in activities separate from younger Kid City Original campers. Space is dedicated to Questers where they can hang out with their friends and be themselves. Camp offers a break from technology, replacing it with participation in the community. Kid City Quest also keeps campers involved in traditional camp favorites such as swimming, crafts, library time, games and field trips! Staff-to-camper ratio is 1:10.*

First Tee of Bloomington

Through the First Tee curriculum, campers learn the fundamentals of the golf swing, as well as techniques for putting, chipping, and the uses of irons and drivers. Golf rules and etiquette are also included in each day’s camp. The First Tee program uses golf to teach important life skills: How to manage emotions, set goals, resolve conflicts, and how to communicate with others. Junior golfers play games, take part in fun competitions, and answer trivia questions about golf rules. There are opportunities to purchase treats from the pro shop snack bar during breaks. Beneath a Moonlit Sky

On this rare and mysterious night, join us as we traverse Leonard Springs Nature Park. Explore the trails under the cover of darkness as we move between viewing locations to find various constellations. Once the constellations have been spotted, the fun will really begin as we retell the tales that made them famous. Flashlights are not necessary; guides will have lanterns for traversing steep portions. However, participants are encouraged to wear hiking boots. A Hike Through Time

Join us for a behind-the-scenes hike of Leonard Springs Nature Park. We will travel far off the public paths and into the bush to discover what was lost when the Leonard Springs dam was built. Learn the stories of those who came before and explore untouched portions of the park. Our journey begins on the old wagon trail and ends at the parking lot. The terrain is rugged and steep; the hike may not be suitable for everyone. We will encounter the wetland, so participants are encouraged to wear water-resistant footwear and bring a water bottle. Our personal trainer designs programs that are individualized for your age, body, lifestyle and goals. Our personal trainer is certified, experienced, and educated, and has worked with a variety of people who have a broad spectrum of health and wellness needs. Personal training at the TLRC is the right step toward a healthy, active lifestyle. A 30-minute wellness consultation is included as a part of each personal training package. Members must register at the TLRC front desk. Registration for group exercise classes extends through the first week of each session. All scheduled classes are held this week, so you can try out any classes that interest you for free! When you find one you like, register by the listed registration deadline. Classes that do not meet the minimum registration requirements after the first week will be cancelled for that session. Drop-in passes are available for $10. See the front desk attendant to purchase a daily pass. Cancellation policy Full refunds are given for all classes cancelled by the Twin Lakes Recreation Center. Refund requests for any other reason must be submitted prior to the first day of class, and are subject to approval according to State Board of Accounts claim procedures. Allow four weeks for refund requests to be processed.

Hatha Yoga

The word hatha (lit force, sun) symbolizes a system of physical techniques integrating body, mind, and spirit. This mixed-level Hatha yoga class uses asanas (bodily postures), pranayama (breathing techniques), and dyana (meditation techniques) with the goal of bringing about a healthy body and a clear, peaceful mind. The asanas work to make the spine supple, the core strong and supple and to promote circulation in the organs, glands, and tissues. Hatha yoga postures strengthen and stretch the body, promoting balance and flexibility. Great for those with arthritis. Yoga Stretch

This class is accessible and needed by all: Athletes, advanced practitioners, weekend warriors, first-time yoga students and everyone in between. It is an active stretching class that targets primary muscle groups surrounding the hips, hamstrings and upper and lower back. Focused stretching allows muscles to relax and lengthen, which puts less strain on the skeletal system and reduces tension throughout the body. Neither experience nor flexibility are required, just an open mind and a willingness to have fun while trying something new. Restorative Yoga

Restorative Yoga is a gentle class with the aid of props: blocks, bolsters, blankets, and straps. The sequence typically involves only 5–8 poses held for longer periods of time with as little physical effort as possible. The practice is about slowing down and opening the body through passive stretching. Restorative Yoga focuses on relaxation and renewal, quieting the mind, boosting the immune system and releasing deeply held tension. This class is particularly beneficial for those suffering from anxiety, insomnia, headaches and other stressrelated conditions. All experience levels welcome! Adult Sailing

Bloomington Parks and Recreation and the LMSA offer two types of sailing experiences: keel boat and small boat. Keel Boat: No previous sailing experience is required. Instruction includes rigging, sailing and docking keel boats approximately 25' long. This two-day class is appropriate for those with limitations that make handling small boats difficult. Small Boat: This two-day class offers a simple way to get started in sailing! Successful completion qualifies participants to take a one-day US Sailing Certification skills test that, when passed, provides sailors access to LMSA’s fleet of small boats. USA Softball rules apply with local modifications as stated in the Adult Softball League Handbook. Four ways to register for programs

Am I a City of Bloomington Resident? A resident is any person who resides within the City’s corporate limits. Do you pay Bloomington property taxes? Do you have a City of Bloomington trash pickup service? If you can answer “yes” to both of these questions, then you are a “City of Bloomington Resident.” If you are in an apartment and unsure if the property is “in-city” we can verify by checking your address. Even if your mailing address is “Bloomington,” it does not necessarily mean you are a City resident. Please call the City of Bloomington Parks and Recreation office at 349-3700 if you have residency questions. Fees and Charges City of Bloomington Parks and Recreation is a City of Bloomington department under the administration of the Mayor of Bloomington. City of Bloomington residents, through property taxes, make a significant contribution to the operation of the park system. Non-resident fees are charged so non-resident participants can fairly contribute to overall financing of the park system. Fees are listed separately for City of Bloomington residents and non-city residents. Residency verification may be requested. Waiver Of Liability The City of Bloomington is not responsible for any injuries sustained as a result of participation in any department sponsored activity, or while using departmental facilities. It is recommended that anyone enrolled in a program or using facilities make provisions for adequate coverage within their own insurance plan. Late Registration Any registrations received after the deadline date may be subject to a late registration fee. Refund Policy No refunds are provided after the first day of a program. All refunds are subject to a $2 fee. If the $2 charge does not cover costs incurred by the department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes. Full refunds are given on all programs cancelled by City of Bloomington Parks and Recreation. Allow four weeks for refund requests to be processed. Registration Procedures Complete the registration form, online or hard copy, making sure all information is current and correct. Parent/guardian information is vital in the event of an emergency. Include all pertinent information, including the program code listed beside the program information. Read and sign the waiver statement located in the lower left area of the registration form. Full payment is required at the time of registration. See above for payment methods. Forms will be processed in the order received. Register early! All forms must be received by the registration deadline. City of Bloomington Parks and Recreation is not responsible for lost or late mail. Registration receipts will be mailed to you.
