The Board of Park Commissioners holds regular meetings the fourth Tuesday of every month, which are open to the public. Meetings begin at 4 p.m. in City Hall, located at 401 N. Morton St. Citizens of Bloomington are invited to visit the Board of Park Commissioners meetings with questions or concerns regarding city parks and recreation programs, events, and facilities. Photo policy

Parks and Recreation staff may videotape or take photos of participants in programs and at special events or of people in parks or on park properties. These photos may be used in future program guides, brochures, fliers or other materials used to promote Parks and Recreation.

Please recycle this guide. This guide is printed with soy-based ink on 30 percent post-consumer recycled paper.


No refunds are provided after the first day of a program. All refunds are subject to a $2 administrative fee. If the $2 charge does not cover costs incurred by the Department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes or punch passes. Full refunds are given for all classes cancelled by Parks and Recreation. Allow four weeks for refund requests to be processed.

Scholarships

Because some residents are unable to participate in our programs due to economic hardship, the Bloomington Parks Foundation provides youth scholarships to offset certain fees and charges. Scholarship applications can be obtained at the Parks and Recreation office, Monday through Friday, 8 a.m.–5 p.m., at any Department facility, or online at bloomington.in.gov/parks. Scholarship applications must be submitted at least two weeks prior to the start of the program for which applying. Proof of income and Monroe County residency is required. Space is Limited—Register Early!

Most programs have limited space available as well as registration deadlines. After the registration deadline please call for space availability. Register online at bloomington.in.gov/parks, or by sending in the enrollment form in this guide, or in person from 8 a.m.–5 p.m. at the Parks and Recreation office, 401 N. Morton St., Ste. 250.

Substitution Policy

Parks and Recreation reserves the right to use substitute instructors and alternate facilities when necessary.

How to request reasonable accommodation:

1. When you register, mark “yes” in the inclusive service request section. At least two weeks notification prior to the registration deadline for each program is required. In some cases reasonable accommodation may take longer. 2. Request and complete an inclusion questionnaire. 3. Inclusive Recreation Coordinator will contact participant to establish an individualized inclusion plan. For more information about Special Olympics Indiana—Monroe County, see page 38.

Parks and Recreation volunteers provide valuable services to the community by assisting in many events and programs in a variety of ways. There are many opportunities for individuals and groups to choose from. See pages 39–41 for more information.

A Special Event Permit is required to hold a large-scale event in Bloomington’s beautiful city parks. A Special Event Permit is also required to hold a race, walk, run, or other event on the B-Line Trail, Clear Creek Trail, Jackson Creek Trail, or any other trail owned and managed by the Bloomington Parks and Recreation Department. For more information, call Crystal Ritter, Community Events Coordinator, at 349-3725. Mobile Stage Rental: Groups may apply to rent Bloomington Parks and Recreation’s mobile stage for big performances within the City of Bloomington city limits. A refundable deposit is required. Fitness Permits: Instructors of fitness classes or personal trainers who charge clients a fee for their activities must obtain a permit to hold fitness classes in city parks. For more information, contact Health and Wellness Coordinator Jess Klein at 349-3771. Approval for Alcohol Sales: Groups may request to serve beer and/or wine at an event, once the group has successfully applied for a Special Event Permit. Beer and/or wine ONLY may be served in city-owned parks, trails, and facilities, and ONLY with approval. Noise Permits: Depending on the nature of the special event, a Noise Permit from the City of Bloomington Public Works Department may also be required. Evans-Porter Memorial Library

Hours: Monday–Friday, 9 a.m.–7 p.m. The Banneker Community Center is proud to host the Evans-Porter Memorial Library. Newly updated and growing, the library offers fiction and nonfiction books for adults, teens, and children. Recent encyclopedias and other reference materials are available to help with homework. A focus on African-American history and culture reflects the library’s location in a historically significant building and neighborhood.

The Buskirk-Chumley Theater is a 600-seat, historic theater in downtown Bloomington. Beautifully restored by the Bloomington Area Arts Council, the theater is currently managed by a private non-profit organization, BCT Management, Inc. The theater is a valued community resource, available for public or private events. The Butler Park and Willie Streeter Gardens enable gardeners to learn and practice gardening techniques in rented plots. The gardens include in-ground plots available in two sizes as well as raised beds for rent. Services provided include fencing, access to water, composting facilities, advice from program staff, the Garden Beet newsletter, and community garden events and workshops. Communal tools are available for use at scheduled times during the week. To ensure gardening opportunities are available to all community members, financial assistance is available. How to Register: New gardener registration begins in mid-February and gardens open mid-April to early May, depending on weather conditions. Taking our gardening classes can help you get the most out of your garden this summer!

Fall is a great time to plant trees and shrubs. The cooler weather and late season rains create an ideal time for these plants to root in. Woody plants are the backbone of any landscape or garden. They can provide spring blooms, summer fruits, and fall foliage as well as offer a wide range of uses like screening, pollinator and bird habitat, food production, and beautification. We will discuss soil preparation and planting techniques, how to layer and space plants appropriately, and look at which plants do best in our region. About Cascades Golf Course

Cascades Golf Course consists of three nine-hole courses, which can be combined to create three separate 18-hole configurations. The Quarry Course is the oldest of the three courses, dating back to 1928. The Quarry Course is a par-35, playing a maximum of 2,995 yards. The Pine Course was constructed in 1931 and is a par-36, playing a maximum of 3,135 yards. The Ridge Course is the newest course, opened in 2000. The Ridge Course is a par-36 which plays a maximum of 3,086 yards.

Facilities—Switchyard Park

Opening in 2019! Hours: 5 a.m.–11 p.m. daily Watc announh for an c the dat ement of Grand Oe for the pening ! The 57.2-acre Switchyard Park, formerly known as the McDoel Switchyard, served as a hub for railroad operations for a series of companies including the New Albany and Salem Railroad, the Monon Railroad, and eventually CSX Railroad. CSX Railroad made the decision to phase out its services in 2000, and the last train left McDoel Switchyard in 2004. The City of Bloomington purchased 18 acres of old railroad bed that ran through the Switchyard, and opened the second phase of the B-Line Trail, a paved, accessible pathway that extends 3.1 miles from Adams Street on the north to Country Club Drive on the south, in 2011. The City then set its sights on transforming the former switchyard into a community park. The city purchased most of the land that was to become Switchyard Park in 2009. The city had a vision for the 57.2 acres of former railroad property, and collected input from its residents, stakeholders, interest groups, environmental advocates, and neighboring property owners to develop a Master Plan that would guide the development of Switchyard Park.

Construction of the new Switchyard Park began in 2017, with a year-long project to install critical infrastructure: a 40" sanitary sewer line. Weddle Brothers Building Group LLC was awarded a construction contract for Switchyard Park in April 2018, for a total cost of $25,857,200.

Members of the public gathered with elected officials on May 11, 2018 for a ceremonial groundbreaking at Switchyard Park, near Grimes Lane. Construction has continued since then, and the Parks and Recreation Department is planning a ribbon cutting to officially open the facilities of the new Switchyard Park in November 2019.

Adult Hockey League

Non-checking and fun, this is an open league for players of all skill levels who are at least 18 years old. Full equipment is required for competition. Head coaches play for free; limit one head coach per team. Coaches are responsible for forming teams. The arena will facilitate a player pickup list and goalie pickup list for those teams that need extra players. Minimum 15 players per team. Skating’s Basic Skills Program. The program helps skaters progress from level to level at a steady pace. Skaters will feel a sense of accomplishment as they master the skills necessary to become confident skaters in any ice sport.

All classes are 30 minutes in length and each session is eight weeks. In addition to class time, each skater is allotted 30 minutes of ice time for independent practice. Details on practice time will be given during the first week of lessons. Registration fee includes skate rental. Classes begin promptly at the listed times. Please arrive at least 15 minutes early to put skates on. Non-registered individuals are not permitted on the ice at any time. It is highly recommended that all tot and beginning skaters wear a safety (bicycle or skating) helmet.

Private Skating Lessons Private and semi-private lessons are available for basic ice skating, power skating, and figure skating. Lessons are 30 minutes long with a certified coach. Griffy Lake Nature Preserve Boathouse, 3300 N. Headley Rd.

Scenic woodlands teeming with wild flora and fauna surround the 109-acre Griffy Lake at this 1,200-acre nature preserve. Swimming is prohibited. The Indiana Department of Natural Resources has stocked the lake with bluegill, redear sunfish, largemouth bass, channel catfish, and crappie. Rowboat, kayak, canoe, and stand up paddleboard rentals are available seasonally at the Griffy Lake boathouse. To protect wildlife and visitors, all dogs must remain leashed while in the preserve. Nearby Ferguson Dog Park accommodates dogs off-leash. For more information, call 349-3700. The surface of the lake often freezes in winter with varying ice conditions that can be hazardous. The City of Bloomington assumes no responsibility for accidents resulting from individuals venturing onto the ice. The Farmers’ Market Advisory Council consists of nine members representing Market customers and vendors. Wednesday, October 2 at 6:30 p.m. All selected coaches must complete an online coaching certification course from the National Youth Sports Coaches Association (NYSCA). The certification fee for each coach is $25. The online training is available at www.nays.org.

The Bloomington Youth Basketball league focuses on basketball fundamentals and the application of learned skills. Leagues are coed through grade 3; girls play in a girls-only league beginning in grade 4. Season includes weekly practices and games one night a week. Teams practice two nights a week for the first two weeks of the season, then one night a week for the remainder of the season. There will be a total of seven games, with no postseason tournament. Practice times and days are determined by the volunteer coach. Times can vary between 5:30–9:30 p.m. based on the coach’s schedule. Parent/player requests for placement on specific teams are not accepted; all requests must be submitted by volunteer coaches. Season runs October 14–December 19. Practices begin the week of October 14. Games begin the week of October 28. Registration deadline is Friday, September 27. Registrations are not accepted after the deadline. Woodland Plant ID Hike

Our city’s forests are amazingly diverse and accessible. An experienced naturalist will guide you on a hike through a deciduous forest and teach you how to get to know your forests more intimately. Learn how to identify trees and shrubs by bark, bud, flower, and leaf. Also, you will be taught to use a dichotomous key so you don’t get stumped on the hardest trees to identify. Personal Training Get in better shape and stay there, regardless of age or current fitness level, with the personal trainers at the TLRC. Our personal trainers design programs that are individualized for your age, body, lifestyle and goals. TLRC personal trainers are certified, experienced, and educated. They have worked with a variety of people who have a broad spectrum of health and wellness needs. Personal training at the TLRC is the right step toward a healthy, active lifestyle. A 30-minute wellness consultation is included as a part of each personal training package. If you are a non-member who is interested in a personal training package, you may purchase a 30-minute wellness consultation for $20. Would you know what to do in a cardiac, breathing or first aid emergency? The right answer could help you save a life. With an emphasis on hands-on learning, our First Aid/CPR/AED courses teach life-saving skills. Certification is issued upon successful completion and is valid for two years. Free online refreshers are available with all course options. This course is taught in a “blended learning” format, meaning a combination of about four hours of online work and eight hours of class work time. Hatha Yoga

The word hatha (lit force, sun) symbolizes a system of physical techniques integrating body, mind, and spirit. This mixed-level Hatha yoga class uses asanas (bodily postures), pranayama (breathing techniques), and dyana (meditation techniques) with the goal of bringing about a healthy body and a clear, peaceful mind. The asanas work to make the spine supple, the core strong and supple and to promote circulation in the organs, glands, and tissues. Hatha yoga postures strengthen and stretch the body, promoting balance and flexibility. Great for those with arthritis. Yoga Core

Yoga Nidra is a state of being between sleep and consciousness that is conducive to deep emotional and physical healing, and can reduce tension and anxiety. Yoga Nidra can also relieve symptoms of high anxiety such as headache, giddiness, chest pain, palpitations, sweating, and abdominal pain. The first 30 minutes consist of a gentle stretch and warm up. During the second half of class, the instructor guides participants through body awareness, breathing, and a series of visualizations to help transition into an ultra-relaxed state, while lying in savasana (corpse pose). Yoga Stretch

This class is accessible and needed by all – athletes, advanced practitioners, weekend warriors, first time yoga students and everyone in between. It is an active stretching class that targets primary muscle groups surrounding the hips, hamstrings and upper and lower back. Focused stretching allows muscles to relax and lengthen, which puts less strain on the skeletal system and reduces tension throughout the body. Launcher teams send pumpkins soaring through the air in competitions for both accuracy and distance. There are also activities for children, live music, food vendors, and the festive feel of fall! Skate and Scare

Saturday, October 26

Have a scary good time! Kids and adults skate through our haunted house on ice to the sound of spooky tunes. Skaters come in costume for a chance to win prizes. Duties: Looking for a unique, spooky, great time this Halloween, and a reason to dress up in costume? Shift #1 volunteers help transform the Frank Southern Ice Arena into a Halloween haven and bring the theme of the haunted house to life. Shift #2 volunteers will be a character in the haunted house (skating skills not required). Shift #3 volunteers will help with event support and with teardown. Volunteer shift(s): Shift #1, 11:30 a.m.–3:30 p.m./ Shift #2, 6–9:30 p.m./Shift #3, 6:30–10 p.m. Training: Volunteer actors will be given instructions prior to the day of the event. A convenient drop box is located outside City Hall, at the “401” address doors. Drop off your registration after hours or whenever it’s convenient for you. Make sure you drop off before the registration date.

Am I a City of Bloomington Resident? A resident is any person who resides within the City’s corporate limits. Do you pay Bloomington property taxes? Do you have a City of Bloomington trash pickup service? If you can answer “yes” to both of these questions, then you are a “City of Bloomington Resident.” If you are in an apartment and unsure if the property is “in-city” we can verify by checking your address. Even if your mailing address is “Bloomington,” it does not necessarily mean you are a City resident. Please call the City of Bloomington Parks and Recreation office at 349-3700 if you have residency questions. Fees and Charges City of Bloomington Parks and Recreation is a City of Bloomington department under the administration of the Mayor of Bloomington. City of Bloomington residents, through property taxes, make a significant contribution to the operation of the park system. Non-resident fees are charged so non-resident participants can fairly contribute to overall financing of the park system. Fees are listed separately for City of Bloomington residents and non-city residents. Residency verification may be requested. Waiver Of Liability The City of Bloomington is not responsible for any injuries sustained as a result of participation in any department sponsored activity, or while using departmental facilities. It is recommended that anyone enrolled in a program or using facilities make provisions for adequate coverage within their own insurance plan.

Late Registration Any registrations received after the deadline date may be subject to a late registration fee. Refund Policy No refunds are provided after the first day of a program. All refunds are subject to a $2 fee. If the $2 charge does not cover costs incurred by the department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes. Full refunds are given on all programs cancelled by City of Bloomington Parks and Recreation. Allow four weeks for refund requests to be processed. Registration Procedures Complete the registration form, online or hard copy, making sure all information is current and correct. Parent/guardian information is vital in the event of an emergency. Include all pertinent information, including the program code listed beside the program information. Read and sign the waiver statement located in the lower left area of the registration form. Full payment is required at the time of registration. See above for payment methods. Forms will be processed in the order received. Register early! All forms must be received by the registration deadline. City of Bloomington Parks and Recreation is not responsible for lost or late mail. Registration receipts will be mailed to you. This is not a guarantee of enrollment, but an acknowledgement of your registration. We will contact you by phone or mail if there is a problem with your registration.
