The Board of Park Commissioners holds regular meetings the fourth Tuesday of every month, which are open to the public. Meetings begin at 4 p.m. in City Hall, located at 401 N. Morton St. Citizens of Bloomington are invited to visit the Board of Park Commissioners meetings with questions or concerns regarding city parks and recreation programs, events, and facilities. Parks and Recreation staff may videotape or take photos of participants in programs and at special events or of people in parks or on park properties. These photos may be used in future program guides, brochures, fliers or other materials used to promote Parks and Recreation.

No refunds are provided after the first day of a program. All refunds are subject to a $2 administrative fee. If the $2 charge does not cover costs incurred by the Department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes or punch passes. Full refunds are given for all classes cancelled by Parks and Recreation. Allow four weeks for refund requests to be processed.

Scholarships

Because some residents are unable to participate in our programs due to economic hardship, the Bloomington Parks Foundation provides youth scholarships to offset certain fees and charges. Scholarship applications can be obtained at the Parks and Recreation office, Monday through Friday, 8 a.m.–5 p.m., at any Department facility, or online at bloomington.in.gov/parks. Scholarship applications must be submitted at least two weeks prior to the start of the program for which applying. Proof of income and Monroe County residency is required. Space is Limited—Register Early!

Most programs have limited space available as well as registration deadlines. After the registration deadline please call for space availability. Register online at bloomington.in.gov/parks, or by sending in the enrollment form in this guide, or in person from 8 a.m.–5 p.m. at the Parks and Recreation office, 401 N. Morton St., Ste. 250.

Substitution Policy

Parks and Recreation reserves the right to use substitute instructors and alternate facilities when necessary.

How to request reasonable accommodation:

1. When you register, mark “yes” in the inclusive service request section. At least two weeks notification prior to the registration deadline for each program is required. In some cases reasonable accommodation may take longer. 2. Request and complete an inclusion questionnaire. 3. Inclusive Recreation Coordinator will contact participant to establish an individualized inclusion plan. For more information about Special Olympics Indiana—Monroe County, see page 39.

Get Involved ... Volunteer! Look for the volunteer symbol throughout the program guide. Parks and Recreation volunteers provide valuable services to the community by assisting in many events and programs in a variety of ways. There are many opportunities for individuals and groups to choose from. See pages 42–45 for more information.

A Special Event Permit is required to hold a large-scale event in Bloomington’s beautiful city parks. A Special Event Permit is also required to hold a race, walk, run, or other event on the B-Line Trail, Clear Creek Trail, Jackson Creek Trail, or any other trail owned and managed by the Bloomington Parks and Recreation Department. For more information, call Hsiung Marler, Switchyard Park General Manager, at 349-3742. Mobile Stage Rental: Groups may apply to rent Bloomington Parks and Recreation’s mobile stage for big performances within the City of Bloomington city limits. A refundable deposit is required. For more information, call Crystal Ritter, Community Events Coordinator, at 349-3725. Fitness Permits: Instructors of fitness classes or personal trainers who charge clients a fee for their activities must obtain a permit to hold fitness classes in city parks. For more information, contact Health and Wellness Coordinator Jess Klein at 349-3771. Approval for Alcohol Sales: Groups may request to serve beer and/or wine at an event, once the group has successfully applied for a Special Event Permit. Beer and/or wine ONLY may be served in city-owned parks, trails, and facilities, and ONLY with approval. Noise Permits: Depending on the nature of the special event, a Noise Permit from the City of Bloomington Public Works Department may also be required. Evans-Porter Memorial Library

The Banneker Community Center is proud to host the Evans-Porter Memorial Library. Newly updated and growing, the library offers fiction and nonfiction books for adults, teens, and children. Recent encyclopedias and other reference materials are available to help with homework. A focus on African-American history and culture reflects the library’s location in a historically significant building and neighborhood.

Family Resource Center

Located on the third floor, this is a place where families can gather information, network with others, build a support system, and enjoy their children in a fun, safe space.

Ten tables and 60 chairs are available for use. Twenty-two free parking spaces, and three free accessible parking spaces, are available behind the building. Available for rent daily between 8 a.m. and 11 p.m. Call 812-349-3731 for reservation and availability. All room rentals require a 50% deposit.

The Buskirk-Chumley Theater is a 600-seat, historic theater in downtown Bloomington. Beautifully restored by the Bloomington Area Arts Council, the theater is currently managed by a private non-profit organization, BCT Management, Inc. The theater is a valued community resource, available for public or private events. For more information, contact the theatre at 812-323-3022 or director@buskirkchumley.org.


The Community Gardening Program offers a variety of gardening opportunities for individuals, families, groups, and organizations. Services provided in the gardens include the initial preparation of the garden area, water access, maintained paths, composting facilities, deer fencing, access to mulch, the advice of knowledgeable staff, and the Garden Beet newsletter. Communal tools are available for use at scheduled times during the week. Our three garden sites have plenty of conveniently located parking and are accessible by Bloomington Transit bus routes. Plots are available for use starting in mid-April. How to Register: New gardeners and returning gardeners who wish to garden in an additional plot or in plot(s) other than those rented in 2019 may register on a firstcome, first-served basis starting on February 19, 2020. Garden plots are available to rent throughout the season or until all plots are rented. To ensure gardening opportunities are available to all members of the Bloomington community, financial assistance is available for those in need to help cover garden plot rental fees. Butler Park Community Gardens

Located in Rev. Ernest D. Butler Park at the intersection of West Ninth and North Fairview Streets, the Butler Park Community Garden enables gardeners to learn and practice the techniques of organic gardening in rented plots. The garden includes 50 organic in-ground plots available in two sizes and three raised beds for rent. Willie Streeter Community Gardens Located on South Highland Avenue near the YMCA, Willie Streeter Community Garden is the Community Gardening Program’s oldest and largest garden. Organic Gardening Basics

Growing food at home has many challenges: Weather, pests, weeds, disease, soil. Learn time-saving tips on how to grow a successful garden without the use of harmful chemicals or petroleum-based fertilizers. Learn how to feed your soil so that your plants are happy and healthy, how to identify noxious weeds before they get out of control, and how to protect from pests using holistic methods that encourage biodiversity. Cascades Golf Course

About Cascades Golf Course

Cascades Golf Course consists of three nine-hole courses, which can be combined to create three separate 18-hole configurations. The Quarry Course is the oldest of the three courses, dating back to 1928. The Quarry Course is a par-35, playing a maximum of 2,995 yards. The Pine Course was constructed in 1931 and is a par-36, playing a maximum of 3,135 yards. The Ridge Course is the newest course, opened in 2000. The Ridge Course is a par-36 which plays a maximum of 3,086 yards.

Individual or group golf lessons may be scheduled with our on-site golf pro by calling 349-3764. Cascades offers amenities to meet the needs of any golfer. Leagues are offered for all ages and a concession stand. Beer and soft drinks are available for purchase from concessions. Indiana Alcohol & Tobacco Commission regulations prohibits individuals from bringing their own alcoholic beverages onto the golf course.

The course rests on 200 acres of beautiful rolling hills with native trees and natural topography. Named for the natural cascading waterfalls located throughout the golf course property, several waterfalls can be heard, and with a brief walk off the perimeter of several holes, can be seen from the course.

Cascades Golf Course replaced 37,000 square yards of fairway on the nine-hole Ridge Course in 2018 with Zoysia. Fairways on the nine-hole Quarry Course were replaced with Zoysia in 2019. The 57.2-acre Switchyard Park, formerly known as the McDoel Switchyard, served as a hub for railroad operations for a series of companies including the New Albany and Salem Railroad, the Monon Railroad, and eventually CSX Railroad. CSX Railroad made the decision to phase out its services in 2000, and the last train left McDoel Switchyard in 2004. –

The City of Bloomington purchased 18 acres of old railroad bed that ran through the Switchyard, and opened the second phase of the B-Line Trail, a paved, accessible pathway that extends 3.1 miles from Adams Street on the north to Country Club Drive on the south, in 2011. The City then set its sights on transforming the former switchyard into a community park.

The city purchased most of the land that was to become Switchyard Park in 2009. The city had a vision for the 57.2 acres of former railroad property, and collected input from its residents, stakeholders, interest groups, environmental advocates, and neighboring property owners to develop a Master Plan that would guide the development of Switchyard Park. Construction of the new Switchyard Park began in 2017, with a year-long project to install critical infrastructure: a 40" sanitary sewer line. Weddle Brothers Building Group LLC was awarded a construction contract for Switchyard Park in April 2018, for a total cost of $25,857,200. Members of the public gathered with elected officials on May 11, 2018 for a ceremonial groundbreaking at Switchyard Park, near Grimes Lane. The Switchyard was officially revealed to the public in November 2019.

Community Gardening The Community Gardening Program offers a variety of gardening opportunities for individuals, families, groups, and organizations. Services provided in the gardens include the initial preparation of the garden area, water access, maintained paths, composting facilities, deer fencing, access to mulch, the advice of knowledgeable staff, and the Garden Beet newsletter. Communal tools are available for use at scheduled times during the week. Our three garden sites have plenty of conveniently located parking and are accessible by Bloomington Transit bus routes. Plots are available for use starting in mid-April. How to Register: Gardeners may register on a firstcome, first-served basis starting on February 19, 2020. Garden plots are available to rent throughout the season or until all plots are rented. The Skating School at Frank Southern Ice Arena—Session II

The Skating School curriculum is a combination of the best attributes of the Ice Skating Institute’s Learn-to-Skate Program and the U.S. Figure Skating’s Basic Skills Program. The program helps skaters progress from level to level at a steady pace. Skaters will feel a sense of accomplishment as they master the skills necessary to become confident skaters in any ice sport. All classes are 30 minutes in length and each session is eight weeks. In addition to class time, each skater is allotted 30 minutes of ice time for independent practice. Details on practice time will be given during the first week of lessons. Registration fee includes skate rental. Classes begin promptly at the listed times. Please arrive at least 15 minutes early to put on skates. Non-registered individuals are not permitted on the ice at any time. All Tot skaters should have a safety (bicycle or skating) helmet.

Party Room rental includes tables and chairs. Decorating, setup, and cleanup must be done during the rental time, or additional time can be added. Renters are responsible for their own decorations, party supplies, tableware, food service utensils, and equipment (e.g. basketballs, footballs, and soccer balls). $45/hour for use of the party room only $65/hour includes use of one basketball court $80/hour includes use of Studio A or B $105/hour includes use of the turf (April–September) $130/hour includes use of the turf (October–March) The studios offer wood floors and full-length mirrors. Griffy Lake Nature Preserve Boathouse, 3400 N. Headley Rd.

Scenic woodlands teeming with wild flora and fauna surround the 109-acre Griffy Lake at this 1,200-acre nature preserve. Swimming is prohibited. The Indiana Department of Natural Resources has stocked the lake with bluegill, redear sunfish, largemouth bass, channel catfish, and crappie. Rowboat, kayak, canoe, and stand up paddleboard rentals are available seasonally at Griffy Lake boathouse. To protect wildlife and visitors, all dogs must remain leashed while in the preserve. Nearby Ferguson Dog Park accommodates dogs off-leash. For more information, call 349-3700. The surface of the lake often freezes in winter with varying ice conditions that can be hazardous. The City of Bloomington assumes no responsibility for accidents resulting from individuals venturing onto the ice.

Shelter Rentals and Ballfield Rentals

Shelter House Rentals Shelter house reservations may be made online at bloomington.in.gov/parks/rentals/shelters or in person at the Bloomington Parks and Recreation office, Monday–Friday, from 8 a.m.–5 p.m. Shelters are available for rental April 1 through October 31. Reservations are accepted year round on a first-come, first-served basis.

Bryan Park—Henderson Shelter

$53 weekdays/$56 weekends and holidays This shelter is near Henderson St. and has a grill and water. Maximum 30 people.

Bryan Park—North Shelter

$53 weekdays/$56 weekends and holidays This shelter is located near the north side of the park and has a grill, water, and electrical outlets. Maximum 30 people.

Bryan Park—Woodlawn Group Shelter

$66 weekdays/$81 weekends and holidays This shelter is near Woodlawn Ave., is wheelchair accessible, and has grills, electrical outlets, lights, and water. Maximum 72 people.

Building Trades Park Shelter

$53 weekdays/$56 weekends and holidays Across from IU Health Bloomington on Second St. It is wheelchair accessible, and has a grill. Maximum 30 people.

Lower Cascades Park—Sycamore Shelter

$76 weekdays/$91 weekends and holidays Located in the lower portion of Cascades Park. Bathrooms (open seasonally) are a part of the building, and the shelter has grills, electrical outlets, lights, fireplace, water, drinking fountain, playground access, and a large parking lot. It is wheelchair accessible. Maximum 75 people.

Lower Cascades Park—Waterfall Shelter

Our camp staff are enthusiastic, welltrained adults. All staff are CPR and First Aid certified and adhere to the highest professional standards set forth by the American Camp Association and the Bloomington Parks and Recreation Department.

Parents are responsible for transporting their child/ren to and from camp each day. Once at camp, city buses and passenger vans are used to transport campers to and from field trips that are not within walking distance. Only trained, licensed drivers transport campers.

Please bring: a sack lunch and water bottle, a swimsuit and towel, and any special sunscreen, bug spray or medications. We recommend providing your camper with a durable backpack to carry these items. Do not bring money, toys, or cell phones.

All Kid City Original and Quest programs are proud to be accredited by the American Camp Association. This nationally recognized accreditation focuses on program quality, health and safety issues, and requires us to review every facet of our operation. Ivy Tech Community College—Bloomington is teaming up with Bloomington Parks and Recreation’s Kid City summer camp to bring three unique week-long camps to participants ages 11–14 yrs. Ivy Tech offers fun college-style classes in the morning and then Kid City staff transport the campers for an afternoon of games, field trips, or swimming. Campers enjoy a variety of program choices. Ivy Arts for Kids

Create works of art in both 2-D and 3-D with media such as paint, pencil, and ceramics when you combine a session of Ivy Arts for Kids with active and engaging recreation at Kid City! Camps meet Monday through Friday for two weeks. Cost includes all programming and materials at Ivy Tech John Waldron Arts Center, transportation to Kid City, and an afternoon snack. Youth in grades 5–7 want a different kind of camp experience, and they get it in Kid City Quest! Quest campers are actively engaged in activities separate from younger Kid City Original campers. Space is dedicated to Questers where they can hang out with their friends and be themselves. Camp offers a break from technology, replacing it with participation in the community. Kid City Quest also keeps campers involved in traditional camp favorites such as swimming, crafts, library time, games and field trips! Staff-to-camper ratio is 1:10.*

The Bloomington Junior League Baseball Association (BJLBA, ages 5–12 yrs.) and the Monroe County Senior League Baseball Association (MCSLBA, ages 13–18 yrs.), in partnership with Bloomington Parks and Recreation, announces the opening of baseball league registration for players of all skill levels. Personal Training Get in better shape and stay there, regardless of age or current fitness level, with the personal trainers at the TLRC. Our personal trainer designs programs that are individualized for your age, body, lifestyle and goals. Our personal trainer is certified, experienced, and educated, and has worked with a variety of people who have a broad spectrum of health and wellness needs. Personal training at the TLRC is the right step toward a healthy, active lifestyle. A 30-minute wellness consultation is included as a part of each personal training package. If you are a non-member who is interested in a personal training package, you may purchase a 30-minute wellness consultation for $20. Take control of your health by learning as much as you can about your fitness level. Fitness assessments are a common and useful part of any exercise program. The data collected from a fitness assessment gives you a starting point, and provides a baseline to compare to as you make progress toward your fitness goals. Group Exercise Registration

Hatha Yoga

The word hatha (lit force, sun) symbolizes a system of physical techniques integrating body, mind, and spirit. This mixed-level Hatha yoga class uses asanas (bodily postures), pranayama (breathing techniques), and dyana (meditation techniques) with the goal of bringing about a healthy body and a clear, peaceful mind. The asanas work to make the spine supple, the core strong and supple and to promote circulation in the organs, glands, and tissues. Hatha yoga postures strengthen and stretch the body, promoting balance and flexibility. Great for those with arthritis. This class steadily builds its pace over the course of the practice and emphasizes developing strength and calming the mind. Yoga Nidra is a healing practice which has been used to reduce anxiety, depression, pain, insomnia, and a number of other stress related diseases. Regular practice of Yoga Nidra, can help you to balance your tensions, control your emotions, relax and harmonize your body and mind. This class is designed to move you through a few gentle yoga postures to relax and settle the energies of the body. Yoga Stretch

This class is accessible and needed by all—athletes, advanced practitioners, weekend warriors, first-time yoga students and everyone in between. It is an active stretching class that targets primary muscle groups surrounding the hips, hamstrings and upper and lower back. Focused stretching allows muscles to relax and lengthen, which puts less strain on the skeletal system and reduces tension throughout the body. Parks and Recreation staff provide the necessary training in invasive plant identification and equip volunteers to proactively monitor and remove impeding plants within their adopted areas. Duties: Inspect and make progress in removing invasive plants from assigned adopted area a minimum of once a month. Complete and submit monthly reports. Volunteer shift(s): Inspections and progress visits can be completed at your leisure. Time line: Volunteers must submit an online application by Monday, March 16. A general orientation for all ‘Adopt’ programs takes place in late March and an outdoor interactive training with staff takes place in April. One-year appointment starts May 1. Complete and submit reports on stream condition. Provide general maintenance such as removing debris and litter. Attend a Hoosier Riverwatch workshop and perform water quality monitoring tests at the stream at least four times per year. Staff works with you or your group to formulate a work plan. Bloomington Youth Basketball— Season III and Middle School January 13–March 6

BYB Season III focuses on basketball fundamentals and the application of learned skills during game participation for players in grades K-6. All leagues are coed through grade 3; girls play in a girls-only league beginning in grade 4. BYB Middle School focuses on basketball skill development and applying skills in game situations. Middle school boys and girls (grades 7-8) play on separate teams. Practice days and times are determined by the coach. Duties: Enjoy making a difference in the lives of kids, and help develop our next big IU basketball star. Volunteer shift(s): Practice days and times are determined by the coach. Colors of the Wind Kite Fest

The Skating School at Frank Southern Ice Arena presents the annual Spring Ice Show highlighting The Skating School, the IU Figure Skating Club, and the Bloomington Figure Skating Club. Skaters perform a variety of routines that demonstrate their newly acquired ice skating skills. Duties: Help with setup and teardown of the event, as well as help organize performing skaters. Volunteer shift(s): 1–5:30 p.m. Training: On-site training is provided. Location: Frank Southern Ice Arena Age of volunteers: 18 yrs. and up. Number of volunteers: 10

Look to the skies as kites soar over Switchyard Park! Activities include kite making, kite flying demonstrations and instruction, foam rockets, bubbles in flight, food trucks and more. Duties: Assist staff with welcoming participants at the entrance to the event, and help supervise activity and entertainment areas. Volunteer shift(s): Shift #1, 9 a.m.-noon/Shift #2, 11:30 a.m.-2:30 p.m./Shift #3, 2-5 p.m. Training: On-site training is provided. Location: Switchyard Park Age of volunteers: 16 yrs. and up. The Children’s Expo is a parent’s treasure trove for informational, educational, and recreational resources for school-age children. The Expo continues to offer free health screenings by qualified healthcare professionals for children ages 10 yrs. and under. Duties: Help supervise activities, greet participants, assist with Wellness Alley, provide general event support, and assist with vendor hospitality. Four ways to register for programs

Am I a City of Bloomington Resident? A resident is any person who resides within the City’s corporate limits. Do you pay Bloomington property taxes? Do you have a City of Bloomington trash pickup service? If you can answer “yes” to both of these questions, then you are a “City of Bloomington Resident.” If you are in an apartment and unsure if the property is “in-city” we can verify by checking your address. Even if your mailing address is “Bloomington,” it does not necessarily mean you are a City resident. Please call the City of Bloomington Parks and Recreation office at 349-3700 if you have residency questions. Fees and Charges City of Bloomington Parks and Recreation is a City of Bloomington department under the administration of the Mayor of Bloomington. City of Bloomington residents, through property taxes, make a significant contribution to the operation of the park system. Non-resident fees are charged so non-resident participants can fairly contribute to overall financing of the park system. Fees are listed separately for City of Bloomington residents and non-city residents. Residency verification may be requested. Waiver Of Liability The City of Bloomington is not responsible for any injuries sustained as a result of participation in any department sponsored activity, or while using departmental facilities. It is recommended that anyone enrolled in a program or using facilities make provisions for adequate coverage within their own insurance plan. Late Registration Any registrations received after the deadline date may be subject to a late registration fee. Refund Policy No refunds are provided after the first day of a program. All refunds are subject to a $2 fee. If the $2 charge does not cover costs incurred by the department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes. Full refunds are given on all programs cancelled by City of Bloomington Parks and Recreation. Allow four weeks for refund requests to be processed. Registration Procedures Complete the registration form, online or hard copy, making sure all information is current and correct. Parent/guardian information is vital in the event of an emergency. Include all pertinent information, including the program code listed beside the program information. Read and sign the waiver statement located in the lower left area of the registration form. Full payment is required at the time of registration. See above for payment methods. Forms will be processed in the order received. Register early! All forms must be received by the registration deadline. City of Bloomington Parks and Recreation is not responsible for lost or late mail. Registration receipts will be mailed to you. This is not a guarantee of enrollment, but an acknowledgement of your registration. We will contact you by phone or mail if there is a problem with your registration.
