President’s Report ●
404 Permit for a Beaver Habitat Restoration in Tenmile Creek. ○
The City Council and City Manager are still considering approval of the permit.
○
The City would like a flood evaluation done as well as a mix study (due to the wastewater treatment plant being nearby). Studies would cost in total, approximately $50k.
○
Thank you to Mike Mader for your help in writing the 404 Permit request.
○
Ivan Thomas (out of Coos Bay/North Bend) expressed that he would not fight the 404 Permit. (CB/NB has water rights to the creek.)
○
Alan will be meeting with Tyler and the Army Core of Engineers on Friday, the 8th of February.
○
John Reiss added: The 404 Permit is on the agenda of the City Council meeting tomorrow (2/7/19). John will attend the meeting as a representative of the Tenmile Lakes Association.
○
Larry Bainum added: He has a contact - Jim Von Norman - that helped his charity (Fishing Veterans of America) with an adaptive water sports event would help with fundraising. He is out of Southern California.

Blume Bauer presented an informal report. ○
Currently finishing up the new TLA website. Last few details are being worked out and should be live by the next meeting if all goes well during the transition from the old site.

Working with Julie Robbers on upcoming events and fundraising.

Tenmile Lakes Basin Partnership (TLBP) Report ●
Mike Mader is working on the operations and salary grant currently.

Work item #40 in progress - potential lake level improvement.
●
Discussion of land acquisition to protect wetlands.
●
Richard is working on Lamprey Studies.
●
Lake gauge is currently down today (2/6/19).
●
Mike Mader is still willing to assist lakefront owners with testing of their septic systems to confirm that they are working properly. Contact him at the TLBP Office, 541.260.0914 for more information and to schedule an appointment.

Lake & Beach Clean Up, April 27th, 10am to 2pm ■
Looking for volunteers

Would like to pair up kayakers with boaters
■
Sign up sheet was made available during the meeting. If you would like to sign up to volunteer, please contact Julie Robbers at 541.982.9829.

Will be contacting the Tenmile Bass Club, Coos Bay Yacht Club, and others who share the lake to scout for more volunteers.
■
Our main focus on the lake this year will be the canal, North and South Lake, and the area near Ringo’s Marina (seems to be a catch-all for lake debris).

Independence Day Beach Party & Fireworks, July 4th, 3pm to 11pm ■
The fireworks are set to be on the 4th of July for 2019, 2020, and 2021. (A Thursday, Friday, and Saturday respectively)

TLA will host a snack shack again this year with hamburgers, hot dogs, chips, sodas, water, ice cream, and popcorn.

Coffee cart (looking for new one, Human Bean sold their truck - will ask Osprey if they might be interested in setting up a coffee cart for the afternoon/night)

Large Item Pick Up, August TBD ■
Question raised: Why aren’t we combining our large item pick up with the City Wide Clean Up while there will be free dumpsters available?
■
Alan Whitney explained that the City Wide Clean-Up is on June 8th and many of our lakefront homeowners will not be at their lake properties yet so early in the year. It is better to pick up items later in the summer after the homeowners have had time to clean up their properties and access what needs to go.
■
Jane Mathews added: Andrew Carlstrom (Lakeside City Manager) mentioned that it’s possible the City Wide Clean Up could be held in conjunction with the Large Item Pick Up in future years. TLA should work in conjunction with Andrew for the 2020 Large Item Clean Up.

State of the Lakes, a TLBP event with the assistance of TLA, August, Date TBD

Tenmile Lakes History Dinner, October 12th, 5-8pm ■
Julie Robbers will check with Senior Center to verify that the date is available and fill out paperwork to reserve the room.

Proposed theme for this year is “Logging on the Lake” - a discussion of logging that happened on Tenmile Lake and in the Elliott State Forest.
■

Alan Whitney reported that two weed barriers were purchased along with a donation for a total of $174.15

Approach for low water resolution ○
Alan Whitney is working with John Reiss and Mike Mader on the 404 Permit for a Beaver Habitat Restoration in Tenmile Creek (see earlier notes in minutes under President’s Report).

Alan met with the City of Lakeside today (2/6/19) to answer questions the City Council and City Manager have about the 404 Permit.
○
The City of Lakeside has sent the 404 Permit paperwork to their lawyer for further review.

Dues Increase ○
Dues were raised to $25 per year per household or $100 for 5 years (save $25 when purchasing a 5-year membership)
○
A reminder that dues are now due for 2019
○
Additional donations are always accepted in addition to annual dues
○
The dues increase will go into effect in August 2019 when our new fiscal year begins.

Weather-Cam at Ringo’s Marina ○
John Reiss would like to install a tourist level quality weather-cam located at the marina to help aid in tourism and also assist lakefront homeowners with a view of the current weather conditions.
○
Ideally, the camera would rotate to view both the sunrise and the sunset.
○
John spoke to EarthCam and they charge $199 ($2388 per year) per month to set up the camera and maintain the equipment and network as long as it is up.
○
John will explore other options in an attempt to find a better price.
○
Blume Bauer added: She will ask new contacts via the Lakeside Revitalization Partnership if they have ideas or contacts for weather cam services.
○
Jane Mathews added: Linda, the administrative assistant at the City of Lakeside, is a grant writer and might be able to help write a tourism grant for the project.
New Business ●
Floating Restrooms ○
The floating restroom on South Lake is not working and has been removed for repair. The floating restroom on North Lake is not working very well but is still on the lake.
○
The first report from the Marine Board was that the parts would not be available. Mike Mader explained that the parts *have* been located and the restrooms will be fixed.

TLA Septic Improvement Project ○
Alan Whitney proposed that TLA assist lakefront owners on Tenmile Lake to improve the quality of their septic systems. The proposal is to offer up to $250 per homeowner to have their pre-1975 septic inspected and pumped. The approximate full cost is $734 for homeowners that have road access to their homes and approximately $1,000 for homeowners that only have lake access (the additional costs are due to barge rental). The inspections must be done by a licensed plumber.

Alan passed his proposal around the room (documents included his original proposal, a revised version by Mike Mader, and an additional revised version by Richard Fritts).

John Reiss made a motion to approve Alan Whitney’s proposal for the TLA Septic Improvement Project.

Pressure gauge for the lake level gauge is not accurate

May need to be replaced for approximately $800
Public Comment & Input ○
Fundraising for Beaver Habitat Restoration ■
TLA will need to raise funds to have the engineering evaluations completed

John Reiss added: We need to know what the cost is going to be before we raise money as there is a chance the permit will not go through. ●
John also asked if there would be additional requirements for evaluations once the permit is filed.

He also questioned what happens if we raise funds and the 404 Permit is not approved.
■
Mike Mader added: The City of Lakeside will have to sign the 404 Permit first or it cannot be filed with the county. ●
Mike explained that it would not be likely that any duplicate evaluations would be requested.
●
The landowner would also need to sign off on the 404 Permit. (The City of Lakeside is the landowner)
●
The City could request any number of studies at their discretion.
●
DEQ will come and charge for a stormwater management study. The cost would be approximately $1,000.
●
Mike said that we would need to be very upfront with our fundraising - letting people know that we could spend the money, go through the whole process, and still not get the 404 Permit approved.

Alan Whitney added: The Federal Government is going to require the evaluations whether the City of Lakeside does or not. Either way, they will be requirements of getting the 404 Permit approved. ●
Aaron (an engineer) suggested that the City of Lakeside submit the 404 Permit themselves.

Fishing Veterans of America Request for Contacts/Volunteers ■
Travis Bainum would like to host a kayaking event on Tenmile Lake and is looking for experienced kayakers to assist with the event.
■
Also looking for a potential Veteran that owns a bass boat that might be willing to partner with impaired veterans to participate in bass tournaments.
■
Travis is looking for Fly Fishing contacts as well.
