Greetings to all! Here comes that old cliché saying: December is finally here and wow, where did the year go? 2024 Has been an exciting year for our Association with the many events held throughout the year and the positive outlook we have been gearing up for the 2025 year!
First off, I would personally like to extend a sincere appreciation to our outgoing board member finishing out her term, Vicki Moran of Hallmark Homes. Over the years, Vicki has been a valuable and quite enjoyable member of our board. Thank you for all the dedication you put forth towards our HBA!
In November, I had the pleasure of attending our North Dakota Association of Builders (NDAB) annual banquet and board meetings taking place in Williston. Congratulations to our new NDAB, 2025 President, Bob Hoard (McCody Concrete) from Williston. We also had the opportunity to host National Association of Home Builders (NAHB) chairman, Carl Harris. Carl spoke on multiple topics in relations to the NAHB and the current home building outlook on a national scale. Lastly, I would also like to give a huge congratulations to fellow board member and our friend Joe Hillerson with Boulder Homes on his BEAM (Builders Engaging Associate Members) award he received on the state level during the banquet. Congrats Joe and well deserved!

The Bismarck Mandan Chapter of Professional Women in Building (PWB) recently gathered at Fabricators Unlimited to commemorate its 4th anniversary. The ladies of PWB celebrated the chapter's continued growth and its collective achievements and dedication to supporting the community and one another over the past year.
The evening was filled with friendship, laughter, and reflection as both past and current members looked back on a year filled with accomplishments. From impactful community outreach initiatives to professional development opportunities, the chapter’s commitment to its mission was evident in every memory.
The 4th Anniversary celebration was also a time to acknowledge the members and partners who make PWB's mission possible. Special thanks were extended to Fabricators Unlimited for hosting the event in their beautiful space, and to those who planned it! It was the perfect setting to honor the chapter’s accomplishments and aspirations.
As PWB enters its fifth year, the chapter is excited to continue building stronger connections and making an even greater impact in the Bismarck Mandan community. Here is to another year of progress and success!

What is an interesting fact about your business that most people don’t know? As I built this business from the ground up, I was fortunate enough to have my previous employer (Jim Fetter Masonry) help me transition from his retirement into launching Quality Stone.
What is a typical day like for you? As most of my time is spent in the office working on bids and handling logistics, I am fortunate to have amazing employees that manage the field work. Having 3 Master Masons, some wonderful apprentices along with some hard-working laborers. My company would not be where it is now without them!
If I weren’t in the Masonry industry, I’d be … In real estate and rehabbing properties. I co-own a construction company and do this type of work in South Florida with one of my best friends.
What do you hope to see Quality Stone to accomplish in the coming years? Our company has been experiencing steady growth, we’ve recently taken on some significant commercial projects as well as custom homes in collaboration with some premier builders in the area. Many of these projects feature extensive stone and brick veneer work. I’m committed to continuing this momentum by pursuing large-scale projects that not only showcase our expertise but also ensure our employees remain engaged, productive, and happy.
What inspired you to enter this industry? I began working in masonry right after high school and continued in the field after college. Along the way, I explored other opportunities, including roles in home improvement sales. My experience in sales taught me valuable skills that have been instrumental in running my own business. Eventually, I returned to the masonry trade, and when my former boss, Jim Fetter, mentioned his plans to retire, it felt like the perfect time to start my own company. That is how PCS Masonry was born.
What makes your business unique from other Landscapers? While the masonry trade is straightforward, with most products and designs determined by the builders, I place a strong focus on taking care of my employees. I have introduced benefits like health care coverage, paid vacation, Christmas bonuses, and an annual party things I was never offered during my time working in the trade. I believe that prioritizing my team’s well-being is essential for maintaining a loyal, motivated workforce over the long term.
What is your favorite part of your job? I really do enjoy doing field work. Laying stone, especially on custom fireplaces or accent walls that really highlight a home’s interior.
What is your favorite quote that speaks to you the most? “Success usually comes to those who are too busy to be looking for it.” - Henry David Thoreau
What do you like to do in your spare time, or do you have fun facts to share? I like camping, kayaking, concerts, motorcycle riding, fire spinning, working out, and traveling. But one of my favorite hobbies is cooking. I like being creative and putting my own twist on traditional dishes. It is always nice getting positive feedback from my friends and family and of course enjoying the fruits of my labor.
The North Dakota Association of Builders hosted their Annual Banquet on November 12th at McCody Concrete in Williston. They installed the 2025 Board of Directors and NDAB President Bob Horab with McCody Concrete. We gave recognition to 2024 outgoing President Tom Spaeth and our out going board members. We also had the privilege in hosting NAHB Chairman Carl Harris, he was able to attend our NDAB meetings and do our installations of our 2025 directors. City of Bismarck Renaissance Zone Program Status
Changes to the Bismarck Renaissance Zone and a five-year extension of the program were recently accepted by the Bismarck City Commission, School Board, Parks and Recreation District, and Burleigh County. Significant changes to the program include the following:
• Offering membership to the Bismarck Public School Board, Bismarck Parks and Recreation Board, and Burleigh County Commission on the Bismarck Renaissance Zone Authority.
• Establish a process to require future amendments to Bismarck’s Renaissance Zone Development Plan to be voted on by the Bismarck Public School Board, Bismarck Parks and Recreation Board, and the Burleigh County Commission.
• Amend the Bismarck Renaissance Zone Development Plan to limit the value of a Renaissance Zone property tax exemption such that property owners continue to pay taxes on the base value of the property at the time of initial project approval.
The Bismarck Renaissance Zone Development plan is the document which guides the administration of the program and contains the aforementioned changes. This document will be sent to the North Dakota State Department of Commerce in the near future for their consideration of the local changes made to the program. Pending approval from the North Dakota Department of Commerce the program will be extended until the Fall/Winter 2029.
The City of Bismarck has recently begun an update to its zoning and subdivision regulations. These land use regulations play a significant role in determining allowable uses throughout the community as well as, creating standards for the division of land and dimensional standards for building on the land. Although changes do occur, a complete update of the zoning and sub division regulations has not been undertaken since the early to mid-1980’s. Bismarck’s comprehensive plan Together 2045, identifies how the community should grow from a land use and policy perspective over the next 20 years. A key recommend dation from that plan was to update the zoning and subdivision regulations which will allow the implementation of many of the goals and objectives within the plan and guide future development of the community and surrounding extra-territorial area. Staff were present at a booth at the Bismarck Downtown Street Fair September 13-14, 2024 and the project consultant team was in the community with public open houses on September 23 and 25, 2024. An initial assessment of Bismarck’s zoning ordinance was completed by the consultant team and is available in draft format for the public to comment on until October 21, 2024 at the following link: https://www.bismarckldc.org/land-development-code-issues-assessment?document=1
A homebased occupation is a job performed from a home that is incidental to the residential use. Given technological advancements and workplace culture/policy shifts more individuals are working from their homes. Bismarck’s current Home Occupation ordinance has been updated to allow more flexibility for occupations that can be conducted from home while still trying to balance protections to neighboring residents. The ordinance was adopted at the July 23, 2024, meeting.
The R-5 Residential zoning district is Bismarck’s zoning district which primarily allows for single-family residential uses. The lot current lot coverage requirement in this zoning district is 30% compared to 40% in the R-10 Residential zoning district which allows for both single- and two-family dwellings. Changes have been approved at the Bismarck Planning and Zoning Commission to allow a process for staff to consider increasing lot coverages in the R-5 zoning district to exceed the current 30% limit up to 40%, on a case-by-case basis, and pending an analysis of current impervious surface coverage in comparison to the storm water management plan associated with the development. The item is anticipated to be considered for adoption at the October 22, 2024, Bismarck City Commission meeting.
The City of Bismarck has historically provided notification of public hearing opportunities through conventional means such as legal advertisements in the Bismarck Tribune, as well as, sending out adjoining property letters to property owners within a certain proximity of a proposed development. In addition to these measures, an additional notification measure will be added, beginning in 2025. Signs will begin to be posted on properties where a development action requires a public hearing. The signs will contain similar information as contained in the legal advertisement and adjoining property owner notifications, generally including the proposed planning action, when and where the public hearing will occur, and whom to contact for more information. It is anticipated that posting signs on the property will be a visual indication of a future change to occur and may create more awareness of changes in the neighborhood for property owners that pass by the property.

The holidays are right around the corner, which is a great time to reflect on our member accomplishments from the past year. We look forward to 2025 with what the association can achieve in the new year!
NDAB had a busy November with our fall events in Williston. The week started out on Veterans Day with a BUILD-PAC event where we hosted a “Bourbon and Bullets” class taught by the Bismarck Bourbon Baron, Scott Meske, along with a social and silent auction. NAHB’s Chairman of the Board, Carl Harris, was in attendance throughout the week for our events and meetings. We were so happy to have Carl back in North Dakota!
Day two began with committee meetings and ended with our Annual Banquet at McCody Concrete. Thank you to Williston Mayor Klug for stopping by our event! We began our program by thanking our top 2024 PAC Contributors and Lifetime Spike Club members.
Our 2024 Award winners were announced which included Builder of the Year (David Reid, Radiant Homes, BIA-RRV), Associate of the Year (Joyce Balstad, Syverson Tile & Stone, BIA-RRV), BEAM (Joe Hillerson, Boulder Homes, BMHBA), and the Member Recruitment Award (Forx Builders Association, Executive Officer Katie Boespflug). Congrats to our winners! We were lucky to have former Carl Harris do the installation of our 2025 Board of Directors and our 2025 President, Bob Horab (McCody Concrete). The evening included music from Gettin’ Outta Dodge, great food from Pit 105, and a silent auction with proceeds benefiting the NDAB Scholarship Fund and NDAB-PAC.
The events came to an end with our fall board meeting on day three. We want to thank everyone for making the trip to Williston! A special thank you to the Western Area Builders Association (EO Sabrina Ramey) and the team at McCody Concrete for hosting us and assistance with planning, decorating, and helping to ensure our meetings & banquet ran smoothly.
I would like to thank our outgoing NDAB board members from 2024, Joe Vetter & Rory Anderson (BMHBA), David Reid (BIA-RRV), Jim Sandbeck (FORX), Casey Schriock & Marie Hallof (MAB), and Lisa Patton & Tom Freeman (WABA).
