It’s hard to believe that by the time you are reading this we have already seen the first month of the year pass and we are one month closer to what we all hope to be a very busy building season.

As we approach the building season, we look forward to what many consider our spring kick off, February 17th-18th, the Home Show. We have added some new and exciting things this year with the Scavenger Hunt for the kids, an online interactive vendor map, and a dedicated website… BisManHomeShow. com. The Home Show is our number one non-dues revenue source, and with more than 6,000 attendees and booth prices starting at only $450, this is a great opportunity for all members to brand and grow their business and support the association. If you don’t already have a booth, my challenge to you is to reserve yours today.

BUYERS PREFER Amenities Over Size IN NEW HOMES, SURVEY SHOWS The average size of newly built homes decreased in 2016 – a sign that the home building industry is preparing for the coming wave of first-time buyers as millennials begin to dip their toes into the market, according to research and survey results released by NAHB. In 2015, the typical new home had 2,689 square feet. In 2016, it dropped to 2,634, U.S. Census data show. That’s the first drop in size since 2009, said Rose Quint, NAHB’s assistant vice president for survey research. “The data on new home characteristics show a pattern,” she said. “2016 marked the end of an era that began in 2009 when homes got bigger and bigger with more amenities. I expect the size of homes to continue to decline as demand increases from first-time buyers.”

These homes must include specific amenities: Just as in 2015, a separate laundry room tops the list of must-haves across all income groups. Energy-efficient features like low-E windows, Energy Star-rated appliances, ceiling fans and programmable thermostats are also at the top of buyers’ wish lists. Home buyers also want their homes to include a patio, exterior lighting and a full bath on the main level.

Not as popular among buyers in 2017: cork flooring and solar and geothermal energy, as well as features such as petwashing stations, outdoor kitchens and sunrooms. “Builders are not going to include them in the average home,” Quint said. A majority of home buyers prefer a new home to an existing one, and 65% want that

home to be in the suburbs. Size preference goes up as income goes up, with buyers in the $150,000-plus income bracket preferring homes just under 2,500 square feet. No matter what the income, buyers overwhelmingly prefer a smaller house with more features and amenities over sheer size. “More than two-thirds are willing to trade size for high-quality products and features,” Quint said.

Millennials overwhelmingly prefer do-it-yourself projects.

New research from Better Homes & Gardens targets a subset of these home owners: “First Millennials,” those between the ages of 22-39 who have purchased their first home.

These buyers generally purchase older housing stock in need of fixing up, said executive editor Jill Waage, which means “88% of them are very interested in learning about home improvement and repair.” They don’t want to spend too much money, and they are willing to compromise on highquality products and finishes, saving them for their next home. “They’re scarred,” from the recent economic downturn, “but they aren’t scared.” Surrounded by a culture that watches home improvement reality shows and how-to videos on social media – and remembering their parents’ experiences in the Great Recession – First Millennials overwhelmingly prefer do-it-yourself

projects, said Waage, even if they ultimately have to turn it over to a professional to complete. Watching these shows, seeing what’s shared on social media and learning from the experiences of their friends and neighbors working on similar fixer-uppers inspires these young families to get out not only their paint brushes and hammers but even their mitre saws and other specialty equipment – and to work on these projects together. And they aren’t just making home improvements, Waage said. “They’re creating a style, a statement – decorating and remodeling at the same time.”

Amenities for outside living continue to be popular and increasingly include “she sheds,” stand-alone buildings from a kit or built onsite to be used for outdoor entertaining, crafting, reading or just to get away, Waage said. “Seventy-five percent of millennials want relaxing outdoor spaces,” and vegetable gardens, fences and decks top their list of projects. But it’s all about value, as this group thinks ahead to building equity to enable them to purchase their next home. And when that happens, they aren’t looking for oversized master suites or over-thetop finishes. They want mud rooms, that important separate laundry room, and plenty of gathering space. “This generation likes being together. They don’t want to be separate,” Waage said. BPS is calling out to experienced professionals to step up as the new secondary program instructor or framing and interior carpentry. Dave Peterson

The course instructor will work with a local contractor to build a home on site in Bismarck. Qualifications include 8000 hours of carpentry experience or a two year degree with 4000 hours. Experience in building a house is essential for this position. Applicants do not need a secondary teaching license. Teaching as a second career offers a good option to those who seek change, but would like to continue using their skills and knowledge. Second-career teachers are often successful as they bring a unique combination of experience and perspective to the classroom. he Bismarck Mayor’s Economic Development Advisory Group announces the Bismarck Mayor’s Livability Summit. The event will take place March 9, 9 a.m.-2:30 p.m., at the National Energy Center of Excellence at Bismarck State College.

The purpose of the summit is to gather input to improve the long-term environment of our community – one that drives economic growth, quality of life, community leadership and diversity, making Bismarck a global community of choice.

Doors open at 8 a.m. and the program begins at 9 a.m. Mayor Mike Seminary will kick-off the Summit and provide an overview of the Bismarck Livability survey results. Inspirational and dynamic speaker, Monsignor James Shea, University of Mary President, will lead off the program with opening remarks. Governor Doug Burgum has been invited to discuss his Main Street Initiative, a skilled workforce, smart efficient infrastructure and healthy vibrant communities. Morning and afternoon sessions will include discussion panels led by community stakeholder presenters

representing community sectors including education; art, humanities and recreation; commerce and development; business and innovation and community services and healthcare. Each sector represented will present and explore what the community wants to cultivate progress and invest in Bismarck’s future. BMHBA NEWS HBA AWARDED NAHB GRANT The BMHBA was selected as a grant recipient under the NAHB Grant for Supporting HBA’s. The $20,000 awarded will fund an interactive exhibit at Bismarck’s Gateway to Science Center. BMHBA’s goal in seeking this grant was to entice young people to consider careers in the building trades through hands-on activities. Working with an established organization like the Gateway to Science Center, whose expertise includes developing activities and exhibits that are built exclusively for young people, is a tremendous opportunity to bring the our message to the community. “Gateway to Science is honored to be the recipient of this generous grant from the National Association of Home Builders. We are excited to work with the Bismarck-Mandan Home Builders Association and Science Museum of Minnesota to develop and fabricate hands-on exhibits showcasing the science, technology, engineering and math (STEM) involved in the building trades. We hope to inspire the next generation of home builders in North Dakota,” said Lesley Icenogle, Director of Development at Gateway to Science.

The Gateway to Science Center (GTS), located on the BSC Campus, provides interactive experiences to over 28,000 visitors annually. In addition to an exhibits gallery, GTS offers STEM educational outreach programs serving people of all ages, including out-ofschool time clubs and camps, free family events, Environmental Festival, Visiting Scientists Series and educator resources.

The emphasis on STEM education will help to encourage learning practices that will meet the demands of the future workforce, including knowledge and skills required of the building trades. The GTS will work closely with the Science Museum of Minnesota to design and construct a series of custom built tables intended to use in a rotation of open-ended activities, ensuring that every user experience is unique. Freeform building kits will be included in the exhibit that can also be used as an off-site extension of the exhibit for youth enrichment courses and summer camps that are offered by GSC, furthering the reach of the HBA and our ability to make a positive impact in the community. The exhibit is expected to be completed by spring, 2017, and will be relocated to the new and improved 27,000 sq. ft. facility overlooking the Missouri River. JUNIOR ACHIEVEMENT IS LOOKING FOR LEADERSHIP!

BMHBA is helping to prepare students for civic responsibility by teaming up with Junior Achievement. JA volunteers come from a wide range of industries and experiences to connect with students of all ages, bringing a connection between the real world and what skills that are learned in school. JA elementary school programs consist of 5 classroom learning sessions, facilitated by volunteer professionals, focusing on a specific area of study. Offered in kindergarten through high school, students begin learning about family dynamics, community engagement, cities, regions, and can progress all the way to job shadowing programs. In the spirit of building strong communities, BMHBA members have committed to bringing the JA Our City program to area third graders. Through hands-one activities, students will gain insight to program concepts including how places where people live, work and play all come together to create

a community. Kids will study city planning and economic development, jobs, banking and money choices and will practice communication skills and teamwork.

FHA LOWERS ANNUAL MORTGAGE INSURANCE PREMIUMS In a move that will make home loans more affordable, the Federal Housing Administration (FHA) will reduce the annual premiums most of its borrowers pay on mortgage insurance premiums by 0.25 percentage points from 0.85% to 0.60%. The agency said that the new lower premium rates are projected to save new FHA-insured home owners an average of $500 this year. NAHB supports this action to further boost the housing recovery and reduce the cost of housing for creditworthy borrowers, particularly for first-time home buyers. In response to FHA’s announcement, NAHB Chairman Ed Brady issued the following statement:

“NAHB commends the FHA for reducing its annual mortgage insurance premiums by 25 basis points to 0.6%.

With mortgage rates rising in recent weeks, lower premiums will make home loans more affordable, particularly for creditworthy young families and first-time buyers. The new premium structure will also help to ease stubbornly tight credit conditions in the mortgage market, and represents sound policy given a recent actuarial report that shows that the agency continues to strengthen its financial reserves.”

The new premium will be effective for mortgages closed on or after Jan. 27, 2017.

2016 EXISTING SALES BEST SINCE 2006 By Stephen Melman

Existing home sales, as reported by the National Association of Realtors (NAR), decreased 2.8% in December, but ended 2016 as the best year for existing sales since 2006. December sales were up a slight 0.7% from the same month a year ago. Total 2016 existing home sales reached 5.45 million, exceeding the 5.25 million in 2015. Total existing home sales include single-family homes, townhomes, condominiums and co-ops. December existing sales were unchanged in the South, but declined 3.8% in the Midwest, 4.8% in the West and 6.2% in the West. Year-over-year, existing sales increased 2.7% in the Northeast, 2.4% in the Midwest and 0.4% in the South, while declining 1.6% in the West.

Total housing inventory decreased dramatically by 10.8% in December, and is at the lowest level since the series was launched in 1999. Inventory has fallen for 19 straight months. At the current sales rate, the December unsold inventory represents a 3.6-month supply, compared to a 3.9-month supply in November. Homes stayed on the market for 52 days in December, an increase from 43 days in November, but down from 58 days last December. Some 37% of homes sold in December were on the market for less than a month.

The December all-cash sales share was unchanged from November at 21%, but was down from 24% during the same month a year ago. Individual investors purchased a 15% share in December, up from 12% in November and unchanged from the same month a year ago. Some 59% of investors paid cash in December. The first-time home buyer share was 32% in December, unchanged from November and last December. Distressed sales, comprised of foreclosures and short

sales, increased to 7% in December, which was down from 8% in the same month a year ago.

The December median sales price of $232,200 was 4.0% above the same month a year ago, and represents the 58th consecutive month of year-over-year increases. The median condominium/co-op price of $221,600 and is up 5.5% from the same month a year ago.

The December decline in existing sales was consistent with the November drop in pending sales to the lowest level in a year. NAR cited “another year of insufficient home construction,” and urged action to “address the regulatory and cost burdens preventing builders from ramping up production.” However, builders continue to address the low inventory of homes as builder sentiment held firm in January. Both jobs and incomes are growing, suggesting an improving market for new single-family construction.

Noel is president of Reve Inc., a custom home building firm that has developed more than 1,000 custom homes in the greater New Orleans area. Greg Ugalde, a Connecticut builder and developer with more than 25 years of experience in the home building industry, was elected as Second Vice Chairman of the Board. Ugalde is president and chief legal officer of Torrington-based T&M Building Co., Inc., one of the largest home builders in the state.

2016 NAHB Chairman Ed Brady, from Bloomington, Ill., remains on the leadership ladder as Immediate Past Chairman. Brady is president of Brady Homes, a company founded in 1962 by his father, William Brady Sr.

One of the longest standing home building firms in central Illinois, Brady Homes has developed 20 residential communities throughout the state, building more than 1,800 single-family homes, 2,000 apartment units and more than 100,000 square feet of light commercial property.

Rounding out the association’s leadership is NAHB Chief Executive Officer Jerry Howard, from Washington, D.C. Howard heads up a professional staff of more than 240 working out of the National Housing Center in Washington. He has served as the association’s CEO/EVP since February 2001. Previously, Howard was NAHB’s chief tax counsel.

NAHB CONGRATULATES DONALD TRUMP ON BECOMING THE NATION’S 45TH PRESIDENT NAHB congratulated Donald Trump after he was sworn as the 45th President of the United States of America.

In an official statement, NAHB Chairman Granger MacDonald said: “The nation’s home builders look forward to working with President Trump and bipartisan leaders of the 115th Congress to keep housing a national priority, to provide regulatory relief for the nation’s small business community and to advance policies that will expand homeownership and rental housing opportunities for all Americans.”

In the weeks following the Nov. 8 elections, NAHB was busy laying the groundwork for a successful year in 2017. NAHB leaders held extensive discussions and sent background information to the Trump team about a number of significant issues, including President Obama’s Executive Order that drastically changes development rules in and around floodplains. NAHB looks forward to working in a bipartisan manner with the new Trump administration and Republican and Democratic congressional leaders in the 115th Congress to tackle critical issues facing the housing industry. Specifically, NAHB will be working with policymakers to: • Reform the regulatory process;

• Ensure creditworthy home buyers and small businesses can get mortgages and loans;

A FAST START ON REGULATORY REFORM The House approved H.R. 5, the Regulatory Accountability Act, legislation that would modernize the rulemaking process under the Administrative Procedures Act and make the regulatory process more transparent, agencies more accountable and regulations more cost-effective.

The House action comes one week after the chamber passed two other NAHB-supported regulatory relief measures – the REINS Act and the Midnight Rules Relief Act. The Reins Act would require Congress to approve all federal regulations that have an annual economic impact of $100 million or more.

The Midnight Rules Relief Act would allow Congress to examine under the Congressional Review Act multiple regulations pushed through by an outgoing administration.

Due to their importance to the housing industry, NAHB designated passage of all three regulatory relief bills as “key votes” and will push for their approval in the Senate. However, the association faces an uphill battle given the 60-vote filibuster threshold needed to advance legislation in the upper chamber. HOUSING WILL CONTINUE GRADUAL CLIMB TO HIGHER GROUND IN 2017 Fueled by a growing economy, solid employment gains and rising household formations, single-family production will continue on a gradual, upward trajectory in 2017, according to economists speaking at the International Builders’ Show in Orlando. “While positive developments on the demand side will support solid growth in the single-family housing sector in 2017, builders in many markets continue to face supply-side constraints led by the three ‘Ls’ – lots, labor and lending,” said NAHB Chief Economist Robert Dietz. He added that 64% of builders nationwide report low or very-low lot supplies; the rate of unfilled jobs in the construction sector is now higher than the building boom; and that acquisition, development and construction loans for builders – while on the rise — needs to grow faster to meet demand.

A Solid Outlook • As the economy continues to grow, NAHB expects mortgage interest rates will average 4.5% in 2017 and 5.3% in 2018.

• NAHB is projecting that there were 1.16 million total housing starts in 2016, up 4.9% from the previous year’s total of 1.11 million units. • Single-family production is expected to rise 10% in 2017 to 855,000 units and increase an additional 12% to 961,000 next year.

“Regulatory requirements make up nearly 25% of the cost of a new home,” said Dietz. “Given those constraints, it is hard to build a $200,000 entry-level house.”

But in a sign that more millennials are getting off the sidelines and jumping into the market, Dietz noted that townhome construction, which can be a useful bridge for millennials to transition to homeownership, is showing impressive growth and now constitutes 12% of all single-family starts.

Meanwhile, residential remodeling activity is expected to register a 1% gain this year over 2016. Affordability and Demographics

CoreLogic Chief Economist Frank Nothaft also expects mortgage rates to rise and home prices to moderate in the coming year. “We anticipate a stronger economy will translate into higher mortgage rates,” said Nothaft. “Meanwhile, we expect moderation in 2017 for rent and home price growth, but it will still be higher than inflation, reflecting the tight inventory in the housing market.”

He added that home purchase originations should rise 5.7% in 2017, and that the credit risk for home loans is substantially lower than 10-15 years ago. The biggest housing issue in 2017 will be affordability, according to Nothaft.

“The industry needs to recruit more workers and get more land in the pipeline, but it will take time,” Dietz said.

However, these supply-side challenges are more than offset by continued economic growth, ongoing job creation, rising wages and favorable demographics. Moreover, builder confidence is up on anticipation that the incoming Trump administration will help to lower regulatory costs going forward.

David Berson, chief economist for Nationwide Mutual Insurance Co., also expects mortgage rates to rise in the coming year, but he said this should not have a negative impact on housing demand. “Higher mortgage rates will be offset by stronger wage gains and job growth, which suggests that housing demand will increase this year,” said Berson. “The question is, how much will supply go up?”

He noted that most metro areas across the nation are relatively healthy, marked by solid job growth, mortgage delinquencies down near normal levels and house price gains that are strong, but not excessive.

A major concern going into 2017, he said, is that demand will exceed supply, which will put upward pressure on home prices. “If there aren’t enough homes on the market, that will be a problem,” said Berson. “Price gains need to moderate. We can’t have 6%, 7% or 8% gains. That is not sustainable.” He added such a situation could downgrade many markets from “healthy” to “neutral.”

On the flip side, demographics will be very positive for housing and home sales going forward. “As millennials age from 25-to-30, that is a big potential base to expand the home buyer market,” said Nothaft.

Volunteering at the National Level As we return from Orlando and look back at our week of warmer weather, great company, lots of steps and new information we are reminded of all the great opportunities to be involved at the national level with National Association of Home Builders. NDAB members from across the state and representing each of the six local associations traveled to Orlando to be a part of NAHB Kim Schneider Board of Directors meetings and the International Builders Show. Annually, NAHB hosts the International Builders Show (IBS) and next year will be doing so NDAB President Eric Brenden pictured with members of St. Mary’s again in Orlando, FL January 9-11. The cause of the house explosion has not been 100% determined, but it is suspected that is was a result of a propane leak. With all of the snow many of us have been receiving around the state, this reminds us to check our gas meters and vents as well to make sure that they are not covered with snow. It is also a good idea to purchase a gas detector, which will warn you of a gas leak when the gas levels get too high in the house.
