Message from OJCF Leadership The 2019 calendar year marks the Oregon Jewish Community Foundation’s 30th anniversary. The Foundation was launched because a few strategic community members believed it was important for Jewish communal organizations to think long-term about their investments to build their endowments for future financial sustainability. At its beginning in 1989, OJCF managed the funds for five partner organizations. Today, OJCF is the philanthropic partner not only to 30 Jewish organizations around Oregon and SW Washington but to more than 200 donor advised and endowment fund holders as well. The work that started so many years ago is ongoing as we continue building a culture of giving that serves to strengthen our community now and for the future. We are excited to share that the implementation of OJCF’s new strategic plan continues. The plan, which was approved by our board in 2018, will direct the Foundation’s activity for the next three to five years. (See pages 3-6.) As part of the strategic planning process, the board approved a new mission and vision statement for the Foundation, to better reflect the OJCF of today and our hopes for the future. In 2018, we were privileged to assist several community members with sophisticated gifts of non-cash assets. These gifts included the donation of a residential rental property to fund a deferred charitable gift annuity and the donation and subsequent sale of a partial interest in a commercial building to create two donor advised funds. There are many charitable strategies available to help people meet their philanthropic goals and OJCF is here to help. Another recent focus of the Foundation has been intergenerational philanthropy. The team at OJCF is available to work with families to help multiple generations come together to share a philanthropic experience and the joy of giving. If you are interested in learning more about how OJCF can support philanthropic conversations within your family, please get in touch. In closing, the past year was a rewarding one for OJCF with a remarkable number of outgoing grants supporting local nonprofits, the creation of new donor advised and partner organization funds, ongoing legacy work and continued success with our teen and young adult philanthropy programs. Partnering with OJCF Rob and Mara Shlachter Rob and Mara Shlachter have long been dedicated to family, community and helping make the world a better place, both through volunteering their time and making charitable contributions to organizations and causes they care about. Twenty years ago the couple opened a donor advised fund with OJCF to simplify their giving and to help strengthen the community. “We heard about donor advised funds and felt it was a win-win opportunity. We could make contributions to the fund, watch it grow and, in the future, make decisions regarding how and when to recommend grants to nonprofits,” shares Rob. The couple found that for them a donor advised fund was more flexible and cost effective than trying to set up a private foundation. Over the years the Shlachters have utilized their fund to support myriad organizations. They have also integrated the fund into their estate plan by designating the fund as a beneficiary of their individual retirement account. “We designated our family donor advised fund so our children, who are the fund’s successor advisors, can continue our family’s involvement in giving and caring for others,” says Mara. Their legacy gift to their OJCF donor advised fund will enable the next generation of Shlachters to continue the family’s philanthropy well into the future. Rob and Mara feel that this legacy gift is their way of ‘paying it forward.’ According to the couple, “We have been incredibly lucky in life, and we want to ensure our family can continue sharing and supporting important issues for years to come.” Rob and Mara hope that Portland’s Jewish community endures, thrives and grows for future generations. “We hope our community continues to develop outstanding leadership and create new groups and organizations to tackle issues and opportunities we have yet to imagine.” 7
LIFE & LEGACY OJCF and the participating LIFE & LEGACY ™️ organizations finished our fourth year in the program strong in February 2018 and are now halfway through our fifth year. The structure of the program is different in years five and beyond in that legacy goals are agreed upon by OJCF and each individual organization. Likewise, while incentive grants are still a component of the program, they are smaller and tied to stewardship efforts. “Stewarding legacy donors is of vital importance since the relationship between these individuals and the organzations they support should be a long and happy one,” shares Gail Mandel, director of the LIFE & LEGACY program. “Having the opportunity to express gratitude to a legacy donor during their lifetime is wonderful.”

LIFE & LEGACY promotes after-lifetime giving to benefit local Jewish day schools, synagogues, social service organizations and other entities. Through training, support and monetary incentives, LIFE & LEGACY encourages Jewish organizations to integrate legacy giving into their philanthropic culture in order to assure Jewish tomorrows. 8
Now in its second year, the Endowment Book of Life continues to recognize and honor individuals in our community who have committed to leave a legacy gift or establish an endowment to support our community’s Jewish organizations. Book of Life signings are held twice a year and we welcome legacy donors from around the community to sign the book. To date, 68 legacy donors have signed the book and we look forward to its continued growth as we build a collection of stories that share the inspiration behind these donors’ generosity.

The OJCF Giving Council has become a vital component of the Foundation’s commitment to Jewish life and engaging younger generations in philanthropy. Participants in the fourth cohort of the giving circle are both gaining an understanding of the community’s needs as well as carrying on the legacy of the members who came before them, by pooling their contributions to support local nonprofits. A Taste of Giving, the Giving Council’s primary social and recruiting event, continues to grow. In 2018, the proceeds from the gathering benefited the Arthur P. Krichevsky Memorial Scholarship Fund of OJCF, which provides scholarships to local, Jewish day schools. The Giving Council has also become a wonderful way to help prepare young professionals for continued service in our community. Current and former members of the Giving Council have gone on to serve at the board level for not only OJCF but for some of our partner organizations as well, such as Cedar Sinai Park, Congregation Beth Israel, Jewish Family & Child Service, Jewish Federation of Greater Portland and the Mittleman Jewish Community Center.

Grants were also made to support OJCF’s PJ Library Fund as well as its three scholarship funds that provide support for camperships, day school education and higher education.

The mission of the Oregon Jewish Community Youth Foundation is to empower Jewish teenagers to take action that aligns with their Jewish values and establish a culture of giving as future community leaders. OJCYF encourages discussion and application of Jewish values by giving teens the responsibility to fundraise and grant money to Jewish and secular nonprofit organizations.

Oregon Jewish Community Youth Foundation The Oregon Jewish Community Youth Foundation continues to engage Jewish high school students from the Portland metropolitan area in meaningful philanthropy. Now in its 16th year with over $540,000 in grants made throughout its existence, OJCYF provides teens the opportunity to be impactful grant makers in our community. This year, the OJCYF Leadership Council, a group of returning teens, has helped to facilitate and shape the course of the program, allowing it to be even more teen led.

Financial Year in Review For the fiscal year ending June 30, 2018, the OJCF Equity Pool returned 10.51%, slightly underperforming the MSCI All Country World Index’s return of 11.17%. This was due to minor underperformance of our international managers in the pool composite. The Fixed Income Pool returned 0.18% compared to a negative -0.40% return for the Barclays U.S. Aggregate Index. The outperformance can be attributed to the shorter duration of the composite in the OJCF Fixed Income pool, which was better suited to hedge against the Federal Reserve’s actions to raise rates. The Alternative Pool composed of REITs and MLPs returned 0.18% for the year, beating the blended index’s return of 0.10%. Rising rates are a hindrance to REIT returns and falling oil prices, tax law changes and pipeline constraints held back MLP returns. If the story of 2017 was synchronized global economic growth, the theme of the first half of 2018 was strong U.S. growth with mixed results overseas. Early readings showed brisk 3.8% growth in real U.S. GDP for the second quarter, up from 2.0% in the first quarter and
2.9% in the fourth quarter of 2017. However, as the year started to unfold, financial markets came under pressure. A combination of tariffs and rising U.S. interest rates all served to put pressure on Emerging Market equities and in Europe, a shift in monetary policy sent the euro tumbling against the U.S. dollar. In addition, political unrest in Italy, Spain and the BREXIT saga appear to be significant headwinds for international markets. In the U.S, the Fed raised the fed funds rate by 0.25% during its June meeting and surprised investors, suggesting the likelihood of a fourth interest rate hike in 2018 followed by additional hikes in 2019. Rising rates and the possibility of the Fed tightening too far and quickly can affect consumer confidence and business spending. We are watching U.S. inflation, the U.S. dollar and business confidence for early signs that the macro economic climate might be waning. Given the late stage of the economic cycle and monetary tightening, a balanced approach to risk and diversification is increasingly important.

Community Endowment Fund For the 2018 fiscal year, OJCF’s Distribution Committee and Board of Trustees chose to direct the annual distribution from the Community Endowment Fund (CEF) to funds and programs that promote education, outreach and philanthropy. These dollars impact individuals, families and organizations around the state in the form of grants and programs that enrich community. The Giving Council, Oregon Jewish Community Youth Foundation and President’s Fund all grant CEF dollars back to local nonprofits in the community. PJ Library and Create a Jewish Legacy/LIFE & LEGACY ™️ dollars continue to support programs that strengthen Jewish life across generations. We are grateful that the Community Endowment Fund continues to grow thanks to new contributions from legacy gifts, charitable gift annuities and IRA charitable rollovers.

Support in Israel In the past fiscal year, the Oregon Jewish Community Youth Foundation continued their support of organizations working in Israel by granting a total of $5,912 to four nonprofits. Funds went to Dror Israel to fully equip the program space at the new Educators’ Kibbutz in Akko and to Hand in Hand to support alumni programming. Two grants were also awarded from a distribution from the OJCYF Endowment to Friends of Yemin Orde Inc. and American Friends of the Heschel Center. Both of these grants were motivated by the teens’ desire to support at risk and immigrant youth as well as the environment. The Foundation is proud of its relationship with Dror Israel, as OJCF fund holders have also been recommending grants to support their innovative Educators’ Kibbutz project. 23
