Message from OJCF Leadership

Dear Friends, “A community is too heavy to carry alone.” – Deuteronomy Rabbah 1:10 Our lives have changed dramatically in the last few months because of the novel coronavirus. This Impact Report now includes a mixture of information about the Foundation’s fiscal year 2019, plus more recent news and updates related to COVID-19 and its impact on our community. OJCF’s role is now more vital than ever. Our outstanding board of trustees, our volunteers and dedicated professional team are here to support your generous charitable gifts, manage the investments of our community’s financial resources in volatile market conditions, and to help those suffering the most by distributing grants, scholarships and more. In response to the crisis, OJCF joined with Jewish Federation of Greater Portland to create the Jewish Greater Portland COVID-19 Relief Fund. As of May 8, 2020, through the generosity of our community donors, the fund has reached $800,000 in resources for our community. This fund is providing support to the most vulnerable populations, to our healthcare providers, to our teachers, summer camps and synagogues. To date, we have granted $603,500 to 32 different Jewish organizations. During the fiscal year ending June 30, 2019 the Foundation distributed 1,144 individual grants representing $7,345,792 to 361 community nonprofits. In addition to giving to numerous Jewish organizations and causes, OJCF made grants in other areas of need, such as immigration rights, environmentalism, housing, medical research, eldercare and more. This past year, Steve Laveson concluded his term as Board Chair, having spearheaded an important strategic planning process on his watch. We extend our heartfelt gratitude to Steve for his leadership service to OJCF for the past two decades, including roles as Vice President and Chair of the Investment Committee. We are honored to engage with you in being part of our community’s safety net in this time of unprecedented crisis. In fiscal year 2019, we celebrated the 30th anniversary of the foundation. We look forward to the next 30 years of serving our community, with expertise and heart, creativity and integrity. Building A Strong Future Now And For Generations To Come Many generous supporters of our community want to ensure that their philanthropic values continue as a personal legacy when they are gone. They may lack the information or resources they need to provide for the Jewish organizations they love through their will, estate plan or beneficiary designation. With the introduction of LIFE & LEGACY TM six years ago, resources, expertise and knowledge became readily available through volunteers and professionals at the participating organizations working with OJCF. The national LIFE & LEGACY TM program launched in Oregon by OJCF in partnership with the Harold Grinspoon Foundation offers participating organizations the training, mentorship and financial incentives they needed to be able to successfully integrate legacy giving into their regular outreach to donors, immeasurably enriching those relationships. Our beloved donors have embraced legacy giving to keep our community strong, now and for generations to come.

Endowment Book of Life The OJCF Endowment Book of Life is a book and an interactive digital display in the lobby of the Mittleman Jewish Community Center. Anyone in the community can visit this unique collection of heart-felt thoughts and feelings that influenced the individuals and couples who have committed to tikkum olam and dor v’dor in the form of an enduring legacy gift to benefit the Jewish community. There, you can touch the screen and scroll to find the names, see the photos, and read each donor’s personal reflections about family, Jewish values and Jewish community. This enduring collection was created to thank our community’s LIFE & LEGACY donors and to inspire those who follow in their footsteps. Endowment Funds Make a Difference Charles (Chuck) Karsun z”l was a well-known Portland musician and entertainer who passed away in 2007. He was also a dedicated volunteer in the Jewish community. What many don’t know is that his will included a bequest of $3.5 million for an OJCF endowment fund so that his philanthropy and his values would survive in perpetuity. In addition to supporting OJCF’s Community Endowment Fund, this memorial fund provides support every year for Jewish Federation of Greater Portland, Congregation Shaarie Torah and Portland Jewish Academy, along with other organizations. This year is the tenth anniversary of that fund, which has now distributed more than $1,760,000 to our community.

OJCF Legacy Celebration Every June, we celebrate our Legacy leaders and the OJCF Legacy Society. In June 2019, we had the immense pleasure of recognizing Jordan Schnitzer and parents Harold z”l and Arlene z”l as our OJCF Legacy Society Honorees. Jordan’s cousin Gayle Romain provided some family insights when she introduced them. “The value of family has always played a central role in their lives and this is what I’d like to focus on. For I believe it is from their Judaism and its core values of family, tzedakah, and tikkun olam, repairing the world, that has led each of them in living lives focused on caring for others and engaging in the greater good.” Arlene and Jordan then shared wonderful family stories about their early days of saving and giving to charitable causes. We are grateful that our community had an opportunity to thank Arlene z”l before her passing April 4, 2020. The Schnitzers’ decades of generosity have inspired so many others, and their enormous positive impact through philanthropy in Portland and Oregon has transformed our community. Engaging Young Adults

Scholarships - Meet Rachael Every year, OJCF awards scholarships for higher education, camperships for overnight Jewish camping, and funding for the Oregon Board of Rabbis’ Teen Israel program in partnership with our synagogues. Here’s just one example of the difference a scholarship can make. Rachael Walkinshaw is a mother of two who teaches at the Congregation Shir Tikvah Sunday school and is the coordinator of the Nashira religious school. Rachael is also a recipient of financial aid from both the Rebecca and Sada Tarshis and Arthur P. Krichevsky Memorial Scholarship Funds at OJCF. She is studying art history, Judaic studies and printmaking at PSU, and she graduates in spring of 2020. Rachael intends to pursue a career in Jewish education, museum work or educational administration. She is also considering graduate work in Jewish studies or museum studies. “The support from OJCF scholarships has helped me focus more fully on my learning in the Judaic studies field and inspired me to give back to this community. As a student who is also a parent, my entire family benefits from this support. We have all felt the connection to and encouragement from our community.” – Rachael Walkinshaw

The Giving Council Young Adults Giving Circle

The Giving Council is an important aspect of OJCF’s ongoing effort to engage people of all ages in the mitzvah of philanthropy, co-chaired this year by David Hirsch and Lindsay Krivosha. The goals of the Giving Council are to promote thoughtful engagement with Jewish philanthropy among young Jewish professionals in the community and to distribute funds to worthy causes. This year, the group of twenty young adults met once a month for six months. Armed with the $10,000 they donate and a $10,000 match by the Foundation, the group first talks about what giving means to them and establishes the group’s funding priorities. A key component is discussion about Jewish values. There is, David says, a lot of self-reflection. They then learn about the local philanthropic landscape, identify organizations they want to invite to submit proposals and then, together, they select the projects they want to fund.

Inspiring Teens B’nai Tzedek Youth Funds

This new program enables b’nai mitzvah youth to become proud members of our philanthropic community. Once established through gifts from family and friends, with an additional OJCF match of $250 from the OJCF Community Endowment Fund, youth learn about the needs of our Jewish community and can grant up to 10% of the fund balance annually.

First Fund Holder Leads the Way Jason and Allison Kaufman hope to pass on to their daughters the core values of gratitude for the blessings they have and the mitzvah of helping others. They also see the act of giving as a way for their family to experience the joy of sharing oneself with the world in order to repair it (tikkun olam). With their two older daughters Sarina and Eliana already involved in the Oregon Jewish Community Youth Foundation, Jason and Allison considered opening a new B’nai Tzedek Youth Fund for their youngest daughter Adena an easy choice. They look at the B’nai Tzedek Fund and OJCF as their partner as they seek to grow their commitment to their family’s philanthropy. Adena, a 7th grader at Wood Middle School, is excited to use her fund to help address anti-Semitism and support the environment. She plans to contribute some of the cash gifts she received at her bat mitzvah to her fund as well as to make regular contributions from the money that she earns.

Oregon Jewish Community Youth Foundation (OJCYF) Now in its seventeenth year, OJCYF continues to provide Jewish high school students from the Portland metropolitan area with a Jewish framework to explore their interest in social justice and give them the tools to build a better world through philanthropy.

Special OJCYF Grants In October 2018, just as the new OJCYF year began, the teens were faced with how to respond to the devastating anti-Semitic attack on the Tree of Life Synagogue in Pittsburgh. Using their skills as philanthropists and recognizing the power of grant-making to help heal a community, the teens awarded local grants in support of community security, teaching others about the Jewish people through education addressing anti-Semitism, and showing solidarity with immigrants, as the Torah teaches. These grants of $7,750 were made in addition to their regular grant cycles of the year, concluding in May 2019.

The Community Endowment Fund The OJCF Community Endowment Fund provides unrestricted annual distributions to organizations and community needs prioritized by the Board of Trustees. The fund grows primarily through estate gifts, charitable gift annuities and IRA charitable rollover gifts. In FY 2019, as in recent years, the board has prioritized providing funds for collaborative giving, to youth and young adults, to PJ Library and for LIFE & LEGACY. These programs are consistent with OJCF’s dedication to providing important experiences of being a philanthropist at any age. Advisors Guide Us in Complex Tax and Legal Issues Every year, many professional advisors in various legal and financial fields support the mission of OJCF by promoting charitable planned giving, participating in educational programs and consulting with OJCF staff and leadership on technical aspects of tax and legal issues. Some of the Foundation’s largest gifts have come with the help of dedicated advisors. In the last fiscal year, the Foundation launched a formal membership initiative for the Professional Advisors Group. For an annual fee, members are included in a directory on the Foundation website and are invited to members-only events held during the year. These leaders set an example among professional advisors and we thank them. The Foundation strongly values its relationship with the entire professional advisor community and continues to sponsor popular educational lunches throughout the year on topics like estate planning for digital assets and examinations of the capital markets.

GRANTS STRENGTHEN OUR COMMUNITY In fiscal year 2019, OJCF granted $7,345,792 to the community from donor advised funds, endowment funds and scholarships funds as well as through the Giving Council and OJCYF. The majority of OJCF grant dollars stay in Oregon. Emergency Response to COVID-19 OJCF fundholders responded immediately and generously to our community’s need for help dealing with the economic impact of the novel coronavirus. March and April grants designated for emergency response totaled $350,000. This included grants from donor advised funds and the OJCF Emergency Fund. Foundation Investments The Investment Committee, chaired by Jonathan Glass, an investment professional, immediate past chair of the MJCC and PJA, and longtime member of Congregation Neveh Shalom, meets quarterly to review investment pool performance, set investment policies, and review and select investment managers. As the markets became more volatile with the onset of COVID-19, the committee opted to meet more frequently with the Foundation’s advisors at First Republic Bank to closely monitor economic indicators, global and domestic financial markets and investment performance. No major changes have been made to the asset allocation or investment managers at this time.

Highlights FY 2019

OJCF Embraces Jewish Advocacy Strategy In 2019, the Investment Committee accomplished an important goal, the creation of another socially responsible investment pool for OJCF, in partnership with the nonprofit JLens Investor Network. Called the Jewish Advocacy Strategy Pool, this index screens the S&P 500 for the 300 companies that most closely align with Jewish values and concerns such as social tolerance, employee relations, the environment, and Israel. Funded initially with $250,000 from the OJCF Community Endowment Fund, the new pool has performed well against the S&P 500 benchmark, and continues to grow. As of March 31, 2020, the pool balance was $362,248, with growth from new contributions and investment performance. The committee also added new members with an eye to more diversity in age, gender and business experience.

There are many ways to strengthen our community’s financial resources and at the same time honor our Jewish values. Make sure your charitable gifts are also tax-wise by consulting your financial advisor or estate attorney beforehand. Whether you make a current gift or arrange for a future gift, you will be demonstrating leadership and love for our Jewish values and heritage.

Donor Advised Funds Donor Advised Funds (DAF) provide maximum flexibility to our donors and are easy to set up. They enable you to simplify your giving, plan your grant-making with intention and control the timing of your requested grants to the community nonprofits that you want to support. An added advantage is that DAFs can be funded with charitable gifts of appreciated stock, business shares, real estate or other assets.

PLANNING YOUR

Many donors also use these funds to involve their family members in important discussions about Jewish values and their personal giving passions. Some name their children or grandchildren as successor advisors.

LEGACY

DAFs are the most popular type of fund at OJCF. You can open a DAF with a charitable contribution of $1,800 and add to that to grow your charitable fund. A balance of $5,000 is required for grant-making privileges. Your DAF grants can make a vital difference to nonprofits caring for our most vulnerable in response to COVID-19.

A guide to providing for your family Endowment Funds and supporting the causes you care about.

Endowment funds create permanent financial resources for our community’s nonprofit organizations. These long-term funds provide annual distributions that supplement other sources of revenue for nonprofits. You can establish an endowment fund now or as part of your after-lifetime charitable giving plan, and you choose the nonprofit(s) that will benefit from your devotion to their mission and your passion for their success. You can establish an OJCF endowment fund with a gift of $10,000 or more and then add to the fund whenever you want, giving cash, stock, IRA rollover or beneficiary designation, or other assets. Contributions may provide you with tax benefits. 20

Charitable Gift Annuities Charitable Gift Annuities (CGA) provide you with income for life and a partial charitable income tax deduction at the time you make the initial gift. They are excellent for older donors who still need income but also want to create a wonderful charitable legacy. The minimum age is for a CGA is 65 years old and the minimum gift amount is $10,000. As an example, a single life CGA for a woman 86 years old would provide an annual annuity payout rate of 8.2%* (based on life expectancy). In addition, the donor may benefit from a bypass of gain on appreciated assets and income tax savings. Upon the annuitant’s passing, the remaining funds create endowment funds for OJCF partner organizations designated by the donor and for the OJCF Community Endowment Fund. *Payout rate based on American Council of Gift Annuities (ACGA) guidelines; subject to change.

OJCF gift annuities are only available to residents of Oregon.

Charitable Remainder Trusts With a Charitable Remainder Trust (CRT), donors retain an income interest for a specified period of time while OJCF serves as a trustee and/or beneficiary. OJCF receives the remaining principal of the trust upon the death of the last income beneficiary or at the trust expiration and those proceeds are used to create a named endowment fund for the benefit of nonprofits designated by the donors. Supporting Foundations A Supporting Foundation has its own mission statement and guidelines and is a separate entity that benefits from OJCF’s public charity tax status. OJCF facilitates the Supporting Foundation’s charitable activities for the family without the expenses and management burdens of a private family foundation. In addition, our professional team serves on your board and consults on community needs and giving strategies.

Moving Forward in 2020 Charitable planning is especially challenging in times of uncertainty. COVID-19 has turned our world upside down, but here is some new information you can use in making charitable contributions. The new CARES Act includes several charitable tax provisions to encourage giving. • A new deduction for charitable donors who do not itemize when filing their tax returns. If you do not itemize but make a gift to charity, you will be allowed to take a special tax deduction, up to $300, to reduce your tax liability (excludes contributions to donor advised funds). • An increase in the deduction limit up to 100% of a donor’s annual income for cash gifts (previously the deduction was capped at 60% of annual income). If you make a gift you will be able to deduct more this year. In December 2019, Congress passed the SECURE Act, limiting stretch payments to IRA beneficiaries to 10 years. If you planned to benefit your children with your IRA, your heirs will now pay higher taxes on the inheritance they receive from you. When you revisit your estate plan, consider funding a testamentary charitable remainder trust with your IRA balance. This plan can provide lifetime payments to your heirs and spread out the taxes on their inheritance. ©2020 Crescendo Interactive, Inc.
