our members to have the opportunity to build these relationships. We have free evening membership meetings. We have free after work social happy hours. We have free ‘new dentist’ specific meetings. These are a great way to get out and see your friends and make new ones. Our biggest social event of the year is our Foundation Gala which we just had on March 19. This was a very fun, hugely successful event that raised tons of money for our Foundation. Looking forward our next big social event will be a Mariners game on June 30. Put this on your calendar, it is going to be a great way to hang out with your friends and have a good time. And it is free to members, their guest and any children they may have! I hope to see you there! My term as president is winding down, and I am very proud of the things we have accomplished this past year. Your new president, Dr. Tim Hess, is a skilled leader and has a great vision for our Society. Your Dental Society is in good hands with him at the helm. I can’t wait to see what great things our Society will accomplish under his leadership!

Presidental Review The reason Seattle King County Dental Society exists as an association is to advocate for dentists and for our patients. Your Seattle King County Dental Society has had some huge successes this year in supporting that goal. Our member dentists, trained in the Grassroots Legislative Advocacy for Dentists (GLAD) program, met with, called and emailed our legislators this session. We were very successful this year defending dentistry in this past session. There were several bills that could have been very damaging to our profession and none of them passed. Please consider joining in and learning more about how we can most successfully influence the legislative process at our next GLAD meeting. Working with our WSDA lobbyists, Brad Hightower and Trent House, as well as our own dentist in the legislature Michelle Caldier, our GLAD program aims to give us regular dentists some tools to help us shape the message and influence the decision makers in our legislature. I guarantee if you attend and find out more, you will be inspired to get involved in advocating for the profession.

FINAL Congratulations to the winners of the Seattle-King County Dental Society’s most recent election. We appreciate all the members who ran for elected office. Their dedication to organized dentistry is both vital to our success and deeply appreciated. Our new president is Dr. Timothy Hess. Dr. Hess has been SKCDS Secretary, Treasurer and a member of the Executive Council for five years. He has been a member of the Budget & Finance and Forensics Committees for many years. After obtaining his dental degree from the University of Washington, he practices general dentistry in Auburn. At the University of Washington Dental School, he is an affiliate faculty of Oral

Medicine, an affiliate instructor in Restorative Dentistry and the Director of the Tucker Institute. Dr. Hess lectures and presents hands-on courses for BOTOX™and Dermal Filler therapy. He is a member of Pierre Fauchard Academy and a Fellow of the International College of Dentists. He is a Master and has his Life Long Service Recognition from the AGD. Our new president-elect is Dr. Craig Neal. Dr. Neal is our current Treasurer and has been a member of the Executive Council for the past year. He has served on the Budget and Finance Committee for several years before that. He is also a SKCDS delegate to the WSDA House of Delegates. Following his graduation from the University of Washington’s School of Dentistry, Dr. Craig then left for New Orleans, Louisiana, where he began an additional six years of education and training in Oral and Maxillofacial Surgery at Louisiana State University. He completed his medical education at LSU. Married to fellow SKCDS member, Dr. Michelle Neal, he is the proud father of two children who keep him busy!

We have two new members of the Executive Council. Dr. Kirk King has been elected to a three year term. Dr. King obtained his dental degree from the University of Washington after growing on Mercer Island and receiving his undergraduate degree from the UW. He has a general practice in Renton. Dr. King has served as Treasurer of the Seattle-King County Dental Society and as a delegate from SKCDS to the WSDA. He has served on the Board of Directors of WDIA and also serves on the Board of Directors of DentPAC. In his spare time, he enjoys travelling and scuba diving as well as learning any new ‘techie’ things that come along. Dr. Shane Ness is a general dentist who practices in Redmond. Dr. Ness, after graduating from PLU, obtained his dental degree from Creighton University. Dr. Ness is returning for his second term on the Executive Council. He also is the chair of the Dental Society’s Communication Committee. In his spare time, he enjoys spending time with his family, fishing, skiing and just about anything that gets him outside.

Several Seattle-King County Dental Society members were elected to serve as delegates to the Washington State Dental Association’s governing body, the House of Delegates. Each member will serve a three year term. The Class of 2018 includes: Drs. Steven J. Albright, Linda J. Edgar, Sarah D. Fraker, Cynthia R. Pauley, Amy M. Winston, and Michelle F. Neal. Dr. Audrey K. Tatt will join the Class of 2018 and serve a one-year term.

The Volunteer of the Year award is presented to a volunteer (and not necessarily a member) who has gone above and beyond in working on the Foundation’s mission. This award is the highest recognition for volunteer service, and it is designed to promote superior performance among all volunteers. Drs. Jeffrey Parrish and Michael Karr, who volunteered for countless hours at the 2014 and 2015 Seattle-King County Clinic as dental directors, are this year’s recipients.
Community Partner of the Year is presented to an individual or organization that has contributed time and/or treasure to the initiatives of the Dental Foundation. Our 20th Gala, benefiting the Foundation, was a wonderful time! Held in the beautiful Spanish Ballroom and foyer of the Fairmont Olympic Hotel, we could not have asked for a more beautiful venue. Our guests entered a world of can-can dancers and the Moulin Rouge. After a fun-filled cocktail hour which included a photo booth and a small silent auction, guests moved into the lavishly decorated ballroom for a delicious meal.

Before the live auction started, the Seattle-King County Dental Foundation presented the 2016 annual Foundation awards. (Please see the article on page 4 for this year’s recipients.) Once that important business was done, the guests did some fast and furious bidding on an array of great items and fun experiences. WE ARE ALL SMILES! GIVE KIDS A SMILE 2016 February was Kid’s Dental Health Month and SKCDS supported our members in spreading the word! We are grateful to the Washington Dental Service Foundation for providing us with a generous grant to purchase supplies. SKCDS purchased items to help our members’ with their community events. Approximately 400 kids were reached through various outreach activities around King-County. The following members participated: Dr. Judson Werner, Bellevue; Dr. Stephanie Su, Redmond; Dr. Molly McIntosh, Seattle; Dr. Brian Filbert, Federal Way; Dr. Shamsi Bhanji, Seattle; Dr. Teresa Yagi, Kirkland; and Dr. Ryan Fox, Kirkland. Dr. David L. Baird A graduate of the University of Washington School of Dentistry, Dr. Baird is the State’s first accredited Fellow of the American Academy of Cosmetic Dentistry, and he has served as a past president of the Northwest chapter. Dr. Baird has appeared on local and national television programs. Most recently, he provided his cosmetic dentistry talents for ABC’s “Extreme Makeover,” a show which brought the art of cosmetic dentistry into the homes of people across America. He practices in Bellevue. Dr. Gary L. Bell Dr Gary Bell practices in the Northgate neighborhood in Seattle. He has been active for many years in the Society’s Forensics Committee. He graduated from the University of Washington School of Dentistry in 1976, and he is a 35-year tripartite member. Dr. Richard O. Bienenfeld Dr. Richard (Rick) Bienenfeld received his BS in chemistry from the University of Washington in 1972. He attended University of Washington Dental School graduating in 1976. He has operated his private practice in the Totem Lake neighborhood of Kirkland since 1977 where he has been for the past 29 years. In addition to his private practice, Dr. Bienenfeld has taught at University of Washington School of Dentistry and volunteered extensively at the Union Gospel Mission. He was on the dental staff at Evergreen Hospital from 1990 until 2005 and served as Chairman of the dental staff in 2003. He is a member of the Greater Eastside Study Club and the Kirkland Chamber of Commerce. In 2008, he returned to the UW Dental School to work as a clinical instructor and associate professor in the Restorative Department. He is a 40-year member of the tripartite. Dr. Thomas Boriotti A graduate of Brown University for his bachelor’s degree, he proceeded to the University of Washington for his Doctorate of Dental Surgery. He served four years of active duty in the US Navy before entering private practice. A native of Newport, RI, he currently resides in the Woodinville/Bothell area with his wife of 28 years, Julie, who works as a radiologist at Evergreen Hospital. Their son Adam, 26, graduated from Santa Clara, and works in Portland. Their daughter Lauren is 23 and works in Bellevue after graduating from Western Washington University. To keep busy at home, he has a Golden-Doodle named Rumble, and a horse, Chad, that Lauren rides in competitive events. Staying active is one of his personal passions. Dr. Boriotti enjoys skiing, taking spinning classes at the athletic club and distance cycling. He even participated in a recent Vancouver, BC to Whistler, BC bike race! Of course, spending time with his family is also a favorite activity, as are 14 l 2016 SKCDS SPRING QUARTERLY
reading, playing golf, exploring new cuisines and traveling. After 30 years of practice in the same town, it is a pleasure to treat and interact with three generations of the same families. Dr. R. Scott Cahoon Dr. Cahoon arrived at the University of Washington from Yakima, Washington on a wrestling scholarship, where he did his undergraduate studies and graduated from the University of Washington Dental School in 1976. After dental school, he served two years in the USN at the Navy Regional Dental Center in San Francisco, California, practicing periodontal and general dentistry, and continuing in the reserves in 1990. In 1978, he returned to the Pacific Northwest to start his family dental practice in Redmond, with his wife Barb and four brave patients: his mom, dad, mother and father in law. In 2006, he moved his dental practice to Bellevue and then in 2014, sold the practice to Dr. Gannon Stahl, a great person and wonderful dentist. Working back for Dr. Stahl and being able to share ideas while practicing high quality family dentistry together has been great. Over the years, he has been active in SKCDS and WSDA where he was honored to serve as a state delegate. He still teaches at the UW SOD as affiliate assistant professor in the Restorative Department and is privileged to be a fellow in the Pierre Fauchard Academy. Outside dentistry, he has served as a volunteer for the Boy Scouts of America, Washington State wrestling tournament, Dinner with a Dawg (UW), Special Olympics and coaching for his boys’ numerous sports teams. Dr. Cahoon delights in his family, and faith, and is married to his college sweetheart. They have two grown sons and daughter-in-law, all UW graduates and big Husky fans! The recent addition of their grandson, Jack, has brought great joy to their whole family. Dr. C. Jim Coleman Dr. Jim Coleman received his dental degree from the University of Missouri at Kansas City and then went on the complete a two-year comprehensive dental residency at Bethesda Naval Hospital. He has earned his fellowship in and is a member of the Congress of Minimally Invasive Dentistry. He is a long-standing member of the AACD and gives back to the community through participation in both Rotary and his church. He is married to his wife (and office manager!) Lynn, of 45 years. Dr. Robert C. Drumhiller Dr. Drumhiller is a 39-year member of the tripartite. He is a 1974 graduate of the University of Washington School of Dentistry. Dr. Bryan C. Edgar Dr. Bryan Edgar is the current President of the WSDA. This is his 14th year as a member of the WSDA Board. He is married to Dr. Linda Edgar and has one son who was recently hired by Alaska
Airlines as a 737 pilot. Bryan graduated from the UW School of Dentistry in 1976, completed a General Practice Residency at Irwin Army Hospital and later retired as a Colonel from the Army Reserves in 2001 after 28 years of service. He served on Washington’s DQAC for 9 years and examined for WREB for 20 years. He is active with the ADA as a Delegate, a member of the Council on Education and Licensure (CDEL) and is the past Chair of the ADA Commission on Dental Accreditation (CODA). Lastly, he serves as the AGD Speaker of the House in Chicago. Dr. Robert M. Gottlieb Robert (Bob) Gottlieb received his dental degree from the University of Illinois in 1975 and his Specialty Certificate in Periodontics from the University of Washington in 1977. He has held teaching positions at three universities and has been in private practice for over 30 years. Dr. Bob Gottlieb has served as the president of the Snohomish County Dental Society, president of the Washington State Society of Periodontists and the Chairman of the Shoreline Community College Dental Hygiene Advisory Board. In addition, he has directored and mentored numerous study clubs as well as lectured extensively at the ADA, ADHA and AAP national meetings on Periodontics, implants and practice management. He was a founding member of the PreViser Company, which develops innovative software for improving periodontal disease diagnosis, risk analysis and treatment. Dr. Otto J. Hanssen Dr. Otto Hanssen was born and raised in Bellingham, Washington. He undertook his undergraduate studies at Western Washington University with an emphasis in Chemistry. Dr. Hanssen then studied and received his dental degree from the University of Washington in 1979. After a long dental practice partnership, he founded Covington Family Dentistry in 1994. Dr. Hanssen is active in most areas of general dentistry with a concentration on more complex reconstructive cases. He enjoys spending time with his lovely wife of 28 years and their three grown children, traveling to warmer climates and boating in the Puget Sound San Juan Islands. Dr. Otto Hanssen is a 37-year member of the tripartite. Dr. Lynn Jones Voted one of Seattle’s top cosmetic dentists by Seattle Met Magazine annually for a decade (2006-2016), Dr. Lynn Jones is the sole owner and proprietor of a cosmetic and implant dentistry that has earned more 5-star reviews than any dental practice in the State. Dr. Jones operates the only dental practice in The Bellevue Collection, the largest shopping, dining, office and entertainment complex in Washington, attracting 23+ million visitors annually from a 6-state region and

Her destination dentistry specializes in veneers, implants and reconstructive dental work that inspires patients from all over the world to travel to Western Washington for her skill and aesthetic in smile design.Dr. Jones is the first, and she remains the only, accredited female cosmetic dentist in Washington, Oregon and British Columbia. She is an accredited member of the American Academy of Cosmetic Dentistry (AACD) and winner of the AACD gold medal in smile design. Dr. Jones has served as an examiner and as a board member for the AACD. A self-acclaimed CDE junkie, Dr. Jones was the founder and director of Esthetic Continuums for Dentists (2000) at her alma mater, the University of Washington. She is also a graduate of Kois Institute, the Misch Implant Institute and a fellow of the International Congress of Oral Implantologists (ICOI). She started her lifelong education at Wilson High School in Tacoma. Dr. Jones and her husband, Peter Moon, have a daughter, Allison and a son, Christopher. With a great generosity of spirit and a true love of humankind, Dr. Jones has always worked giving back to the community into her business and life model. She currently names the “Inspiration Playground” the official philanthropy of her practice, but she has also donated smile restoration to victims of domestic violence and flown to Africa to donate restorative services and leadership to children and people with cleft palates, through the “Give Back a Smile” program. Dr. Albert A. Kariya Dr. Albert Kariya grew up in Lakewood, Washington. He attended Lakes High School and then graduated from the University of Washington in 1972 with a BS in Psychology. He graduated from UW Dental School with his DDS in 1976. He started private practices in Seattle and Renton in 1978 and 1979, and he has practiced half time at each location ever since. Dr. Kariya has two adult children and resides with his wife, Camille, in Shoreline. He is a 35-year tripartite member. Dr. Alan M. Munk Dr. Munk graduated UW Dental School in 1975. He has served for 30 years as affiliate faculty member at the School. For 37 years, he has been a member and mentor of Richard V. Tucker Cast Gold study clubs. Twenty years writing humor columns for the SKCDS newsletter has been great fun. Still going strong after all these years, he has no plans for retirement yet. Dr. Jeffrey E. Rubenstein Dr. Rubenstein received his AB degree from Rutgers College in 1972 and then attended Tufts University School of Dental Medicine, graduating in 1975. He completed his graduate work in Prosthodontics from the University of Texas in 1980. He worked in private practice in Brookline Massachusetts for three years as well as working in a community health clinic in Pennsylvania for several years. He
was appointed Faculty at Harvard University in 1980 until 1989. He moved to Seattle and began working at University of Washington in 1989 where he is still teaching in the Department of Oral Health Science. He has been listed in Seattle Metropolitan Magazine as a “Top Dentist” for the past 6 years. He has been published extensively and has presented at various meetings all across the United States and around the world. He held the position of President of the American Academy of Maxillofacial Prosthetics in 2006-2007 and has been very active in that national organization throughout his career. He is a 36-year member of the tripartite. Dr. Kenneth W. Russell Dr. Russell is a true native of the State of Washington, as he was born in Seattle and has been a resident of Washington for over forty years. He attended the University of Washington for his undergraduate and professional education. While working in the Department of Pathobiology, he attended the University of Washington School of Public Health and Community Medicine. During completion of his undergraduate requirements, he majored in preventive medicine and environmental health. In 1978, he received his Doctorate of Dental Surgery degree from the University of Washington School of Dentistry. His interests and hobbies include boating, fly-fishing, golfing, music (playing drums), and as a University of Washington alumni, Husky football. Dr. Russell is a 3-Time “America’s Top Dentists” Award Recipient (2005, 2006, 2011). Dr. Bruce A. Sako Dr. Bruce Sako practices in both downtown Seattle and in Renton. He is a 1976 graduate of the University of Washington School of Dentistry, and he is a 40-year member of the tripartite. Dr. Dorothy Stewart Dr. Stewart received her Bachelor of Science from the University of Washington in Dental Hygiene (1972), and her Doctor of Dental Surgery degree from the University of Washington (1982). She practiced dental hygiene for six years before enrolling in the DDS program. She then went to Spokane where she was in private practice for twenty-five years. After twenty-five years Dr. Stewart relocated to Seattle. She started her career at the UW SOD by volunteering several times a week in the clinic and the lab before being hired by the RIDE Program and the Restorative Department. She serves as a liaison between these two departments to ensure that the students complete all requirements and competencies before going out on their four month RIDE rotations. She teaches on the clinical floor three times a week and one day in the Dental Simulation Laboratory. Dr. Stewart’s personal interests include family activities, travel, reading, gardening, quilting and spending time at her cabin on Priest Lake, Idaho, snow skiing.
Dr. Michael C. Velling Dr. Velling has a general dentistry practice in Federal Way since graduating in 1975. His education was from the University of Washington for undergraduate, on to Northwestern Dental School in Chicago, then a 2-year residency at the University of Michigan. Currently, still a continuing education junkie, he is on the visiting Faculty at Spear Education and active in three study clubs and the AGD. Free time is consumed by hobbies in bronze and sand sculpture, sailing, and travel with his wonderful wife Frances. Thank you SKCDS! Dr. Robert A. Walker Dr. Walker received a BA in Psychology, in 1972 and a DDS from University of Washington, in 1976. He started a dental practice from scratch in Burien, Washington, shortly after graduation from dental school. After practicing family dentistry at the same location for 39 years, he recently sold the practice to Dr. Joseph Lee. He continues to work as his associate on a part-time basis. Dr. Walker married the love of his life, Judy Schnoberger, in 1980. As he wrote this, he was getting ready to celebrate their 36th anniversary. They have two sons, Shawn and Andrew, and two grandchildren. He has enjoyed life to the fullest with lots of travel, elk hunting, fishing and golf. His accomplishments include making a 78 foot putt in the University of Washington School of Dentistry golf tournament; winning first place in the Component Cup 2013 WOHF Golf Classic; catching (and releasing) a marlin in Cabo San Lucas, Mexico; and watching his wife catch bigger king salmon than him in multiple trips to the Kenai River, Alaska. Dentistry has been a great profession and career for him. He plans to fully retire within a few months, and join the Senior Golf Tour. All that he needs to do is shave 25 strokes off his golf handicap! Dr. John B. Wallstrom Dr. Wallstrom did his undergraduate work at La Sierra University graduating in 1972. He graduated from Loma Linda University School of Dentistry in 1975. Dr. Wallstrom was in private practice in Susanville, California from 1976 until 1988. In 1988, he went back to Loma Linda University to complete his graduate degree in Endodontics, which he earned in 1991. He was in private practice as an endodontist in both Sacramento, California and Reno, Nevada. He moved to Auburn, Washington in 1991 were he started his private partnership practice and is still active. Dr. Wallstrom has been involved with the tripartite in California, Nevada and Washington, as well as being a member of the AAE and their state affiliate organizations. Dr. Rosemary Warren Rosemary Warren was raised in Seattle. She graduated from Ballard High School in 1969 and married Lloyd Warren the same year. Rosemary was at home raising her two sons when, in 1977,

she started her college education with her initial goal of completing the two year R.N. program at what was then Bellevue Community College. Being a physician or dentist was never on her radar because the doors were not open to these professions (she thought). It was during Dr. Warren’s dental hygiene studies, at UW, that she realized there were actually women dental students. She took the DAT and did well. The admissions committee accepted her with one condition: successful completion of two quarters of biochemistry. Big problem: it was only offered at times that conflicted with her dental hygiene curriculum. The only choice for her was challenge successfully two quarters of biochemistry between June 1983 and the start of dental school in fall. She bought lecture notes, the text and after two grueling exams, she made it! Dental school was hard. There were 55 in her class; only 5 women, and only one was married with 2 children Rosemary. Rosemary commuted from Issaquah to the University of Washington every day. She and Lloyd agreed that she would study at school and when she would return home it would be family time. That meant many days she wouldn’t even see her sons as she would get home after 11:00 pm and would have to be in class by 7:30 am the next day. Someone who helped Dr. Warren gain self-confidence tremendously was Dr. David Bales. Dr. Bales was awesome in giving her kudos after most of her experiences with the restorative faculty. She received the Dean’s Club Student Leadership Award from Dean Karl Ake Omnell prior
to graduation. She graduated in June 1987, six and a half months pregnant with her third son, Bo. She was finally able to practice her new chosen profession at 36 years old. In fall 1987, she began her associateship with a dentist in Issaquah. Two years later, she started her own solo practice. She practiced in Issaquah for twenty six years. She began developing symptoms that were eventually diagnosed as PLS or Primary Lateral Sclerosis. She had to quit practicing in December 2012 and sold her practice. Rosemary said, “Quitting dentistry at age 62 is one of the hardest things I ever had to do.” Rosemary and Lloyd enjoyed maintaining a five-acre farm in Issaquah. They have also traveled extensively including climbing Mt. Kilimanjaro and Machu Pichu. They have been to six continents. Even though her mobility is impaired, she hopes to continue to enjoy trips to their cabin in Orcas island and travel if proper accommodations can be made. Family is very important to the Warrens and they look forward to constructing a fully handicap accessible home on Pine Lake. Dr. Priscilla P. Wig Dr. Robert C. Woo Dr. Robert Woo graduated from the University of Washington Dental School in 1977. Dr. Woo practiced in Auburn and retired in 2014. He is a 37-year member of the tripartite.

Dr. Ralph K. Zech, II Dr. Robert Zech is a Seattle native who obtained his undergraduate degree in Biology from Seattle University, where he currently serves on the Board of Regents. He received his DDS degree from Loyola University in Chicago. He utilized an Air Force scholarship to fund Loyola paying them back in 3+ years in Tokyo. He had great mentoring, as there were 20+ dentists and a regional dental lab. This allowed Dr. Zech to work on orthodontics and oral surgery including orthognathic surgery. He also functioned as an endodontist and had the opportunity to work closely with Board certified Prosthodontists. The best part was the USAF paid full comprehensive care in Tokyo, and he was able to independently create treatment plans and carry them to completion with no financial restrictions. Following his time in the Air Force, Dr. Zech attended the University of Michigan and received his Master Degree in Oral and Maxillofacial Surgery. He was fortunate to work with P. I. Branemark and Hans Boskar with the TMI Implant. Prior to these individuals as an institution, dentists were placing the mandibular staple implant for 15 years. He returned to Seattle and purchased a practice downtown. During this time, he served on the By-laws Committee at Swedish Hospital and made changes that were favorable to dentists. In 1986, he opened Woodinville Oral Surgery and is currently at the Woodinville Medical Center.

Dr. Shane Ness is currently serving on the Executive Council of SKCDS and is the Chair of the Communications Committee. Dr. Ness is a second generation dentist who practices in Redmond. He graduated from Creighton University School of Dentistry in 2006. In my last submission, I shared some of the common misconceptions that the Seattle Times article identified. In this opinion piece, I would like to offer some solutions to the challenge of accessing free or reduced cost care. The American Dental Association/Health Policy Institute (ADA/HPI) report is a good barometer for the health of our profession as it highlights the trends that have occurred over a significant timeframe across the country. The report states that children on Medicaid, in the State of Maryland, had at least one dental visit in the last year. This is a five-fold increase from year 2000 to 2013. For reference, Washington increased from 46-59% over that period which exceeds the national average by 11%. So why the heck did Maryland do so much better? I contacted Harold S. Goodman, DMD, MPH, and Director of Maryland’s Office of Oral Health, to find out what Maryland did that resulted in this improvement. He sent me a paper he co-wrote titled “Breaking the Cycle in Maryland: Oral Health Policy Change in the Face of Tragedy.” It turns out Deamonte Driver is the tragic and heart - breaking answer.
We do not need to fund/create a midlevel provider in this state. Those resources (which do not exist currently) should be directed at the existing workforce of dentists and auxiliaries instead of a midlevel provider. From a business model standpoint, most dentists in this State are operating with an overhead that exceeds what can be covered by even a 50% reimbursement rate. However, it is my opinion, that 50% is the magic number where the average dentist can at least feel like they are doing something beneficial for the people in their community and not take such a huge financial hit. Providing that care is not a matter of lacking compassion, but rather it is impossible to sustain their practice at a less than 50% rate. This does not have to be achieved overnight. The Seattle Times article stated that minorities and Native American children suffer from much higher cavity rates than other segments of the population. This is not acceptable. If we create CDHCs, they can play an active role in educating parents so that these kids never get tooth decay in the first place. CDHCs already working in Native American communities have achieved impressive progress. One CDHC provided services to 114 patients in a rural tribal community health center’s diabetes clinic. The missed appointment rate at that clinic dropped to zero, compared with a clinic-wide rate of 18%. Another CDHC at a Midwest Indian Health Service clinic provided services valued at more than $105,000 to 240 Head Start children and daycare centers in a 10 month period. This is a relatively new position, with the first class graduating in 2010, but, it is already having a significant impact. As of Fall 2014, there are 34 graduates working in 26 communities. It has been so successful that the Navajo have requested an additional 36 CDHC for their tribe. This is a model that has proven its worth. 5. Develop a unified oral health message. We have that in Washington already; however, the people who need to hear this message are not getting it. The WSDA website reads: “The Washington State Dental Association, through its members, exists to promote oral health of the highest quality. Member dentists are committed to cost-effective solutions that prevent disease and ensure quality oral health for all Washingtonians. WSDA is a leader in developing innovative public policy solutions, working with community organizations, government agencies, and legislators to strengthen the dental safety net and reduce barriers to care. Washington dentists care about their local communities, and volunteer their time and services providing more than 100,000 patients with uncompensated care each year.” Since I couldn’t say it better myself, I didn’t even try. 6. Systematically provide dental screenings and case management for public school children. As far as I know we don’t do this with the exception of Head Start and ECEAP kids. Those kids, living below the 200% federal poverty level, are required to have a yearly exam—but they are only about 30% of all children. Most of the visits to schools by dentists seem to be more for marketing purposes or a once-a-year Give Kids a Smile event. Sure, toothbrushes are handed out and oral hygiene is discussed, but why can’t we develop a systematic program that screens kids in public schools, provides some treatment actually at the school (of course with parental permission) and those kids that are identified as requiring more advanced care are referred to the appropriate clinic. This would be a very cost effective program utilizing volunteer dentists and paid personnel such as CDHCs. I know that the SmileMobile and the in-school programs that many CHCs run are also doing their best to reach these children, but they are challenged by obtaining parental consent for treatment. We need to reach these children early for both treatment and prevention education. One State, Illinois, requires a mandatory dental exam as the children enter first grade. I think we should consider a similar requirement in Washington. 7. Provide training to dental and medical providers to enhance their skills in establishing a dental home for children. Again, this is where expansion of CDHCs would be of benefit. I would like to see that goal extended to adults as well. The Swedish Community Specialty Clinic has been a phenomenal model that can be extended to other urban communities. That still leaves rural areas needing free or a sliding scale model implemented. The University of Washington has students over in Eastern Washington in the RIDE program that will be fulfilling some of this need. The RIDE (Regional Initiatives in Dental Education), launched in 2008, has already returned 75% of its graduates to practices in rural and underserved areas of Washington. The WSDA is working with the UWSOD to increase funding to this very effective program for the rural areas of our state. 8. Leverage less expensive dental professionals like residents and dental students. Dental residencies are required, as a part of accreditation, to treat underserved populations. Each dental resident provides about $500,000 in care to underserved individuals annually at no ongoing cost to the State. Aggressive expansion of residency programs has more than tripled the positions across the dental safety net. We are working to double the number of new residency programs to serve parts of the State where they do not currently exist. Our State benefits from 54 residents – each year. In 10 years, the Alaska DHAT program has graduated a total of 50 DHATs. We are wasting our time and resources discussing DHATs when residency programs are the obvious solution to some of our needs in rural communities. Creighton University, where I received my degree, has a program called The One World Clinic. Roughly once a month anyone in need can come into the clinic after hours where the dental students and faculty volunteer their time and services. For a flat rate ($20 when I attended), the patient can have any treatment performed. It was a great service to the students because of the valuable experience and the fact that an occlusal amalgam didn’t take 4 hours to do. Frankly, the leash was a bit longer for us students and the holy grail of quadrant dentistry could be held. I would like to see a program like this expanded at the University of Washington. The University of Washington has been implementing other programs to serve the community, like the “low income denture program” where dental students provide free dentures to the working poor referred from local CHCs. In addition, dental students do regular outreach to the Union Gospel Mission and the 45th Street Clinic which works with homeless teens. Dental students are eager to gain this experience, just like I was. I think our Dental Society and Foundation need to work with the School to develop programs that harness the students’ desire to treat and our community’s need for dental care. Our Society and Foundation are also looking at purchasing a mobile dental van that will provide treatment in rural areas and to folks who have mobility issues (e.g., the elderly, etc.). It would be fantastic if we could partner with several other local foundations also interested in providing dental care to fund this idea. I was pleased that, at our recent Foundation Gala, we raised almost half the funds needed to purchase the van. We are on our way to eliminating barriers to accessing dental care and looking for partners. These are all relatively easy solutions to implement. They will take some funding (not as much as creating dental therapists), but they offer a higher standard of care for all. Let’s do it! 22 l 2016 SKCDS SPRING QUARTERLY
