From the President Twenty-four years ago a handful of civic minded community leaders partnered with the Jewish Federation of Greater Portland, MJCC, Jewish Family and Child Service, Robison Home and Portland Jewish Academy to establish a foundation “to provide for their future…and for the benefit of the entire community.” Today, our community’s foundation has 24 partner organizations, 38 endowed funds established by individuals and families, 124 donor advised funds, 8 charitable gift annuities and 92 members of our Legacy Society who have remembered one or more local Jewish organizations in their estate plans. In all, as of December 2012, our foundation now manages more than $67 million in philanthropic funds for the benefit of vital Jewish organizations in Oregon and SW Washington. A record 39 high-school kids are enrolled in this year’s Oregon Jewish Community Youth foundation, which exposes participants to the many unmet needs and opportunities of our Jewish community and helps instill a sense of appreciation for the difficult and rewarding work of our non-profits. Special thanks to OJCYF professional leader Jonathan Morgan and advisors Marcia Weiss, Mike Tannenbaum, Rob Shlachter and Sharon Morell for making this program such an intergenerational success. I hope you share my delight in the impact the foundation is making in the community — all made possible by you, our wonderful and ever-appreciated donors. Though planned giving and tax-advantaged giving strategies can be technical and complex, our foundation’s staff, along with our many volunteer CPAs, attorneys, and financial advisors are available to assist with any questions you may have. We’re fortunate to have so much deep expertise associated with the foundation and on its staff to assist our donors and partner organizations. I would like to thank OJCF’s professional staff, Julie, Janet, Alicia, and Gail for being a “high-performance” team. It’s inspiring, rewarding and fun for OJCF volunteers and donors to be able to collaborate with you so closely. Your expertise, long hours and dedication to OJCF and our community is extremely valued and appreciated by all. There is no other financial institution in this community that is capable of doing what we do, as well as we do it, and with the Jewish commitment and perspective with which we do it. Thank you again for spreading the word that OJCF is here to knowledgably and discretely help donors with their current and planned gifting and to help our partner organizations raise permanent funds for their long-term financial sustainability.

From the Executive Director Although financial and economical challenges continue to be front and center for many of us, I am inspired day after day by the generosity of our community members -- for one another, for others in city and state who suffer or have less and for people in need in Israel and around the world. Our Jewish values of tzedakah and tikkun olam are ever-present for Jewish people, from children collecting change at school, to elders arranging for generous community gifts through their wills and estate plans. We are a people dedicated to creating a just world and to repairing the world through social justice, learning and education and volunteerism. OJCF is honored to play a role in helping facilitate that virtuous endeavor. As such, we are thrilled to bring to our community the Create a Jewish Legacy/Life & Legacy program. As we go forward in 2013, you’ll learn more about the education and inspiration ahead as part of this community-wide legacy development initiative. The program is made possible by numerous generous individual donors, foundation board members and the generosity of the Harold Grinspoon Foundation, our legacy partner. You can learn more on page 6. We have also had a terrific year of activity with the OJCF Professional Advisors Group. This group plans for three meetings a year to support our Jewish community of advisors with educational and networking opportunities and to keep them informed about OJCF’s services and success. Check out page 13 for a list of members and news of recent activity. I’m pleased to share that we began many exciting new relationships in family philanthropy, including helping to support the enormous generosity of Harold z”l and Arlene Schnitzer and Jordan Schnitzer whose momentous gift will help so many in our community. You can learn more about other generous donors in this report (page 8) and see many more stories of caring online at www.ojcf.org. Finally, we lost some very special people and I want to honor their memories and their love of Jewish community. These are just a few, but they are people who especially influenced my personal experience as part of our Jewish community and will remain close to my heart, of blessed memory: Henry Blauer, Betty Rosenfeld, Merritt Yoelin and recently, Gail Littman, the visionary behind the national Create a Jewish Legacy program. I thank all our community’s donors and leaders who help me continue to grow and I hope that I support and inspire others, as well. L’dor va dor, it’s sacred work we do together. Life & Legacy: Assuring Jewish Tomorrows
Life & Legacy: Assuring Jewish Tomorrows is a leadership program designed to inspire our Jewish community to build greater endowment for the future of our community organizations. Oregon Jewish Community Foundation and Jewish Portland have been accepted as members of a pilot community (one of nine) for the Harold Grinspoon Legacy leadership program called Life & Legacy: Assuring Jewish Tomorows . Life & Legacy supports the long term sustainability of our Jewish organizations through the development of gifts made through donors’ wills and estate plans. These gifts, either endowments or outright gifts, will supplement operating budgets, enable new programs to begin, sustain our buidlings and provide for many as yet unknown needs far into the future. The program is also designed to inspire community members to engage in more awareness, understanding and action in building endowment. OJCF has been recognized as a leader in the effort to develop legacy gifts. The foundation will be eligible for match funds from the Grinspoon Foundation for two years along with the guidance and mentorship of the Grinspoon organization to support the legacy building efforts in our community. OJCF currently estimates Portland’s Jewish community’s endowments and legacy gifts held at the foundation at a combined value of between $14 and $16 million. The Grinspoon Life and Legacy program was inspired by Gail Littman* and the San Diego Jewish Community Foundation which introduced their own legacy building program called Create a Jewish Legacy in 2004. To date, that community has more than 800 individuals who have made bequests and other planned gifts totalling approximately $200 million. Sadly, Gail passed away suddenly in late December 2012, yet her own legacy will live on through her life’s work and the profound impact she had on communities like Portland. The success of Life & Legacy is instrumental in securing our community’s long-term future. It is encouraging to see legacy and endowment gaining support and momentum in the Oregon Jewish community and across the country. More information about this exciting program will be available in the upcoming months. *Of Blessed Memory

Arlene & Jordan Schnitzer Park Tower Apartments Harold Schnitzer’s* legacy has the distinction of including the single largest gift ever made to Jewish Portland. In November 2012, Harold’s wife Arlene and his son Jordan donated the Park Tower Apartments, valued at $16.6 million, to OJCF in Harold’s memory and honor. “It was always our goal to give back to the community and in Harold’s words ‘to do noble good,’” said Arlene. Harold, Arlene and Jordan Schnitzer have for decades sought to support the community that they grew up in, and that they feel did so much for them. “My father felt a great sense of responsibility to take care of the charitable institutions that serve our community,” said Jordan. “This gift reinforces his mission of creating greater sustainability for these organizations and to inspire others to join in the effort at whatever level is right for them.” To OJCF’s founders, this gift symbolizes the fulfillment of their hopes for the foundation and the good of the Jewish and general community. Proceeds from this momentous gift will fund the Harold and Arlene Schnitzer Family Fund of the Oregon Jewish Community Foundation.
Henry S. Blauer* Memorial Fund June 2012 was difficult as the Jewish Community lost one of its most loved and admired mensches, Henry Blauer*. There is hardly an organization in Jewish Portland that was not improved by Henry including OJCF, which he helped found. The contributions he made will be felt for a very long time. After his death, Henry’s family and his partners at Geffen Mesher established The Henry S. Blauer Memorial Fund in his honor. The fund will support OJCF’s Life & Legacy initiative which serves the community-wide mission of developing Jewish legacy gifts (see page 4). “Henry was a transplant to Portland from Poland via New York,” said Henry’s wife, Gerel. “He felt embraced by our community’s spirit of warmth and openness and discovered opportunities here to make a wonderful life. As a result, he wanted to create a legacy for the place that helped shape his life. I hope the fund will inspire and educate others to become good stewards of this place we all call ‘home.’” “This was simply the very best way to honor Henry for his immense contribution and commitment to the long-term well-being of our community,” added Geffen Mesher partner and friend, Stan Geffen. This fund represents so much more than just a gift. While Henry’s loss will forever be felt, the fund that bears his name will endure as a tibute to the spirit of his generosity. *Of Blessed Memory

Barry & Susan Menashe Tualatin Rainbow Farm Barry and Susan Menashe have been long-time friends and supporters of OJCF as well as many other Jewish and secular organizations including Cedar Sinai Park, BB Camp and the First Tee. The Menashes are also the first OJCF donors to give away a farm. The proceeds from the eventual sale of the 79-acre Tualatin Rainbow Farm will become part of the Barry and Susan Menashe Philanthropic Fund. These funds will enable Barry and Susan to continue to make a huge impact in our community. “We have always given but we want to do more,” says Barry. “There are so many people in need and it is far more satisfying to give than to get.” In addition to their donor advised fund philanthropic efforts, the entire Menashe family can be seen during the winter months on the streets of Portland handing out warm socks, hats and blankets to the city’s homeless. Menashe Properties also provides greatly reduced rental office space to many of our community’s Jewish and secular nonprofit organizations. OJCF greatly appreciates Barry and Susan for their steadfast commitment to philanthropy and to securing a strong future for our community.
Jerry & Bunny Sadis Kirkland Way One of the services OJCF provides to donors is the ability to process complex transactions for charitable giving. Jerry and Bunny Sadis are sophisticated donors who had the innovative idea to gift their interest in a portion of an LLC to their donor advised fund. The LLC has an investment in real property which is in the process of being liquidated. The resulting funds from the portion of the donated interest will allow the couple to realize the proceeds for their family philanthropic fund. “Bunny and I are thrilled that we could partially prefund our Legacy Gift to the community through the OJCF,” says Jerry. “Although the transaction was complex, the staff made every effort for us to achieve our goal. We have been pleased, over many years, to have a donor advised fund with OJCF to help facilitate our donations to the Jewish Community.” Jerry and Bunny have been part of the OJCF family for nearly 20 years. Jerry served as OJCF’s president from 1998 to 2000 and on OJCF’s Board of Directors from 1993 through 2005 as representative for the Jewish Federation of Greater Portland. During his time as president, Jerry was instrumental in increasing foundation assets by more than 20%. OJCF is very honored to have Jerry and Bunny as long-time supporters.

OJCYF 10 ANNIVERSARY th
The Oregon Jewish Community Youth Foundation is an award-winning program that teaches high school students what it is like to sit on the board of a nonprofit and to grant real funds to community organizations. Now celebrating its 10-year anniversary, the Oregon Jewish Community Youth Foundation is an awardwinning program which teaches high school students the value and rewards of tzedakah. Based on a similar program of the San Diego Jewish Community Foundation, OJCYF began in 2002 as a bat mitzvah project of Julia Weiss. “It’s amazing to see how OJCYF has grown and how well it has done,” says Julia who is now a senior at Pitzer College in California. “It was just confirmation for me that I wanted to live a Jewish life.” OJCYF is directed by OJCF Executive Director Julie Diamond and local youth leader Jonathan Morgan. Through OJCYF, students learn what it is like to sit on the board of a nonprofit and to grant real funds to
community organizations. With a record 39 participants in its tenth season, the students have committed to attend eight monthly meetings and a final fundraising event in May. Since its inception, OJCYF has raised and granted more than $256,000 to more than 80 community organizations and has touched the lives of 153 students and their families. Participation in this program is a privilege as students are trusted with engaging in the vital work of understanding community needs, raising charitable dollars and allocating funds. The students conduct site visits at local community organizations and present their findings to the

group. The students also represent OJCYF and teen leadership in our Jewish and general community’s nonprofits including participating in Jewish Federation of Greater Portland’s Super Sunday. One of the most interesting and rewarding aspects of the program is exploring Jewish passions and values. Using such tools as Maslow’s Hierarchy and Rambam’s Ladder of Tzedakah, students focus in on what they care about most deeply and where and how the Jewish values of tzedakah and tikkun olam play a role. For example, a recent analysis by the students themselves showed that over the past 9 years, approximately 50% (or roughly $125,000) of OJCYF’s allocations have been concentrated on two levels of Maslow’s Hierarchy. The trend has been toward funding support for basic biological/physiological needs and cognitive needs.

Seed funding for the program has been graciously and consistently provided by a group of “OJCYF Angels” who have supported the program since its first season. Many thanks are due to Angels Gerel & Henry* Blauer, Stan & Judy Blauer, Dick & Cameron Davis, Stuart Durkheimer*, Irwin & Renee Holzman and Harold & Jane Pollin without whom the program would not have been possible. In addition, the program is supported generously with financial contributions, countless volunteer hours and kindness from the families of the students themselves. The Oregon Jewish Community Youth Foundation received the 2008 Association of Fundraising Professionals Philanthropy Award for Outstanding Innovative Project and is part of a growing national movement of teen philanthropy. WAYS TO GIVE Creating your Jewish legacy through planned giving enables you to have a lasting impact on our community. Below are some of the most effective ways to achieve your charitable planned giving goals. Donor Advised Funds:
Charitable Gift Annuities:
• Easy-to-use current charitable giving fund • Administrative convenience, cost savings, and tax advantages • Conduct your regular charitable giving through the fund • May be opened for as little as $1,800 (minimum $5,000 fund balance required for the privilege of making grants)
• A contract in which you make an irrevocable gift of cash or securities ($10,000 and above) and you receive immediate, guaranteed lifetime payments • The remaining value at your passing benefits OJCF’s Community Endowment Fund and the OJCF Partner Organization of your choice • Partial tax deduction on original gift • A portion of the payments you receive is tax-free • Capital gains taxes are spread over your lifetime on gifts made with long-held highly appreciated assets
Endowment Funds: • Permanent, secure funds offered that support the community in perpetuity • May be named after you or a loved one • Annual earnings from the fund are granted to your charity of choice • Current income tax charitable deduction • Avoid estate taxes on contributed assets
Charitable Bequests: • Gifts that are made through a provision in a will or trust • Gift may be an outright donation to OJCF operations or it may create an endowment fund to benefit your charity of choice • Your estate receives a full federal charitable deduction in the year of your death • During your lifetime, the assets remain in your control
Life Insurance: • You allow OJCF to purchase and own a life insurance policy on the life of yourself or another • Contribution toward the premium is tax deductible • Death benefit establishes a sizeable endowment fund • Convert old policies, or gift a paid-up policy outright
Charitable Remainder Trusts: • You retain an income interest for a specified period • OJCF serves as trustee and/or beneficiary, and receives the remaining trust principal upon the death of the last income beneficiary, or at the trust term expiration • Remaining proceeds create a named endowment fund

The Professional Advisors Group is also a great resource if you need an estate planning lawyer, financial planner, insurance professional, accountant or trust officer. The group hosted two informational planned giving seminars in 2012. The first, “Jewish Legacy Giving: A Transformation Underway,” was held in May and featured keynote speaker, Gail Littman* of the San Diego Jewish Community Foundation. Gail spoke about the importance of creating community initiatives to inspire legacy giving and shared San Diego’s legacy-building experiences. The second event, “Fiscal Cliffs and Crystal Balls” was held in November and featured Roy Abramowitz, CPA and Steve Kantor, J.D., CPA who spoke about election issues affecting charitable giving and tax implications of the upcoming US “fiscal cliff.”

The majority of committee members also serve on OJCF’s Board of Directors and includes our most dedicated and knowledgeable community leaders. In Fiscal Year 2012, OJCF’s equity pool performed well against its benchmark in a very difficult environment. The equity pool returned -2.50% versus the MSCI All Country World Index return of -6.91%, while the S&P 500 pool returned 5.24% versus the S&P 500 Index return of 5.45%. It should be noted that stress from the continued European debt crisis largely influenced international equity markets, while the U.S. markets were able to avoid some of this market disruption. A moderate growth allocation of 60% equities and 40% fixed income returned 1.0% for the one year period ending June 30, 2012, while the blended index return was -1.2%. Therefore the OJCF portfolio beat the index by a full 2.0%. The fixed income pool returned 6.15% versus the Barclays Aggregate Bond Index of 7.47%. This slight underperformance can be attributed to the fact that the investment committee lowered the duration of the bond portfolio by adding a short-term bond fund, to guard against loss of value for the portfolio if interest rates rise.
