一計畫概述

(一) 計畫緣起與目標臺北市政府都市發展局於99年起推動「臺北市補助大學都市規劃設計國際交流合作計畫」，不僅希望能擴展國內規劃界學子的國際面向，更希望以此作為一個起點與契機，向國內外青年規劃者介紹臺北這個充滿活力與驚奇的城市，透過對臺北的觀察、實際參與規劃的過程，進而為城市把脈、發掘城市的魅力、激發城市的創造能量，為臺北市的城市空間活動投入另一股再生力量。本規劃團隊秉持上述重要理念，為「南港瓶蓋工廠」量身訂作具體之執行計畫。過去生產十多種瓶蓋的工廠，民國93年關廠後即為閒置的空間，本計畫承繼過去瓶蓋工廠生產的概念，重新思考工廠得以再重新出發的契機，既然無法再生產瓶蓋，那可以再生產文化與創意，透過軟性的活動使這個空間活絡起來。因此，提出「Boo！打開瓶蓋，發現南港-以地方參與為主的策略規劃」計畫，從瓶蓋工廠都市再生的基地範圍與其所在地的南港區產業發展軸線之觀點思考，邀請來自歐洲團隊注入空間規劃(Spatial Planning)、都市再生(Urban Regeneration)、夥伴合作 (Partnership)理念與實務操作經驗，訂定未來欲達到的計畫目標：

透過「以地方參與為主及國際經驗的活動推展」，由下而上的激發南港瓶蓋工廠的創造能量，提升臺北市的國際魅力。凝聚南港瓶蓋工廠未來發展的願景與行動，研提具體永續發展之經營管理。

(二) 計畫範圍

工作團隊

本基地南港瓶蓋工廠位於臺北市南港區東明里，緊鄰南港車站，面積1.65公頃。基地往西鄰未來流行音樂中心發展基地，往東為南港軟體園區與展覽會展中心，往南為生技中心，基地位處南港各重大建設與計畫的中心，未來勢必將扮演整合與互動空間平臺。如圖一所示：

臺北大學都市計劃研究所於1968年成立於台北市，在近年來對南港區域也有相當豐富之規劃經驗。本團隊相較於其他相關單位對南港區有更多的瞭解及資訊，且規劃及活動推展期間，本規劃團隊分別擔任各小組策劃者與諮詢，協力研習營與工作坊等活動推展、虛擬網路平臺建構。此外，本所於合作計畫中擔任整合之工作，作為本規劃及活動之交流及整合平臺，吸取國外經驗並整合在地知識，凸顯南港優勢特色，促使整體計畫更臻完備。

參考文獻

3 研擬願景與策略本規劃團隊提出「Bo出口」-產業遺址再生方向為規劃主軸，藉由規劃的過程，無形中流動及轉化成效益的關鍵事件或地點。因此，未來應需考量在地知識與社群文化之建構及融合，以全球地方化來思考南港未來發展，藉由民主式規劃參與之精神，方能導向台北市民對於都市空間上的再結構，與市民一同擘劃南港的城市願景。

三計畫工作項目與流程 (一) 預定工作內容由於本計畫的重點，是將活動推展融入策略規劃的過程，藉由各種活動的設計以導入國外團隊協力合作、在地居民、社區組織及地方教育單位共同參與南港地區環境文化資源整合運用，因此，主要的工作內容如下，其內容對應之流程詳圖3： 1 計畫啟動與運作模式的確認與國外合作單位，進一步針對本計畫各階段需完成之工作項目作進一步確認與任務分工。 2 規劃前的作業與分析包含：相關基本資料、案例的深入分析，基地環境掃描與在地社群的訪談，以及中英文網頁交流平臺的建構。此工作內容，一方面作為後續規劃與活動推展的基礎，一方面透過網路無國界的特點，讓國內外的所有人能了解南港瓶蓋工廠，並參與討論。 3 活動企劃與場地規劃主要為各階段活動內容與籌備時程的排定，於南港瓶蓋工廠所在之東明里設置「打開瓶蓋地方工作室」，使後續各項活動得以推展。目前初步擬定的活動類型如下，詳細活動內容請參酌章節六及附件五的部分： (1) 工作坊：辦理兩次工作坊，以運用訪談、活動辦理、組織操作、分享課程、文史研究等策略辦理，以提升社區參與成效。 (2) 創意競賽：辦理兩次創意競賽「藝文創作暨攝影比賽」與「瓶蓋工廠Logo與Slogan設計比賽」，針對不同年齡層，透過不同的觀點與巧思競賽，提高市民對瓶蓋工廠的能見度。 (3) 交流研習營：結合國內外團隊、南港的相關社區、組織或在地教育單位參與辦理活動試作。 (4) 論壇：藉由上述舉辦的各項活動後，以論壇之方式邀請這些國外團隊對於這些活動提出其意見與建議以作為日後瓶蓋工廠規劃之參考。 (5) 發展願景與策略分析藉由國外資深顧問與諮詢的投入，以及南港在地活動舉辦的過程，讓在地社群了解南港目前與未來的重大計畫與建設，參酌國外經驗，凝聚基地未來發展願景與策略。 (6) 實質規劃與行動提出基地空間規劃與改造構想，並透過國外與國內專家的投入與討論，以研擬可落實之具體行動。 (7) 未來發展之建議從可永續經營的角度發想，研提未來經營管理方案建議。

(一) 國外案例分析本規劃團隊依南港瓶蓋工廠發展與區位特性，分析五個值得南港瓶蓋工廠學習的歐洲案例，分別為：英國倫敦的圓屋(The Roundhouse)、德國的艾姆舍園區(Emscher Park)、澳洲墨爾本的聯邦廣場(Federation Square)、西班牙畢爾包古根漢美術館(Guggenheim Museum Bilbao )、荷蘭的飛利浦創新發展園區(Strijp-S)，彙整分析如下表2。這些案例在其國內皆曾是頗具規模的工業區、產業園區，或區域內所遺留下的古蹟建物，後因產業之轉型，面臨衰頹拆遷的命運，而各國的規劃團隊借重民意，不但保留舊有建物，更透過參與式規劃等策略，賦予老舊建物新生命，進而達到都市再生、凝結民眾意識的目標。南港瓶蓋工廠存在上述幾則國外案例的特質，針對本基地的發展課題與願景，思考如何規劃，值得本規劃團隊借鏡與學習。以上案例之詳細彙整，請參酌附件四。

五議題剖析

(一) 規劃理念 1 「大尺度」-全球化與在地化之趨勢分析台北的全球化、南港知識經濟崛起的空間策略問題與瓶蓋工廠的再生策略作為世界城市的台北市，全球化的知識經濟發展正改變著南港地區的地景，主要包括： (1) 南港地區的鐵路地下化、三鐵共構的全國交通節點的建構。 (2) 南港展覽場、南港軟體中心、生物科技中心等知識經濟空間的營造，加速台北全球化發展、提升國際競爭力的空間策略。 (3) 政府以四大金磚的首要策略投入，獎勵公私部門積極推動南港地區的都市更新，造就南港成為是台北市不動產市場投資，最為活絡的地區之一。從上述顯示這些政府的策略性作為，讓南港地區就成為台北市世界城市節點建構的關鍵地區。無疑的，這些策略的特徵就是Outside-in的策略，也就是藉由把外面的世界帶進南港區，來激勵台北都會知識經濟的轉型發展，以重建台北市的都市競爭力。這個Outside-in策略對南港地區的地景與人文衝擊的一個重要課題就是，對在地社區與文化的發展，形成去領域化(de-territorialization)的極大壓力與危機。迫切需要在Outside-in的空間發展策略中，引入Inside-out的策略，以藉此把南港在地的社區與文化帶到全世界，以免因為 Outside-in的空間策略的發展，造成在地社區空間與文化的滅失。這樣的Inside-out策略思考，就成了我們思考南港瓶蓋工廠空間的再利用的重要政策方針。

2 「中尺度」-南港區於台北市之新角色配合南港經貿園區發展，目前周邊計畫主要如有「五大中心計畫」：站區中心、軟體中心、文創中心、會展中心及生技中心的規劃，未來作為學術文化發展之腹地的「衛生防疫大樓再開發計畫」、配合變更部份則有「南港輪胎都市計劃變更」，因面臨都市土地使用需求的轉變及產業環境之變遷，使其使用需做調整以提供更完善之服務給南港區。交通部份則因應未來高鐵南港站、捷運南港等車站之開放營運，將為南港地區帶來交通區位上極大的優勢，而公私部門看好南港地區未來發展潛力，則先後投入重大建設及地產開發行列。（詳細資料可參考附件三）從上述瞭解南港區的機會與歧異點，讓我們應從「人」的尺度觀察南港瓶蓋工廠未來應扮演之角色。 3 「小尺度」-創造場所同質化下的異質化透過不同尺度之觀察，南港之區位發展上擁有完善的地方資源及地理優勢，對於周邊鄰近區域相對上也具有核心效應聚集之潛力，且政府目前所投入之空間策略發展已逐步成型，未來總體

發展可望朝向科技產業城市之建構。目前瓶蓋工廠的環境面臨髒亂問題、閒置使用的狀況，導致其成為都市內的負面空間。以至於空間與市民之間隔閡逐漸擴大，面對瓶蓋工廠如何再找回其與人之間的關係，而此關係的建立有非常多的方法。因此在國外案例的借鏡下，對於其他城市面對這樣的空間下，其利用推土機方

式將一切記憶抹除，也無從再找起。但目前南港區仍有機會，在這以小博大的基地中，未來應有無限希望能被整合，以創造出無限之價值，不應以眼前的利益來衡量。並假設她可以鑲嵌於周邊發展來作為區域的媒介，就如同將他看似水墨畫的留白，雖與主題壁壘分明，但卻互相稱托，因此將其想法轉化在空間上要如何操作，則是本研究團隊所強調及著墨的地方。

4 「Bo出口」-產業遺址再生方向「Bo出口」－對於瓶蓋工廠空間本身，藉由規劃的過程，無形中流動及轉化成效益的關鍵事件或地點，亦即Bo出口。 (1) 遺址綠地是舊空間，也是公園。未來的瓶蓋工廠不僅能夠提供周邊高密度商業辦公區內的工作族群在於緊密都市壓迫下，一個喘息與緩衝的空間，對於南港區而言，亦能夠彌補都市綠地的不足。未來，舊空間的公園，不只是南港歷史記憶的保存場所，亦是屬於市民所共有的開放空間。 (2) 遺址廠房沿襲工廠生產的精神，製造行動與創意的媒合。未來的瓶蓋工廠，不僅是市民們對於生活創意與知識涵養的集散地，也是一個在於永續層面上所建構出的綠色城市創意中心；藉由普羅經濟的思維出發，將經濟淨效益下放至全體市民共享，以建立社區工作坊及舉辦創意活動之型式，成為台北市少見的綠色城市國際交流平台。故未來應需考量在地知識與社群文化之建構及融合，以全球地方化來思考南港未來發展，藉由民主式規劃參與之精神，方能導向台北市民對於都市空間上的再結構，與市民一同擘劃南港的城市願景。

(二)課題分析從議題中瞭解到不同的空間尺度所衍伸出來的關係，基於全球化與在地化之趨勢分析，尋找南港區於台北市之新角色，並將瓶蓋工廠打造成場所同質化下的異質化空間，進而能以不產生與政府周邊計劃衝突，及能創造出更多價值的規劃課題為目標。首先，在大尺度下鎖定交會於南港的，文化軸線、科技走廊、綠帶風廊，企圖聚焦於瓶蓋工廠，利用未來科技與創意產業，及最需要全民關心的環境永續，相互激盪產生出全新的面貌，它是一個目前無法定義他的面貌，因為它是一個具有差異化的空間，不會發生於別的地方，只會在台灣-南港-瓶蓋工廠看到，一個具有創新的思維、無窮的價值，及不會被取代的未來。再者，對於真的使用該空間的人進行分析，透過分析的過程中，瞭解如何去平衡過去的在地人及未來的在地人，學習認識它，它是個分享一切的空間，可以在這混血你(妳)的文化、觀念、

資訊、創意，最重要的是生活，這是一個讓這裡成功的關鍵，能夠在此交換生活，代表這個地方給予你的，回饋給你的是已經無限大了。

1「打開瓶蓋!」－南港的發展優勢，如何-Bo!打開基地-帶來更大的價值。因應產業發展趨勢並且企圖打造讓國際看見的環境，北市府規劃自南港經貿園區、基隆河截彎取直的工業區、內湖科技園區、北投士林科技園區以及關渡工業區成為產業發展軸帶－臺北科技走廊（T.T.C），以發展資訊、通信、生技等產業，並透過大眾運輸系統連結帶動產業軸帶發展。而文化局目前亦積極整合中山北路與忠孝東路上的文化館所與創意街區，希望打造「L型文化創意產業軸帶區」，並且新增藝術中心、流行音樂中心、城市博物館等三大國際館所，樹立臺北新地標。在這些「大破」之後如何「大立」?還有機會大立嗎?瓶蓋廠是這裡所僅存的機會，在前述一連串的國際競技場下所打造出來的現代建築，充滿了前瞻，但卻讓回憶消失，讓台灣的影子消失，如何拾起這些?他是可以成為每一個周邊計畫，缺少的那個完美，當他們拾起它時，完美就因此建立了。對策本所合作的歐洲團隊及資深顧問，由於來自於擁有豐厚文化歷史基礎的，古老城市，對於他們面臨發展及競爭時，他們如何平衡及掙扎的，並在最後不但保存當地文化、復甦歷史記憶，並且結合現今都市發展該有的功能及訴求，成為人們有生之年一定前往朝聖的城市。這樣的經驗作為規劃上啟發及資源是很重要的。再者有機會透過國際交流與互動的過程，讓市民激發出對於南港瓶蓋工廠有更多不同的發想之餘，無形轉化成全民的素養。

2 「擁抱風吧!」－在基地上享受風、享受綠，享受可以留給後代子孫的一切。眼觀近年，去年臺灣八八水災的衝擊，環境宣導影片正負2度C不斷的呼籲，加上國內環境NGO組織的吶喊，我們應積極去瞭解，環境與城市如此的息息相關，在此有南港山系生態功能保障，有助於整體環境生態與溫度調節，形成臺北都市風道連續性的維持，著重東西向開放空間系統塑造，及區域藍綠網絡之通盤建構，綠資源、水資源、生物資源及環境管理之管制落實，並在未來202兵工廠若釋出應以保障其整體生態資源為前提規劃，設置森林公園開放予地區民眾，那以基地來看的尺度，如果把她從這條軸線上剝奪走，沒有了風道連續性的維持，都市的炙熱，環境的災害，這不是單單南港的損失，是一個足以影響全民全臺灣全世界的，在現在這個時代裡，可真的一點都不可小看。對策藉由與荷蘭臺夫特科技大學的合作，可從中學習荷蘭長期以來對於環境上的創新發展與規劃的經驗，找出南港瓶蓋工廠面對未來世界環境發展趨勢之下該如何作為城市中重要的按鈕去啟動，並結合其他課題使她具有國際辨識性空間，加上藉由活動的交流，來尋找環境永續對於臺北未來城市裡扮演的角色，我們可能無法做第一個，但重要的是不能脫離這個隊伍，更要有機會往前，脫離了它也就脫離了世界，這是要讓全民提高對於環境素養的目標。

3 「來這!混血」－在地化的思考，混的是文化、是觀念、是資訊、是創意，是生活，但混不了的是記憶，但是它可以創造你新的記憶南港的工業歷史發展主要奠定於日治時期，而瓶蓋廠即是那個時代下的產物之一。也因為瓶蓋工廠的設立，使得這塊區域的人口逐漸集中，周邊商業活動日趨頻繁。因此，瓶蓋工廠對於南港區來說具有相當程度的指標性意義存在。故如何找回舊有記憶是當前的重點之一。但自從瓶蓋廠遷離後，此塊區域即呈現閒置荒廢狀態。整體空間長期以來缺乏妥善規劃與適當管理機制，導致雜草叢生、蚊蟲縈繞，環境衛生欠佳及居民安全等問題，形成社會治安的死角，記憶也跟著停擺。隨著它的變化，一批批外來的人，進入這個空間，他們可能已經成為這裡的主角，他們在學習要做一個新的在地人，或是想要認識在地的外來人，那我們在規劃時又怎麼能忘了他們，他們想要有一個融合的機會，這是基地可以扮演的使命，他們交會於此，思緒、文化、觀念、生活都有機會交流，並希望空間能創造出他們全新的記憶。淬煉出屬於這裡獨有的規劃方式，產生一個使全民可以分享的生活環境。對策在規劃歷史進程中，歐洲國家在開放性空間的思維、社會福利、共享，的確較亞洲擁有這樣的觀念來的多，當臺灣已意識到的時候，已經是邁入產業土地轉型使用的思考當中，並且找出各種不同的規劃方式。對於工業區土地轉型以及閒置廠區再生利用的經驗更是值得我們研究學習。在我們與國外團隊合作之下，除學習經驗之外尚須考量南港本身的在地特徵之後，融合出更多具有創意的空間，在這分享，甚至使用反差的手法來活化它，就有如德國魯爾工業區一樣在舊有的廠房注入全新的使用機能，成功將效應變得無限大。

六活動企劃

(一) 活動構想自工業革命以來，工廠意義取決於產品之市場價值，缺乏競爭力之工廠終將走向衰敗凋零。而面對現今台北市的迅速發展，地方產業面臨轉型的時間點，迫切需要的即是賦予工廠一種新的意義與價值。故本團隊針對南港地區與瓶蓋工廠之特質，經由活化與再生議題之思考出發，以延續：「工廠」、「生產製造」本身的含意，且引用「生產線」之概念來重新詮釋空間型態；並透過地方居民的與談及國際團隊間的交流，進而產出屬於當地獨有的創意與文化價值。對於南港社會與空間發展層面而言，以這樣的一種工廠生產線之概念出發，除實踐了參與式規劃及策略式規劃之精神外，也呼應了南港區以產業發展為定位之根本意涵，進而達成願景勾勒之行動發酵、創造屬於市民與公共空間再建構之成果。

(二)活動方案本計畫將提出「Bo!打開瓶蓋發現南港」系列活動，有工作坊、創意競賽活動、交流研習營及論壇，藉以漸進式活動達到預期效益，並提升台北市的國際能見度，如下： 1 工作坊 (1)找回於南港的耆老或家族，喚起空間歷史與生活記憶。 (2)凝聚新移入居民與及業人口對南港瓶蓋工廠與南港地區的認同感。 (3)與現有及未來進駐企業對話，以整合資源達到基地最大利用之效益。 (4)與國際團隊合作，帶領民眾瞭解當地並勾勒未來願景。 2 創意競賽 (1)促使民眾主動關心南港瓶蓋工廠與南港地區。 (2)匯集更多民眾的想法，找出南港新舊的集體記憶。 3 交流研習營 (1)跨國際間學術交流，涵養青年學子對環境與空間的素養。 (2)藉由不同文化背景的青年，共同激盪出新的創意與思維。

七預期成果與時程規劃

(一)預期成果本計畫透過實務的規劃操作與多次活動舉辦，預期達成之成效分別可分層為實質面與非實質面，皆將有豐碩的成果，如下述： 1 實質面 A.中英文網頁 B.中英文專案報告 20份及光碟5片 C.中英文摺頁 D.兩次工作坊、一次論壇與國際青年交流研習營的課程紀錄、影像紀錄與照片。 2 非實質面 A.國際性跨領域之交流及未來協作關係的建立本次計畫過程中，多次活動的舉辦，促進與國內學術單位、公私部門的交流互動與反思外，也將為未來長遠性的合作埋下種子。 B.國際都市再生、策略規劃與都市設計…等相關理念的引入引進國際都市再生、策略規劃與都市設計理念，以及理念執行運作的成功要素，對於國內學術單位、公私部門未來學術與實務操作上，有相當大的助益。 C.提升臺北於國際城市的能見度藉由南港瓶蓋工廠基地向世界發聲，擴大為全臺北市民的參與及瞭解，未來將有更多人發現南港、認識臺北。

D.永續性的工作團隊希望透過工作室在當地的長期進駐，以凝聚及建構在地文化與地方知識，培養地方文化認同、促進地方文化發展，使南港在地的社區、文化與全世界接軌，以達到參與式規劃之宗旨。 E.虛擬合作平台的建構本計畫活動結束後，希望透過網路的無遠弗屆，仍和國際團隊間的交流保持聯繫，主要是利用網路可彌補實體活動間時效性之不足，使得國際合作的關係能持續進行，以達到國際創作交流、激勵規劃的多元思考之目的。「Bo!打開瓶蓋，發現南港―以地方參與為主的策略規劃」國立臺北大學都市計劃研究所

Chair/ Prof. Vincent Nadin Vincent Nadin is Professor of Spatial Planning and Strategy in the Department of Urbanism at the Faculty of Architecture, Delft University of Technology, The Netherlands. He is a visiting fellow at the Institute of Environmental Planning, Leibniz University, Hannover. His main interests are European spatial development and planning for metropolitan regions, comparative planning systems and environmental sustainability and planning. His career has been mostly in teaching and research but he has previously worked in local government and as a consultant to many national and international clients. Vincent Nadin is joint author with the late Barry Cullingworth of the leading textbook Town and Country Planning in the UK (Edition 14, 2006, Routledge); co-author of European Spatial Planning and Territorial Cooperation (Febuary 2010, Routledge, with Stefanie Dühr and Claire Colomb); and editor-in-chief of the Taylor and Francis international peer reviewed journal Planning Practice and Research. He led the preparation of the EU Compendium of Spatial Planning Systems and Policies (1997); the EU Framework project SPECTRA: Sustainability and Spatial Planning (1997-2000); the Spatial Vision for North West Europe (2001); and numerous other research projects on cross-national comparisons of planning, subsidiarity and small towns. He has also played a key role in the research on Spatial Planning in Practice (UK 2005-06) and other projects on demography, polycentricity and development planning. In 2006-07 he led the design of a new curriculum for a masters degree in spatial planning for planning practitioners in the UK. Over the last 12 years he has been invited to present more than 50 papers to international conferences in 26 countries and has received sponsorship from numerous international bodies including the OECD, UNESCO UNECE, and others. He is an advisor to the European Union of Developers and House Builders, and has acted as referee for the UK ESRC, the Luxembourg National Research Funds and numerous academic journals. Vincent has acted as external examiner at nine universities. He has supervised six completed PhDs, examined ten candidates, and is currently promoting and/or supervising seven PhD candidates.

Department of Urbanism, Faculty of Architecture, Delft University of Technology Delft University of Technology (TU Delft) is a major international research and education institution that consistently feature in the top 100 world universities and is ranked 17th in the world league table of universities of technology. TU Delft makes a significant contribution to advances in science, industry, commerce, public services and the professions. The Faculty of Architecture at TU Delft has over 3,300 students and a staff of 40 professors and 300 associate and assistant professors covering architecture, urban design, planning, real estate and housing and building technology. Every year, some 150 international exchange students study in the faculty. There is an extensive portfolio of research and education on the built and natural environments and in particular addressing issues of sustainable development of cities and regions, making use of context-sensitive â&#x20AC;&#x2DC;research by designâ&#x20AC;&#x2122; and social scientific empirical approaches. The Department of Urbanism includes urban design, urban and spatial planning, urban landscape and environmental technology. The central issue in urbanism concerns the manner in which planning and design mediate the territorial impacts of sectoral policy, market actions and socio-economic and cultural processes. The Department of Real Estate and Housing (RE&H) may also contribute to this project. The department is concerned with real estate, housing policy and urban management and development. Since 2000 the Department of Urbanism has enrolled 105 PhD candidates many of whom have been funded by the EU Alfa-Ibis programme, the Dutch National Organisation for Research (NOW), Nuffic and national and regional governments. They have investigated diverse topics on urban design tools and technologies, the spatial development of global cities, informal settlements, cross-national comparative studies and many other subjects. The Department of Urbanism has well-established research alliances with international organizations such as the International Forum on Urbanism, government departments such as the Dutch Ministry of Spatial Planning Environment and Housing (VROM), and public and private bodies especially in Asia and Latin America. The focus for teaching and research is on raising awareness of the politics of spatial development and increasing capacities to engage in a progressive, fair and inclusive planning practice, recognising the limitations of design and planning professions. She is involved in research and teaching at the department and specialises in urban planning and management, housing and urban transformation, revitalization of historical inner city housing area, social sustainability of urban development and urban management towards poverty alleviation. Dr. Robert Pearce Work address: Renaisi Regeneration Consultancy, 21 Garden Walk, London, EC2A 3EQ Email: r.pearce@renaisi.com Prior to joining Renaisi, Rob held a number of senior positions in local authorities -most recently Assistant Chief Executive (Regeneration and Partnerships) and subsequently Assistant Director of Development with responsibility for Planning, Regeneration and the 2012 Olympics in Waltham Forest. At Waltham Forest he led the Council’s innovative approach to place shaping refocusing the Local Strategic Partnership and combining the development of the Sustainable Communities Strategy, the Local Development Framework and the council’s Local Area Agreement (LAA). He also led the development of inventive masterplans for the Boroughs priority regeneration areas and its pioneering approach to tackling worklessness. The council achieved four star performance and ‘Excellent’ status from the Audit Commission. Before joining Waltham Forest he spent four years at the Improvement and Development Agency (IDeA) for Local Government covering a number of roles concluding in the Head of Policy and Strategy. At the IDeA he was involved at a national level in the development and subsequent roll out of Local Area Agreements and other national improvement initiatives. He also led a number of large scale improvement programmes in poorly performing councils managing teams of ‘peer’ Chief Executives and leading Elected Members providing support and challenge to the council leadership as well as authoring a book of performance management and a number of national publications on improvement. At Renaisi, a not for profit regeneration company, he leads on delivering innovative approaches to neighbourhood regeneration and renewal that combine planning, regeneration, economic development and neighbourhood and community engagement skills. He has most recently led on a project to assist Croydon Local Strategic Partnership develop and deliver a new evidence and partnership based Borough vision; he was been commissioned by the London Borough of Tower Hamlets to lead a consortium charged with producing a Spatial Strategy for Town Centres to 2020 based on a thorough understanding of the social and economic characteristics of the borough’s town centres; and is responsible for developing and delivering the company's offer in relation to the role of the third sector in regeneration. In this respect he was most recently commissioned by the London Borough of Islington and Islington Voluntary Action to lead a consortium charged with undertaking a review of voluntary sector premises in the borough and advising on the most appropriate method of asset transfer to the third sector. Rob is a national Local Improvement Adviser on behalf of the CLG and an associate for the Institute of Community Cohesion. During a local government career spanning twenty seven years he has worked for four London Boroughs, a County Council and a District Council. 附件三計畫前置分析 (ㄧ)基地歷史沿革本基地南港瓶蓋工廠位於臺北市南港區東明里，面積 1.65 公頃，成立於民國 32 年，以生產軟木栓、軟木片為主，由於光復後國產軟木工業株式會社被臺灣省菸酒公賣局接收，以生產酒類包裝需要的各種瓶蓋、軟木栓等產品。附表 2 瓶蓋工廠歷史沿革彙整表年代

備註日治時期，日人在南港先後創設兩座大型工廠。「臺灣護膜株式會社」及「國產軟木工業株式會社」。四十年代初期南港外在硬體條件具備後，為求繁華南港地區及提高當地就業機會，南港居民主動賤賣土地，以便宜的地價吸引工廠來南港投資，一時之間有許多工廠皆選定南港，且為了運輸便利，工廠亦多設於縱貫鐵路沿線一帶。

南港瓶蓋工廠關廠，整併「臺北市土地開發勞工權益保障自治條至林口印刷廠瓶蓋課例」草案，明訂登記有案的工廠所在土地，申請都市計畫變更並結束工廠營業時，應檢具經勞資雙方協商並核定的勞工安置計畫，否則六個月內依法退回土地變更案，是為國內首次訂定業者土地開發須保障勞工權益的法規。

(二)基地相關計畫與重大建設計畫基地相關計畫與重大建設的初步彙整，使本規劃團隊得以更進一步了解操作基地(南港瓶蓋工廠)週邊的發展與政策，有助於未來計畫與相關活動的推展。 1.相關上位計畫南港區上位計畫由臺北市都市發展局（2007）彙整如附表 3，其中強調南港區以科技產業為發展重點，如臺北市都會區實質規劃定位南港區發展以技術密集產業之科學園區為主，成為臺北市科技、產業、經貿重鎮；21 世紀都市發展藍圖中再次強調南港區發展目標為經貿科技副都心，配合三鐵共構、經貿園區、開放空間成為多元化高機能性的臺北副都心；更於修訂臺北市綜合發展計畫內指出南港經貿園區為臺北市打造國際有利投資環境之重要據點，顯示南港對臺北產業發展的重要性。此外，亦有臺北市都市景觀中長程建設計畫對南港區整體景觀塑造提出指導性策略。附表 3 相關上位計畫表時間

(資料來源：臺北市政府都市發展局) 2.相關重大建設計畫 (1)五大中心 z 站區中心配合鐵路地下化工程以及高鐵、鐵路與捷運三鐵共構計畫，以南港車站為核心發展，規劃車站周邊 300 公尺範圍土地使用，使其機能可配合高鐵運輸服務特性、鐵路交通遍佈全國之普及服務性及捷運運輸之快速便利性等，以提供全新之商旅與觀光服務、國際會議中心和企業總部等使用為主。 z 軟體中心軟體中心是以南軟一、二、三期基地為核心發展，設置智慧型工業園區，提供完善與先進之軟體發展環境，提升國內軟體人員生產力及軟體產品品質，改善軟體業者競爭素質，將地營運成本，加速我國軟體產業升級，據以建立我國發展資訊軟體及知識密集工業之國際型態。

文創中心為扶植流行音樂發展，行政院文化建設委員會自 91 年起推動文化創意產業政策，期待藉由流行音樂中心表演設施之供給，培育並強化我國在華文流行音樂上的優勢地位。會展中心以南港經貿園區內南港展覽館為中心發展，工業區變商業區將朝向發展會展產業支援之空間使用為主，包括國際旅館、支援展覽需求之國際會議中心，以及關聯產業之辦公空間等，以完備整體會展中心發展。生技中心中央研究院為我國學術研究之龍頭，位發展我國在基因及生技相關基礎之研究，並善用大臺北研發資源，中研院在 202 兵工廠釋出之土地上設置國家生技研究園區。

附件件四國外外案例分析析廣場 [ Fede eration Sq quare ] (一))澳洲墨爾本-聯邦廣

位於澳洲洲墨爾本-聯聯邦廣場[ Federation Square ]為近年著著名以社會觀觀點與策策略式規劃為導向的規規劃案。其創創新的規劃劃理念與實際開發興建建之手法，可可作為本本計畫之借借鏡，分析如如下： 1.歷歷史的沿革革聯邦廣場場位於墨爾本本市中心最最繁忙的十字字路口，馬馬路的對面是是於 1910 年完年工的的 Flinders Street 車站，其因因鐵路設施施不斷的成長長擴張，進進而由 Prin nces Bridge 搬遷至至此，還有有鄰近的聖保保羅大教堂堂及中央商城城區，讓它它成為墨爾本本重要的的的交通點點。無論是透透過徒步旅行，鐵路，，自行車，汽汽車，電車車，或任何其其他手段段，都必須經經過於此連連接城市與亞亞拉河區，故被認為是是最有發展展潛力的地方方。 2.轉轉型的契機機聯邦廣場場的轉型起因因為 1990 年因鐵路技年技術的進步促促使 Jolimmont Rail Yard Y 的重重整計畫及及當時為了慶慶祝聯邦百百年故於 199 96 舉辦了國國際競圖，以創造新的的墨爾本本公民廣場場為訴求，整合原本基地整地周邊交通通的問題及基基地上零星星的商店、酒吧酒、咖啡啡館和餐館館並希望加入入全民的意意見與期待，最後於 2002 年 10 月 26 日正正式轉型型啟用除了餐館、咖啡啡廳、酒吧外外，特別設設立的活動中中心包含表表演廳、澳大大利亞維維多利亞州國立展覽館館、澳大利亞移動影像像中心、國立立設計中心心，使它成為為了一個個重要的全全民廣場。這這裡每年都都會舉辦多達達 2000 多個個免費全民民及遊客可共共同參與與的活動。 3.參參與式規劃劃本園區透透過「國際競競圖規劃團團隊」、「政府府組織」及及「社區參與與」，以作為為聯邦廣廣場經營與與規劃之主軸軸： 1996 年為為慶祝聯邦邦百年紀念及及鐵路地下下化釋放出來來的都市空空間，舉辦了了國際競競圖，舉辦前前市民藉由由政府所提供供的問卷及及網頁來主張張想要的空空間，有停車車場，公園園，辦公區，文娛廣場場等想法，但但都沒有得得到全民的認認同，故最最後維多利亞亞州政府府成立-聯邦邦廣場管理理私人有限公公司-除了整合全民的的訴求重要要的是決定以以新墨爾爾本公民廣廣場為訴求，，想創造一個文化和公公民一同分享，可成為為完全開放，向

公眾，越來越多的人認識到，並堅持減少建築物的高度。並採滲透性和“原始” 的互動性公民公共辯論場所，去創造“藉由基地，啟發情感、經驗”。在空間上在廣場的立面可以看到聯邦廣場中發散的建築量體明顯樹立著，但卻可以保持整個基地的一致性。這些建築物是在澳洲特有的砂岩，鋅，玻璃，排列在一個三角形風車網格。在 fracticality 系統使用一個一致的三角形進一步細分成更小的單位。靈活的將應用到所有的建設和反應不同條件（方向，意見，環境問題等），以獨特的方式。大型不規則的城市廣場可容納 2 萬人放鬆和沉思，為了支持廣泛的公民，文化和商業活動，響應的活力和開放的日常生活。而在廣場北面創造一個陽光明媚的戶外用餐區，可以欣賞街頭戲劇和音樂，沿弗林德斯街建築群，提供畫廊空間，表演空間和設施，咖啡館，在羅素街則是，以容納多媒體影院的多媒體設施和辦公室為主，中央玻璃構造 5 層高兩大建築群，內有熱帶雨林和沙漠溫室，南端連接的網站與亞拉河。該基地已於 2002 年完成，並真的提供了一個集中的廣場，並可以收集和滿足時代的樂趣和時代的抗議。它日夜不停 24 小時運作安全和清潔，這意味著它是一個安全的地方。總預算為 4.4 億美元，完全由政府資助。這是由下而上，由全民主導政府全力支持及專業協助的“聯邦廣場”。上述資料引用：澳洲墨爾本聯邦廣場，2010。

(二)德國－艾艾姆舍園區 [ Emscher Park ]

位於德國國魯爾區的艾艾姆舍園區區 [ Emsche er Park ]為為近年著名名以生態與策策略式規規劃為導向的規劃案。。其創新的規規劃理念與與實際開發興興建之手法法，可作為本本計畫之之借鏡，分分析如下： 1.歷歷史沿革艾姆舍園園區為提供國國際建築大大展的展覽區域，但它它並非像一一般世界博覽覽會的短短期展覽。除除了用地與與建築物均為為永久性以以外，整個園園區之規劃劃與興建長達達十年之之久。1999 年為整個大大展的閉幕幕年，藉以展展示十年來來的建設成果果。於 1989 至 1999 年間，各各種相關活動動與大小展展覽從未在艾艾姆舍園區區間斷過。 2.轉轉型的契機機艾姆舍園園區位於德國國中西部著著名的魯爾重重工業區（（Ruhrgebieet）。因經濟濟與生產產型態的改改變，本區賴賴以維生的大大型重工業業工廠不斷歇歇業或外移移，使得地方方經濟每每下愈況。因此，藉由由艾姆舍園區區的建設，希望將魯爾爾區加以更更新，成為替替工業發發展作見證證的永續發展展地區。 3.參參與式規劃劃本園區透透過「地方規規劃團隊」織」及「社社區參與」，以作為艾姆姆舍、「政府組織園區區經營與規規劃之主軸：根據 1987 年柏林建建築大展的經經驗，此種種大規模的建建設與展覽覽活動需要一一個民營營的、對策略略嫌熟的規規劃團隊，才才能順利地地在十年後展展示其規劃劃與建設成果果。並且且如果要能能長期地從事事一些理想想的事業，應應該設立一個個專屬的行行政單位。如如果此單單位無法成成立或是因官官僚體制而而不能運作，，就必須成立一個屬於於政府，且由由政府支支援財務的民營公司。。因此本區透過「艾姆姆舍園區的規規劃團隊」作經營管理理。 1979 年邦邦政府成立了一個「土土地基金」，以五億馬克克的費用收收購這種閒置置土地。。政府將這些閒置土地地收買、管理理，並逐漸漸開闢部分土土地以供住住宅、產業與與農業建建設之用，其其賣出所得得再回歸基金。這批土土地的大半都都未再從新新開發進駐，而是加加以綠化，以留做為自自然景觀之之用。

本規劃透透過社區參與與，嘗試透透過居民來參與設計以以表達居住住者對於此區區域的需需求，如艾艾姆舍園區為為一條長達達 70 公里的的綠帶，橫貫貫於魯爾區區，因牽涉的的城市眾眾多，為求求溝通與工作作的效率，便再將園區區中的城市市分成七個「子綠帶」，每個子子綠帶自成成一個工作小小組。小組的第第一項任務就就是想辦法法增加可供供休閒、運動動、孩童遊遊戲、老人活活動的開開放空間。除除了一般性性的綠化與殘殘餘污染的的整治以外，對於建築築物與景觀設設計的品品質要求異異常嚴格。此此外最重要的的任務在於於消除城市間的溝通障障礙，使其能能相互結結合，促進整體發展。。並共同建設設自己的基基盤設施，重重塑自然景景觀，使其進進入居民民的意識之之中。上述資資料引用：張衍，200 08。 (三三)英國倫敦敦-圓屋 [ The T Roundhhouse ]

位於英國國倫敦-圓屋屋 [ The Roundhouse ]為近年著著名以策略略式規劃為導導向的規規劃案。其創創新的規劃劃理念與實際開發興建建之手法，可可作為本計計畫之借鏡，分析如如下： 1.歷歷史的背景景回溯圓屋屋建造的年代代是在 18446 年，當初初是倫敦的小小火車維修修廠以及機械械車頭的的轉車棚，地地下層曾被被短暫使用為為馬廄停車車場，建築物物是雙層圓圓形架構的磚磚造結構構，環形支柱圍繞出劇劇場的宏偉偉氣勢。在 1964 1 年轉租租為展演場場所後，其間間二十年年來堪稱是是音樂戲劇的的重鎮。 2.轉轉型的契機機：受到泰德德現代美術館館的影響，，圓屋是眾多閒置工業業空間再利利用為文藝展展場的案案例之一。但但隨著火車車頭的體積越越大，圓屋屋越難存放這這些機頭。圓屋在二次次大戰前前歷經多種種用途，卻在在 1964 年劇劇作家 Arno old Weskerr 在該建物內成立 Cen ntre 42 戲劇公司，自始成為為一個藝術據據點。由於於圓房子因地地理位置上上佔有人潮多多的優勢勢；建築外觀觀及深濬空空曠的內部空間，更呈呈現建築的稀稀有特色，未來展望是是綜合藝藝術，地下下層集結為音音樂、戲劇劇、美術及複複合媒材的的工作室。 3.參參與式規劃劃：本園區透透過「地方規規劃團隊-圓屋信託組組織」、「社社區參與」，以作為都會會主

題公公園經營與與規劃之主軸軸：為保存圓圓房子歷史建建築物，倫倫敦市成立「圓屋信託託組織」，力力主保留此棟棟奇特造造型的建築築物，期能專專供年輕人文化教育場場所使用，為為利後續營營運，更以募募款方式式開放供展展覽、表演或或電影使用，甚或私人人宴會及授獎獎儀式均可可承租，預計計將募款款約新臺幣幣一百二十億億元，成為為培植新生代代藝術家的的專屬文化空空間。培植新生生代藝術人才才的專屬文文化空間，設置一個專專屬年輕群群體自行管理理營運的的文化空間，對於閒置置空間再利用用的方案規規劃，甚或是是整體文化化政策的研擬擬，均值值得參考與與學習。藝文空間間在軟體及硬硬體的完整整結合，圓屋案例係以以建築物的的特色，決定定空間使使用用途；結結合年青人人聚集的環境特色，以以決定再利用用空間的使使用主體。顯顯現英國國舊建物再再利用的成功功模式，非僅僅在對舊建建築歷史意義義的重視，在規劃再利利用的藝藝文空間時時，對軟體及及硬體完整結結合的堅持持，自當是英英倫新藝術術躍進國際藝藝術舞臺臺的利器。成立保存存歷史建築的的信託組織織，有關營運管理的重重責，則由由一群年輕專專家所組組成的青年年組織加以承承擔，期能激激發年輕人人口參與藝術術創作，並並發展適合年年輕人的的文化工業業。上述資料料引用：黃黃水潭，200 03。 (四)西班牙畢畢爾包－古根根漢美術館館[ Guggenh heim Museuum Bilbao]

倫敦「金金融時報」將將畢爾包的的成功範例稱稱之為「古古根漢效應」」，意指藉由由美術館館的名聲、豐豐富的收藏藏品，配合獨獨樹一格的的建築，給予予畢爾包從從一個年輕人人出走、、失業人潮增加、工業業沒落、半半廢棄的工業業城，轉型型為觀光城。 1.歷歷史的背景景畢爾包是是西班牙巴斯斯克地區（（Basque）的首府。巴巴斯克地區區生產鐵礦，從二十十世紀開始始，這個地區區就是帶領西西班牙工業業化的火車頭頭，並幫巴巴斯克地區賺賺進大把把銀子，因此此成為西班班牙經濟樞紐紐，首府畢爾爾包則躍居居西班牙第四四大城。然而而，在富富裕的表象象底下，由於於中央集權的鎮壓巴斯斯克本地的語言及文化化，在 40 到 70 年代代被大肆摧摧殘，也導致致巴斯克分離主義的興興起。激進派派的分離主主義者，以恐恐怖行動動宣揚巴斯斯克獨立的主主張，畢爾爾包也因此籠籠罩在恐怖怖攻擊的陰影影下。到了了 80 年代代末期，畢爾爾包市中心心的大型造船船廠不敵東東歐和亞洲低低廉工資的的競爭，關門門歇

業，更直接打擊畢爾包的經濟命脈。 2.轉型的契機： 90 年代初期，畢爾包市政府希望以藝術和文化振興畢爾包。當時所羅門古根漢基金會想要在歐洲建立一個分館，於是巴斯克地方政府提出城市改造計劃，邀請多位知名建築師參與都市更新計劃，畢爾包古根漢美術館(Guggenheim Museum Bilbao)便是其中一個重要的設計，此建築是由北美知名的建築師法蘭克‧蓋瑞(Frank O.Gehry)設計建造獨樹一格的建築，給予原本逐漸凋零的畢爾包一個浴火重生的機會。 3.參與式規劃： 2005 年，古根漢博物館的財務結構，公部門補助（巴斯克（Basque）政府與畢茲卡亞縣協會（Bizkaya county council））約佔了博物館收入的 22%、古根漢博物館自籌經費約佔總收入的 78%，也就是說企業、個人贊助與其他補助等是民間參與該美術館成功營運的關鍵之一。除此之外，畢爾包古根漢美術館除間接給地方帶來衍伸的經濟效益，對於當地文化機構的影響，不只讓當地民眾對於藝術更有興趣，對於當地博物館的也產生了衍生的效應—為了不想生存在古根漢的陰影之下，巴斯克省的當地的其他博物館紛紛進行重建、現代化的工程。上述資料引用：數位時代(2004)，張雍(2007) ，臺北市政府文化局(2009)。

(五五)荷蘭－[sstrijp-s]

作為全荷荷蘭規模最大大的私人企企業公司，飛利浦在眾眾多家庭中中扮演一個非非常重要要的角色。每一天有至至少 12,0000 人次經過過 Strijp-S 的入口。 1.歷歷史的背景景： 1891 年 Gerard G Philips 在 Eindhoven 起始燈泡工廠起廠。小家庭庭企業發展變變成多國國企業。在發發現這裡的的發展前景，飛利浦成成長為一個夾夾帶特有基基盤設施的工工業城。。但為了保護護其科技發發展與創新，嚴格的出出入口管制政政策使其成成為「禁止進進入的城城市」。但在在另新的方方面來說，這這裡的環境境被發覺是創創新與創造造的再生搖籃籃。 2.參參與式規劃劃： (1)吸引大量、、來自各地地的設計師與與對設計與與藝術有興趣趣的民眾，共同參與設設計展。 (2)舉辦講座、、研討會、工作坊、時時尚秀以及及荷蘭國家設設計獎的頒頒獎宴會。上上述資料來源：Strijp-SS，2010。

面對城市全球化的國際潮流及地區衝擊，現今都市空間中仍然存在著許多不確定性，城市的獨眾魅力與豐富機能，來自於人們對於生活中的空間體驗而衍生，也反映著市民在於經濟、寧適、健康、安全、福址等指標上的滿意程度；對於未來南港城市再生願景擁有熱情興趣的民眾，我們抱持著虛心指教的態度，著實期望與您一同為南港城市願景共同努力，以貫徹民主式參與、由下而上的精神，來創造南港更多的可能性！號召有志一同的夥伴們，城市願景馬拉松的起跑點，就從打開瓶蓋後的聲響，開跑了！

(二)創意競賽 1.BO！打開瓶蓋發現南港創意競賽活動說明：本案提供各類型競賽，以繪畫寫生、徵文創作、標誌與標語、攝影、時空聚寶盆（蒐集舊照片）等方式舉辦，設計者可從社區生活、社區文化、特色產業及社區展演等與南港瓶蓋工廠相關活動之共同元素來串聯銜接，產出簡明兼具美感、內涵且具代表藝術、文化、生活的創意巧思。本活動藉由洞悉民眾心中對於瓶蓋工廠之印象來思考南港之發展願景，並配合瓶蓋工廠本身舊有建築之再利用，來做為未來各項活動展開及推廣的素材；因此本案期望廣徵創意設計菁英，來為南港瓶蓋工廠提供多元的觀點，以達成未來南港成為市民心目中理想城市的可能性。

活動對象： (1)繪畫寫生：設籍南港地區或就讀南港地區國小之學童。低年級組：國小一、二年級。中年級組：國小三、四年級。高年級組：國小五、六年級。 (2)徵文創作：設籍南港地區或就讀南港地區國中、高中之學生。分國中組與高中組。 (3)攝影比賽：設籍臺北市具攝影興趣之臺北市民。 (4)標誌與標語：設籍臺北市具攝影興趣之臺北市民。 (5)時空聚寶盆：設籍臺北市具珍貴老照片或物品之臺北市民。競賽地點：南港瓶蓋工廠（優先）。南港區公所禮堂（備案）。

(三)國際青年交流研習營 1.BO！打開瓶蓋發現南港，新活力-「國際青年交流研習營」。活動說明：南港，一個在於土地上具有全球化城市規劃色彩－但留存有許多地方歷史紋理的都市場域，具備了極高潛力發展再生之可能性；有鑒於此，不同角色所觸發對於空間運作邏輯上的不同觀點，透過多樣活動的對話，方能導向多目標發展及公民式參與範疇上願景之實踐。透過國際青年與在地學生的對話，讓青年學子從做中學，透過不同的觀點去激發自己對社區的意識，瞭解自己的生活空間特別之處，在社區方面也能透過年輕人的活力，發揮創意，看見不同的社區樣貌。指導單位：臺北市政府都市發展局主辦單位：臺北大學都市計劃研究所、荷蘭臺夫特科技大學都市學系協辦單位：比利時魯汶大學人類聚落研究中心比利時魯汶大學建築、都市設計與區域規劃學系英國倫敦國王學院地理學系臺北市南港社區大學中國信託商業銀行文教基金會日勝文教基金會好鄰居文教基金會（統一企業）富邦藝術基金會潤泰集團利百代國際實業股份有限公司聯華實業股份有限公司國產實業建設股份有限公司僑泰興企業股份有限公司臺灣肥料股份有限公司南港輪胎股份有限公司臺灣菸酒股份有限公司南港展覽館（中華民國對外貿易發展協會）南港軟體育成中心活動內容： (1)離家出走，南港漫遊規劃南港參訪動線，分組進行城市觀察，並以影像或文字方式作為紀錄，以人性的空間尺度去發現南港的特殊地景與地方風情，以及對於未來南港城

市的願景探討，藉由這樣的一種田野學習方式，找出屬於南港在於傳統與科技上種種不同的面貌，相關成果日後可成為瓶蓋工廠展出內容。 (2)工廠地理誌因應南港區域發展上產業轉型過程中所遺留下的工業空間，尋找南港區域的工業遺跡，輔助學員運用圖底圖以及電腦相關輔助作業，思考對於都市變遷中工業科學的轉型衝擊、沒落、活化等議題，。 (3)動態空間紀錄學主軸為南港都市的探索，可對南港作多面向層面之探討，運用攝影及錄影方式，學員間進行討論對於南港城市的藝術行動腳本呈現，並與相關學術或企業資源進行合作，未來可利用表演音樂中心展現市民對於南港的認同性，進一步達到城市行銷。 (4)舊物再轉化，都市藝術化當城市發展邁向歷史，空間中之舊有物件及介面已面臨拆除及摒棄之時，我們是否能為其賦予一種在於空間中的新生命，為本活動舉辦之目的。藉由任何型式的創作方式(繪畫、裝置藝術…)及材料選擇(牆面、工廠廢棄物…)，來達成都市空間藝術化的使命。 (5)世界咖啡館透過對話來解決問題，並且找出最佳結果，是一種溝通式的解決問題之學習方式。藉由主持人篩選出之議題，經由小組討論、交流，並透過集體對話，互相體驗集體的創造力與智慧性，引導至新的行動契機。活動地點：南港瓶蓋工廠行程規劃 Day 1

(四)論壇 1.BO！打開瓶蓋發現南港－「社區營造與交流，瓶蓋工廠運轉記錄誌」。

活動說明：

兩次不同階層間，透過對話對談，針對地方資源、文化型態，用實際活動、藝術或參與式規劃方法的發酵後，以瓶蓋工廠為核心的出發點，吸取各方的文化創意競爭力之過程，透過本次的座談舉辦，將這段期間的集思創意而來的作品，以小型活動成果分享，並用記錄片展現活動期間磨合與交織之過程，達到推動社群與空間融合之策略目標。對於未來南港都市的願景與藍圖更加具體更加成熟。
