Fire officials hope Idahoans remember 2016 Boise Foothills blaze when buying fireworks The Fourth of July fireworks will fill the skies over Expo Idaho, beginning at about 10:15 p.m.

Fourth of July revelers and fireworks aficionados will need to head west as the City of Boise moves its pyrotechnic spectacular to Expo Idaho in Garden City. The move was triggered by floodwaters turning Ann Morrison Park—which has been home to the annual fireworks display for 10 years—into a messy sponge.

“Where we traditionally had set off the fireworks is still underwater,” Boise Fire Chief Dennis Doan said one day before Boise city officials announced they had reached an agreement with Garden City officials and Ada County, owners of Expo Idaho. Doan told Boise Weekly that city staff had considered as many as three alternative sites before deciding on Expo Idaho.

“We were absolutely committed to make sure it happened. We invite everyone to come out and enjoy an amazing free show, and thank the sponsors who help make it happen year after year,” said Boise Mayor Dave Bieter in a prepared statement. “We appreciate Ada County and Garden City working with the city to ensure this year’s event quickly found a new home.”

With the new home comes new rules.

For example, while the fireworks are still expected to be ignited by around 10:15 p.m., the gates of Expo Idaho won’t open on the Fourth of July until 6 p.m. Other rules include the following: • No pets • No backpacks • Handbags will be searched • No re-entry • No tailgating • No coolers, although Ada County officials said beer, wine and food will be sold by vendors.

The event is free to the public, and the fireworks will be synced to music broadcast by 107.1 K-Hits.

SAVANNAH CARDON First-time visitors to the giant Fat City Fireworks might get a sense of deja vu: It’s similar to a popular warehouse club where shoppers push oversized carts down extra-wide aisles, buying food and other items in bulk. Unlike the other store, however, it’s illegal in Idaho to buy many of the products for sale at Fat City.

The proprietors of Fat City don’t like the term “illegal.” They label the pyrotechnics that are illegal to ignite in Idaho as “Big Boy Toys,” and have divided Fat City into blue- and red-painted aisles, with the illegal aka “Big Boy” fireworks in the red aisles on the “fun side” of the store. The blue aisles contain “safe and sane” items, which are fireworks that emit sparks or showers less than 20 vertical feet high. Bottle rockets, aerial displays and firecrackers—which shoot sparks well above 20 feet high—are available on the fun side.

The Fat City warehouse store is one of only a few buildings along a stretch of Simco Road in Elmore County. Inside, scores of customers pushed carts loaded with Big Boy items like the Ghost Rider ($79.95), the Amazing Ballet ($149.95) and the USA Conqueror ($189.99). It was business as usual—and there’s the rub.

“I still think that when it comes to the use of aerial and/or illegal fireworks in Idaho, our homes are at risk, our neighborhoods are at risk and not much is going to change anytime soon,” said Idaho House Minority Leader Mat Erpelding (D-Boise). The Idaho fireworks issue makes him hot under the collar. “I think we’re going to see fires started by fireworks that were illegal to use in Idaho, yet they were purchased legally in Idaho.”

The class of fireworks that it’s illegal to light in Idaho aren’t illegal to buy. There’s no waiting period, no background check. At Fat City, customers loaded their finds, both legal and illegal, on the counter, ready to dish out a considerable amount of money. The only requirement they had to fulfill to get their fireworks was they had to sign an affidavit swearing they were at least 18-years-old and were aware their fireworks were dangerous and would be ”transported outside of the State of Idaho.”

“That’s the real nuance of this,” said Erpelding. “They’re bought legally, and then they sign this stupid piece of paper that says that they won’t light them off in Idaho. They light them off in Idaho anyway.”

The whole idea of the affidavit frustrates Boise

“It sets people up for a wink and a nod,” said Doan “It sets people up to really perjure themselves. What are we teaching our children?

That it’s okay to just wink and nod and sign something?”

The affidavit and the robust sales of illegal fireworks in Idaho aren’t new. What puts the system in a different light is what occurred a year ago, Doan said, as Boise was preparing to celebrate the Fourth of July holiday.

In the pre-dawn hours of June 30, 2016, flames ripped across the Boise Foothills toward the Table Rock landmark. The blaze scorched more than 2,500 acres of land, destroyed one residence and threatened dozens more. Investigators later concluded that the fire was sparked by fireworks. In February, 20-year-old Taylor Kemp admitted he ignited an illegal Roman candle, causing the massive fire. On May 26, Kemp was sentenced to a maximum of six months in jail, most of it suspended and was ordered to pay $391,790 in restitution to the Boise fire and police departments, the Bureau of Land Management, Idaho Power and the owner of the home destroyed in the fire.

“I do think [in] the wake of that incident it’s going to be different thinking about fireworks this year, but that doesn’t negate the fact illegal fireworks still put homes and private property at risk,” said Erpelding. “My hope now is that citizens are more aware of the consequences than they have been in the past. If they are, I think we’re in a better place. Maybe people won’t take illegal aerial fireworks up into the mountains and light them into fields.”

Using the 2016 foothills fire as an example, Erpelding stood before the Idaho House State

Affairs Committee in February and proposed legislation that would close the loophole allowing the sale of illegal fireworks in Idaho. The House didn’t move the legislation forward—the committee didn’t even grant Erpelding a full hearing on the issue. So now, it’s up to the public to apply pressure to lawmakers, Doan said.

“When our communities decide that they’ve had enough, that’s when change is going to be made,” said Doan. He also said there are plenty of “safe and sane” fireworks at stands all across the Boise.

“Here’s the thing: Each one of them is licensed and the Boise Fire Department inspects every one of them,” Doan said. Each fireworks stand in Boise must also display a poster with a large photo of the foothills fire accompanied by two words in large print: “Remember 2016?”

The Treasure Valley isn’t the only place with pyrotechnic problems.

In the small Boise County town of Crouch, the official population is about 150 but swells during the summer months. Crouch is not only a popular vacation destination, it has gained national notoriety: Videos of out-of-control fireworks being set off in the middle of town seem to go viral every Fourth of July.

“It’s like a train wreck,” said Garden Valley Chamber of Commerce President Diane Caughlin in 2014. “I dread the Fourth of July.”

Apparently she and other city officials had enough.

The City of McCall is doubling-down on a booze-free Fourth of July, banning alcoholic beverages from the lakefront parks in the resort community from Saturday, July 1 through Wednesday, July 5. City officials instituted a similar ban in 2016.

“Last year was great,” said Erin Greaves, communication director for the City of McCall. “We just want to build on it.”

After years of what law enforcement and some elected officials have said was too much partying, the McCall City Council decided in 2016 to ban alcohol in all city parks during the Fourth of July holiday weekend, and law enforcement in McCall put tight restrictions on access to North Beach, where they issued a number of citations every year for public intoxication and underage drinking.

“In previous years, we had complaints from business owners that there was damage or inappropriate use of facilities,” said Greaves. “Plus, there had been complaints of inappropriate acts happening on the beach.”

In 2016, Lieutenant Dan Smith of the Valley County Sheriff’s Office said his officers had to contend with partiers throwing beer bottles at them, vehicle burglaries and incidents of sexual misconduct and alcohol poisoning.

For this year, the McCall City Council voted to tweak the rules this year to allow alcohol in Gold Glove and other non-lakefront parks. The Valley County Sheriff’s Office said North Beach will stay dry but it will allow boats on a 150-foot stretch of the beach. Greaves said the adjustments were an effort to compromise.

“We want to restructure some of the misconceptions that our town had taken a turn last year and, perhaps, gone totally dry,” said Greaves.

The bigger decision to keep the majority of the restrictions in place is part of an overall effort to “restructure the culture” of the holiday and put an emphasis on safety, according to Greaves.

“Our goal this year was to focus on places that we would consider ‘hot areas’ where most of our previous safety issues had been coming from,” said Greaves. “Our main goal is just to keep families, locals and tourists safe.”

Greaves said there were far less incidents in-

volving law enforcement during the 2016 Fourth of July holiday weekend, and she heard many residents and visitors felt the restrictions were effective at cutting back problems. Plus, tourist dollars were on the rise last Fourth of July.

“I know that there were a lot of rumors that business was down last year,” said Greaves. “From a city perspective, I can tell you, overall, the local option tax dollars for tourism in the month of July were a record high. Tourism was very much alive and well here.”

Not everyone in McCall is happy about the restrictions, though. Tom Grote, publisher of McCall Star-News said how people feel about the new rules depends on who you ask.

“From the anecdotal information I got last year, young people just stayed away,” said Grote.

“Not only did [the restrictions] affect my younger crowd in the Yacht Club tavern, it affected my crowds at the Anchor where families like to sit down for dinner,” said Tway. “The one thing I heard often was ‘Mom and Dad used to like to have a beer or a • glass of wine on the beach while their kids played.”

Grote said his family used to watch the fireworks at Brown Park while enjoying a bottle of wine. Now they can’t. However, Grote acknowledges some people in his community had the feeling that “their town had been taken from them” by out-of-town partiers.

“Some people wanted to see a return to the days where they could feel safe and comfortable to enjoy the Fourth of July in the city parks they owned, paid for and maintained with their tax dollars,” said Grote. “So, the city council responded.”

Greaves agrees the new changes were a response to complaints but “there’s still something for everyone in McCall.”

“We want people to know this is a wonderful place to spend your holiday,” said Greaves. As an example, she mentioned the McCall Chamber of Commerce’s “10 Days of Fourth of July Fun,” which include a host of family-friendly activities from Friday, June 30 through Sunday, July 9.

Grote said maybe it’s time McCall had what he called a more “holistic attitude” toward Fourth of July tourism.

“Look. We understand if people have a good a time on the Fourth of July, maybe they’ll come back when it’s a slower day,” Grote said. “You have to remember these young people—the same people some call ‘crazy partiers’—are someday going to grow up and have families themselves.

Then, they’re going to decide where they choose to spend their vacation.”

A proposed property tax increase of 4.8 percent highlights the FY 2018 spending plan.

CITY OF BOISE FY 2018 BUDGET: $217.8M Buried deep inside the 283-page Fiscal Year 2018 City of Boise annual budget is a copy of a lithograph, circa 1890, when the city of Trees had just been officially named as the capital of Idaho. The rest of the document, though, details a general fund operating budget of $217.8 million—a 4.4 percent increase over the current year—for FY 2018, which begins Sunday, Oct. 1 “You might compare this to an early morning economics class in college,” said City of Boise Chief of Staff Jade Riley to members of the Boise City Council who gaveled in the June 27 marathon budget session at 8:30 a.m.

While the proposed budget was packed with enough ledger sheets and pie charts to make an economist’s head spin, there were a few key numbers worth noting: • 4.8 percent—The property tax increase proposed for FY 2018, which comprises a 3 percent base increase as allowed by state statute and an additional 1.8 percent factored in for new construction and annexation.

• 16 percent—The budgeted increase of parking revenues based on changes to the parking rate structure.

• 3.8 percent—The budgeted increase of personnel expenses for FY 2018, which comprises base salary increases of 2 percent and 1.25 percent for one-time compensation for non-union workers.

• 8.5—The addition of full time-equivalent employees added to the city payroll, resulting in a total workforce of 1,725.7 FTE. • 32 cents—The amount from every tax dollar spent on police services.

• 25 cents—The amount from every tax dollar spent on fire services.

• 13 cents—The amount from every tax dollar spent on parks and recreation.

The budget process is a long one. The Boise City Council is required to hold a full public hearing on the FY 2018 spending plan in July. Then, lawmakers will hear three readings of the budget in separate meetings set for July and August. Finally, in late August, the city council is expected to hold its final vote on the budget, in preparation for its Oct. 1 enactment.

However, they may not know that enjoying the story live is even more exciting than watching it unfold on the big screen. Join the Idaho Shakespeare Festival for a comedic adaptation of the classic—and dark—Victor Hugo tale, in which the hunchback bell ringer battles evil forces to win the heart of his lady love, the gypsy Esmeralda.

Soaring musical numbers will accompany the well-known story suitable for all audiences to enjoy. CALENDAR AN INTENTIONAL EYE: SELECT GIFTS FROM WILFRED DAVIS FLETCHER—Wilfred Davis Fletcher (1922-2016), a third-generation Idahoan and longtime friend and supporter of the Boise Art Museum, donated his first gift—a small graphite drawing by Maynard Dixon—to the Museum in 1984. In the years since then, he has made 17 additional donations, totaling nearly 600 works of art. His incredible generosity has significantly shaped the Museum’s Permanent Collection of approximately 4,000 objects, by introducing artworks by prominent artists who were previously unrepresented. THE LETTER BOX PROJECT—This elegantly renovated vending machine dispenses a variety of poetic, handwritten letters for 25 cents apiece. In order to involve a wide audience, the letters are written in English, Spanish, Basque, Farsi, large print and embossed

in Braille. The hope is to share with as many people as possible the sense of personal connection generated by handwritten letters, building a community of inclusion for some of the smallest minority populations. Funded by Boise City Department of Arts and History.

SEAN KENNEY: BRICKS + STONES—Sean Kenney is an artist and children’s book author with more than 5 million LEGO® bricks at his studio in Brooklyn, New York, which he uses to create sculptures and wall murals.

Boise Fire Chief on the unfunded mandate to fight fires sparked by illegal fireworks GEORGE PRENTICE

Chief Doan loves the Fourth of July as much as anyone. Like thousands of people, he loves to watch the Independence Day pyrotechnics, especially when they’re being managed by professionals. Get him talking about what he calls a failure to enforce the sale of illegal fireworks, though, and he gets pretty angry.

In anticipation of the upcoming Independence Day holiday, Doan talked about fireworks in general and the one year anniversary of the fire started by illegal fireworks that scorched the Boise Foothills.

How long have you been fighting fires?

Twenty-seven years. Nine years as Chief of the Boise Fire Department.

You worked in every fire station in the city.

Yes and no. I certainly worked at all of the old fire stations. As you know, Boise voters approved the replacement of outdated facilities, resulting in four new fire stations and a new training facility.

Let’s talk about the Fourth of July. You’ve seen your share of fires on that date.

We’re running all day and night. We don’t want anything bad to happen, but when it’s your job, you’re going on call after call after call, and there’s a lot of adrenaline pumping.

In a heartbeat, things can take a nasty turn.

In 2016, we had six structure fires over the Fourth of July weekend in the Treasure Valley.

If the wind had shifted, that could have headed to Harris Ranch and caused considerable destruction.

We threw everything we had at it: all of our engines and trucks. We did a great job that day.

Being that it was so close to the Fourth of July, did you suspect fireworks We were so busy fighting the flames. It wasn’t until mid-morning somebody told me they thought it was fireworks. That didn’t surprise me.

Now, here we are one year later and a 20-year-old Boise man, Taylor Kemp, has admitted to setting off a Roman candle that sparked the fire. He got some jail time, most of it suspended, but he was slapped with a huge restitution.

Almost $400,000.

You recently posted on Facebook the young man wasn’t the only one at fault. You wrote, “The Idaho Legislature is equally to blame for allowing the sale of illegal fireworks.”

I’m upset with the Legislature. I can’t think of anything that’s illegal sold openly in Idaho.

Especially something this dangerous. What are we teaching our children?

Yet, when this very issue came before the House State Affairs Committee this past February, the panel chose to do nothing.

They wouldn’t even give it a full hearing to hear testimony.

I had no idea so many homes burned.

DEAR MINERVA, This last year, I got sober, got divorced, went back to college, lost my full-time job and am now learning to live on a budget with my new part-time job. Through this all, I had a guy friend who became my neighbor and more. I helped him financially when he was out of work and still do things like cook, clean and do laundry for him. I have a great time with him and see him almost every day, but he won’t commit to official boyfriend dating status until I lose weight. I had weight-loss surgery over five years ago and have kept off more than 100 pounds, but he wants a tiny little trophy by his side. I admit l fell hard and fast while vulnerable but, as they say in the program, I don’t want to give up five minutes before the miracle. I have already been through two rough marriages but don’t feel like I am out of the game at 41. I would love an opinion from someone outside of my normal circles on whether to stick it out or cut him off completely. I think we are too far gone to just be friends again.

Tears were shed when alcoholic beverages were banned on the Boise River.
