MESSAGE
As we wrap up another impactful year, I’d like to start by extending my heartfelt gratitude to Board members Bruce Payne and Audrey Ko PSM, who resigned from the Board during this financial year. Their dedication and service have left an enduring legacy, and I thank them, along with all current and former Board members, for their contributions and unwavering support of NT Police Legacy (NTPL) and its families.
This financial year, NTPL has proudly provided over $54,098 in support to families, including $50,676 for education expenses and $3,422 for children’s birthday and Christmas gifts, as well as personal development grants. These funds are a testament to the generosity of our supporters, and I cannot thank you enough for helping us make a difference in the lives of our legatees.
A highlight of 2024 was the expansion of NTPL’s services to include financial support for mental health first aid training for adults supporting legatees. This initiative aims to equip caregivers with the skills to understand and address the psychological challenges faced by young legatees. Your ongoing support has been vital in enabling us to extend our impact in this meaningful way.

This year also saw great success in our fundraising efforts. Our new collectible ‘challenge coin’ was an instant hit, with the first shipment selling out almost immediately. We anticipate restocking before Christmas — thank you for your enthusiastic support! Additionally, the restocking of our popular German Shepherd plush dogs has been met with excitement, further boosting NTPL’s profile. The demand for these items has been remarkable, and we look forward to unveiling more exciting merchandise in 2025. Stay tuned!
Looking ahead, we are excited to share that in 2025, NTPL will host the National Police Legacy Conference, providing us with new fundraising opportunities and ways to strengthen our mission. We’re also in the early stages of planning new merchandise launches and can’t wait to share updates with you in the new year.
A key decision by the Board this year was to standardise the payment of school support, ensuring consistent and equitable assistance to all NT Police Legacy children. These changes will come into effect in 2025, reaffirming our commitment to supporting the educational journeys of our legatees. For more details, please refer to the article on page 11 of this newsletter.
On a personal note, I will be stepping down as Chair following our next Board meeting to focus on spending time with my new family. While stepping back from this role, I will remain an active Board member, as NT Police Legacy holds a very special place in my heart. I am deeply grateful for your support throughout 2024 and look forward to seeing you all in the year ahead.

MEET OUR BOARD MEMBER WITH OWEN BLACKWELL
Owen was brought up in Papua New Guinea and Queensland and moved to the NT in 1985 to work as a miner in Tennant Creek, before joining the NT Police in January 1987.
Owen has worked predominately in frontline areas across the NT from Kulgera in the south to the Tiwi Islands in the north and from Groote and Gove in the east to Kalkaringi in the west, and all major centres. Owen is currently working in the Community resilience and Engagement Command after four years as an instructor in the training college.
Owen is married to Deb, also a serving police officer and they have three children and three grandsons all residing in Darwin. This is Owen’s second time on the Police Legacy Board having been an NTPA representative on the board during the period over years 2011/2012".
Owen has been a big supporter of NT Police Legacy since its inception back in 1991. He has seen firsthand the fantastic work they do and is humbled to be back on the board.

“Due to taking extended leave I have recently resigned from the Board of Management (BoM) for NT Police Legacy (NTPL). Like a lot of people, I 'signed up' to donate to NTPL when I commenced as a recruit. It wasn't until I undertook the Kokoda Trek in April 2016, with police legacy that I appreciated the assistance police legacy provides to legatees. Together with Liam Riley an NTPL Legatee, we walked the trek in 2016.
The experience of interacting with Police Legacy Legatees from around Australia on the Kokoda Trek brought a lot to me. To see and experience the personal development and increased confidence in Police Legacy Legatees, from both undertaking the trek and interacting with other Police Legacy Legatees and sharing their stories was a highlight of the trip and when I got home, I started making inquiries and getting more involved.
The NT Police comprises some 1,690 members. When a member passes away you will know them at some level. You may not know them personally, but you may have been in a course with them, worked at the same station or a person you work with knows them - we ask members to donate not for themselves but for the person sitting next to them.
Over the years members I have known have passed away and NT Police Legacy has offered a way for me to help their families.
In closing, I have enjoyed my time on the BoM with NT Police Legacy and I would urge everyone to become involved be it by arranging fund raising events, volunteering at events or by becoming a member of the board of management.”
Bruce served on the NTPL Board of Management 3 Jul 2019 – 10 Oct 2024, including being Treasurer from 13 Aug 2019 to 10 Oct 2024. He was a representative to the BoM of the NT Police Association.

As we wrap up another year, I want to take a moment to reflect on the incredible dedication and resilience each of you has shown. 2024 has brought challenges and triumphs alike, and I couldn’t be prouder of how we have faced it together. From handling day to day duties to managing complex and critical situations, your commitment to keeping Territorians safe has been nothing short of inspiring.
As the holiday season approaches, it is important that we all take a step back and breathe. Policing is a serious business, but it’s equally important to make room for joyful moments, to reconnect, and to support each other. I encourage you to slow down when you can, take the time to talk to your colleagues and friends, listen to what’s on their minds, and appreciate everything around you.

It is an honour to be patron of Northern Territory Police Legacy. Much of my work is about acknowledging and recognising communities and volunteers, and the way that we care for each other.

BUNNINGS BBQ RAISES OVER $6K
On Sunday 14 July NT Police Legacy held a fundraising event at the Bunnings Palmerston site.
We were overwhelmed with the support and kindness that we received and we wish to thank EVERYONE who kindly donated, purchased merchandise or ate a snag! And a special mention also to Police Credit Union and Coca-Cola Europacific Partners who assisted financially in helping us to make this happen.
We have appreciated everyone’s support and are pleased to say we raised $6,092.40 — which also included an overwhelming sale of our fluffy dogs.

THE ANNUAL NATIONAL CONFERENCE FOR POLICE LEGACIES
The annual National Conference for Police Legacies was held in Brisbane this year, 26-28 July 2024, hosted by Queensland Police Legacy, attended by all state & territory Police Legacies. NT Police Legacy was represented by board member Detective Superintendent Drew Slape and Secretary Karen Cheal.
'MOU' (Memorandum of Understanding) between the Police Legacies. Despite each state and territory being separate organisations, and governed independently by separate constitutions, they have similar and objectives.
This collaboration between jurisdictions is of great benefit to the NT Police Legacy Families who live around Australia who offer joint support where possible. Our Families are living throughout Australia and access support from both SA and WA Police Legacies.

2024 sees NT Police Legacy Inc take over the role of Secretariat for the coming 12 months and to host the National Conference in 2025. It will be a privilege for the Board of Management to host this group and hope to showcase what is the 'NT', with another great opportunity to collaborate and celebrate the cause that supports and provides for Police Legacy Families across Australia.
2024 ALICE SPRINGS TRIPLE ZERO BALL RAISES OVER $15K
2024 Alice Springs Triple Zero Fundraising Ball was held 24 August 2024 with the event organised by a volunteer committee and hosted at the Alice Springs Convention Centre. A formal, black-tie ball raising over $15,000 on the night, with proceeds going directly towards assisting the families of the fallen Northern Territory Police Officers through Northern Territory Police Legacy.
The volunteer committee and attendees encompassed members from NT Police, Fire and Emergency Services, Alice Springs Hospital, St John Ambulance, Correction Centre, AFP RDFS, as well as other key service providers within the Alice Springs Community.
The organising committee would like to thank the major sponsors of the night, the Alice Springs Police Club Inc, Lasseters Centre of Entertainment, Northern Territory Police Association, Salary Packaging Australia, Brian Blakeman Surveys, and Alice Springs Brewing Co. The event could not have gone ahead without their generous support and donations.
The evening was a roaring success, with attendees reporting a great night socialising, creating professional networks and dancing the night away to the dulcet tones of musical ensemble “Late Scratching”.

NATIONAL POLICE REMEMBRANCE DAY
National Police Remembrance Day in the Northern Territory took place on Friday, September 27th. In Darwin the Northern Territory Police Force, Australian Federal Police, and Australian Border Force marched together, along with serving and retired police officers.
Separate services were also held in Alice Springs at Our Lady of the Sacred Heart Church, Katherine Memorial Cemetary at the graveside of Constable William "Bill" Condon and Tennant Creek Regional Cemetary at the graveside of Constable Maxwell Gilbert. National Police Remembrance Day is a day to honour police officers who have died in the line of duty or as a result of their duties.

WALL TO WALL RIDE FOR REMEMBRANCE
The annual Wall to Wall Ride for Remembrance was held this year on Saturday 14 September 2024. The ride raises funds for Police Legacies in each riders home state.
The ride from the EPIC centre in Canberra into the National Police memorial Wall is the culmination for many of several days riding from their home states to Canberra to participate. Each state carries a wooden baton with the names of all members killed on duty in a scroll in the handle of the baton.
44TH AUSTRALASIAN POLICE BASKETBALL CHAMPIONSHIP OPENING DINNER
NT Police Legacy were invited to hold a stall at the 44th Australasian Police Basketball Championship opening dinner.

CHRISTMAS DONATIONS
Christmas can be a difficult time for our Police Legacy families and their children. In recognition of this, NT Police Legacy provides monetary Christmas payments to children. The hope is the Christmas payment will help to bring joy and happiness to the children and is a welcome support.
The Christmas payment is $100 for each child 11 years and under and $150 for each child 18 years and under (as of 25th December 2024). Christmas payments will be processed the second week of December via electronic funds transfer directly into nominated bank accounts.

EDUCATION GRANTS INCREASED FROM 2025
Starting in 2025, the NT Police Legacy Board has approved significant changes to education grants, simplifying the process and increasing the amounts provided to support the education of NT Police Legacy children. This initiative is aimed at reducing the administrative burden on families while ensuring consistent support for the educational needs of children from primary school through to tertiary education.

This initiative is aimed at reducing the administrative burden on families while ensuring consistent support for the educational needs of children from primary school through to tertiary education.
STANDARDISED SCHOOL SUPPORT
The Board has decided to standardise the payment of school support, providing $8,000 per student for all NT Police Legatee children in primary and high school. Additionally, $3,000 per child will be provided for children under the age of five. These payments will be deposited into family accounts either at the beginning of each year, or by semester, however families prefer. Families need only apply once each year and will not need to acquit the grant with NT Police Legacy.
EQUITABLE EDUCATIONAL GRANTS
Recognising the importance of education and the financial burdens it can impose, the NT Police Legacy Board has considered the situation for families
and decided that there should be no distinction between public and private education. Therefore, the families of all children will receive a grant equivalent to the maximum previously granted, increased from $7,000 to $8,000 to account for inflation. This grant reflects the Board's understanding that all children are required by law to be in education or training until the age of 18 years. This approach aims to reduce the administrative load on families and to provide consistent support.
SUPPORT FOR YOUNGER CHILDREN
For children under five years of age, families will receive $3,000 per year per child to assist in their early development. This support acknowledges the importance of early childhood education and aims to provide families with the necessary resources to foster their children's growth and learning from a young age.
EXTENDED TERTIARY EDUCATION AND TRAINING GRANTS
In addition to the support for primary and high school students, the Board has extended the tertiary education and training grants to five years, applicable up to the age of 25 years. The existing
arrangements for applying and acquitting the twice-yearly grants, aligned with university semesters, will continue. Students can receive $8,000 per semester under this provision, which is designed to cover four-year degree programs followed by compulsory work attachments or similar requirements.
IMPLEMENTATION AND FUTURE OUTLOOK
These new arrangements will commence with the new calendar year, and the NT Police Legacy Board extends its best wishes to all children for a productive and successful academic year ahead, regardless of their educational stage. The Board is committed to supporting the educational endeavours of NT Police Legacy children, ensuring they have the resources needed to achieve their full potential.
By streamlining the process and increasing the grant amounts, the NT Police Legacy Board aims to provide substantial and consistent support to families, alleviating financial pressures and allowing them to focus on their children's education and development.

NTPL LEGATEES IN THE SPOTLIGHT
A message from NTPL Legatee Abby Cubillo, who is currently working for the Australian Basketballers Players Association.
studied a Bachelor of Sports Management whilst being a professional basketballer and working part time. I knew out of school that I wanted to get a degree, as education was important to me, and I understood that my basketball career wouldn’t last forever. The decision to study at university was made so much easier through the ongoing support of the NT Policy Legacy Program.
I chose to study a Bachelor of Sports Management because whilst being in a professional sporting environment, I was always interested in the business side of sport and how clubs were run. I studied full time for 3 years in Canberra, living out of home, playing, and training 10-15 hours and working 25 hours a week on average at a childcare centre. The NT Police Legacy financially support my university degree throughout this time, which meant that I did not have to put more financial pressure on myself to continue my athlete lifestyle. They constantly checked-in and celebrated all my academic and sporting successes along the way. I don’t believe that I would be in the position I am today without their help and support.
I completed my degree in 2021 and have had the opportunity to work in a few different roles that have aligned with this degree. I worked for Indigenous Basketball Australia for a 6-month period, in an admin and operational role. I am currently working for the Australian Basketballers Players Association 1 day a week remotely as the coordinator for their National Emerging Leaders Program. I also engage in the facilitation of other mentoring and leadership programs, which gives me the opportunity to travel and share my journey with other aspiring athletes.
I unfortunately torn my ACL in May 2023, which meant having a job was a necessity as I was not being paid as an athlete during this time. I have now completed my ACL recovery and am back playing. I have a greater appreciation for my body and its capabilities, but I also now have a better understanding of what my life will be like post-career. I enjoy balancing both a working life and a sporting career, and plan to do so as long as my body allows! These opportunities would not have come by without the completion of my degree, and the support of the NT Police Legacy.
I am so grateful for the support of the NT Police Legacy, for not only myself but my family too. Nothing has ever been too much of an ask, and they have become a part of our extended family.
