BOWLS WA REPORTS - PRESIDENT President’s Report Once again I have great pleasure in presenting you with the 2013-2014 report. Being President of Bowls WA is a great privilege and I have very much enjoyed the journey over the past four years. The role is both challenging and rewarding as the board attempts to consider the best interests of the sport as well as those of thousands of participants. The age group of these players is extremely diverse and often what a young player wants from the sport is quite different from that of an older bowler. Our pennant system throws everyone in together and we all play under the same conditions of play. Inevitably this will create varying opinions and many ideas on how best to deal with them. Often ideas have merit but while fixing one particular problem we can create another issue which may be as bad or worse than the original issue. Our pennant system has served our state well for many years and while I acknowledge it has problems, it is still the life blood of many clubs. Evidence of this is clear to see in the weeks after pennants finishes and once busy bars and greens suddenly become nearly deserted. Change can often be for the good but we need to be sure that it is significantly better than the system that we know has worked so well for so long. Over the year I have had the opportunity to visit many of our Metropolitan and Country clubs and meet with bowlers and administrators from around the state. In nearly all cases their passion and love for our sport is evident and encourages me to believe our sport is in good hands around our state.

Finance and Governance

I am pleased to note that the association booked a profit of $13,020 for the 2013-2014 financial year. After many years in the role of Finance director Jean Gregory retired last year and Wiggy Harley took her position on the board and on the Finance and Governance Committee. With a falling capitation base and fierce competition for sponsorship dollars it is a constant battle for funds and to balance the books. Thank you and well done for your efforts and expertise Wiggy.

Partnerships

The major sponsor of Metropolitan Pennants is BCIB Insurance and I am pleased to confirm that Ian Hopper has agreed to renew his agreement for a further three years. BCIB is a committed partner of bowls throughout Australia and BWA are excited to continue this relationship. Once again the Department of Sport and Recreation has been a major contributor to BWA and their support is very much appreciated by the board and all our members. In addition we have received support from Healthway, Crown Perth, Henselite, Aero Bowls World, Taylor Bowls, and Apia and our thanks go to you all for your support to our financial viability.

Fixtures and Events

The fixtures and events committee which runs bowls in our state is chaired by Therese Hastings and is responsible for the day to day running of both men’s and women’s bowls. Therese is ably assisted by a large group of volunteers who ensure the smooth running of our pennant competition and major events. Thank you to Therese and all the volunteers who give so much time to our sport

Support for a successor

Thank you also to Graham Leeks who has been so loyal and supportive of me in his role as Vice President and chairman of the Bowls Management Committee. Graham has been on the board with me for four years and has shown a keen insight into the game. He has also demonstrated the ability to mount a well thought out and reasoned argument and has been a great contributor to the board. At the time of writing I know Graham is standing for President and I wish him all the best in that role should he be successful.

Membership and Participation

The task of growing and promoting our game is the toughest and most difficult portfolio on our Board. Wendy Ireland and her committee have worked tirelessly on ideas and strategies which the board can use to promote our game. This work is carried out against a background of limited financial support, waning media interest in any sport which is not regularly on TV and changing family demographics which are causing people to be time poor. Wendy has indicated she may not stand again so on behalf of the board thank you.

Country

Kerry Andersen has been Country Director for the last four years and with assistance from Hendy Cowan has worked tirelessly with the leagues and zones to create better and more meaningful lines of communication through to the board. I was able to attend some league events at Gingin and Mandurah and the zone round robin at Jurien Bay. These events combined with country week are hugely popular and are really well supported by country bowlers. Congratulations to all those selected in the All Star teams. It was great to see a male country bowler be selected in the state side this year. Mark Simpson has been a consistent performer in major events for many years and it is great to see his efforts rewarded.

CEO and staff

I would very much like to thank CEO Ken Pride for his outstanding work during my term as President. Ken has grown into his role and bowlers in WA are fortunate to have someone of Ken’s ability and dedication as their CEO. To the BWA Staff I thank you on behalf of the board for your hard work,dedication and loyalty. I have enjoyed working with you for the last four years.

Final Thankyou

Finally I would like to thank the countless bowlers and administrators who I have associated with over the years and who have made my involvement in Bowls so pleasurable and rewarding. For me, our sport is about relationships, friendships, fair competition and respect for the game, its traditions and its history. I believe we have a responsibility as modern day bowlers and administrators to guard and promote these aspects of our sport. Good Luck to the new board and good bowling everyone.

BOWLS WA REPORTS - CEO

Chief Executive Officer Report This has been another challenging year with a continuation of the 30 year decline in capitated members with a (4.6%) fall to 17,170 as at 31 May. This decline directly affected the numbers of players competing in pennant, state events and to a lesser degree country week, which has stood up remarkably well in recent years. The capitation decline continues to squeeze income and although it makes up one of the lowest overall income percentiles compared to other states and territories, it remains very much an integral part of our financial outcomes in WA. A surplus of $13,020 was achieved, however this very much rode on the back of a contraction in marketing and association development; a position seen as unsustainable into the future. The recently announced changes from a capitation model to a club fee in Victoria will be watched with interest in coming months.

Committee Structure

This year will see the end of the initial two year term of the members of the Bowls Management Committee; the body charged with overseeing the game in this State. The restructure and formation of this Committee has been a positive move with representatives from all operational committees, the country and metropolitan clubs combining to give broad input into conditions of play, the structure of the season and other matters pertaining to pennant and above. The retirement of several members from the committee will once again provide opportunity for “fresh blood� to offer opinion and make decisions towards the betterment of the game. My thanks to those members not seeking re-election for their service. In addition thank you to the operational committees, the doers who are there every week ensuring all is in readiness for whatever event we participate in.

Strategic Direction

The completion of the Bowls WA Strategic Plan for the next three years was signed off by the board at their December meeting. This very much complements the Bowls in Australia plan, developed over a number of months by BA, the states and territories and other bowls stakeholders. The plan is a rolling document and reviewed continuously, but will form the basis for operational activities over the next planning period. A key objective is the continued updating of our communication and event management systems. The Bowls Connect program is the key to a fully automated Competition Management System (CMS), which will deliver online results in real time both for pennant and other BWA events. Extensive training is being developed for clubs for implementation in the 2014/15 season, which will remove many of the time consuming (and costly) manual reporting systems.

Board and Staff

Many thanks for the work of the Board this past 12 months. Although many believe they could do a better job, each and every decision is made with the game and/or clubs in mind – on occasions this does not satisfy each and every one of us. After four years in the chair, President Patrick Buller will not stand for reelection. During his tenure many changes have been made both structurally and “on the green” and his commitment to the game and members has been much appreciated.

To the staff I have said before that they work often long and difficult hours, and no doubt would welcome a greater level of resources, both financial and human. They do good work and I am very proud of their commitment to their work and to the Association.

Bowls Australia

My personal thanks to Des Skinner (President), Neil Dalrymple (CEO) and his staff for the support offered to Bowls WA over the course of the year. The collaborative approach taken by BA to the various States and Territories over many issues, has allowed for robust debate to be undertaken, whilst ensuring however that any outcome reached always had the betterment of the game as the over-riding outcome. Bowls WA looks forward to still further strengthening this relationship.

Looking ahead

The game in WA will have many challenges in the 12 months ahead. Falling income through capitation, the potential of reduced Government assistance, open gender and its legislative requirements and the input of a fully automated CMS, will challenge many or all of us. In 12 months we will all need to continue to adapt to “survive” and we look to our membership for mutual support in this.

BOWLS WA REPORTS - CDO Bowls Australia Community Development Officer The last 12 months has been a busy and exciting time for the CDO program. A number of new programs and initiatives have been created to assist bowls clubs in different ways.

Business Plans for Clubs

After the success of last year’s Club Health Checks, Bowls Australia gathered all the results and realised that a critical area that needed to be addressed nationally was business planning at club level. Very few clubs had business plans so a bowls specific business plan template was created and with that many clubs now have a business plan to guide their committees into the future. I have been fortunate to work with some fantastic committees to work through a plan that suits the club and I would urge all clubs who are yet to implement a plan to contact me to arrange a time for me to come out and help. Unlike in the past, it is almost essential that all organisations have some sort of plan in today’s environment to progress into the future.

Jack Attack

On the back of the huge success of the Australian Premier League last year came a product called Jack Attack. Jack Attack is aimed at filling the gap between social/corporate bowls and Pennant. A competitive competition of a fun and modified version of bowls played within 90 minutes each week at local clubs is hoped to really boost the profile of bowls and help clubs generate some much needed revenue. Two clubs around the country were selected to run a national pilot of this new concept and Scarborough Bowling Club was one. Over a 4 week period in January 8-10 teams competed against each other to win a weekly prize and also an overall prize for the best performed team. It was fantastic to see a green full of energetic participants under the sun setting sky in Scarborough with the music pumping, enjoy what was on offer. Two bowl triples with no skips, power plays, 2x sets with a tiebreaker and plenty of great fun was a recipe for success. This new format of bowls will be available to more clubs later in the year. It will be advertised live on Foxtel with season two of APL.

Developing external links

A big part of the CDO program is the links it can make with other organisations that can assist bowls club. Working with local councils has been a major part of my last 12 months. The work that goes on behind the scenes to get the best for clubs is huge. I have contacts with just about all councils and quite often I will visit a bowls club with a local council staff member. This is a great way for councils to get to know the clubs better and for clubs to show themselves off to people who can impact them in many ways. Another organisation I have worked very closely with is the Active After School Communities (AASC) from the Australian Sports Commission. Their job is to work with primary schools and sports clubs to get children participating in sport after school. Bowls has been a major target this year with many clubs throughout Metro Perth and also in the country. They have benefited from having children come to their club to participate in a kid friendly version of bowls. The AASC focus on a ‘Play for Life’ philosophy which is simple game based activities that replicate the skills of the chosen sport. Over 25 fantastic bowls programs have been run around the state with great assistance provided as well as grant money that clubs used to get new equipment.

Rockingham Telethon

One of the highlights for me this year was a single event a club in Perth ran over the Telethon weekend. Rockingham Bowling Club decided they wanted to raise money for this great cause and they ran a 48 hour Bowl-A-Thon where participants paid a small entry fee to bowl continuously for a portion of the 48 hours. Volunteers and participants alike braved horrible weather conditions to make this event a success. There was always at least a group of people playing bowls at all times and the string of continuous bowls was never broken. Politicians, state representatives and local business owners were just some of the people who took part. A substantial amount of money was raised for Telethon and a huge congratulations must go to Grant Mackenzie (Bluey) and the Rockingham Bowls Club for organising and running this fantastic event.

BOWLS WA REPORTS - BOWLS MANAGEMENT Bowls Management Committee The Bowls Management Committee (BMC) and Operational Committee structure has now been in place for the past two years. The BMC includes eight elected members from metropolitan clubs, four of each gender, the chairpersons of the four operational committees and two country representatives from the Country Committee, one of each gender. The primary purpose of the new committee structures was to improve the communication flow between Bowls WA and the clubs and to provide much quicker responses back to clubs on issues that concerned them. The feedback we have had would indicate that these objectives have in most cases been achieved.

Field of Play Rules

A key role of the BMC is to review Field of Play and Conditions of Play rules changes as proposed by the Fixtures & Events (F&E) committee. This is an ongoing process but primarily occurs at the start of the season. There were quite a number of changes made prior to last season and many of the changes were introduced based on feedback from the clubs, either directly to the F & E committee, or from the Presidents and Ladies forums that have become an integral part of the improvement in the communication flow between clubs and Bowls WA. The BMC Charter requires it to be responsible for overseeing the process for clubs and club members who wish to appeal a Bowls WA decision or penalty.

Appeal Process

The appeal process was streamlined this season, with the BMC when required to hear an appeal, appointing a three person tribunal to hear the matter within ten days of the appeal being lodged, rather than wait for the matter to be heard at the next BMC meeting. This allowed decisions to be made in a more effective and timely manner, giving clubs or club members outcomes around which they could forward plan.

Member Behaviour

During the season there was some criticism directed at Bowls WA suggesting that we were not taking seriously issues relating to bad behaviour on the green. Clubs must understand that Bowls WA cannot police bad behaviour as we do not have the resources. This must be the responsibility of each club to manage and clubs need to take the appropriate action with their members who do not meet the accepted standards of behaviour and sportsmanship. However Clubs may not be aware that Bowls WA is a signatory to the Bowls Australia Members Protection Policy. Club members who believe that either they, or the sport of bowls has been brought into disrepute, and who have tried without success to resolve the matter through their club, can refer it to Bowls WA for adjudication.

Changes moving forward

During the last year we sadly lost Angela Booth who passed away after many years service to the game with Bev Bradshaw from the Manning club joining the committee as a casual vacancy. Also during the year Des Jones the Greens and Infrastucture Chairman stood down and Norm Anderton joined as his replacement. As elected members of the BMC serve only a two year term, the AGM this year will see a new group of elected members. I am aware that some of the current members will be seeking re- election which for continuity reasons is particularly useful. I am also aware at the time of writing this report that Max Petrich, Peter Falconer and Jaewyn Norton have decided not to seek re-election. To them and to all of the elected members, the chairs of the Operational Committees , Kerry Andersen and John Lewis who represented country bowlers I thank you for the wonderful contribution you have all made to the BMC over the past two years and for the support that you have given to me as Chairman. It has been a pleasure to have worked with you all.

VOLUNTEER RECOGNITION Bowls WA had the pleasure of acknowledging many hard-working volunteers at their annual Volunteers Function at Manning Memorial Bowling Club on Monday, April 8th in recognition of their importance and the enormous contribution they make to our bowling community. Certificates of Appreciation were awarded to Jean Gregory (Bowls WA Board) and Derek Boardman (Bowls WA Board). Certificates of Service: Wayne Coyle (Coach), Desmond Jones (Greens), Steve Srhoy (Selection), Elio Tolotti (Under 18’s Selection). A special presentation was made to the Sorrento Bowling Club in recognition of the outstanding job they did hosting the National Under 18 Championships.

BOWLS WA REPORTS - COUNTRY Country Country bowls has seen huge benefits from funds granted by the Department of Sport and Recreation and the Royalties for Regions program. Many regional centres now boast excellent facilities with the opportunity to attract new members. The Peel region is continuing to expand membership, and the new facilities at the Halls Head Bowling Club are an example of the progress of the region. Smaller regional towns, however, continue to see a decline in population and are struggling to keep their pennant sides afloat and competitive. Sponsorship is continuing to decline, presenting yet another challenge for both bowling clubs and associations. The September meeting of the BWA Board was held at the York Bowling Club. Following the meeting, an open forum was held with local members who were informed of current issues facing bowls in WA. The annual Country Forum was held on May 23. Zone Presidents and Vice Presidents were invited to attend. Current issues were discussed, and Country Committee members had the opportunity to join with Board members and staff, in an address by Bowls Australia representatives.

Inter Zone Round Robin

Successful Inter Zone Round Robin Fours events were held at the Jurien Bay Bowling Club, and the women’s Inter Zone Pairs were held at the Margaret River Bowling Club. Competition was keen, with the South West Zone winning the women’s Fours, the Eastern Zone won the women’s Pairs for the first time, and the Northern Zone taking the shield for the men’s Fours.

Country Week

Although Country Week nominations were a little lower than the previous year, competition was again keen, with the winners staying the distance to accept the coveted titles. The Men’s Fours title went to the Geraldton team of M. Grigsby, J. Cukela, T. Williamson, B. Criddle. Koorda players Craig Greenham and Wayne Maher won the Pairs title, the first Country Week title for their club. Scott Edmonds of the Karratha Bowling Club won the coveted Singles title. The Geraldton Bowling Club was presented with the Country Week Club of the Year Shield. Women’s Country Week was played in ideal weather conditions. The Fours title was won by the Geraldton team of L. Poletti, K. Hill, F. Sudilowski and J. Adam. The Pairs title went to the Eaton team of E. McDonald and A. Whyatt. Noelene Abe once again showed her dominance of women’s events by winning the Country Week Singles title. The Geraldton and Corrigin Clubs share the Country Week Club of the Year 2014. I would like to thank all of the metropolitan clubs who graciously hosted Country Week events. Their hospitality is much appreciated by the country players. Brian Burton and Di Anderton and their committees are again to be congratulated on the smooth running of the Country Week events and I thank them sincerely.

Country Coaching Enhancement Scheme

The Country Coaching Enhancement Scheme will take a new direction this year. Specialist coaches will now travel to each of the Zones to participate in a weekend of elite coaching for selected players. This new format will broaden the number of players who are able to attend the weekend, and also give opportunities to former participants, to further their endeavours in the game.

Country Awards

The Annual Awards evening at Crown Perth, saw our outstanding country bowlers recognised. Mark Simpson is the Men’s Country Bowler of the Year, while Noelene Abe retains the Penny Needham Brooch for the fourth successive year. The Geraldton Bowling Club is the Country Club of the Year, and the Wagin Bowling Club, the Small Country Club of the year.

Moving Forward

I will be retiring as the Country Director in July. I have enjoyed representing the regional players of our State and I would like to thank everyone who has supported me and welcomed me to their clubs during the past four years. I thank the Country Committee for their time and efforts in representing the Zones. Sincere thanks to John Lewis, Deputy Director, for his support. Thanks to Ken Pride, CEO, and members of the Board with whom I have been privileged to work, and to the Bowls WA staff who are always willing to assist. I look forward to the appointment of the new Country Director and wish them an enjoyable and fulfilling term in the position.

Youngsters grabbing their opportunity with both hands was a constant theme for our high performing athletes throughout the 2013-14 season. Elizabeth Allan shone brightest when the nation’s most talented, young bowlers descended upon Sorrento Bowling Club’s magnificent greens. Allan remained undefeated all week in the girls’ blue-ribbon singles event and was simply unstoppable against the highly fancied Victorian Chloe Stewart, winning the final 2110. Last year’s dual-gold medallist David Downey was disappointed by his efforts in the boys’ singles, however, he never lost focus and guided his teammates Dan Nicholls and Wesley Neilson through tough games against very strong opposition; his experience key to WA defending the Triples crown. Allan’s hard work paid further dividends when she was selected to represent her country for the first time in the Under 18 Australian Side’s three-test series against New Zealand. WA’s highly respected National Training Centre (NTC) Coach Therese Hastings was also recognised as part of the elite coaching pathway and Head Coach Steve Glasson had this to say after another overwhelmingly successful series: “All of our dedicated coaches oversee a committed bunch of quality young bowlers who perform with great passion and enthusiasm when the green and gold is worn and that makes our job very enjoyable.” Also impressing the national selectors were young guns Matthew Ayres and Kristina Krstic; their display in Burnie, Tasmania at the National Sides Championships attracted much attention and earned the pair a call up to the Australian A squad. While there were other strong individual performances, the overall 6th placing for our Men’s and Women’s sides was disappointing and leaves State coaches Pieter Harris and Brian Jeppesen with plenty of work to do if WA are to make the most of home town conditions and support, and challenge for top honours in 2015. Laura Merz and Kelli Rogalski’s run to the final of the Super Six Women’s Pairs was another highlight from the week in Burnie. Despite eventually going down to NSW’s Kay Moran and world champion Karen Murphy, the girls certainly turned many heads their way with an aggressive style and dominant play. Krstic won the bronze medal play-off in the Singles and will represent Australia at the Junior (Under 25) World Cup later in the year. Again, I wish to thank the coaches, selectors and Bowls WA CEO Ken Pride who form the High Performance Committee, in particular Ian Hastings and Tony Hockey who do such a fine job wearing the different hats of State Assistant Coach, Team Manager and Academy Coach. The Aero Bowls WA Academy has doubled in size this year to be almost at full capacity and the time and effort Messrs Hastings and Hockey put in does not go unnoticed and is certainly appreciated by the players and wider bowls community. Many thanks to our friends at the Department of Sport Recreation for not only the significant funding but also the professional support they give our athletes, coaches and administrators. Finally, I must thank the players and their families who make so many sacrifices for a shot at performing at the highest level in a sport that may not deliver the same rewards off the green as some of our other codes. Their intrinsic motivation and strong sense of pride is to be admired and if we can continue to cultivate that in the youngsters coming through the ranks, we’re confident we will warrant long term success.

BOWLS WA REPORTS - NTC Bowls Australia National Training Centre As the National Training Centre coach for Western Australia, since taking over the role from Pieter Harris, I have had the wonderful opportunity to work with the WA based, Australian squad players. All of these players have the one goal of representing Australia on the international stage. Some have already done so at the Under 18 and Development level but playing in the Open team is the ultimate goal our players are working towards. With the National squads reviewed each year and competition for places being extremely high, Western Australian players have again shown their potential to the National Selectors with 11 players included in various squads. They include Kristina Krstic and Matthew Ayres who are in the Australia A squad following stand out performances in the Australian Sides Series in Burnie, Tasmania. David Downey and Elizabeth Allan selected in the Under 18 squad after outstanding performances at the Under 18 National Championships. Clive Adams, Kelli Rogalski, Rechelle Cole, Daniel Patterson and Lewis Grigg have been joined by Laura Merz and Dan Nicholls in the NTC squad where all players, through hard work and commitment to training, can establish their credentials for future National representation. Elizabeth Allan was also selected to represent Australia in the Under 18 Trans Tasman Series held in Traralgon, Victoria, where she gained priceless experience playing alongside and against the best Under 18 bowlers in the world. Kristina Krstic has been selected in a team of four Under 25 players to represent Australia in the Junior World Cup to be played at Broadbeach, Gold Coast, in November of this year. To assist the players to reach their potential and attain their goals, the NTC programme provides them with individual coaching sessions and training programs designed to develop their skills and support them in their daily organisation. The commitment required to reach the top of any sport is enormous and all the above players are in a position to influence the National Selectors through their efforts in this programme. Steve Glasson and the selectors receive regular reports on player progress and have access to data collected through drill analysis and assessment. With hard work, a committed attitude to personal skill development and strong performances in competitions both here in WA and when opportunities arrive for National events, there is every possibility that Western Australia will produce future Australian Representatives.

BOWLS WA REPORTS - MEMBERSHIP & PARTICIPATION Membership & Participation The 2013/14 season has seen a continuing reduction in the number of capitated players with 17,170 participants at all levels of competition. On the positive side, growth in social and corporate participation at bowling clubs continues to increase. In the latest available Bowls Australia “National Bowls Census Report”, in excess of 46,000 people played bowls in Western Australia on more than four occasions throughout the year. These figures illustrate that as a social activity, bowls continues to grow. Recognising, then grasping, the opportunity to provide just what this “new” club user is seeking are today’s success stories for some clubs. These “new” club users are comfortable with social media and regularly use it to see what’s happening. They also offer the best opportunity to be recruited as pennant players. The future is looking bright for the Clubs that plan wisely to gain their share of a huge market looking for safe, entertaining, well run local community facilities. Smart clubs are succeeding in attracting family groups, healthy exercise teams and corporate bodies at such a rate that they are developing a different business model reflecting this “new” bowling club direction – a direction that is proving successful and will ensure growth into the future.

Juniors

Despite the decrease in capitated Under 18 bowlers and entrants in the State Under 18 Championships, Bowls WA has many reasons to be optimistic about the growth of our sport at the junior level. More Western Australian school students are participating in bowls than ever before with both club-driven programs and federally-funded government initiatives such as the Active After School Communities proving popular with youngsters and their parents. The recently launched Jr. Jack Attack program and product comprising 32 light-weight rubber bowls, eight jacks, 50 cones, a target score mat, eight stepping mats and activity cards will assist clubs and schools with introducing the game to even more children. Naturally, our challenge is to now convert the interested participants to regular competitors. Neighbouring clubs working together has produced significant results, with the best example coming from Mandurah and the Peel Region. A structured inter-school competition for primary and high school students state-wide is high on the agenda and our younger, talented members of the Men’s and Women’s State Squads may have a key role to play in promoting the game as positive role models.

Promotion of the sport

Bowls WA, in conjunction with Bowls Australia and individual clubs, are continually addressing the need to grow participation rates. Bowls has to be promoted and finding the necessary funds is a challenge for all. If we want bowls to grow as a sport, we need to match other sports all jostling for a place in the growing industry of sport and leisure. The lack of funding for promotion is an issue and needs to be addressed at all levels. We can’t be left behind.

BOWLS WA REPORTS - INCLUSIVE PRACTICES Inclusive Practices Bowls WA entered into partnership with the Australian Sports Commission Sport CONNECT Inclusive Practices Initiative in October of 2010, having identified that including people in the sport at all levels is a key priority area and as such, it continues to be identified in the Bowls WA Strategic Initiatives 2014-2017. In 2013-14 the following Inclusion Projects were successfully accomplished: • A team at the Disability Sports Australia (DSA) National Multi Disability Lawn Bowl Championships has set an unprecedented first for WA. DSA runs the championships as a pathway to National and International games for bowlers with physical disabilities. o July 2013 saw a single WA participant for the first time in 23 years. o March 2014 saw the WA team grow to 3 members representing WA extremely well in competition with states who had teams of 10. o We are looking to create a State Inclusion Championship in September 2014 to grow the team for the 2015 Championships! • Participation at the 2014 AU Open for Athletes with a Disability continued with WA bowlers participating in the Blind, Wheelchair, and Intellectual Male categories. • BWA and George Hayden, Chair Noongar Sports Association, worked together to provide programs for Aboriginals to experience the sport of bowls. o A four week program, run at Armadale Bowling Club, in September 2013. o Come & Try at Hilton Park Bowling Club in May 2014 proved to be successful with participants wanting more opportunities to bowl. o Come & Try at Cockburn Bowling Club in June and July. o We are looking to expand the Aboriginal Bowls Program in the coming season to other communities as participation grows. • BWA and Reclink, a non-profit organisation to provide and promote sport programs for people experiencing disadvantage, continue to run successful programs together. o A three month program at the Midland-Morrison Bowling Club proved to be popular with a weekly participation rate of 13 to 20 bowlers. o A program with Ruah Inreach continues to run successfully bi-weekly on Friday afternoons at Fremantle Bowling Club. • Inclusion WA (IWA) has a mission to enrich the lives of people living with disability. BWA AND IWA have worked together over the past year to: o Coach members at Fremantle and Hollywood Subiaco Bowling Clubs. o Attend twice a year Multi-Sport events for over 200 special needs students per program. o Attend and promote the IWA Northam School Holiday. o Run a Multi-Sport day at Edith Curtin University where the students learnt about our sport and were assessed running our program. • Peel Bowling & Social Club forged new relationships by becoming Associate Members of BWA. Peel is the only Disability focused club in WA and have moved to share greens with Halls Head Bowling Club creating a unique and special club atmosphere. • The BWA BowlAbility Program at Kardinya Bowling Club continues to have a regular attendance and has been a strong program since its inception in 2011.

BOWLS WA REPORTS - RULES Rules 207 Umpires and 29 Measurers having either re-accredited or accredited for the first time would seem to have been much on a par with last year, maintaining the list at 886 for the whole State qualified to at least the end of the next season. The accreditations of a further 272 are due to expire in the earlier part of the season, though it is expected that some if not all of these may attend the September Metro session or others in the Country Leagues areas. On the surface of it, this would approximate to an average of about four officials per club throughout the State. However there is an element of deja-vu with the sad fact that some Clubs appear still unable to convince their members to step up to fill their needs, having less than two or three Umpires and Measurers. These clubs are constantly unable to fulfil their obligations during Pennants and, in one case, during a State competition round for which they opted to host! It is the keener Clubs that have an abundance, which makes the ‘average’ look better than the reality! Clubs are reminded that the Bowls WA Rules Committee conducts two courses annually within the metropolitan region (around May & September). Country Leagues conduct similar courses in the regions either on a regular basis or by request, through the good graces of some most dedicated League Umpire Coordinators. The new, ‘competency-based’ re-accreditation method was introduced in 2014 with wide general acceptance for the simpler format by those who attended. There was also a general consensus among a significant proportion of those re-accrediting attendees, that the tutorials were absolutely invaluable, particularly in dispelling some furphy-driven misconceptions that appear to propagate during their four year accreditation tenure. The 2014 World Bowls, Laws of the Sport of Bowls review by the 55 member bodies world-wide, is largely complete with Australia’s input, toward the end of last calendar year, included. The finishing touches to any changes are nearing completion and will be finalised at the Glasgow Commonwealth Games in August at a meeting of the World Bowls Laws Committee. The Domestic Regulations may also witness a few changes in line with the Laws, following the Glasgow meeting. This will most likely see the introduction of the 3rd Edition of the Crystal Mark, Laws of the Sport of Bowls in January 2015. While all this does mean that this will be mid-season for most of us, the impact of introducing the expected changes should be relatively minor and cause little concern to either players or officials. This year saw another International Technical Official (ITO) qualifying from assessments carried out in March to bring the total number for the State to three. The sport owes some gratitude toward the volunteers that give freely of their time to contribute to this very important aspect of our game, without which the sport would definitely degenerate. So a very big ‘Thank you’ to members of the Rules Committee, League Umpires Representatives and all those Club Umpires who have contributed this past year.

BOWLS WA REPORTS - GREENS & INFRASTRUCTURE Greens & Infrastructure The annual inspection of greens was commenced approximately two weeks prior to the commencement of the start of the Pennants Competition. However, because of an unusual weather pattern experienced in the winter/ spring seasons, those clubs with grass greens had difficulty in having any ready for inspection. This required the Greens Inspection Teams to make repeated returns to clubs until late in the season to complete the inspection task. Some greens never reached their peak growth and struggled to be maintained at the required level of coverage for the Pennant season. Despite these difficulties no protests were submitted for the season. This season saw the introduction of the Greens Approved stickers which were completed and placed on the club’s greens notice board or other suitable position following the satisfactory inspection of each green. An easy reference for umpires and club managers if they have any issues with a particular green. The Committee would like to acknowledge and congratulate the professional and volunteer greenkeepers who despite considerable difficulties, provided good playing surfaces for all forms of competition. Numerous clubs have had new synthetic surfaces installed. These are a variety of carpets and sand filled grass types. It is imperative that these clubs implement a maintenance program to ensure they get the very best life for their investment. Neglect them at your peril. Some clubs whose synthetic surfaces were subjected to patch or woven patch repair to gain another season of play are facing the reality of a total replacement next season. Some of these surfaces vary in a life of six to eight years. The inspecting teams paid attention to matters of Occupational Health and Safety. The obvious ones being grip and slip hazards. The individual club’s Greens committee’s should be vigilant and identifying such potential hazards and take remedial action immediately, thus protecting their members and visiting guests. All clubs have a suitable thermometer correctly housed and situated in an appropriate area around the greens. Importantly, I would thank the members of the Greens and Infrastructure Committee for their diligence to the task undertaken sometimes in difficult circumstances and for your total support throughout the season. BOWLS WA REPORTS - FIXTURES & EVENTS Fixtures & Events The Fixtures and Events committee has again overseen the completion of Metropolitan pennant fixtures, State Championships and Major Bowls WA events with a tireless effort by a group of dedicated workers who do a tremendous job for WA bowlers. Brian Burton, Leonie Potts and all the committee members coordinate a long and varied Bowls WA calendar which includes Under 18, Over 60 and Open events plus a very demanding pennant season. I thank all of them for their dedication to an often thankless role. Leaving the committee after many years of service is Brian Burton who will be missed, especially for his expertise in the area of match organisation. Also leaving are Elizabeth Petrich and Ian Marshall along with Di Anderton who took on the Over 60 organisation for the past season. For myself and on behalf of all bowlers I thank them for their efforts. Pieter Harris again has done a great job coordinating our committee and keeping our efforts on track. He plays an integral role in ensuring the Fixtures and Events Committee has all relevant information for decision making and helping us to perform our role efficiently and effectively. I would also like to thank all the Clubs who offered their greens for State and Major Events throughout the season. Without club support and their club volunteers we cannot run events and on behalf of all bowlers who enter these events I thank you. The Rules Committee, in providing Umpires, also do a great job and are an important part of our events programme. The 2014/15 Pennant season will see the full introduction of our Competition Management System which will see pennant results recorded by clubs themselves directly via an online portal which is part of the Bowls Connect IT Program. This will enable the results to be available to bowlers as soon as clubs have inputted their scores and will free up our committee members from having to record game results manually. The System will also allow State and Major event results to be available as soon as the events are completed. The 2014/15 programme of events and fixtures is now available and required some adjustments to be made due to the Australian Sides Series being held in Perth in April 2015. In completing this programme we gave consideration to input given by club representatives who attended the Women’s and Presidents’ Forums earlier this year. We are always looking for volunteers to work on our committee and if you are interested in a hands on role that is at the heart of bowls organisation then this is the committee for you. Finally, sincere thanks to Ken Pride, Board Members and BWA office staff for their assistance and support throughout the season.

BOWLS WA REPORTS - FINANCE Finance and Governance The Association has finished the 2013/2014 year with a small surplus of $13,020 after depreciation of $20,726.

Interest received on Investments totaled $45,396, incorporating low risk term deposits and investments in an annuity fund with IOOF, each of which is carefully monitored by the Finance & Governance Committee. The budget for 2014/15 remains extremely tight for the next financial year with Government funding and other key sponsorships, at the time of writing still to commit for the next financial period. Capitated members fell a further 4.6% during the year a continued concern for the Association and no doubt clubs. Of interest is that the majority of these losses were through the metropolitan area. Our accounts reflect the sound management of our CEO Ken Pride and the Finance & Governance Committee in a very competitive environment. A special thanks to Liz Rolt BWA accounts manager in this her 20th year with the Association for a job well done, in addition to a special thanks to Auditor Jeff Edwick.

BOWLS WA REPORTS - FINANCIAL STATEMENTS NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2014 NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES The financial statements are a general purpose financial report that has been prepared in accordance with Australian Accounting Standards and other mandatory professional reporting requirements and the requirements of the Associations Incorporations Act (WA). The financial statements have also been prepared on the basis of historical costs and do not take into account changing money values, or, except where stated, current valuations of non-current assets. Cost is based on the fair values of the consideration given in exchange for assets. The accounting policies have been consistently applied, unless otherwise stated. The Board has determined that the Association is a non-reporting entity. The following is a summary of the material accounting policies adopted by the Association in preparation of the financial statements: a)

Property, plant and equipment Freehold land and buildings are brought to account at cost or at valuation determined by the Board. The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. For the purposes of depreciation of fixed assets, the Association has elected to adopt depreciation rates set by the Commissioner of Taxation.

Employee Benefits Provision is made in respect of the Association's liability for annual leave and long service leave at balance date. Long service leave is accrued in respect of all employees and provided for in the accounts in respect of all employees with more than three years service with the Association. Contributions are made by the Association to employee superannuation funds and are charged as expenses when incurred. The Association has no legal obligation to provide benefits to employees on retirement.

Capitation Fees Income Capitation fees amounted to $654,103. $1 per member of country capitation fees collected from the four zones, amounting to $7,981, was refunded to them to assist with the cost of administering country leagues.
